resign resign this east expert in jerusalem our very own tanya kramer has were supported extensively in both israel and the palestinian territories and weighing in firm in washington as well is correspondent carsten phenomena and i want to start off with karsten of course all eyes on washington why now what prompted this to happen. well it's difficult to say because the donald trump seems to really believe that your use of them is the capital of israel and the u.s. embassy should move there he promised to do this. during his election campaign and he wants to make good on that campaign promise obviously he postponed the move in summer when he signed the waiver as every president for the last twenty two years had to do to you have postponed implementation of a law that stipulates that the u.s. embassy should be in jerusalem donald trump did that as well after some u.s.

allies from the arab world and also a number of his advisors. pleaded with him to do this but now he seems to want to make good on this campaign promise and the reason probably is that he has come to the conclusion that he needs to keep his base happy his approval ratings are low but his base his core supporters are sticking with him he wants to keep it that way because he needs those supporters to control the republican establishment in congress and part of that base of course is the conservative pro israel lobby and also christian evangelist groups that are allied to the pro israel lobby if you like and he wants to keep those people happy that is the most important motive for him at least in my assessment all right well let's go to tanya introduce some recognizing jerusalem at a time you know as the israeli capital without

a negotiated peace deal that used to be off limits how much of a game changer is this. well it's certainly seen as a game changer for the palestinians i mean for the israelis this is good news i mean this is what they at least the government not always wanted an internal undivided capital but we have to wait and see what mr trump has actually say and how humans say it and this is what everybody is now waiting for to see what terms he will use how balances which will be but certainly for the palestinians it is very important to them and president abbas has made clear again and again over the past couple of days that the politicians will not give up on the aim to have a palestinian capital in east jerusalem for their future state and this is really a game changer for them because they have said if this goes it had the u.s. so will not be able to be an honest broker yet in the middle east and all this talk

yet for over twenty years every previous american president has exercise the law's waiver refusing to move the u.s. embassy to jerusalem or to recognize jerusalem as israel's capital city presidents issued these waivers under the belief that delaying the recognition of jerusalem would advance the cause of peace some say they lacked courage but they made their best judgment based on facts as they understood them at the time nevertheless the record is in after more than two decades of waivers we are no closer to a lasting peace agreement between israel and the palestinians it would be folly to assume that repeating the exact same formula would now produce a different or better result therefore i have determined that it is

time to officially recognize jerusalem as the capital of israel while previous presidents have made this a major campaign promise they failed to deliver today i am delivering i've judged this course of action to be in the best interests of the united states of america and the pursuit of peace between israel and the palestinians. this is a long overdue step to advance the peace process and to work towards a lasting agreement israel is a sovereign nation with the right like every other sovereign nation to determine its own capital acknowledging this is a fact is

a necessary condition for achieving peace it was seventy years ago that the united states under president truman recognized the state of israel ever since then israel has made its capital in the city of jerusalem the capital the jewish people established in ancient times today jerusalem is the seat of the modern israeli government it is the home of the israeli parliament the knesset as well as the israeli supreme court it is the location of the official residence of the prime minister and the president it is the headquarters of many government ministries for decades visiting american presidents secretaries of state and military leaders have met their

israeli counterparts in jerusalem as i did on my trip to israel earlier this year jerusalem is not just the heart of three great religions but it is now also the heart of one of the most successful democracies in the world over the past seven decades the israeli people have built a country where jews muslims and christians and people of all face are free to live and worship according to their conscience and according to their beliefs. jerusalem is today and must remain a place where jews pray at the western wall where christians walk the stations of the cross and where muslims worship at a lock's mosque however through all of these years presidents representing the

united states have declined to officially recognize jerusalem as israel's capital in fact we have declined to acknowledge any israeli capital at all but today we finally acknowledge the obvious that you're a slim is israel's capital this is nothing more or less than a recognition of reality it is also the right thing to do it's something that has to be done that is why consistent with the jerusalem embassy act i am also directing the state department to begin preparation to move the american embassy from tel aviv to jerusalem this will immediately begin the process of hiring architects engineers and planners so that

a new embassy when completed will be a magnificent tribute to peace in making these announcements i also want to make one point very clear this decision is not intended in any way to reflect a departure from our strong commitment to facilitate a lasting peace agreement. we want an agreement that is a great deal for the israelis and a great deal for the palestinians we are not taking a position of any final status issues including the specific boundaries of the israeli sovereignty in jerusalem or the resolution of contested borders those questions are up to the parties involved the united states remains deeply committed to helping facilitate

a peace agreement that is acceptable to both sides i intend to do everything in my power to help forge such an agreement without question jerusalem is one of the most sensitive issues in those talks the united states would support a two state solution if agreed to by both sides in the meantime i call on all parties to maintain the status quo at jerusalem's holy sites including the temple mount also known as. shareef above all our greatest hope is for peace the universal yearning in every human soul with today's action i reaffirm my administration's long standing commitment to

