making a air that'll be fun to watch. this is d.w. news live from berlin uncertainty in the german capital after coalition talks collapse chancellor angela merkel meets with the country's president as her political future hangs in the balance will she have to form a minority government or could germany be headed back to the polls. also coming up
1:01 pm
zimbabwe's president robert mugabe ignores a deadline to resign his own party told him he should step down by noon on monday or face impeachment those proceedings could start as soon as tomorrow when parliament reconvenes in harare. and notorious former cult leader charles manson dies in california at the age of eighty three if you ordered a savage killing spree in the late sixty's the term the hippie dri into a nightmare. i'm sorry so much going to good to have you with us we start with germany's political crisis after talks to form a coalition government collapsed the business friendly free democrats broke off negotiations last night saying they could not find common ground with chancellor angela merkel's conservative alliance and the greens well merkel has met with the german president here in berlin to discuss what to do next her political future has
1:02 pm
been called into question as she faces the choice of leading a minority government or holding fresh elections. let's take a closer look now at how marathon talks between the conservatives the greens and the free democrats ended in disarray it was for climax of a coalition talks the head of a free democrat sleeze for building to make an announcement he said his party was pulling out of the negotiations. on good ones were gone we were being forced to cast away our principles and everything that we fought for over the years. and we will not let down our voters by standing behind policies of which we're not at all convinced. it's it's better not to govern than to govern badly so that you. could buy. probably doesn't. there was no immediate confirmation that the talks had collapsed for some time the other party chiefs remained inside and then
1:03 pm
they came out to face the cameras led by chancellor angela merkel. she confirmed for talks had indeed collapsed she expressed regret and was open about the difficulties she encountered by we've seen and heard a lot during these dogs. are very different styles of negotiating all ends but in all sympathy the greens to some getting used to the free democrats resolute. but we believe that we were on the right path to securing an agreement. i think. there was disappointment over what some felt could've been and already some finger pointing. the co-head of the greens placed the blame for the failure squarely at the feet of the free democrats
1:04 pm
yvonne's it is we were open to an understanding up until the last second we were prepared to go the extra mile when it didn't seem possible to go any further but the other parties have to be prepared to do the same and this evening one wasn't. the collapse of the talks now puts merkel in a difficult position she could try to form a minority government if those attempts phiona new elections may be the only way out of a deadlock. our political correspondent christopher spring it has been following all the latest developments for us hi christopher so we saw that chancellor merkel met with the german president today she has now left that meeting what do we know about what was discussed there well nothing has emerged yet nobody made any statements. what we heard previously was that the chancellor merkel would be informing president john my about the state of negotiations possibly also informing him about why they broke down why she thinks they broke down we understand that the
1:05 pm
german president is going to be addressing conducting a press conference around two thirty p.m. berlin time and will we understand be appealing to all german parties to put the nation before party considerations so we'll see what happens after that you mentioned the question of why these talks broke down something tense americal is grappling with today surely was there one specific sticking point that made the business friendly for democrats walk out of the these talks was it migration was it the environment what do we know there was a whole host of things that were difficult areas taxation was a difficult area but yes migration and the environment those were the two areas of greatest disagreement i would think obviously environment policy varied. to the hearts of the environmentalist greens by the way the only left of center party
1:06 pm
involved in these talks but something else that was also very dear to them is a relatively liberal migration policy the greens were very keen to allow syrian refugees to reunite with their families in other words other members of their family allowed to enter germany that's something that was very difficult for the conservatives in particular chancellor merkel's very allies who have by the way a state election coming up next year so that was definitely one of the sticking points what we did hear though is that they were getting very close to an agreement what are the options going forward now we've heard that the social democrats could be a possible coalition partners that's yet to be explored what about the possibility of a minority government well i think a minority government that's something that would be unprecedented in germany it would be completely uncharted territory and it doesn't really play to the love affair that german voters have with stability should we say so i wouldn't exclude
1:07 pm
it completely but i think it's fairly unlikely i think what we're now going to see is probably chancellor merkel inviting the social democrats to coalition talks remember the social democrats are still actually her coalition partners in this government which is outgoing they have excluded that possibility they did that very quickly on election night a few people shook their heads about that saying well you know you may need to actually. come to the table and at least talk and there are now some social democrats who are beginning to say we need to reconsider our position are you honest cause he's the spokesman of the right wing of the social democrats he said just a few minutes ago all parties now have to look at this situation and reconsider their position how does this look for chancellor merkel you mentioned it weakens her position what are the consequences for her when she was on. really weakened after the federal election she did win it but with a much reduced majority and. yes this further erodes her own
1:08 pm
thorough chief she has this great reputation as a dealmaker she failed to achieve a deal here by all accounts that was mostly. due to the pro-business liberals the f.t.p. storming out of negotiations at a very very late stage with agreement within reach we hear we're not quite sure why they did that but they may have planned that already earlier on sunday because literally minutes after the party leader christian lynn. was talking to the press a tweet was up on their social media account so. i'm not sure that one can fully blame chancellor merkel for these talks collapsing. christopher spring following the latest developments for us thank you christopher you're welcome.
