other kurdish areas iraq's kurds have been under sanctions from baghdad and are internationally isolated funny fosh are has the very latest from the region also coming up. support for spanish unity spills onto the streets of catalonia now madrid must decide whether to arrest the cattle on leaders who proclaimed independence last week. and the united nations warns of a new humanitarian crisis in syria that has images of starving children emerged from a rebel held area east of the capital this mass chaos. plus a powerful storm leaves a trail of destruction across europe fierce winds heavy rains lashing central europe leaving six people dead poland and the czech republic are hard hit germany battered overnight as well.
9:02 am
our brian thomas welcome to the show iraq's autonomous kurdish region defied the central government and held a referendum on independence a month ago kurds overwhelmingly backed a separate state but the move triggered a quick retaliation with troops from baghdad seizing key kurdish areas and now president barzani the man who championed independence for decades is stepping down in a moment we'll be hearing from d.w. funny fish are who's in the region first let's take a look at how some iraqi kurds have been reacting to that news. outrage in the kurdish capital protesters here in erbil forced their way into the parliament building as lawmakers voted to approve barzani his resignation but many here feel he's being mistreated after fighting for kurdish independence for decades . barzani's long struggle for
9:03 am
a separate kurdish state culminated in last month's move to secede from iraq he wanted that vote to be his legacy instead it's provoked baghdad to crack down on the kurds. in a defiant address barzani defended the referendum he said the will of the kurdish people was clear. and then get a referendum can never be erased because these are the votes of three million people from. iraq no longer believes in kurdish rights. iraq is using the kurdish independence referendum as a pretext to attack kurdistan. the vote for independence has angered the iraqi government baghdad once the kurds to declare their referendum void and has backed up those demands with force after the
9:04 am
referendum the iraqi government launched a surprise attack on kurdish controlled territory and seized her cook the oil rich city would have been the economic hub of a future kurdish state. the loss of kirkuk has cost barzani support among some of his fellow kurds but it's unclear whether his resignation will help bring an end to the confrontation with baghdad. could we be seeing the end to the confrontation funny fish are joins us now from iraqi kurdistan she's in erbil the capital of the region good morning to you afai is this the end of the kurdish iraqi push for independence. no that would be really i know it's too early to tell at this point but what we can say at this point that a post referendum since that's a non-binding referendum that took place end of september there is a rift among those actually who voted for us in the independence because they're
9:05 am
worried where this conflict erupted after the referendum may lead to some say actually it's really good that president barzani the regional president here in iraqi kurdistan is stepping down in two days to make sure somebody else steps in and is going to lead iraqi kurdistan and iraq itself basically in a corporation where the central government leading both of them out of this crisis that again the others who say of course this is the right timing because once again your rock is proving that they want to take control over the regional government over iraq kurdistan so this is the time to push for it because iraq in iraq of course have pushed for independence for generations in fact not just iraq of course of course as we know but kurds in many other neighboring countries as well ok now baghdad has been taking a very hard line and moved troops into iraqi kurdistan right after the referendum is the regional government still in control of the situation on the ground in the
9:06 am
area. well in fact we have just seen a helicopter of the regional police here which of course suggests that the regional police is in control of of security here in iraq or distant but if you look at the rest of the airspace the fark today as it backed out the central government. basically doesn't give the permission for any international flights to a calm to our appeal incorporation of iran and turkey as well who do not want it kurdish state of it in iraq or rather also out of iraq that clearly tells you that to a certain degree the autonomy all of the regional government of iraq according to un may be limited but the question is by just how much in fact just a short while ago the prime minister of the central government in iraq other body has said that the border is two wars iraq according to stand at the borders through turkey the border through syria and iran to kurdistan to the kurdish region should
9:07 am
be controlled by peaceful forces as you say but peaceful iraq it forces so once again the grip will be tightened are on iraq who are to stun the question is just by how much. this is part of a much larger picture isn't it i mean there aren't only kurds in iraq there are also large kurdish minorities in neighboring syria and turkey and iran as well how did developments where you are fit in to their aspirations for statehood or autonomy. if you talk to people here in the streets of arbil for example or if you talk to kurds in turkey syria or iran from their heart they would like to have of course a state a whole need for kurds have a problem is just like politicians kurdish politicians are split over the question who should be basically had all of this kurdish state so are the countries the neighboring countries as well so people may be united in that quest but politicized in these countries kurdish minorities are not fun and foster for us and there bill
9:08 am
bringing us up to date on the latest developments there thanks very much well catalonia has started its first week under direct rule from spain central government in madrid all titians and civil servants started returning to work amidst uncertainty if they will accept orders from the capital hundreds of thousands of pro unity demonstrators filled barcelona streets on sunday that was two days after separatist leaders declared independence now spain dismissed colonias regional government over the weekend and must now decide if its leaders will be charged with treason. among those leaders as catalonian president carlos bustamante let's go to a show that also bill joining us from barcelona barcelona charlotte will they call on president even be showing up for work today at his office behind.
9:09 am
that's the crucial question the bell here behind me is just wrong out nine o'clock it would usually be the time for him to start work today but we aren't yet clear whether or not he is inside that building yet he has posted a picture on instagram within the last hour showing the inside of that building although there's no clarification of whether or not it was taken today it could just be an attempt for him to tease the media waiting outside kingly to see what's going to happen next because the truth is this really is a crucial moment in this crisis this is the first day back at work and we're waiting to find out whether not just carlos push him on but also his officials are going to show up for work and if they do exactly what kind of response is going to come from madrid the only person that we know so far who's who's made an appearance is the president of the parliament she's defiantly turned up for work there's been no response from madrid yet so far nobody else but it is still early brian so that
9:10 am
could still change ok what about the man himself that is the big question will you be arrested when he shows up today is there any way to know that. well we know that spain's public prosecutor is preparing charges against him he faces a charge of rebellion which carries a thirty year jail sentence as do many others here and we don't know for sure whether that's going to happen but we have heard from people that we've spoken to that they think perhaps if it were two it would happen today once he's seen to be directly violating the direct rule that madrid has put in place he still of course thinks that he's in charge in madrid things very differently things that he is his breaking the rules so it's really going to be interesting to see how he plays these out these next few hours his fate may be sealed when it comes to the north but if we see him for example being taken out of this building publicly in handcuffs how exactly are people going to react to that we've had thousands of independent
9:11 am
supporters in this square right here celebrating independence and they're going to take it lying down as the man who made it happen for them is put in jail that's that's going to be crucial and it could turn what's been a very calm situation into something extremely volatile and charlotte this isn't just about barcelona there are two hundred thousand catalonian civil servants across the region and the current president has called for them to engage in passive resistance what form could that passive resistance take today. that's quite right they're not just going for possible passive resistance from those civil servants they also wanted a democratic resistance they say the words of carlos preachment for him from people here who support independence we could see for example officials who are madrid who are coming into this building today to take over roles previously held by regional government officials we could see their entry being blocked we could see the people staging a sit in trying to stop them from taking over those roles it is still all to play
9:12 am
for at the moment but as i mentioned there is a real possibility that the roof air on the streets that things could start to get quiet violence police are preparing for just top prospects we've seen in the last hour four large vans turn up on either side of this building behind me preparing to make sure that this stays as calm as possible as the day progresses that's our correspondents charlottesville some pill in barcelona outside the offices of the catalog president waiting for some very important developments to unfold today charlotte thanks very much check in with some of the other stories making the news at this hour in kenya the opposition leader rollo dana held a rally in nairobi as a standoff continues there over the country's repeat presidential election. has called the voters sham the electoral board is expected to decide whether to reschedule voting or protest block turnout order declaring victory for incumbent president who can yatta. president trump has sharply criticized investigation

