its biggest scandal in decades and as california legalizes marijuana state officials have high hopes for a boost in tax revenue. this is d.w. business i'm crystal kolber welcome. stocks in hong kong rose to the highest level in over a decade on tuesday and markets in shanghai also posted gains in the first trading session of twenty eight teams the prospect of a major tax overhaul in the united states put investors there in a bullish mood through much of last year and rallied global trading the weakening u.s. dollar and solid manufacturing figures out of china are considered early positive signs for global consumption in the year ahead now for more let's go to germany's financial capital frankfurt where my colleague on the device buffer is keeping an eye on things anetta a lot of optimism among investors in asia yet the sentiment in europe is much more subdued why's that. yes that's completely right we see european bourses

clearly in the red cross the board although the german but also the french markets being considerably lower and there are many reasons for a poor day there from the cossacks to sending those car shares slow but also the euro is quite high these days it's a fast one twenty twice the us dollar and that is also weighing on sentiment because many of those big german corporates but also the french corporates are depending on their exports and of course if the euro is much more expensive though also their goods will be known until let's look at the year ahead year what are the topics that are on investors' minds in twenty eight years while we have a mix shelf topics but let's start off with the geopolitical issues there are major concerns that the korean peninsula might actually be hit by some sort of war
12:19 pm
scenario and that is a very on top of the agenda of investors when it comes to geopolitical risk because nobody really knows what's going to happen there there will be talks in the next days to actually come down the situation but for now the risk is to very high that there might be some escalation but also the political risk again back on the agenda if you have italian elections once again in europe again a test where the populist party might make it on top of a government there and also in danger of the eurozone project in a way we have elections in russia and then also in other countries and. top of investors with concentrate also on a plethora of i.p.o.'s coming to the markets i'm advised both in frankfurt thank you so much. it's been rough times for german carmakers lately fox

wagons diesel gate scandal cheating on emissions tests and making false promises to customers has put quite a dent into the image of some big names in the business how has this scandal changed the industry and how will it help transform mobility we'll talk to an expert here in a moment first an update on what all the fuss is about. due to air pollution several german cities could face driving bans in twenty eight teams the diesel engine and its emissions are mainly to blame it's becoming a familiar story diesel remains popular it's cheap and efficient critics say it's outdated and should be replaced as soon as possible. which comes on his approach to cause of all the diesel will continue to play an important role in certain areas such as truck traffic and shipping but it will lose importance in those areas as well and especially with cars alternatives are available by two thousand and twenty

electric vehicles will be very efficient and more interesting for customers than as why it's hard to imagine that a technology that's bad for the environment will survive launch longer once electric mobility has gathered momentum as the. hybrid engines could benefit from this development because they use two types of power electric and internal combustion it's a safe bet once the batteries exhaust if the car continues to drive on fossil fuel . at the moment there are still not enough charging stations for electric vehicles and their range is too limited evey's are pollution free but making their batteries is not the power they're using can be green or not depending on the source. that's why the internal combustion engine will remain popular for years to come its supporters claim because at the moment there is no perfect alternative to the engine success will also differ from country to country. each individual's
12:22 pm
personal power could also play a part and that could be accelerated by new year's resolutions for a while at least. to shed some more light on the future of mobility peter mark joins me in the studio he's the managing director at the nonprofit international council on clean transportation here in europe peter good to have you on the program now your organization helped break the diesel gate scandal a major scandal rattling germany's biggest company in light of this should we even believe the automotive industry anymore after what you have helped to discover. well we have better regulations now than we had before diesel gets so i'm really hoping that the car industry is following those rules now and that the emissions that they inform the customers about are the real emissions so i would say yes we can trust them and i'm looking forward to a better and more real information in the future now amid these false exhaust

levels that have been advertised by fox wagon in this deal gate scandal due to the technology itself the diesel technology is facing immense pressure especially here in germany do you think it'll be around much longer the diesel car by itself can be clean so there's technology that makes the car clean you see that for some you of new engines that are coming to the market but the problem with the diesel engine for passenger cars it is that it's getting more and more expensive it has always been a more expensive technology and because of all this aftertreatment technology to reduce emissions the diesel engine gets more expensive while at the same time the batteries get cheaper so hybrid cars electric vehicles get cheaper and that's put that puts a lot of pressure on the diesel engine and that's why i think the diesel market shares will continue to dick decline in the future how far along is the car industry with coming up with new ideas of mobility we are seeing a lot of electric cars coming to the market now especially in two thousand eight hundred nineteen you will see
12:24 pm
a lot of new models in europe from the major manufacturers so that the choice for consumers is getting a lot wider there's a lot more models that they can choose from the consumers and i think that will help to increase the marketeers of electric vehicles in the next two to three years for sure now these e-cards you mentioned they are pretty much the talk of the town at the moment but are they as environmentally friendly as we all might think. it depends of course where the batteries are being produced and where i drive my vehicle because for the electric vehicles it depends a lot where the electricity is coming from and however there are studies that show that even in a country like germany where we have a lot of coal actually or even in china where they have lots of coal for producing electricity even their electric vehicles already have a benefits compared to the combustion engine because if you take into account the whole lifetime of the can and also the fuel production which also causes emissions for combustion engine deals so the promise that carmakers like volkswagen made of investing heavily into alternative ways of getting around that promise is plausible
12:25 pm
in your point of view it is definitely possible i think electric is the future of course we have to decarbonise we have to clean up the electricity grid in parallel to cleaning up the recalls and i often also think the consumer has responsibility for choosing the right vehicle because the more we move towards electric vehicles the more important gets for the consumers to choose the vehicle that is fit for their purpose because there will not be that one one size fits all because that we had in the past peter mark of the international council on clean transportation thank you for your visit thank you california has become the largest u.s. state to legalize the recreational use of marijuana voters approved the move in a referendum and twenty sixteen now the change in the law is said to generate a billion dollars in tax revenue every year. do you agree. that cutting the ribbon the owner of this medical center in oakland says he wants california to be

a beacon of hope to parts of the world where people are still suffering under prohibit as he put it. customers have been lining up since early in the morning to be the first to take advantage of the change in the log it allows adults twenty one and older to buy possess and grow marijuana until now it only been available for medical purposes it is history it is history and i think it's the way it's been a push on say going to help a lot of people a lot of different demographics in the long run tribe in a medical patient her quite some time and my car expired so it was kind of waiting for the balloon for the new year to legalize and i'm going to come out to w. spoke to the director of a rehab clinic that helps heroin addicts overcome their habit by using cannabis and other states will absolutely follow suit when you see the benefits of california another sister you know washington colorado. oregon none of them have had the

negative outcomes. they've also very positive outcomes as some buyers of marijuana said on the first day of legal sale it's safer than having to purchase their supplies down a back alley but some reckon they'd still use the black market because one of them said it's cheaper. that's it you're up to date with the latest from the world of business for more find us on facebook follow us on twitter and of course doesn't always the website it's d.w. dot com slash as more business news here next hour for now thanks for watching.