1:09 pm
well currency markets reacted quickly to the news coming from berlin of the preliminary governmental talks having collapsed the euro had a two month low against the japanese yen in asian trading this morning the common currency paired these losses however later on germany's blues have been exacts initially all sold traded slightly lower but turned into positive territory in the meantime. for some more reactions that's cross over to our markets man conrad bowden standing by in frankfurt conrad investor super struggle for the news of this political crisis in berlin and why is that. focused of the political economic fundamentals have not changed on the contrary today the evil institute of economic research said that it would increase its growth forecast for. these g.d.p. for the gross domestic product this year to two point three percent that's an
1:10 pm
increase of four tenths of a percent compared to the previous forecast so the fundamentals remain intact and even though of course this failure of talks in berlin has caused more uncertainty also among market people this doesn't mean that large sell offs of assets here would be warranted what has changed though is the potential for another year end rally on the equity markets here in germany we shouldn't forget that the dax the stock index here has gained around about twelve percent so far this year on this very high level it would be it would need a very strong positive impulse for investors to buy more company shares and of course the failure of the talks in berlin is not such an impulse and conduct what do investors think is the best way forward now. well of course at the moment economists of the different banks and insurance companies evaluate all
1:11 pm
of the different options and they play all of the possibilities of minority government new elections a cetera they do not really say what options they favor. what all economists are bracing for is more of the same all of the different options will take more time so everyone is getting prepared here for more of america as an interim chancellor but even an interim chancellor is something that most people in the markets are favoring let me tell you especially outside germany in places like london new york and singapore has a reputation of being a very good and experienced leader and a you know a woman that gets better when things get tougher and one thing i think is really true since yesterday since the failure of those coalition talks things have gotten tougher for her all right conrad bosun in frankfurt thank you so much. and for some
1:12 pm
more analysis i'm joined by father ties the chief economist of the association of german chambers of industry and commerce good to have you with us how do you assess last night's decision to let these preliminary talks collapse there's certainly a. great extend of disillusion among german business leaders because here many there was wishful thinking that some ideological based gaps when it comes to questions of economic policy climate change could have been overcome let's say between the liberals the free democrats and the green party especially and also when it comes to immigration policy so this also collapsed for the moment but nevertheless the situation is not that bad in germany it's good because there is business confidence and the will keep on turning now one of the officers on the table here is a minority government do you does your organization think this is
1:13 pm
a viable way to go the best way to go is now to take a breath and. become for the moment so we we have an acting government we have a business confidence quite high there are investment plans on the rise so what we need is more a good solution a stable solution for the next four or let's say three years to come and not really the quick solution which could have been or which could be unstable we need more predictability that this means we should take our time. thank you so much for sas and. and it's back to see me. thank you christophe now too as in bob wayne where the country's embattled president robert mugabe is refusing to resign in a widely anticipated speech to the nation on sunday mugabe stressed he was still in
1:14 pm
power despite mounting pressure to step down now he's missed a deadline from his own party to quit and could face impeachment proceedings when parliament reconvenes tomorrow. zimbabwe's long time president robert mugabe addressed the nation for the first time after being sacked as zanu p.f. party leader his expected resignation was not forthcoming merely an acknowledgment that mistakes had been made as the president of zimbabwe and his. chief do acknowledge the issues they have drawn my attention to and do believe that these were raised in this period of honesty and out of deep and that tree arctic. in for this. nation and for the welfare of our people not only did mugabe not
1:15 pm
