with their stories books and music they've built bridges to the past and the future . after the escape starting to simmer seventeen w. . this is g.w. news live from berlin tonight eight knockout blow to russia's olympic hopes the international olympic committee today banned russia from the upcoming winter olympic games over state sponsored doping clean athletes will only be allowed to compete under a neutral black we have complete coverage including reaction from moscow including
9:01 pm
russia's plans to appeal the base. also coming up a move that could mean a dead end for the middle east peace process u.s. president donald trump tells palestinian president mahmoud abbas he intends to move the u.s. embassy in israel to jerusalem palestinian groups are calling for a day of rage in protest we'll get the latest from jerusalem and police in here arrest former georgian leader mikhail saakashvili but they're forced to free him by angry supporters we'll have an exclusive interview with the man who escaped the police. i'm bring golf it's good to have you with us the international olympic committee has banned russia from competing in the two thousand. eighteen winter olympics some
9:02 pm
clean athletes however will be able to compete as neutrals but under strict conditions with just ten weeks before the games begin in south korea i.o.c. president thomas bach and the executive board found the evidence of systematic doping presented to them today was enough to stop athletes from competing under the russian flag at the games and this is the second time in a row that russian athletes will miss out on an olympics because of doping after also missing out on the two thousand and sixteen summer games in rio the i.o.c. president held a press conference in luzon a little while ago this is part of what thomas bach and just say to the russian olympic committee is suspended with immediate effect individual clean russian else leads will be able to participate under strict conditions at the olympic winter games. two thousand and eighteen.
9:03 pm
these invited as li so will participate beating individual or team competitions under the name olympic athlete from russia with the acronym. ok we've got team coverage of the story here at my right is matt herman from our sports desk and our correspondent in leisure when is covering the story for us tonight from moscow matt let me start with you the i.o.c. decided to ban russia clean athletes are going to be able to compete under a neutral olympic flag. so was the evidence so overwhelming and do we actually know what the evidence was yeah we have a very good idea of what the evidence was through the efforts of some investigative journalist as well as some whistleblowers from the russian side of things we understand that there was a systematic state sponsored program of doping in place for many years at least as
9:04 pm
far back as a sochi olympic games and probably for much more than that. in which the russian state security forces the russian olympic committee the russian sports ministry collaborated to create a system there which no russian athlete could give up a a tainted sample mystically they would have clean urine stored in advance and it would be swapped with the tainted urine so that when the tests were undertaken russian athletes would always pass with flying colors this evidence was out and has been out for at least two years since the mclaren report last year the i.o.c. wanted to take another closer look at that evidence that evidence has held up and here we are emily what about reaction from russia there are reports that moscow plans to appeal this ban right. well the kremlin spokesman his cough said that they would be waiting for a decision he even said that they might wait for that decision in writing so
9:05 pm
they're kind of buying time there hasn't been an official reaction yet but the school of said earlier today that they would protect athletes and there has been some indication that they might appeal a decision in in the courts but it's not clear now with this decision for russian athletes to be able to compete under a neutral flag whether they will also be appealing that decision you know we're getting reports that the russian the head of the russian olympic committee says that he plans to at least attempt an appeal of this bay and that's that's what that's the official line right now what are what are russians those saying about this i mean we know that russia is a powerhouse athletic country. well the people here in moscow that i've been speaking to on the streets they seem to be they seem to feel sorry for the athletes really that they're being essentially
9:06 pm
punished and also there are surveys that show that that actually only a minority of russians actually believe that there was a state sponsored doping system like the like the i.o.c. is is in fact now saying so they feel sorry and also there's a feeling here in russia that there's some kind of a campaign going on a western campaign against russia people cite you know the widespread allegations of of hacking they cite the sanctions and now of course this doping. scandal fits in with that that narrative and i think people here you know just feel like this is a really political decision rather than a decision to do with sports you know and we know that the russian president has intimated at least once that this hold doping scandal is. u.s. reaction to alleged russian meddling in the u.s. election to me that's the part the political angle of it meant what can be done now
9:07 pm
