the country senate has approved government proposals to take control of catalonia it comes just after catalonia is regional parliament voted in favor of declaring independence from spain while the vote for independence followed a fiery debate in the cattle out of parliament with opposition lawmakers walking out in protest with the separatist members of the cats and parliament singing their unofficial national anthem in the wake of the vote a call on all caps or lands for a peaceful defense of their land with the opposition politicians had long since left the chamber refusing to take part in the votes. leaving the parliament's president to announce a clear majority in favor of declaring independence there says the resolution was carried by seventy votes for ten against and two abstentions. the question now how would madrid react prime minister mariano rajoy asked the

the spanish government favors force of argument not argument before so that's a clear message to a holy something that none of those high ranking politicians has done not to crack down with police force no matter what happens in the next days and max in practical terms if catalonia. successfully are there any consequences when it comes you know can it still be part of the european union. that's exactly the point i mean for the european union and first there are no consequences that would still have twenty eight member states as of now but one of the member states would have gotten smaller that is spain but for catalonia the consequences would be much more dramatic it would most likely by all accounts by the accounts of everybody we've talked to not be part of the european union any longer it would have to reapply for membership until then you have tariffs until then you have border controls and we know how complicated this whole process can be only by looking towards the united

kingdom with their brags it so that would have huge impact on that region. and that max of course there have been those the calls from the catalan leadership for the e.u. to act as an honest broker they've gone on answered why i mean couldn't you have played a very constructive role in all of this. but it's a tried and true method for the you are there is to step in as mediators when the two parties involved can't really talk to each other anymore and that seems to be the point where we are at the moment i mean the catalan government in the spanish government have huge trouble communicating with each other that has gotten worse there seems to be the impasse but you really can't do anything as long as ra is so the spanish government doesn't ask them for help the e.u. is a system of nation states the e.u. is the nation state so if the e.u. institutions let's say the commission would go behind the back of one of those nation states of spain and say listen we're just going to talk to catalonia if you want to or not that would be a huge breach of trust it would be

changing obviously every hour as the electoral body continues to feed more of the numbers that they're receiving and this is a process expected to continue in the coming days however there was confusion and a little bit of concern earlier this morning because the electoral commission had said that forty eight percent of the registered voters had participated in the election but later this morning they reviewed that number down what's now of course a lot of kenyans looked at this suspiciously because the main reason why there was a rerun of the election was because there was a problem with the tallying of the votes in august of so all eyes are squarely now on the electoral body to make sure they get it right this time around and tell us a little bit about those four districts that were supposed to have separate reruns tomorrow but we understand that they've been delayed again we're working towse about that they haven't the electoral body says that it is due to insecurity or other security concerns in those four regions they did add two other counties as part of the places that would get

a reelection and those two areas specifically will be able to continue on with the vote of the people from the regions that have been affected where voting has been suspended indefinitely actually actually reacted joyfully to the news saying that they didn't want to participate in the election in the first place they're not going to participate in any kind of rerun and no matter when the data sets they will still boycott the election taking that into consideration what you've just alluded to only a third of the registered voters went to the polls compared to the eighty percent back in august can we call this election a legitimate election. this is a question that a lot of kenyans are grappling with particularly on social media obviously there is one half of the country that participated in the vote and another half that either chose not to participate or could participate for one reason or the other but analysts have been quick to say that people stayed away from the poll because of various reasons not just because of the boycott that was called by the opposition

but because of rain which affected a lot of voting areas and also people who are not potus and these are people who stayed away from the from the election protesting of various institutions including the judiciary and the electoral bodies saying they don't trust it and they don't think these bodies are acting independently. to do it is come on reporting from the kenyan capital nairobi thank you. five weeks after hurricane maria wreaked havoc on the caribbean there are few signs of a let up in the humanitarian crisis in puerto rico all more than seventy five percent of the u.s. territory remains without electricity no power there and in some places power is expected to be out for months now only a third of puerto ricans have no access to clean water with fatal consequences just yesterday two people died after contracting water borne diseases and many more have been if infected well adding to the suffering medicine is in very short supply

medical professionals say help is desperately needed for the devastate for this devastated island while many have criticized the government in washington for dragging its feet so volunteer groups are stepping in to help the people of puerto rico and my colleague jared reed has more on that story jared good to see you thanks for coming in so who are these groups else more about that it's nine latin americans really who feel like the government's not working fast enough so in addition to the federal agencies that you just mentioned we've also got every day people who are banding together to to try and get supplies to puerto rico and these are fairly new groups that have sprung up recently in response to hurricane harvey and hard in on the u.s. mainland and now they're turning their attention to puerto rico and using social media particularly facebook to raise not only awareness bought actual supplies to get them to the island it's a cross-section of american society as i'm going to show you we're going to look at

two of those groups now the first one let's take a look at that it's cold veteran disaster relief it's headed by a former u.s. army scout he and he's quite small team deliver things like water food and medicine to some of the remote areas that authorities and relief agencies just on getting to the pictures you're seeing he were taken just a few days ago you can see puerto rico really is still a complete mess the groups also doing. important work like gathering dasa gathering information from the people there about the destruction and pasta get on to experts there's another group doing work in puerto rico called the american black cross they were founded by the black lives matter group in dallas and i say they're trying to be a responsible alternative to the corporate style charities they even managed to charter a plane filled with food water and generators true to northwest of puerto rico and more supplies that that group has gathered are on their way so just two examples of

everyday people who've managed to get organize get themselves together and use social media to plug the gaps that the bigger relief organizations haven't managed but that of course begs the question these are very small private initiatives how do they get all the supplies and how do they mobilize their resources well that's right the a couple of ways one of them is crowd funding websites and a lot of these days that we've just same they're hoping to move away from those eventually and to become actual registered charities so that people can make tax deductible donations to them but those things take a little while if we go back to the american cross we can see what they're doing they're getting their supplies through things like amazon and they with a wish list function on that might be wondering how they can help the u.s. government has a sense of for international disaster information that they say that money is actually the best way because then it's more likely to get to the people but what they do say is that they should be a people who want to join it should look to charity watchdogs there are too like
