they could be the future. granting opportunities global news that matters d. w. made for mines. this is d. w. news live from berlin tonight the first steps in trying to form a new german government never before have four parties trying to tie the knot and share power can they put their significant differences to the side and find some common ground that question is weighing heavily as the first round of coalition negotiations gets underway here in berlin also coming up
10:01 pm
a promise that can not be kept kenya's chief election official calls the upcoming election into doubt by saying he cannot guarantee a free and fair vote. and china's president xi jinping heralds a new era for his country at the opening of the communist party congress in beijing . plus the transformative power of music and dance this. new project here in berlin is bringing young refugees and locals together and giving them a new lease on life. i'm bring it's good to have you with us tonight germany's political leaders are trying to build. bridges to places they've never seen before today german chancellor
10:02 pm
angela merkel began reaching out to other political parties with the goal of forming a new coalition government and she has done this several times before but this time she's trying to bring four parties together to form one federal government it's never been done if it works it would be called a jamaica coalition because the colors of the political parties here are the same as the flag of jamaica. black yellow and green for now the colors of the jamaican flag are just hot air on the banks of the river. but exploratory talks are under way chancellor merkel's conservative c.d.u. and c as you first met with the business friendly f.t.p. party and later with the environmentalist greens the jamaica coalition would be an exotic combination that has never existed before at the national level. the talks were reasonable there was no tension but we all know how hard it will be and how
10:03 pm
different our political cultures are equal to and here to summon the person the c.d.u. n.c.s. used prospective partners have major differences over a number of key issues including the european union and austerity policy migration and energy. this could become the most complex series of negotiations in decades. before the talks were shaped with the intention of looking for solutions about how to reach a cohesive society but it is also clear that there is a long way ahead of us. this views the munging moves on friday the exploratory talks will continue with teams from the potential coalition parties meeting together it may be weeks before a possible jamaica coalition becomes reality. and for more i want to pull in our political correspondent thomas sparrow he is following the talks forced good evening to you tomas so after this first day can we talk about any type of progress
10:04 pm
being made. i think there was initial progress brant this was the first time that these parties formally met after the election and they were actually just trying to find out where their priorities lie what i've of policies what type of red lines if any they have but it is clear that they have still a long long way to go before they can find some common ground one of the participants said after the talks that they all knew what they were looking for but they didn't know what they would find in the end so this just gives you an idea of what type of problems here we're looking at i'm going to call who is leading this talks has the huge task of trying to make friends trying to make allies out of political parties that in many cases are diametrically opposed and obviously this is a process brant that will take a very long time yeah it's what we said at the beginning of the show you know
10:05 pm
you've got probably titian's here in germany who are trying to build bridges to to each other into places that they've never been before and you wonder if it will work and how long it will take and we heard today that it could be sometime in december it could be christmas before we have a new government what does that mean for europe in germany's other international partners. well certainly i mean the analysts here are saying that money should be happy if by christmas it has a working government they have to sort out why it range of issues as we saw in our report and obviously the fact that those political leaders have to sort out those issues means that to a certain extent germany is now looking inward germany is now focusing on its own internal problems its own internal debates but at the same time it is also clear that the government is still working at the government is still reacting to some of the political issues that are happening not only in the country but also
10:06 pm
internationally so i think you have these two processes working similar tenuously on the one hand all this the political leaders looking at the current situation and trying to find that new coalition government on the other hand obviously still focusing on the problem than the issues that affect the country both nationally and internationally. for their political correspondent thomas spare on the story for us tonight here in berlin thomas thank you very much whereas the german translators party looks for common ground after the election and its poor showing in one region has already claimed a casualty one of the conservative cd key figures says he is stepping down the state premier of saxony studies love till it says that his state needs new leadership to meet future challenges now this comes after the fall i. pushed the conservatives into second place in the eastern german state in last month's general election that was a major embarrassment for the conservatives saxony have long been
10:07 pm
a conservative stronghold. here's some of the of the stories now that are making headlines around the world the russian t.v. personality. so has announced that shield challenge russian president vladimir putin in next year's race for the kremlin the thirty six year old socialite said she wants a different russia that is civilized and european but critics call her move a publicity stunt that could further fragment the country's opposition in portugal members of the country's parliament have observed a minute's silence to remember more than one hundred people killed by recent forest fires those fires have swept across large swaths of the country since early in the summer. officials say an italian priest kidnapped at gunpoint in nigeria has been released after five days now this as police report four british missionaries have been kidnapped in the country's southern delta state they are said to be
10:08 pm
a doctor his wife and two preachers who provided free medical services militants are believed to be responsible well tonight the head of kenya's election commission has said it will be difficult to guarantee that next week's presidential election will be free fair and credible. he said that that was due to interference from politicians he spoke after an election commission member quit and left the country rosalyn a home he said that the vote would not be free and fair because the commission was quote under siege now last week opposition leader. pulled out of the president's race citing illegalities he called for a mass protest on election day raising the prospect of confrontations between protesters and voters. well i'm joined now from nairobi by d.w. kenya correspondent catherine one dau cabinet's good to see you the election board