i mean you've got the image of russian sports in the world at an all time low can it be you know rehabilitated in any way i think the only way that it can be rebuilt rehabilitated is for them to basically change their line you just heard from emily that the words coming out of the russian government the russian sports apparatus is very much woe is us we are being victimized this is all a sham and it seems clear to most outside observers now that that line is a sham if they are willing to come clean if they are willing to say we did this we are now putting entirely different people in charge we are putting different systems in place we are throwing ourselves at the mercy of the world anti-doping agency then perhaps they can rehabilitate rehabilitate their reputation i mean let's face it these athletes are being. protect the ones who are clean the ones who have never failed jumping test can still compete it is the russian team who is being banned it is the russian olympic committee chair who is being suspended it is
9:08 pm
the telly mood the former russian sports minister who is now in charge of the world cup planning he's being banned for life but the athletes are being protected they're getting their chance to compete but i mean takes two to tango and the athletes had to cooperate with this state sponsored doping if indeed that was the case right so they've all kept secret until now and that is a good point i mean i think that it's hard to argue that these athletes were being this is being done against their will or without their knowledge and coerced into this because let's face it the athletes want to win just as much as anyone else i know that there are russian athletes for example the athlete the the athletics competitors who are allowed to compete in the summer olympics despite the i.w.a. f. ban on track and field athletes who for a reason decided to train outside of russia and outside of the auspices of the russian olympic committee because they know that something's fishy there let's just yes it so i think that there are ways where clean athletes can get their say can compete and can keep their reputations all right man term and here at the big table
9:09 pm
with me and it really sure will the story for us in moscow to both of you thank you very much u.s. president trumpets told egypt jordan and the palestinian leadership that he will move the u.s. embassy in israel to jerusalem it is a move that would be tantamount to recognizing the disputed city as israel's capital something that trump promised during his presidential campaign or reiterating statements made earlier in the week palestinian president mahmoud abbas warned tromp that moving the embassy would endangered the middle east peace process and provoke unrest in the region germany's foreign ministers ignore gabriele had this to say today about the else. and so i have for me it's a lot of member states including us have expressed their concerns that the recognition of jerusalem as the capital of israel will not calm the conflict but rather escalate it and you know i just it's in everyone's interest that that
9:10 pm
doesn't happen. yet therefore we as germans among others in the e.u. are firmly convinced that we must maintain the two state solution as a goal and if that means a secure israel but also an independent and viable palestinian state yes i'm there for unilateral steps to recognize jerusalem as israel's capital and that includes east jerusalem i believe that would be a very dangerous move. and is it fair that you. are right we've got team coverage on the story now i'm joined from jerusalem by my colleague tanya kramer and in washington our correspondent carsten phenomena good evening to both of you talking let me start with you how are palestinian authorities how are they reacting to this phone call from u.s. president donald trump. yeah we understand that mr tom had these conversations with the palestinian president mahmoud abbas also the king and they issued a statement afterwards saying that they were in town informed about the intentions
9:11 pm
of mr trump to move the u.s. embassy from tel aviv to jerusalem it's not clear when this will happen there's no time to give not you know the framework in which is will be done and then no details given in that but the statement by president and all that it is you've been hearing over the past couple of hours stressing you know that this so much concern and they're warning about the impact for the region and they're also stressing that the palestinians will not give up on their claim on east jerusalem as the capital of the if you just state according to international resolutions so i mean this is a cause many of the concerns of for many leaders in the region have to stress that came from egypt from jordan from turkey from saudi arabia everybody is saying this is a dangerous move and it could establish the beach and president dr also called the jordan's king abdullah. and we know that abdulla has in the past said that this
9:12 pm
type of move would in danger stability in jordan why is he so worried. i mean jordan has a lot at stake here jordan is traditionally the custodian of the holy sites and the other acts are compared interests and everything that concerns east jerusalem and also concerns jordan and you should not forget there's also a lot of palestinian refugees living in jordan so what he also expressed again today in that statement is also want about the danger to go ahead with this move without having the framework of negotiations and he's also you know this is concern you know very muslim people i talked to today on the palestinian side at least you know that this is setting new paramita some steps a sense to start it's all symbolic for a lot of people and i think it leaves a lot of people here with a lot of uncertainty now how this will play out and carsten moving the u.s. embassy to jerusalem it has been u.s. policy or goal of the u.s.
