far back as a sochi olympic games and probably for much more than that. in which the russian state security forces the russian olympic committee the russian sports ministry collaborated to create a system there which no russian athlete could give up a a tainted sample mystically they would have clean urine stored in advance and it would be swapped with the tainted urine so that when the tests were undertaken russian athletes would always pass with flying colors this evidence was out and has been out for at least two years since the mclaren report last year the i.o.c. wanted to take another closer look at that evidence that evidence has held up and here we are emily what about reaction from russia there are reports that moscow plans to appeal this ban right. well the kremlin spokesman his cough said that they would be waiting for a decision he even said that they might wait for that decision in writing so

they're kind of buying time there hasn't been an official reaction yet but the school of said earlier today that they would protect athletes and there has been some indication that they might appeal a decision in in the courts but it's not clear now with this decision for russian athletes to be able to compete under a neutral flag whether they will also be appealing that decision you know we're getting reports that the russian the head of the russian olympic committee says that he plans to at least attempt an appeal of this bay and that's that's what that's the official line right now what are what are russians those saying about this i mean we know that russia is a powerhouse athletic country. well the people here in moscow that i've been speaking to on the streets they seem to be they seem to feel sorry for the athletes really that they're being essentially

punished and also there are surveys that show that that actually only a minority of russians actually believe that there was a state sponsored doping system like the like the i.o.c. is is in fact now saying so they feel sorry and also there's a feeling here in russia that there's some kind of a campaign going on a western campaign against russia people cite you know the widespread allegations of of hacking they cite the sanctions and now of course this doping. scandal fits in with that that narrative and i think people here you know just feel like this is a really political decision rather than a decision to do with sports you know and we know that the russian president has intimated at least once that this hold doping scandal is. u.s. reaction to alleged russian meddling in the u.s. election to me that's the part the political angle of it meant what can be done now

i mean you've got the image of russian sports in the world at an all time low can it be you know rehabilitated in any way i think the only way that it can be rebuilt rehabilitated is for them to basically change their line you just heard from emily that the words coming out of the russian government the russian sports apparatus is very much woe is us we are being victimized this is all a sham and it seems clear to most outside observers now that that line is a sham if they are willing to come clean if they are willing to say we did this we are now putting entirely different people in charge we are putting different systems in place we are throwing ourselves at the mercy of the world anti-doping agency then perhaps they can rehabilitate rehabilitate their reputation i mean let's face it these athletes are being. protect the ones who are clean the ones who have never failed jumping test can still compete it is the russian team who is being banned it is the russian olympic committee chair who is being suspended it is

the telly mood the former russian sports minister who is now in charge of the world cup planning he's being banned for life but the athletes are being protected they're getting their chance to compete but i mean takes two to tango and the athletes had to cooperate with this state sponsored doping if indeed that was the case right so they've all kept secret until now and that is a good point i mean i think that it's hard to argue that these athletes were being this is being done against their will or without their knowledge and coerced into this because let's face it the athletes want to win just as much as anyone else i know that there are russian athletes for example the athlete the the athletics competitors who are allowed to compete in the summer olympics despite the i.w.a. f. ban on track and field athletes who for a reason decided to train outside of russia and outside of the auspices of the russian olympic committee because they know that something's fishy there let's just yes it so i think that there are ways where clean athletes can get their say can compete and can keep their reputations all right man term and here at the big table

doesn't happen. yet therefore we as germans among others in the e.u. are firmly convinced that we must maintain the two state solution as a goal and if that means a secure israel but also an independent and viable palestinian state yes i'm there for unilateral steps to recognize jerusalem as israel's capital and that includes east jerusalem i believe that would be a very dangerous move. and is it fair that you. are right we've got team coverage on the story now i'm joined from jerusalem by my colleague tanya kramer and in washington our correspondent carsten phenomena good evening to both of you talking let me start with you how are palestinian authorities how are they reacting to this phone call from u.s. president donald trump. yeah we understand that mr tom had these conversations with the palestinian president mahmoud abbas also the king and they issued a statement afterwards saying that they were in town informed about the intentions

