this is the view news live from berlin the spanish government rejects the latest moves by catalan leaders in their bid for independence after they signed a declaration to break away from spain only to suspend it calling instead for talks with madrid will get the very latest from our correspondent on the ground also coming up. because to istanbul to discuss the case of the turkish german journalist michel othello she's going on trial on terrorism related charges her supporters say are baseless. and as part of our series on being gay in today's russia we meet boris an activist campaigning to raise awareness about the situation for gay men suffering persecution in chechnya.
9:02 am
i'm brian thomas thanks for joining us we begin in spain where the government has rejected catalonia a statement on independence the cattle on president used a much anticipated address last night to sign a declaration of independence only to suspend it and call for negotiations with madrid a disappointing night for the pro cost along the pro independence scotland's who gathered in barcelona hoping to witness an historic moment. disappointment and confusion these catalans came here waving flags and in the mood to celebrate they were expecting to mark a declaration of independence but after the leader of the movement delayed any such move the mood has shifted. i think many people today are disappointed in him. now and as the reason we're still confused and we still have to figure out what actually happened. actually i think it's an opportunity
9:03 am
now to talk to each other. talks that's also what the cuts alone leader called for earlier in the parliament he said cuts alone e.-a would have deserved independence but the time is not right yet. we propose that the parliament suspend the effects of the declaration of independence so that in the coming weeks we undertake a dialogue without this it is not possible to reach a solution. without. majority has gone to the invitation it insists that the referendum was an illegal action. of the man neither mr pushed him on nor anybody else can claim without the framework of legality and democracy to impose mediation and the dialogue between democrats has to take place within the law respecting the rules of the game and not inviting them to their own
9:04 am
advantage. in madrid many spiny it's reacted to pushed month speech with joy with a few exceptions. the coward this man is calling and the pro unity party in barcelona made itself even clearer. the fact that you want to destroy europe and spain is not even the worst thing the worst is that you've destroyed the feeling of togetherness of all cattle and. the divisions a widening not only among those for or against independence but now also within the pro independence community some parties say that comes along leaders missed an opportunity others are more conciliatory. in that we're convinced that no one in catalonia has any reason to be unsatisfied because this is a move towards consensus dialogue mediation and negotiation without having to abandon the clear outcome of the referendum that took place in early october.
9:05 am
later in the evening supporters in barcelona back in the mood even if there is no immediate declaration of independence they still hope dialogue will produced a result they warned. well can it at this point for the very latest let's go straight to did abuse of on a far far in barcelona family this is not the clear declaration many wanted what are catalogs saying about all of us this morning. right right and because it's not clear a lot of people here are disappointed in fact they literally saw that independence balloon deflating in front of the yesterday and they are upset because they say that maybe the president pushed him out has missed the only chance in the history of catalonia to declare independence others are saying well let's stay positive because after all he's suspended that they can ration but that does not mean that the game is over yet and once again others the ones who who did not support
9:06 am
independence to begin with are happy that he did not make that declaration but it's the same time they're worried just for ha long the situation is going to continue to go to drag on unforeseen consequences for the region and for spain ok that uncertainty is going to be addressed today when the spanish prime minister royd holds his cabinet meeting an emergency meeting this morning what options does spain have the spanish government right now. pretty much the options that they were talking about over the course of the past week for example article one hundred fifty five this article in the spanish constitution could be invoked that would mean that this central government here in catalonia could be dismissed and also the autonomy the partial autonomy all of the region could be suspended now what exactly will happen we will not know probably four four p.m. then promised that are actually going to declare his statement about the situation
9:07 am
ever already yesterday after his speech the deputy prime minister indicated that there will be consequences and all legal nothing is are going to be applied to stop this process from continuing so clearly a brian we don't really see there that there are going to give into some negotiations that the catalonia government would like to see. very much beyond the mind of cut on leaders today what's going to happen with them in barcelona what's their next move if madrid refuses to talk. right well if they refuse to talk of course we don't know yet to really at this point or just on madrid right now and here here at the square where the central government is located everyone is pretty much on standby waiting to hear whether they will give in to something now when this if this does not happen get basically back to square one where we came from and that is that that cut all alone you could again call for some sort of an international mediation but also could even declare
9:08 am
independence within a few days if they really press add radically at this point nobody believes that's going to happen so soon everything is on standby no demonstrations are called for all the point at this point so we don't know exactly just what the response is going to be from president puts them aunt ok stand by very much the operative word right now fahmy fall short for us in barcelona thank you very much. i want to go i got a financial are telling you it's they are just as puzzled as as the rest of the world i mean independence yes but not yet and that of course leaves room for speculation and more uncertainty at least the euro rallied on the news it is now trading at over one dollar eighteen and it hasn't been that high since before the october first referendum there you can see how it's been moving now europe's single