10:09 pm
the chairman said that he cannot guarantee a free and fair action can the vote go ahead. all the vote it's up in the air at this point because this is what we know we know that he says he's under siege and the people to blame here ruling party and the main opposition which is the national super alliance on one hand you have the main opposition which is trying to ensure that the reforms and they have twelve irreducible minimum and on the other hand you have accusations that the ruling party has at least four of the seven commissioners in their hands and they're the ones who are frustrating the chairman's efforts to move forward and make preparations for this particular vote operational wise the chairman says he's ready but if this still meddling going on within the commission then he cannot
10:10 pm
assure the lection on the twenty sixth of october. and you know we've already seen protests on the streets of media how divided is the country tonight. the nation is very divided because you have a combo who resigned earlier. today and she says as much as she says that there issues within the electoral commission you have some kenyans who are saying or who are looking at her resignation as something that is political rather than something that is pointing to an issue within the electoral commission that needs to be changed before the elections and then you have another side of the country that says that they don't want to participate in the elections in fact there was some training of b.c. you elect to commission officials in western kenya which is a stronghold of the opposition and we had a lot of trainers from the from the electoral commission shoved off from the from
10:11 pm
where there was supposed to have the training so you see a country that one side doesn't want to have elections and will participate in protests and then another come another side of the country that is willing to have elections irrespective of reforms you know the tension it sounds like is growing leading up to next week's election day catherine on one day reporting tonight in nairobi catherine thank you very much. china's president xi jinping has declared a new era for his country and says that it is time for trying to quote take center stage in the world now at the first session of the communist party congress in beijing she also pledged to open his country's economy further and to pursue a policy of zero tolerance against corruption during the weeklong congress a new public bureau to run china for the next five years will be selected.
10:12 pm
it's a meeting on the grandest of scales. nearly twenty three hundred delegates representing the eighty nine million members of china's communist party. and the focus of it all one man president xi jinping. she praised china's achievements during his stewardship but he said the country must not stand still. ok china has made major breakthroughs in its reform campaign where now in high gear and full steam with deepening comprehensive reforms and resolutely removing all systematic problems these reforms have been carried out in an in-depth them fundamental manner his speech may have been light on details but she promised to continue economic reforms fight corruption and open the door to more foreign investment as part of a new era of chinese development. she also set the tone for china's role on the international stage in the coming years one focusing on economic development and
10:13 pm
environmental protection. but she also cautioned world powers against taking his warm words as a sign of weakness. china pursues an independent foreign policy of peace and respects the rights of other countries to choose their own development road china will never see the development at the expense of others interests and will never give up its legitimate rights and interests either no one should expect china to swallow anything that undermines its interests. she is widely seen as china's most powerful leaders and smiles they don't but he's still trying to rally support for a new term in office and his message to these embley was clear stay the course and clear the way for a new era of prosperity. the president putting a lot of faith in the free market and he also had a message for international businesses today day that's right branching paying is
10:14 pm
at it again painting a beautiful picture of china china as a land of business opportunity which few outsiders recognize in his opening speech on wednesday he promised to protect the rights of foreign investors saying all businesses would be treated equally so far foreign firms in china complain an unrealistic bureaucratic hurdles and say chinese subsidies give domestic companies the upper hand. and another example of those hurdles to business is the monitoring of communications foreign companies inside china apprise their secure data connections with their headquarters that way they can keep sensitive information within the fob but now china is set to ban the technology that makes this much easier many see it as yet another obstacle to doing business in china. amcon is a german company that provides data system consultancy to foreign firms with
10:15 pm
operations in china. the beijing government is now planning to block access to virtual private networks all b.p.'s encrypted connections that tunnel data traffic to a proxy server. costs just a few euros and have become a critical tool for secure communication between foreign based companies and their headquarters. they're also used by millions of individuals to circumvent china's censorship system. because. most of our clients are very concerned. if not horrified upon it. because of how dependent they come on v.v. ends. for lawson on. the or thirty's of interfered with b.p. and before especially in the run up to communist party congresses that the regime had appeared wary of enforcing a complete lockdown on v.p. ends probably out of consideration for the business world but in the new year
10:16 pm
beijing will order telecoms providers to close the data tells us this is serious this time they mean it and they'll go through with it too. many details remain unclear. but for the european business community in beijing china's internet policy has always been troublesome. we see it is kind of sort of a tax on doing business in china and and that's not good for trying to you what you were looking at creating more productivity more efficiency in the economy certainly ensuring that companies have readily timely and stable access to information is important and it hurts foreign companies even more and there's more in store for those companies a new law on cyber security introduced even more rules to an already highly restricted technology regime certain data may now only be stored on the main one for example for foreign companies in particular the assessments and adjustments
10:17 pm
