the soviet union's heritage where does russia stand today and moscow's empire our series starting november fifth on g.w. . this is d w news live from berlin germany's chancellor races to pull together an awkward alliance agel americal holds her first full round of talks on forming a government with a coalition that has never been tried as a level. also coming up britain's to receive

a tries to keep up appearances during right at talks in brussels but merkel says that negotiations cannot move forward until the divorce bill is agreed and in sports and to look to regain their composure after two poor result in a row but to say the leaders face a difficult trip to frankfurt on saturday and have fired unic on their tail. i'm sorry kelly welcome thanks for joining us german chancellor angela merkel has held her first full round of talks to piece together an unprecedented multi-party national governing coalition fifty politicians from her conservative c.d.u. the business friendly f.t.p. and the greens met today to see if they can work on topics ranging from the european union to finance to foreign policy their political differences are
11:02 pm
significant but so is the pressure to succeed. more than fifty negotiators for parties and one common goal forming an unprecedented coalition that does not really fit together after two days of amicable preliminary talks they're finally getting down to business and the first problems are already in sight it's time i was inclined only option in it's never smaller differences but there are also areas self wider disagreement. if i think about migration for instance we see is you want to limit immigration in order to gain better control because it's one going to be not hard to get used the potential partners in government have opposing views in many areas too it might be a long way to go until a so-called jamaica coalition can be formally announced it's called a jamaica coalition because of the party colors it brings together merkel's
11:03 pm
conservatives and the business friendly free democrats and the green party. the first issues on the agenda finance public spending and taxes just some of the contentious topics on the table. if you did start on fatigued your team are in striking what we have to do now is engage in depth on these topics for instance we want to race investment in public spending because we want to talk about cohesion and what we can do to strengthen the euro and certainly also about climate change and the environment you know today's office to you know commercials invert in front of the german bund us talk environmental activists send their message to a potential jamaica coalition the greens are calling for coal power to be faced out with the other parties more skeptical energy policy is another hot topic. well earlier i spoke with a political correspondent thomas sparrow and asked him if it was
11:04 pm
a positive sign that the talks ended earlier than expected. well sorry if there's something clear about this first big round of talks among all four parties involved is that now the differences are on the table that's something that we heard from some of the participants are the meeting although they did signal that in some areas they had been able to find some common ground for example development aid. the conversation there what they said afterwards was all about the clear differences that there are there's still a long way to go the differences became evident during the talks that there are topics where they won't be able to find agreement easily so i think after a very long day where they met for many hours today the parties just simply realized how big of a challenge this will be given those massive rifts that we are seeing thomas why are these talks such a challenge for angela merkel because i mean germany is traditionally governed by
11:05 pm
a coalition well but just imagine this. has to put together a coalition of parties that are on different parts of the political spectrum ranging from the greens that are rather on the left of the political spectrum to the conservative bloc and in particular i'm going to call sister party the c.d.u. on the right so her challenge is to try and make allies out of parties that are diametrically opposed in a wide range of issues on a wide range of issues is what they are discussing only today we had forty eight presentations during those discussions on twelve different topics so you can just imagine the challenge that these parties have in the next few days and weeks and in the meantime i mean there is still a business of governing the country isn't there it could be january before we see a new government formed which is able to do so to turn over that new leaf given this period of political limbo what could this mean for american leadership role not only in europe but also in the world. well not much if they do manage to find
11:06 pm
a government in the next few weeks now the next phase is to go into smaller groups and discuss each one of those twelve topics but obviously there is a long way to go and not to mention that they also have to consult their own bases the different parties so we can certainly say that there's a long way ahead of us and that the parties were at least be happy if by december they have a coalition in place thomas sparrow with the latest from berlin thank you and as chancellor merkel tries to form a government at home she has also been discussing bragg's it with britain's prime minister and other e.u. leaders a meeting today in brussels ended with the two sides still struggling with the terms of britain's divorce from the european union merkel raised hopes that the talks may move on at the next summit in december but she said the progress would depend on britain's financial settlement in agreed to resume
11:07 pm
a does her best to keep up appearances in brussels but she offered few new answers to the many questions that remain about brags how much is london willing to pay to settle its divorce battle and when it remains a mystery here. the full and final settlement will come as part of the final agreement that we're getting in relation to the future partnership and i think that's absolutely right finances are the main sticking point between britain and the e.u. you know this and the for britain still has to make a significant financial effort at the moment we are far off a figure that takes the long term financial commitments into account. the hope is that we'll have come far enough by december that we'll be able to move on to the next phase of negotiations but it's up to britain to make that possible zero move. though friday's morning meeting did little to sweeten the relationship between britain and the e.u. not lost right progress it's not sufficient it doesn't slow progress