announce his resignation as expected he further pledged to preside over the upcoming zanu p.f. party congress a clear slap in the face to his own party who had given him twenty four hours to resign or be impeached zimbabwe's main opposition leader morgan tsvangirai said he was baffled by mugabe's failure to step down as were many ordinary citizens. unfortunately he is always the same and never seen this bad. one. he's going to step down. if you say so. this. or that speech where we want him to say. it but does it. better future. to step down that's all. he's know that if he steps down the human. person will be things but
1:16 pm
even if mugabe steps aside it's no guarantee these residents will see change to do zanu p.f. chief emerson my. had once been a long time ago before mugabe sacked him as the country's vice president he has a reputation for brutality and it's unclear whether he'll break with the policies of his predecessor. let's get the latest from harare a journalist who is standing by for us on the line hi ray there was a deadline for mugabe to resign and that has now passed and there's been some media reports that he struck some kind of deal what is the latest that you can tell us. thank you see me for having me well the latest that we have from. this off to new noon is that to zanu p.f. he's going at it with the impeachment process and we have some information coming from the party that all it senate does in all its members of parliament have been asked to meet at two thirty at the party headquarters for
1:17 pm
a caucus meeting and i suppose that's where they will get direction how to proceed in terms of the impeachment which is going to be taking place and under way within zimbabwe's parliament when it resumes tomorrow after a two week break ok so if impeachment proceedings are going to be started today how much longer can robert mugabe really hold on to power and why do you think he hasn't bowed to the pressure so far. well walls are caving in on prison but that's the reality and it's most likely you know by the end of this week he's fate will be known and you will probably be out of power the reason why he's holding on i suppose is the fact that he hopes he can come in and intervene in some way or that you try and risky him from the situation where basically he's been rejected by his political party he's been rejected by the people of zimbabwe came out on on saturday for. protests and street marches and now he's
1:18 pm
looking likely that the parliament is green to also reject him so he's facing you really air resistance from all fronts. as things stand this afternoon in harare where he's also been rejected by war veterans who support him and they said today they could actually want to take mugabe to court for him to step down why would they do that if impeachment is possible. well most likely they ease a feeling within trends that we've seen zanu p.f. as well they are still remain loyal to president robert mugabe despite you know the public show of support that they might otherwise so it's really a case of the veterans not taking or leaving anything rather to chance they want to use and maximize on any of her dreams that are available to them so that's why we're seeing them threatening to take it to the high court because they are with
1:19 pm
you know the empties we'll see through the votes that is needed the number of votes that are needed to actually succeeding impeaching him and ray tell us more about all these demonstrations that have been going on so far there hasn't been any on rest could that change. i think the political temperature has a different the rising that's one thing that we've seen today with the strong statements that came out from veterans we had a press conference earlier this morning in harare just indicating strongly that president obama got his time is up courting protests and marches to take place tomorrow even marches that will see people going to mention which is his private residence and he's all of the university students this morning as well you know refusing to seat for examinations in saying that they will not seat for examinations until president steps down in. the recall of the degree i wanted to use wife i was so. as a rising and it's been following quite closely journalist ray and local for us in
1:20 pm
harare ray thank you so much for that update now to some other stories making headlines around the world kenya supreme court has upheld the result of the country's repeat presidential election the court dismissed an opposition petition claiming the vote was not conducted according to the law president who won the rerun vote in october with ninety eight percent the opposition boycotted the poll at least fifteen people have been killed in a stampede near the moroccan city of s. where a reportedly while food aid was being distributed in a market media reports say all of the victims were women food aid campaigns are common in remote poor areas of morocco. conservative billionaire businessman sebastian pinera has won the first round of chile's presidential election but he did not secure enough votes to avoid a runoff election in december and yet is due to face leftist candidate in the