9:09 am
currency of course took a tumble in the days of uncertainty that followed that referendum but it picked up on tuesday even before the announcement by strong export data from germany but how long can that last catalog president last night signed a declaration of independence but hold implementation to allow to go see asia and what does that mean for business let's bring in general don malone at the from food stock exchange good morning john so what are the traders what the people way you are making off of that speech. well the reception here has been pretty positive it's worth pointing out that investors got at least half of what they were wishing for now that was of course that would hold off on declaring independence and that this could pave the way for dialogue with moderate but of course there is that missing half and that is of course the response from the central government so investors are still waiting with bated
9:10 am
breath to see what will come out of that they're also still digesting comments from put him on last night their right to do business is in particular where he said that business is moving out of the region were doing so for the markets and that would have no real economic impact on catalonia now investors here would beg to differ is right in the sense that the changes have been mostly administrative so far but of course if the situation escalates and catalonia becomes more isolated then obviously the other spanish regions would compete to host the businesses that would be leaving catalonia and that's something the companies are expecting as well so that is that's basically what's been going on here on the trading floor and of course i mean we already know that some companies especially big banks. already said that they will leave barcelona and to move their headquarters to madrid so that speech last night and the reaction from madrid so far are there any specific sectors of stocks that are mostly vulnerable to that.
9:11 am
yes especially the spanish banking sector has been on edge all week as you've said and if you just want an indicator of that it was right widely reported that spanish banks had stocked up on cash from the european central bank at the weekly auction yesterday ahead of speech and apparently it was mostly spanish banks that drove the final figure of cash raised by bias about six times what analysts were expecting so that just shows you how anxious they have been now today however following the speech banished banking stocks are widely expected to perform better with potential for movement depending on what what comes out of madrid later today. in france thank you so much for this update. and clearly a difficult time to plan for investors and to businesses in catalonia over the past few days we followed some cuts alone and business owners around boston though not
9:12 am
to see how they are holding up and what we found is a mixed picture. jose maria ming well he's in downtown barcelona together with thousands of others eager to send a clear signal to the cattle on parliament declare independence but why. then it's a chance to have a normal country a country that can develop and make use of its resources and pass its own laws that's it. earlier meanwhile was busy working at a company he set up with partners the mid-sized company that supplies chemicals such as enzymes for beer production but while business is good now what about major corporations leaving catalonia. in economic terms there will be repercussions for spain in europe due to the loss of trust but that was predictable europe was slow to respond to our warnings they claim we are a prosperous region with
9:13 am
a high degree of self-determination but for years the people's party in madrid has been rolling back our autonomy. climbing on top of the media and it's not just the big banks who are leaving catalonia many mid-sized companies are considering the move to famous sparkling wine producer fresh annette is among them. i proposed to the board that we relocate our headquarters should there be a unilateral declaration of independence freshen it is determined to remain in the european union. that stance often does not go down well with customers in catalonia the home of spanish sparkling wine. because of the version that it's had an impact on fresh anette although not that serious these people are a variety of kind of lines who are not keen on how i see spanish community. of one of their own egos punk. many economists already agree that uncertainty about the
9:14 am
ultimate status of catalonia will take a heavy toll on the region. the machinery of the premises and other assets will stay the workforce to. what will change is future investment. it will disappear because we will no longer be able to give investors legal security access to capital and the european dimension. still jose maria mingle and millions of his fellow catalans believe the only way to a better life is through complete independence from spain. well uncertainty not just in catalonia and spain but also in turkey certainly in terms of relations with germany latest a long series of tests their relations between germany and the turkish government under president juan have been of course deteriorating since the failed coup
9:15 am
attempt in turkey last year eleven germans are in detention in turkey including the translator and journalist michel tolo and she was arrested in april on charges being part of a terrorist organization and of spreading terrorist propaganda her trial is due to begin today but says tolo has been on justly imprisoned and turkey's critics say this is just another example of how freedom of the press is coming under increasing attack. let's go straight to istanbul now our correspondent dorian jones who's following this trial for us dorian the charges against tolu are of course very serious why is this case so important in turkey what is seen as another evidence according to critics of a further crackdown on all journalism and also increasingly on foreign journalists that are working in turkey this is the latest in a series of prosecutions against foreign journalists in fact yesterday there was
9:16 am