involved will be a major burden. in the service ultimately the cyber security law means that not being compliant can get your company into serious trouble. it could even mean the company being closed down or having to disclose all its data and no company wants that this regime is going to get to my. what is already clear is that the new law will make life difficult for small of foreign based into prizes and prevent others from even starting up here. billionaire investor george soros has given a whopping eighteen billion dollars to his charity the open society foundations that amount represents a huge chunk of the hungary and born investors wealth of twenty three billion dollars his charity fund civil society groups that promote education democracy and public health but source isn't a low other american billionaires like bill gates and mark zuckerberg have also donated huge chunks of their wealth. so he is following this for us from new york
10:18 pm
sophie how does sources charitable contributions stack up in the pantheon of big billionaire donations. quite well i would say far as open society foundation is now the second biggest after their gates foundation and what really makes him unique though is that the political donor. very different from gates who has been funding education and health issues for example and there are not many donors on the left side of the political spectrum i think he's the only one actually of this magnitude on this side who we have mercer for example and the koch brothers on the right side but as sort of has always been known for being really bold and sure about his investment on wall street he is quite the same want to come through his own day should so he basically has strong opinions and acts accordingly no matter what doubling down is his way of investing and often aiding and leading his foundation it seems the open society foundation has been under
10:19 pm
a lot of pressure recently from hungary to india and as a statement as just doubling down and talking of solid foundations the federal reserve has released that snapshot of the u.s. economy what's the outlook. well yes then you know i think the most interesting and important thing is definitely at the end of life and the quite interesting thing about inflation is that even if they were economy and the tightest labor market in years did little to move the needle on inflation the fed correctly right but increased and wages and the cost of materials as modest in this report and no one really seems to know why inflation is just remaining on that low level of the fed two percent inflation target still appear out of reach. so the u.s. economy defying expectations but not in the way that they'd like so fishman's going on wall street thank you for that. greece's prime minister alexis tsipras is
10:20 pm
defying the followers of his country's financial fortunes saying he expects the economy to grow up to two percent and twenty seventeen that's despite you figures out today saying the economy actually contracts it last year the thing is he's now starting to convince his creditors with his optimism. a warm embrace for christine legarde the head of one of the institutions keeping his country of flows the greek prime minister and the i.m.f. chief both won greece to return to self-reliance as soon as possible with out in mind alexis tsipras presented an optimistic outlook for the future of the greek economy. after several years of economic integration. and stunning page. acute risks and the certainty have subsided. we cannot make recovery is gaining
10:21 pm
traction. in. the two thousand and seventeen expected growth rate of. approximately close to two percent has not been seen something like that seems two thousand and seven but is the outlook really that rosy let's take a look at the numbers one in five greeks are still lies of work figures released by the country statistic agency on tuesday showed that the economy actually contracted last year and g.d.p. at one hundred seventy six billion euros was down from the year before those figures have come as a surprise to lenders in expecting modest growth despite that the i.m.f. appears ready to support weak his desire for an imminent exit from its third bailout program i believe that a resolute implementation of this program together with an agreement with the greece's european partners on debt relief or essential to support
10:22 pm
greece return to sustainable growth and a successful exit from any official financing as soon as next year after three bailouts and years of a stereo greeks are keen to wave goodbye to their creditors but for that to happen the numbers will have to match the optimism. or if that greek drama would make a good musical perhaps it would have a lot of our voices over to see if we can do that then or there's a musical that is bringing. drama but refugees and young germans closer together it's all part of a project here in berlin that is called welcome voices now in our next report we meet some of the performers of the production flying high as they prepare to take to the stage. the last rehearsal before opening night flying high is turning these teens into singers actors and friends. i've made new friends.
10:23 pm
that was really great for me. i didn't really know anyone before. we were hers just once a week. and when i'm here i forget the whole world i'm just here with my friends . my hair is eighteen zina is seventeen two years ago maharaj in germany alone from syria xena is german and has lived in berlin for eight years for her the musical provides a creative balance to her preparations for high school graduation exams. the teens have been rehearsing together for half a year they developed a musical from their own ideas the plot a peaceful people is attacked hostages are taken and adventures and soon. the writer. director todd jonathan fletcher wrote the script based on the teen's
10:24 pm
ideas and composed the songs he's been working with youth for thirty years. my aims are to show the kids that they're capable of more than they ever imagined possible these people who have ended up in europe from who've come from somewhere else can contribute not just be here not just be integrated in the sense in the easy sense of the word integrative but contribute which is beyond integration and i think that's what people want to do. even at break time the teams learn each other's language and. i happened to our need for i've never had anything to do with refugees before and it was interesting to get to know another side of them. and see what kind of people they really are. that's from and and. then
10:25 pm
a quick costume check the performers even so their own outfit. i have to fly out of and. i've acted in a few theater groups before so this was like more training for me. and not in my case i'm doing all of this for the first time. acting and singing are now my main hobbies and this. man here is playing the lead role in the musical he emerges as the hero of the story. i told my parents about it and they were pleased they're proud of me. start.
10:26 pm
my hair and xena like the others are doing all this in their free time and often for the first time. for this particular project. the art is a means to an end and so we've strangely achieved that goal. of integration and bringing people together and we now have to still keep working on the means because of course a musical would be nice if the musical works out and i'm sure it will but it's not really about that. for todd fletcher this project is much more about bringing teenagers together helping them discover new perspectives and sharing them with the wider world. and that's what we call good news you're watching t.w. news wife from berlin after a short break i'll be back to take you through the day but first images from