9:13 pm
for decades but it's never been implemented right. basically all the presidents and the clinton have been kicking this can down the road every six months because twenty two years ago the u.s. congress passed a law the jerusalem embassy act which says that. is the capital of israel and that the u.s. embassy should move there now that law gives the president of united states the chance to postpone the implementation of that law by a six months at a time if it is in the national interest of the security of the united states and that has happened again and again bill clinton and george w. bush and then barack obama have all postponed the implementation of this again and again donald trump also did it one in the summer this year but only grudgingly after he was. supported in this by his advisors and allies of the united
9:14 pm
states but now he seems to have changed his mind it could be that he declares he wants to the embassy in jerusalem but still postponed the move for six months so legally not much would change but it would still be a game changer politically and diplomatically in person is there any sense there in the u.s. that the timing of this being suspicious that that trump is doing this now to divert attention from the f.b.i. investigation into his campaign's connections to russia. there is a sense certainly but it's difficult to prove and to be fair donald trump seems to really believe that the u.s. embassy should be in jerusalem he has promised during his election campaign now he has broken some of his promises but he's also kept some when you look at the issue of the paris agreement on climate change on the travel ban against some majority
9:15 pm
muslim countries and now maybe also in this case the point is that donald trump needs his core supporters his base if he wants to control the republican establishment and part of that base is the conservative pro israel lobby and their christian conservative. evangelist. partners and supporters so he wants to keep that base and he will proceed with that apparently no matter what all right kirsten phenomena in washington in time you kremer in jerusalem to both of you you thank. here's some of the other stories now that are making headlines around the world spain's supreme court has withdrawn an international arrest warrant for catalonia former leader. and four of his cabinet members which to ma has been in brussels in self-imposed exile ever since october legal independence referendum the court says it withdrew the warrants because the politicians have shown a willingness to return to spain the red cross says at least two hundred thirty

saakashvili but were forced to free him when his supporters surrounding surrounded the van that was holding him our correspondent nick connelly was there were have an update in just a moment from him but first here is what he saw today. early morning hide and seek and the rubes above kiev's my town square except the man being detained by on mark special forces is a former president and one of ukrainian president petro poroshenko is most vocal opponents. as news of the rate spread on facebook within minutes a crowd had gathered on the streets below but still there was no word from the police as to why he was being detained. his arms tied behind his back second really had one last chance to address his supporters calling for president bush and co to face impeachment the but it was one second he was bundled into a car that the confrontation between police and his supporters really got going.
9:18 pm
the old street on a month's rubbish bins even park police cars were all fair game as the crowd tried to prevent second release forcible departure. in the meantime ukraine's prosecutor general finally got around to answering the question on everyone's lips why no such a big operation and why now really he said they colluded with exiled ukrainian oligarchs preparing to subvert the country's government. well short while ago our correspondent in kiev nick connelly talked to the former georgian president and ukrainian opposition leader mikhail saakashvili we bring you this exclusive interview nic started by asking him why he thinks he was detained. the real reason is that for the last several months i've been heading the movement for change in terms of corruption in terms of getting rid of a corrupt practice of the president and his immediate surroundings that brought

ukraine to be good situation of being the poorest country in terms of g.d.p. if europe and. they've been menacing me for some time they've told me that they were there arrest me it's what they've been sending me people they told me that they will that if they don't find something on me they will invent something on me that was depression cause right hand man mr gross kid that told me this to me your thoughts today publish my times which apparently show you don't need to stick which in you know i don't know i don't know i don't know who this guy is well i don't know him i don't know how he looks i don't know how he sounds and why would i i mean this is this is absolutely fake the feeling is that these people they told me that if they cannot find anything on me they will create it we've been marching peacefully. quietly but but in bigger numbers more and more and that's what they were scared of republicans willing to do to elect him which is about someone who's been in the country look up i'm not running for office right now i'm running i'm
9:20 pm
just trying to rescue this nation from absolute zero bleeding of corruption. well well right now i'm deleting the popular progress whatever whatever it is no future prepares for me to see but because of course i'm going to run for president if you can't for sure i thank you. i'm going to have more on that interview with mr saakashvili coming up a little bit later on on the day's time for business news now we're talking about u.s. president donald trump and his alleged ties to russia and there is a german connection of bankers interest that's right and that's one of the most important companies in germany whatsoever so that's why it's a big story here as well because the investigation is now over the russian meddling in the u.s. presidential election last year as you know but a number of media outlets are reporting that special counsel robert mueller who's leading the inquiry has asked the doj should release data on accounts held by president trump and his family information was demanded by subpoena after deutsche
