aftermath of the attack and many questions have been asked over whether it could have been avoided. berlin's mayor misha offered words of condolence as he inaugurated the memorial. this is a place that everyone who you wish is to grieve so. that to have a place to come to commemorate all those when you really can and are killed here. and there go to the sea we have the names of all of those who died you feel here and. it is a signal that we are sending out across all religious and national boundaries as well and this gash here commemorates the wounds that the attacks of the cold caused but we want to overcome this wound in our society we do not want to be divided by terrorism and hatred and this is why i am going to marry a plaque is also

a symbol of teller and tolerance of one we owe that to the victims not just in berlin but across the globe. let's bring in our chief political correspondent well on the crane for more on the story a lead a very moving ceremony earlier today take us through it. it was very moving very dignified also very short very brief it was an ecumenical service began with an ecumenical service in the church there after that public square in that church itself is a memorial church it was left partly in ruins after the second world war to remind germans. of the sorrow of the war so now a second memorial is joined at this place on the steps of the church as you could see in that memorial was inaugurated after this q medical church service we heard the words from berlin's lord mayor the only other person who spoke briefly was
2:04 pm
chancellor angela merkel and the service and the memorial were attended only by invited guests and those of course included the families of the victims as well as german dignitaries otherwise this was not a public event in fact the christmas market at that site the christmas market being the target of last year's attack it is closed for the day also in memory of the victims so it was a small but as i said a very dignified and a very moving gathering and toward the end then everyone who attended was given a candle also to remember the victims and just a word on that the memorial itself you could see perhaps not only the names of the victims engraved on the stairs but a crock that went down the stairs that was filled today with molten metal and is supposed to show that this event this terrible attack last year was
2:05 pm
a crock that leaves leaves everything different including that place but that also should be seen and that's the meaning of the gold medal that is in the crack as something out of which we can make something of value and meaning going forward well and as we said the chancellor merkel's government has faced criticism for its response to the attack and she actually made some remarks following the ceremony let's listen in. and i have to speak now on behalf of myself and on behalf of the german government to say that we need to work to improve the way we deal with things like this. that we must do everything in our power not only to try to protect the people in this country but also to ensure that people whose lives are affected by attacks of this kind and that we're doing everything we can to help them adjust to their new situation which is why the bereaved relatives and

the injured i will be meeting again. soon to tell them what we have learned from my mistakes what we will do differently next time in order to help. to move. overcome this terrorist attacks and to ensure that in the future we as the german state will do everything we can talk to help. someone that chancellor merkel there admitting mistakes were made how significant was that statement. quite significant there's essentially two sets of two sets of mistakes here but let's focus on the first which is the one that she underlined in her remarks about a few weeks ago a wrenching open letter was published here in germany from relatives of the victims saying that they felt essentially abandoned by the state of germany and germany's president has also said now that he admits that the reaction that germany
2:07 pm
gave after the attack was cold and detached in his words and that reaction essential be focused perhaps largely on the political consequences of the attacks on concern about german citizens and their reaction but not on the families of the victims themselves the person who coordinated the response at mit's that some families of the bereaved didn't know for three or even more days that one of their loved ones had in fact been confirmed dead some families receive bills for the autopsies and no families although they were. contacted by the german president no families were contacted by the chancellor herself it wasn't until yesterday that she met with families of the victims so there has been an admission on a number of different levels that this response was not adequate to the sorrow that these family suffered and linda just briefly for can also on the level of police work and security services that there were failures there. exactly that's the
2:08 pm
second set of failures that have been admitted and to some degree corrected since the attack so one of the things that came to light is that there was far too little coordination between federal and state security authorities here in germany that allowed the person who perpetrated the attack on this to slip through the cracks also to little coordination with other countries because mr i'm very had already been detained in italy in the us managed to make his way to germany then there were also problems in terms of how well protected soft targets like christmas markets are this christmas market had no concrete barriers separating it from the street hence a truck was able to drive on now all of that has been the subject of much discussion here there have been measures to quote to correct a number of those failings as well as issues like people who were supposed to be deported like this no longer would be set free they would be held in detention until they can be deported and or even be subjected to being controlled through

some form of electronic device that they would have to wear so all of that an attempt to prevent such an attack ever happening again our chief political correspondent linda crane for us thank you melinda now u.s. president donald trump has laid out his foreign policy strategy in a speech that outlined a shift from past administrations is focused on protecting american interests first mirrors washington's changing role in the world the plan focuses on dealing with threats from iran and north korea and challenging china and russia both moscow and beijing say they'll welcome u.s. cooperation but warned that confrontation could bring on losses for all sides. in a wide ranging speech donald trump unveiled his new national security strategy let me begin once more he used the blunt language that his supporters love and his detractors love. with every decision and every action we're now putting america

united our allies in an unprecedented effort to isolate north korea however there is much more work to do america and its allies will take all necessary steps to achieve a d. nuclear ization and ensure that this regime cannot threaten the world. but on monday it was the united states that was isolated at the u.n. security council when the us ambassador nikki haley vetoed a resolution rejecting trump's recognition of jerusalem as israel's capital after all fourteen other security council members back the measure. what we witnessed here today in the security council is an insult it won't be forgotten today for of knowledge a basic truth about the capital city of israel we are accused of harming peace the record will reflect that we reject that outrageous claim. the video highlighted