11:08 pm
at all. prime minister may offered a much needed olive branch pledging to protect you citizens in britain after the break that process is completed the u.k. and the e.u. share the same objective of safeguarding the rights of e.u. nationals living in the u.k. and u.k. nationals living in the e.u. e.u. citizens have made a huge contribution to our country and let me be clear that whatever happens we want them and their families to stay no one has expected a breakthrough but friday so most is unlikely to leave either side feeling satisfied. and say you council president donald tusk presented what is being called a leader's agenda to discuss the reforms proposed by the french president emmanuel mccall we asked correspondent max hold on in brussels earlier about that agenda. what you have at the moment is you have a very enthusiastic french president with a lot of energy making a lot of proposition suggestions all over the place and i think there's two fold
11:09 pm
here what they wanted to skip the president of the e.u. council is trying to do is giving all those visions about energy a little structure sort of channeling what a money remark or is proposing and at the same time not only channeling it but preserving the ambition that is behind it because that you have to think about it you know if you still have twenty eight member states that might not agree with everything that i want to mark or saying that's one problem the other problem is that often in the past we decided something on the summits but it never happened it never followed through they want to change that wants to change that by setting out a new agenda giving it more pace and really trying to settle also the issues that were contentious in the past. and put a quick check now of some other stories making news around the world checks have begun voting in a two day parliamentary election that is expected to hand power to a populist billionaire frontrunner andre bobbish has pledged to step up corruption

investment and keep up refugees. but as our no movement is likely to need coalition partners to form a government. two suicide bombings have killed dozens in afghanistan. an attacker set off his explosives that is shiite mosque in the capital kabul killing at least thirty nine people and police say that at least thirty three people died in a separate bombing during friday prayers at a sunni mosque in western core province a warlord as apparently the target of that attack. despite criticism that uganda has grown increasingly authoritarian the country also often wins praise for the way that it has welcomed refugees these african nation is currently hosting around one point three million people who have fled neighboring south sudan the policies followed by the government in kampala are said to be among the most progressive in the world with refugees who end up settling their given land access
11:11 pm
to the labor market the numbers of new arrivals however put a strain on the country's resources sela one co reports. the rains have been good this year in north western uganda for the smallholder farmers here that's good news especially since those who don't have access to water from the nile a one of the lakes still depend on rainfall rather than irrigation uganda usually receives enough rainfall to grow staples like maize and plantation and even cash crops like coffee it therefore stands out as a country able to feed itself even when the rest of the region is suffering from drought uganda's government is often accused of being off for a tarion but from german n.g.o.s veld who now has credits the leadership with a commitment to fighting hunger. i think the government is doing a big effort and they have a national plan where they also put the issue of food security high on their agenda
11:12 pm
but due to a lot of things like for instance a large influx of refugees their resources are very strained and therefore they're very much dependent on external support. to cope with the situation uganda is home to over one point three million refugees mainly from south sudan and it has been lauded for its liberal policy each refugee family gets a piece of land from which to feed itself. we planted eggplant on another plot and the quality was good now we're trying out onions and hope they will be good to. the refugees also get food rations of maize and beans from international organizations the vegetables from the farm and the russians are just enough for breakfast and one hot meal naturally the newcomers put a strain on already limited resources. we have in uganda high population density we have a high population where we have a lot of youth. many of them face unemployment the environmental issues are
11:13 pm
becoming more and more pressing so there are a lot of things that the ugandan government has to deal with that actually limits their capacity to fully address the food security situation in the country one in four ugandans today suffers from our nourishment access to a balanced diet is often limited by the fact that people can't afford certain foods rather than food not being available so while uganda is generally able to feed itself improving food security remains a major challenge. and german soccer news all eyes are on league leaders dortmund who travel to frankfurt on saturday back to back slip ups in the bundesliga and champions league of dortmund suddenly questioning. dortmund's lead over abundance league of champions byron has narrowed their performances in the champions league have been lackluster coach picked up
11:14 pm
a she leaves it's time to reflect this is fifty two you know it's important as a coach to analyze yourself we analyze our game we analyze our players we analyze ourselves we do that even if we are winning following last weekend's but in this league a defeat by rb leipzig and the champions league draw in nicosia in midweek it appears to dutch coach's methods are having some teething problems but the club's results have been positive overall this season. i know it's not easy we have an away game at frankfurt but we've shown this season that on the road we're capable of being a strong and dominant team. buses side will have to be on their guard frankfurt have won their last three home games against dortmund but lost the last time they went head to head in the german cup final last may coach nico covert she is prepared for a tough clash. expect to see a dormant team that will make its presence felt on the pitch emotional the form we witnessed before their defeat allowed. that even against leipzig i saw