9:21 pm
rejected requests from u.s. house democrats to share the data in june citing privacy laws the bank lent the trump organization millions of dollars for real estate ventures in the past now with the investigation ongoing we asked our financial correspondent who is in what we do know about the background to this story. what we do know is that the bank has had very close business relations with russia for a long time with companies with all the guards and we also know that deutsche bank has failed to prevent money laundering it had to pay high fives for that here in europe but also in america what we also know is that trump has had relations with russia or at least his family people like jared and involve ivanka and don jr with the russians also with russian oligarchs like the building tycoon. now the third
9:22 pm
thing we know is that trump and deutsche bank have had business relations for decades the bank has given no of several hundred u.s. south seven hundred million u.s. dollars to trump and the question now of course what people here are wondering about is whether all this is connected with that there is some chronic to vittie of the loans to the russian investigation or to potential wrongdoing of trump and his family and that might have said donald trump of course now this news to the u.s. trade deficit has risen to its highest level in nine months that means the country spent a whopping forty eight billion dollars more on imports than it managed to shift in exports it works out at an increase of over eight percent within the space of a month to ten chilly dragging down g.d.p. for the full year rising oil prices pushed the import bill higher and imports from china also hit a record high the news will go unnoticed by u.s. president donald trump he has long blamed the country's trade deficit for the loss

of manufacturing jobs and moderate economic growth. europe now where enough is enough that's what europe's finance ministers are saying when they finally take action against tax havens like the ones exposed by the pattern of papers and the paradise papers the e.u. is naming and shaming seventeen countries on a new blacklist but to the dismay of transparency campaigners e.u. members like luxembourg or ireland are not among them and british overseas territories are also being spare. a tropical tax haven in the middle of grey brussels today the e.u. finance ministers singled out seventeen tax havens on a blacklist countries like barbados namibia and tunisia everybody to help crack down on tax dodgers but they stopped short of imposing national sanctions on them for that. thankfully this will help to increase the transparency of the global tax environment. and i want to emphasize that this is not

a punitive measure but our wishes that those countries will cooperate more in the future. course to but according to the european commission the measures against tax havens don't go far enough. from a commission point of view we could go. seen a stronger defense so or counter measures but we hope that this work will continue on the cultural side the ngo oxfam also criticizes the blacklist as being too short they count thirty five countries that should be blacklisted among them for countries within the european union ireland the netherlands luxembourg and malta but there's not a single e.u. member state on the list critics say europe should put its own house in order first . and our reporter charlot shell some pill has been covering the story for us from brussels charlotte hi good to see you not
9:25 pm
a single country is listed on this blacklist as we just saw how does the e.u. even justify that. that's quite right well the e.u. will argue that it's got its own tools for regulating tax avoidance within member states they'll say this is something that was always planned to moderate the action of third party countries countries outside the block but certainly the fact that no e.u. countries are on either this blacklist or the so-called greylisting list of countries who are going to have to adjust their behavior has really caused a lot of anger in some circles oxfam for example as we just heard there in that report is particularly angry it published its own report saying was this a blacklist all was it a whitewash it argues that had the e.u. applied its own rules to its own member states then for european countries would be on that list including mull to luxembourg ireland and the netherlands the
9:26 pm
shoulder we're talking about their justification with the third party countries if you will let's talk about those because what does that even mean for the government of a country to be named on the black list the list is not only include just some small vacation islands but also important trading partners like say south korea that's quite right and you're picking up actually on another one of the concerns that's been raised about this and now it's meant today and that is the fact that there are currently no concrete sanctions for countries found to be in violation of rules regarding taxation that could change its there's some speculation that member states might be able to impose their own sanctions but as it stands it's only really some e.u. funding that is risk in fact e.u. commissioner of attacks has criticized that saying well this is an important first step that this announcement has been made it could in fact have gone a lot further essentially it doesn't seem to have any teeth when it comes to
