able to agree on there was no resolution on what was meant to be the main goal of the summit developing a new strategy to help africa's youth expectations have been high but it seems africa's most vulnerable have been left out in the cold. for it we're trying to connect to our correspondent john philip schultz who has been standing by for us in abidjan but it looks like we're having some trouble with that line let's see if we're able to bring him up a young philip can you hear me there you are good to see you again philip you have been covering this summit for us in abidjan and we were just hearing about this emergency plan to rescue people who have been in slave to in libya how realistic is this plan. right it looks like we haven't you heard the delegates say that they want to fly sorry and philip it looks like we have a very unsteady line with you there or that was our correspondent philip shoals are

but reese don't measure owns a journal kabob shop in the busy mitten neighborhood of berlin and he does a good business here but kabob shop owners around germany are up in arms about a new e.u. regulation that would ban phosphates from germany. not to mention the stuff on all of us i expect a small bit of damage to our business. but i'm convinced that the journey is a stablished enough to survive it on its trendy its part of berlin so i think the small issue will not be the end of the journey kabob. recent health reports have linked phosphates to cardiovascular disease but the kabab industry says phosphates are needed to keep the meat juicy and consistent but don't miss the shop won't be directly affected by the ban he doesn't use meat containing phosphates. we only use one hundred percent of rio and no minced meat. and his customers are happy without phosphates to help us understand it doesn't
12:18 pm
even have phosphates in it because it's not made of means i eat that's why i eat my dinner here and not somewhere else. and that's without phosphates germany's favorite guilty pleasure might just get a little bit healthier. and of course that was the wrong report we apologize for that have still interesting enough in case you missed it the oil price is about sixty dollars a gallon and opec wants it to stay that at least that's the aim of their latest deal agreed in vienna on thursday the organization of oil exporting countries will keep the pumps on low revs intending a cap on global supplies for the next nine months saudi arabia believes the market has yes to rebalance and warns it's premature to talk about exiting the cuts at least for a couple of chords us. and i think now we're coming back to sue me for some breaking news. that's right guard thanks for bringing back to us that we have been

waiting for the f.e.d.'s leader martin shuls to give a statement speaking right now let's listen in. zero for their forces in that city all day it was a serious cutoff louisiana from. polish car to but these are clear from the proper way that he's iata before. me on the fourth. so we're now hearing martin schultz he's addressing the press. has been under pressure from all sides relieved after the failure fixed for a tory talks his only option the only option to get another coalition without new elections was the grand coalition. we are going to shift we're going to win this week you will be kind and so i took. my consciousness saying that we do have a caretaker government and no pressure here. that is
12:20 pm
right. it's expected that we hear him now confirming facts the. facts in a coalition but he actually just said that this is not the case the media reports were wrong and that there is no green light for your grand coalition negotiations so. he released that we watched videos that when you would be. for me it's to. be a fight schmidle we need a woman so this is a very strong statement of martin shoals we are listening to right now he is talking about the wrong information about you speculating about this coming from the conservative party whatever has happened there leads to a very difficult moment in the in the negotiations last night not have might not happen right now as martin says he said that this is wrong information
12:21 pm
that was circulating and that there are no. that there are no negotiations planned. at this moment so far ok and yours are sort of your take on the question of fear. when question and able to hear the questions of what outs you all are getting you to for the course of twenty two was a news of fairness just kind of washout. so what margin still said is that they yesterday after these history were talks at the german president's office that they agreed to not to speak about what was discussed there and that there will there is no time pressure at all this is also he said well i mean you are in your party leaders at the social democrats have put forward that they want to take a lot of time for this in order to make clear what the price tag would be
12:22 pm
also as many groups within the party are opposing the move bringing the s.p.d. back into the government and for that reason apparently march is trying to gain time here and to not have any fast decisions right now at this moment i want to come back to the point that my tension as we just heard him making there and he's appeared vision visibly agitated over these reports that we've also seen from a german daily here the build newspaper that the social democrats could possibly be ready now to enter into exploratory talks and said he doesn't know where that information came from but it could have been to to damage the the ability of the s.u.v. to act here or to think about these next steps that i want to take and it doesn't want to be put under pressure it brings into the into question again this question of trust of how much trust there is between these two parties what is your impression is there that basic foundation of trust and that's a very interesting aspect to mentioning this to me isn't that we've just had these