9:19 am
start of the week it was an outlook what's going to move markets. it's going to be a terribly exciting week because there's so much that can move markets and probably will we just talked about apple in the program apple also comes out not just with the i phone with the new i phone but with a quarterly quarterly results later in the week and when that happens it usually does not just move the apple shares self but major parts of the market as well and it's another central bank week. brought the dax to new highs last week this week it's bank of japan bank of england and the fed now the fed not expected to move on rates that's expected and december the next rate rise for the dollar for the united states but donald trump is scheduled so he says to nominate the next head of the fed probably not the current one janet yellen and the bank of england scheduled probably to raise rates in

than four weeks ago. well it has been more than a month now since elections here in germany is still are clear what constellation of parties is going to lead the country just all americans conservative alliance the free democrats and the greens are still deep in coalition talks they took a break on thursday over policy differences but talks are set to resume and that's reports that party leaders have been trying to find a common line one of the biggest sticking points migration and asylum honey saw need flood syria's civil war in two thousand and fifteen he arrived in germany alone but he was determined that his family join him my his own and what would my son do in syria with a war going on here and he can't go to school and he can't play there. john and. sundays family are now with him but germany has since blocked reunions for asylum seekers who don't qualify as full refugees but have so-called subsidiary protection

status something the greens hope to change however the chancellor's conservative alliance want to make the current policy permanent yeah they did with sign. the ruling must be that anyone who only has subsidiary protection must return home after the end of the civil war. if we take our basic law seriously if we take the european human rights convention seriously the declaration of human rights and christian family values seriously then we can define families as first second and third class to fenian the positions appear diametrically opposed but behind the scenes the coalition talks continue party leaders have reportedly been working hard to find an acceptable compromise. motors force though and lewis hamilton has been crowned formula one world champion for the fourth time at the mexican grand prey resave his driver and closest rivals a boston federal were involved in a collision on the very first lap with both forced into the pits to change tires