of mr trump to move the u.s. embassy from tel aviv to jerusalem it's not clear when this will happen there's no time to give not you know the framework in which is will be done and then no details given in that but the statement by president and all that it is you've been hearing over the past couple of hours stressing you know that this so much concern and they're warning about the impact for the region and they're also stressing that the palestinians will not give up on their claim on east jerusalem as the capital of the if you just state according to international resolutions so i mean this is a cause many of the concerns of for many leaders in the region have to stress that came from egypt from jordan from turkey from saudi arabia everybody is saying this is a dangerous move and it could establish the beach and president dr also called the jordan's king abdullah. and we know that abdulla has in the past said that this

type of move would in danger stability in jordan why is he so worried. i mean jordan has a lot at stake here jordan is traditionally the custodian of the holy sites and the other acts are compared interests and everything that concerns east jerusalem and also concerns jordan and you should not forget there's also a lot of palestinian refugees living in jordan so what he also expressed again today in that statement is also want about the danger to go ahead with this move without having the framework of negotiations and he's also you know this is concern you know very muslim people i talked to today on the palestinian side at least you know that this is setting new paramita some steps a sense to start it's all symbolic for a lot of people and i think it leaves a lot of people here with a lot of uncertainty now how this will play out and carsten moving the u.s. embassy to jerusalem it has been u.s. policy or goal of the u.s.

for decades but it's never been implemented right. basically all the presidents and the clinton have been kicking this can down the road every six months because twenty two years ago the u.s. congress passed a law the jerusalem embassy act which says that. is the capital of israel and that the u.s. embassy should move there now that law gives the president of united states the chance to postpone the implementation of that law by a six months at a time if it is in the national interest of the security of the united states and that has happened again and again bill clinton and george w. bush and then barack obama have all postponed the implementation of this again and again donald trump also did it one in the summer this year but only grudgingly after he was. supported in this by his advisors and allies of the united

states but now he seems to have changed his mind it could be that he declares he wants to the embassy in jerusalem but still postponed the move for six months so legally not much would change but it would still be a game changer politically and diplomatically in person is there any sense there in the u.s. that the timing of this being suspicious that that trump is doing this now to divert attention from the f.b.i. investigation into his campaign's connections to russia. there is a sense certainly but it's difficult to prove and to be fair donald trump seems to really believe that the u.s. embassy should be in jerusalem he has promised during his election campaign now he has broken some of his promises but he's also kept some when you look at the issue of the paris agreement on climate change on the travel ban against some majority

of manufacturing jobs and moderate economic growth. europe now where enough is enough that's what europe's finance ministers are saying when they finally take action against tax havens like the ones exposed by the pattern of papers and the paradise papers the e.u. is naming and shaming seventeen countries on a new blacklist but to the dismay of transparency campaigners e.u. members like luxembourg or ireland are not among them and british overseas territories are also being spare. a tropical tax haven in the middle of grey brussels today the e.u. finance ministers singled out seventeen tax havens on a blacklist countries like barbados namibia and tunisia everybody to help crack down on tax dodgers but they stopped short of imposing national sanctions on them for that. thankfully this will help to increase the transparency of the global tax environment. and i want to emphasize that this is not

a punitive measure but our wishes that those countries will cooperate more in the future. course to but according to the european commission the measures against tax havens don't go far enough. from a commission point of view we could go. seen a stronger defense so or counter measures but we hope that this work will continue on the cultural side the ngo oxfam also criticizes the blacklist as being too short they count thirty five countries that should be blacklisted among them for countries within the european union ireland the netherlands luxembourg and malta but there's not a single e.u. member state on the list critics say europe should put its own house in order first . and our reporter charlot shell some pill has been covering the story for us from brussels charlotte hi good to see you not