12:23 pm
so-called jamaica coalitions that failed because of. a lack of trust apparently and now this these two biggest parties that have worked together several times forming a government that have just had four years of government responsibility there in the in the last grand coalition now apparently there is not enough trust here and there are information's played out to the. that are not precise or actually read so this brings up a lot of questions to me and there was that question earlier in the week as well because there was a controversy over a minister in america's government to a taken a decision that the social democrats weren't happy with so that will be a key kind of component going forward but martin just also saying we want to take our time what are these key issues that schultz wants to be able to discuss with his party first of all this move if he if he would announce knowledge to go into
12:24 pm
exploratory talks this would mean of a u.-turn of his policy margin schultz's held accountable for a historic election defeat of the social democrats and scored their lowest results in post-war german history now the same person that is held accountable for this election defeat then after the elections and now and several times and time and time again that his party would not form another coalition with conservatives now obviously in what we've been experiencing here in the last days is that the pressure from all sides was so high that eventually he gave in and at least to talk to the impartial president who for the first time also in post-war history had all the party leaders together trying to avoid new elections and out of this resolve to situation the very high expectations on him as a party leader to go ahead to go back to the negotiating table and discuss another
12:25 pm
grand coalition well obviously this was too early as we hear and what he's trying to reach here of course is he's trying to gain time to negotiate to put forward or to else also find out what exactly it is that the s.p.d. wants from the c.d.u. as a price tag to go into another grand coalition some of our viewers might be wondering why it is that the s.p.d. is so reluctant indeed to even talk about entering coalition talks with merkel's conservatives and you mentioned the poor election result. did the party really suffer in being in this coalition in the last four years it's a very interesting aspect because in fact the party was quite successful in pushing through their social democrat policies in that grand coalition but in spite of that they're being held accountable for the refugee policy for instance we all remember the policy of open doors because the social democrats there were their coalition partners and certainly their hell being held accountable as well there
12:26 pm
was a giant move to the right in the last elections the so-called d. came into palm and being one of the strongest political groups now and all of this is something that as p.d.'s also being held accountable for we've been seeing some reports coming in here that denmark controls has told some press that one of the key issues that the s.p.d. would definitely insist upon in coalition talks if they were to take that step would be european policy what is the s.p.d. looking for in terms of the german government's policy in working with europe. well the s.p.d. is looking for many things i mean first of all the european policies they should be more or less the same because they were on the same page regarding that but what they will certainly try to do is to push through more social democrat policies one thing that is on the table that is being discussed as more of the domestic importance here getting rid for instance of the jewel health care system that we
12:27 pm
have fear that might not sound very clear to our viewers internationally but in fact this would be quite revolutionary and this is something something that the conservative party of i'm very strongly opposes and because there are so many conflicts arising all of these potential exploratory talks apparently what the s.p.d. is trying to achieve here is gaining time to negotiate all these topics and just briefly oliver where does all of this leave martin chilton his position of leadership in the social democrats he's been in a very difficult position that's right first of all it's the fact that he had this historic election defeat then the u.-turn which might come or not but in the end of the day it's in his interest to remain being the party leader and also it would be in his interest to manage and have his party forming another government because new elections would mean that the s.p.d. would certainly need another top candidate and that cannot be him after this
12:28 pm
historic election defeat all right oliver salat explain the unprecedented out political uncertainty for us here in berlin thank you all ever. and reminder right now of our top story in germany the leader of the sultan democrats martin schulz has denied reports that his party is ready to enter exploratory talks on forming a government this comes after last night's meeting with the german president and chaffed americal merkel has been trying to form a government since the september elections thank you for watching t w we'll have an update on the story for you at the top of the. kick off. independence cyprus site and you have to go unfed pick up sites socially controversial. new
