face impeachment those proceedings could start as soon as tomorrow when parliament in harare we convene. i'm sorry kelly welcome to the program thanks for joining us we begin with germany's political crisis talks to form a coalition government have failed chancellor angela merkel has met with the german president here in berlin to discuss what to do next now her political future has been called into question president find fault or steinmeier has ruled out fresh elections for the time being here is what he had to say. next days to come i. talked to the. persons of the parties involved in the tri talks but i will also talk to the chairperson of those parties where
5:01 pm
a election program over that. allows not to exclude the possible formation of a government i would also talk to the heads of the other because it usually organs the presidents of both chambers of parliament i will talk to the president of the federal constitutional court let's get more now on the german president's speech and on the situation here in germany we are joined by political correspondent thomas sparrow who is outside of the german parliament building in berlin welcome to you thomas we just heard the german president urging all political parties to reconsider their positions and find compromises to form a government but what is the most likely scenario at this point is that the one that he wants. sorry we will probably see in the next few days is a series of conversations of dialogue between the political parties and in particular a dialogue as we just heard by the german president frank by. what he wants to
5:02 pm
avoid is a snap elections he said political parties have to assume their responsibility and constantly return that responsibility to the voters here in germany that's probably what we will see in the next few days more and more discussions to try and find common ground to try and find compromises between the parties and one of the parties the party with the second highest number of seats in the parliament doesn't look like it is in any mood to work with mark all i want to just listen in to what the head of the s.p.d. party said a short while ago. we believe it is important for the citizens of our country that is the voters to assess the new situation in germany. we're showing we're not afraid of new elections. following the results of the election on september twenty fourth we are not
5:03 pm
available to enter into a grand coalition because of course. there you have a speedy once again reiterating the fact that they are not going to enter a coalition with german chancellor angela merkel c.d.u. c.s.u. thomas how likely are new elections and what would that mean for the balance of power in the country and specifically for the chancellor angela merkel. well we just heard martin shows there and if we look at what happened in the election on september twenty four his party the s.p.d. had a terrible result a result that was blamed on the fact that he and his party had previously formed that grand coalition and that's something that we heard him say he wants to avoid at all costs although however some people in the party some of the members of the party have also mentioned that they are at least willing to talk and that's something that again the german president flanked by the time i will be discussing with martin shows but it is clear at least from now that the s.p.d.
5:04 pm
is not wanting to to form that grand coalition that has prepared itself for a role as the major opposition party in germany. germany we have to talk about the country just generally speaking thomas because i mean this is a country it has really been a big fan of stability in the past year especially we've seen the rise of populist movements in other countries regs it for example as well the fact that there is now political uncertainty in germany what does this mean for the country's partners in europe and around the world. that's correct sarah germany's stand standing in the world is based on the fact that it is politically stable just think about the fact that anglo-american has been in power for for twelve years whereas in other countries presidents and prime ministers have come have come and have gone obviously now we have this political uncertainty and that essentially means that germany will be looking first and foremost at itself it will the political leaders
5:05 pm
here will be trying to form the new government i will not be in a capacity to try and for example think long term when it comes to europe when it comes to international problems because first and foremost they have to see how they can form a government here and what their government will look like and to figure out where you're going you have to figure out your past where things went wrong i just want to have another look at what exactly happened here to these coalition talks because ultimately the f.t.p. called them off let's listen in to what the party leader had to say today. to begin you will remember that at the beginning of these talks four parties came together time. with sometimes conflicting election programs. therefore from the outset. estimated the chance of success in these exploratory talks at fifty fifty fifty percent is that the don't recognize that we were not able to bring these talks to a successful conclusion we know what
5:06 pm
a difficult situation the country is in now and we recognize also the challenging position of the free democrats. thomas why did these talks fail i mean was it about the issues in the end or is this just playing politics here. well what mr lynn also said is that there was a lack of trust among the parties and trust among parties that want to form a coalition is an absolutely key aspect but we mustn't forget here that we're talking about parties that in many cases in many political positions obsolete diametrically opposed when you look at climate policies when you look at migration policies you have pro-business party you have an environmentalist party you have parties on the right of the political spectrum on the left of the political spectrum so it was going to be a very difficult challenge for these parties to try and form a coalition and what we saw in the last few days what we also saw last night is
5:07 pm
that they didn't manage to find a doctor common ground there was as i mentioned these from mr lynn the respective lack of trust among the parties wanting to form the coalition and now german politics has been plunged into the unknown thomas sparrow out in the field helping us make sense of it from the german parliament thank you so much for your reporting . and our political team not just thomas there is of course following events throughout the day for live updates you can follow them on twitter and on instagram at the politics you can also check out our website for in-depth analysis that's a t w dot com in the meantime let's go to another top story that we have been following for you here at g.w. robert mugabe has ignored a deadline from his own party to step down as i'm bob noyce president of the embattled leaders refusal to quit following a military intervention is it plunging the african nation into crisis now his party's lawmakers are reportedly gathering to discuss pietschmann proceedings has

you know any person who might pose a danger would pose a danger to political hedging money but many zimbabweans in south africa now want to look forward. rather than back they see the chance of a new beginning for their homeland and many are already heading home so they can be part of what's happening. it seems like a dream too good to be true the days of the long term dictates are about to have finally come to an end but some people wonder what will happen in the post mugabe era really just be the replacement of one dictator by another or will there really be the democratic change that so many people have been waiting for. kenya's supreme court has upheld the results of the country's repeat presidential election held last month the court dismissed an opposition petition claiming that the vote wasn't conducted according to the law it's a victory for president. he won the election rerun with ninety eight percent of the
