this correct understood that you know if you have a. twenty three hour marathon of negotiations a number of elements come together i think that's just par for the course this time pressure. and very different opinions and if you're under time pressure you don't want to find a solution i mean you'll know from your own life that things get quite turbulent situations like this i wouldn't say we were ever actually faced with the risk of failure and not really of course. over the course of the night i think it became clear that we are very different political parties and we have very different political programs but in fact. we really saw the differences and the general view that we all have the same opinion up here representing the stereotypes isn't true but of course the real article just like

this is to create a compromise that both political parties or opposition parties can agree with and yet one that's the group that benefits the voters generally not just an individual clientele but of course the major parties to try to ensure that what they do benefit society as a whole and not just individual groups and of course the ideas of what's going to impact tumen how different is and naturally we did struggle to find a compromise but there was a lot of common ground and this was something that came across clearly in the very first day and at the end as well on the first day we said that you know this matter mr safer and myself would deal with the e.u. politics and it was to me my last night we concluded this and i think we can safely state that the europe chapter people. this is really.

a new start for europe i think that when the new german government is formed a strong role that germany must play in europe will be taken on by germany again and it's a response to proposals that are being made in paris or in brussels from the commission you know we become the want to ensure that the economic and political power of germany is asserted to make europe the major project that it should be. based on the challenges facing this in the world because a strong europe is very much in the interest of germany and we all agreed on this we negotiated these issues very quickly but i think we were able to see quite quickly that this is a wish that we all have and a common goal. well i guess it's twenty four hours that i. have been here and i wasn't sure if we were going to succeed and i was aware of the fact that it was going to be

a difficult challenge but. we carried out this exploratory talks with the spirit of finding a solution and we were able to do this everyone managed to just put their own needs aside occasionally and find a compromise you know of course there were moments where we were a bit stuck. but i think we were always pursuing the same and. that there's a colleague at the back who would like to speak. on your show because didn't one sign from that i'm sure post paper mr schultz there are a lot of critical voices in your party around a grand coalition how will you convince them and who's going to be supporting you how will you make them enthusiastic and madam chancellor and just as the whole fire . here were saying that when you arrived yesterday morning you weren't

the thirteen members of our negotiating team voted unanimously in favor of this position paper and we all agreed that we want to recommend that the party congress to approve this we'll be asking our party congress to give us a mandate to proceed here and i think that shows you that we have really pretty close ranks here in the s.p.d. and in the leadership because you know the fact that we're in the valley bill and thomas here of maine gives me an opportunity to say that as the s.p.d. party leadership we found ourselves in extremely difficult. situation and yet we joined the ranks very much and supported one other very much and i think i can use this opportunity to thank the. balls about the members of staff of all

could say that this new start for europe. is always going to be a new start for germany if you're trying to put together a new government because only if europe is doing well in the long term well germany do well. i talked about speed earlier on as well i think we've understood that we have to be fun mr in many of our decisions expanding the grid the progress for example many things that have slowed down housing has slowed down but there are many urgent issues that we need to tackle quickly and people want to see solutions they want to see precisely asians a country governed by the rule of law can only really work if you policed and assert this law so packed for justice we have pursued new areas of social policy ones that i found very difficult as a compromise was that we said many people are worried about their pensions and we cannot postpone a solution to this till twenty thirty we need to set up

a pension committee quickly and set a clear pension level as well. to show people that we're focusing on security and reliability in this area so we're pursuing new paths we're going to have to change the constitutional law of the basic law as well in order to. look at how we can proceed digitised in education and as sure comparability in education as well we're going to have to think these things through and i believe if we manage to do this with the same spirit with which we've carried out these exploratory talks it will be a new start. and i want to just say something about my skepticism certainly optimistic now that we may have. tricky times ahead i'm sure the s.p.d. leadership spoke unanimously in favor all i can say is that i wish the s.p.d.

party congress every success as well and of course the coalition of negotiations won't be any easier than the exploratory talks work but it's a challenge and we'll take it on. so people well i think that there are so many decisions and resolutions that support this new start that when you've just concluded exploratory talks it's really hard to remember all of the things that we've done do read the position paper but the fact that. that germany wants to introduce a basic pension. something that a few years ago would have been very difficult for us to agree on but one of the consequences of the election campaign is that we realize unfortunate today it is that the pension issue was at the top of the agenda of the german electorate. and we need to respond to this. the fact that we are working

on a comprehensive nursing care packages well increasing. the people working in nursing care those receiving the care the ratio of carers to people receiving care and the support for children who are trying to look after their adults are trying to look after their parents the fact that we by twenty twenty five once set out the pension level and we want to have a committee to find short medium and long term responses to the pension should this is real progress and the fact that we are focusing on further training so much as well in the face of the digitized zation of the labor market where many workers are afraid that they won't be able to keep up with digital change with their friends they're going to lose their jobs because they haven't got the necessary qualifications or they can't keep the qualifications this is a new start and we will be taking society on board so that's just four or five issues that come to mind immediately. or for example primary

education you know lots of women regularly say we've got. child care for our children up to a nurse. and then there and primary and in many regions of germany there's no proper childcare once the children go to primary school because it finishes too early and for the first time it's set out and so. it. was because both of the political program and exploratory talks that we want to have equal opportunities across germany both in cities and rural areas for everyone and that's not just. empty words here this is a commitment and structural policy has to ensure that it really happens we have to make sure there are jobs in these areas we need to have public sector institutions what we found in the very is that when you have education. and good decent

a blueprint for formal coalition talks and we could talk more and in greater detail with our political correspondent richard reid about who is standing by at the social democrat headquarters in berlin where we just witnessed the chancellor and the c.s.u. leader horst city hall for and his partner martin schultz from the leader of the social democrats addressing the press. are they reading a sigh of relief rupert. well yes and no. sign of relief in the end is that they have reached some sort of agreement and what was quite obviously at least for for us here is that schultz was trying to sell this as a success especially to his party saying that it wasn't not only his success but also that the whole party board had voted unanimously me for for this agreement that they are going to propose the party convention which in the end has to.