will go anywhere because this is a very i think disappointing speech from the point of view of the palestinians i mean as much as mr trump continued to talk about these really claim and this really history. in jerusalem he didn't really mention the ties that the palestinians have with this city so it is a very disappointing speech from their point of view he didn't mention so one of the first times i think the two state solution you also said that nothing will. negotiations final status negotiations in a way but it is very hard to imagine how they will start off any kind of a peace talks on that point and it will also put i think a lot of pressure on the palestinian president mahmoud abbas we understand that he is planning expected to speak sometime tonight and people will

ask him now you know what what really to now what are the next steps the palestinian of thirty's taking that course i want to get back to you now in washington. the thing of course that also jumped out at me president other saying listen i'm not doing anything new here this was already on the books we just weren't acting on it and it's overdue this is the point there. well he does actually we haven't heard a lot of criticism of the step so far for instance from the opposition democrats obviously this move has been discussed here for some days now and the point is though that this jerusalem embassy act that he was referring to has indeed been passed with an overwhelming bipartisan majority and it was reconfirmed by the senate so clearly that is the oficial policy it was just you know this was seen

as a kind of. measure that can be implemented in an ideal world and successive administrations have said yeah but we should not implement it now because it would have negative effects and so basically when people who are in power the presidents bill clinton george w. bush and barack obama have said ok let's postpone this for some time but legally clearly this has been the u.s. position all the time so yes he does have a point here if it is a smart move i have my doubts on our standing with me here in the studio on saturday i believe the arab league is getting together to discuss this matter this was actually before the announcement was made. can they do anything. they want to do anything well it's again we first of all there's abbas's speech today we will have to see what he's saying. i don't see too much of eagerness on any of the arab

everyone knows that it is israel's capital and hasn't said it he also in the interior firm position that the status quo on the holy sites must be preserved he talks specifically about the western wall for jewish prayer and the temple mount which he also called a homage to shareef the noble sanctuary alaska asked for the muslim prayer this is also significant and he appealed to all people in the region to continue to work for peace and the american role is central in creating peace what will be interesting to see is of course the reaction on the ground in palestine in east jerusalem in jordan in egypt and in other capitals so what makes your insights so valuable is that you've been involved in things talks for decades can you sum up for us where you think they are now. well there are have not been

any negotiations now for several years it is important to mention that in all previous negotiations serious negotiations between the palestinians and the israelis the position of jerusalem was that jerusalem would be the capital of the state of israel and the capital of the palestinian state with the dividing line might be the june sixty seven borders of east jerusalem for the palestinians west jerusalem for the israelis this is not been agreed to by the parties but this is been often put on the table by the americans and by others who have tried to mediate i think it has been in the palestinian official position that there should be two capitals in jerusalem jerusalem should remain more an open city israel has not formally rubin its dream of having sovereignty over all of tourism although the negotiations that took place the. prime minister barak in jan two thousand and one and then later the negotiations on mitt romney to pass in two

thousand and eight he included a solution for jerusalem that would recognize two capitals in jerusalem so what next i mean how do we move forward from here. what next we have to hope that over the next days there will be a new round of violence that will get out of control as was triggered by the visit of their opposition leader ariel sharon to the temple mount to rama sharif in september of. two thousand which launched the second intifada and once the violence began it was difficult to turn the clock back we have to hope that there will be restraint that there will be a continued an american attempt to give messages in the arab world and specifically to the palestinians that as president transparent speech in jerusalem status and future boundaries must be determined in negotiations the president did speak that if the parties do want two state solution the americans would support it and we have to hope that this speech by the president will not create the violence that

will jeopardize our chances of ever getting back to the table again is there somebody that springs to mind who could bring all the parties back to the table a person an organization somebody that you think us could be that honest broker. i don't see that happening everyone's waiting now to see what trumps all to make a deal will look like he's supposed to present some kind of package of arrangements to the israelis and the palestinians and the neighboring countries trump is often talked about a region that will expand the circles of security and stability and economic growth and development that is certainly needed. there needs to be an end to the israeli occupation of the palestinian people and the palestinian people need to have their freedom and israel needs to be recognized by the palestinians as being legitimate so this is a difficult task maybe trunk trump with all the surprises that he's he's already

made in in the future will bring can do it i am skeptical about whether or not the israeli prime minister is really ready to make the kind of compromises necessary to make peace with the palestinians and mahmoud abbas the aging palestinian leader has very little legitimacy within his own people so we may have to wait until their leadership changes on the ground here before someone new to national community could step in and help us make peace what do you think you know judging from what happened today what do you think that. impact will be on the region. i think it's very difficult to see in the next year is will be critical of whether or not there is a flare in violence and whether the israeli response to that violence will be the use of massive force or not or whether we can contain the anger that there does exist in will exist on the palestinian side and in the arab world. in this is a crucial period piece next few days friday prayers in jerusalem in and around