reports that another journalist a finnish turkish journalist working for the wall street journal was convicted and sentenced to two years in jail she's now out of the country but these cases are further evidence what critics say is shutting down all of the foreign media coverage of turkey point saying that the turkish media has already been shot and now those working from overseas reporting in turkey are also now on the pressure ok but some journalists have been released you know the criteria appear to be pretty ambiguous in terms of who stays in jail and who doesn't well that's right and in fact it's ever since the a failed coup attempt critics have said that the system has become completely arbitrary tied to the political wishes from on cora rather than the fairness of the courts the government to strongly deny that but it does seem crazy arbitrated decisions taken we've seen a number of french journalists who have been detained and then following pressure
9:17 am
from an appeal from paris they have been released without without going to court whereas in countries like germany we've seen a series of german judges they are still being held in jail so many ways people are saying that they are becoming bargaining chips and oncor is seen as increasingly playing one european country against another in this ongoing battle of wills ok what about michelle atoll who is there any idea how this trials going to go after it opens today when when did we expect a verdict. well that's again very difficult to say these cases towards the slow moving they'll usually how whole one or possibly two days of hearings and then they are the key thing here will be whether the fence lawyers called for her to be released from pretrial detention or heat it that scene is crucial in possibly even the overturning of paul sport and not allowing it to leave the country that has occurred in several cases i think that's what the defense lawyers will be hoping for but given the relations between budget and on course
9:18 am
still very bad i think few people are expecting that during jones covering this trial for us there in istanbul thanks very much dorian now for some of the other stories making the news at this hour at least fifteen people are dead more than two hundred are reported missing after wildfires that have ravaged northern california's wine country entire neighborhoods have been reduced to ashes thousands of people made homeless a state of emergency has been declared forecast show high winds in store for wednesday which could spread the blaze. voters in liberia have taken part in a landmark election the ballot could mark the first peaceful and over power between elected governments in the west african country in over seven decades president ellen johnson sirleaf is stepping down after twelve years in office final results of the first round are due in a few weeks. the frankfurt book fairs the world's biggest as kicked off
9:19 am
in the german financial capital ahead of the grand opening the french president manuel mccall got a private tour with the german chancellor francis the fair's featured country this year. well today marks international coming out day with james to promote awareness of lesbian and gay rights and all this week was focusing on being gay in russia with an exclusive investigative series of reports our moscow bureau chief very rich shadow matter russian gay rights activist who's campaigning to raise awareness about the plight of gay men in the russian region of chechnya media they're reporting on the alleged detention abuse and torture of some one hundred gay men this is the story of boris. only the oligarchs have it easy here in russia everyone else gays teaches journalists people with hiv have it tough before.
9:20 am
they graduate from you as a gay man i feel social pressure each and every day look at the homophobia has become trendy you can even own money with it make a name for yourself homophobes get invited on to prime time t.v. chat shows and make even more money at the both infamous she drank and. knocked up a flop of the current campaign of homophobia going back in two thousand and thirteen when the old banning so-called gay propaganda was passed people thought it wouldn't change much but now we've really feeling the impact you want to watch sodomites perverts. sags out of our city.
9:21 am
you know if we can because we don't need immigrants and we don't need gays what we need is a healthy society the church common children those are the values we need. in the junior minor but the most we know one of us here to distract people is a colorful character he fits the bill because it's about distracting people from the real social and economic problems that exist and the problem is that really affect our future. he says gays and western agents have to undermine russia's moral foundations from the inside out. when the first report is about the persecution of gays in chechnya came in i reacted instantly petersburg there's a breach named after the chechen president's father i had cut myself to it.
9:22 am
when use of the stunt spread of said i should scrub the bridge with detergent to get rid of what he called the contamination i'd left behind. the thing is that i actually am a child be positive of what but how could he have known. how did you know i hear he's attacked all saxony. i mean. it was difficult to hear from him but it's exactly the pressure i was talking about when you realize that the whole government machine is against you. you know how much you know most of the charts and if the book doesn't matter if it's putin who's in charge or someone else no one's ever going to get rid of the discriminatory laws we have.

9:25 am
a terrible campaign have yeah yeah i don't know about under the dutch word for embarrassing if i knew it i would probably use it they'd missed out again this is after missing out in the european championship in two thousand and sixteen why are they missing out now because their top players are no longer top play is the days of having good it from boston. playing to the dust as a team they've gone up in the last poll but now he's gone up and coming to us talent isn't good enough and i think it's a collective lack of self belief when they're playing they know they've been playing bad the last couple of years and they just have a feeling of dread when they play yes they did beat sweden today it was too little too late and unfortunately dutch soccer fan. you deserve it sort of didn't go in unless it's a big shame that what they were run is up to world cup soccer and you know let's look at messi right now he did it again you know he's on his game is very well you
9:26 am
