embassy will move to jerusalem next year mike pence his speech receives warm applause for the arab israeli no make just thrown out of the chamber for protesting . i'm phil gal welcome to the program. germany social democrats are promising intense and tough negotiations with angle america's conservatives on forming a new government yes p.-t. only narrowly voted in favor of pursuing formal coalition talks party members expressed that dissatisfaction with the preliminary agreement and called on the leadership to bring negotiate some of the points party leaders on both sides will now work out a shuttle for coalition negotiations. a special meeting of the social democrats parliamentary group there is relief in the air that the party congress has paved the way to coalition talks but some still reject the idea of
6:02 pm
a grand coalition. in this democracy we need two strong alternative projects and in a grand coalition they get blurred we lost massively but things could still get worse. off and we've been about a team now and we will discuss all the issues that we addressed during the exploratory talks again it's clear that ultimately and coalition negotiations both signs will always have to make compromises. but the conservative c.d.u. c.s.u. blocks willingness to revisit prior agreements is limited because we will flesh out what we unanimously agreed in the exploratory treaty that is we will go in-depth on those issues but we will reopen talks on what we've already rejected. in some deals but. nonetheless many germans seem relieved over the social democrats decision on sunday i'd go to the start i think they should get on with forming the grand

coalition they should pull together and get something done now so that things can finally move forward to stand up being one of my own people and get on planes and i think they should take their mandate seriously and on the government of the kyoto protocol. now the leaders of the three parties will define the schedule for the coalition to go she ations. has joined the w political correspondent simon young who is outside c.d.u. had quarters and welcome simon so the conservative party heads are going to back off for the c.d.u. and they offer the c.s.u. a meeting what can we expect to come out of that. well it's just amazing within the conservative side to discuss strategy going into the talks obviously they've got to take account of the show. wrong strength of opposition to a new grand coalition that we saw evidence of yesterday in that meeting of s.p.d.
6:04 pm
delegates where they only very narrowly voted in favor of continuing with the talks tonight's meeting of all three leaders magazine and martin shields of the s.p.d. we're told to talk about organizational matters the timetable for the coming fall coalition talks over of course where we tented to at least earth in a look at the question of where some movement can still be found in the substantiative talks about a new government for germany. and simon we saw in that report. the s.p.d. unhappy about parts of the preliminary agreements and while those renegotiated the c d u a saying that no that's the agreement that you voted on we can go into detail but that stands so already they haven't met yet and there's pressure. there's a lot of pressure because as you say there's a lot of dissatisfaction from the s.p.d. side and martin shuls has said you know he wants to look at all the areas that have
6:05 pm
already been discussed in those talks over the last few weeks and see what can can still be pushed through in terms of social democratic ideas and of course that's he's main reason for saying that he wants to continue with talks is to say you know that if we're inside the government we can push through some of our social democrat ideas in spite of the fact that the conservatives are in the majority there is a little bit of wiggle room perhaps for angle americal as he said that the the agreement as it stands is the outline of what the government program will be but you know some of our people today have been signaling that there might be a way to make health care in germany a little fairer or to you know make it a slightly more generous arrangement for silence seekers in germany who want to bring their families here and so on so there might be some some room for maneuver but it certainly is very tight it's going to be very difficult over the next few
6:06 pm
weeks briefly simon if all goes well when might germany see a new government. well what people are saying is two three weeks for these a full coalition talks if they're successful then as you know the s.p.d. membership will get another chance to vote that might take a couple of weeks to organize people are saying it could well be made march before any new grand coalition government in germany is sworn in so i'm young thank you. phallus take a look at some of the other stories making news around the world fighting on the turkey syria border intensified today as turkish troops and their allies advanced on the kurdish enclave of afrin inside syria defensive is aimed at neutralizing the u.s. backed kurdish militia that turkey considers a terror organization africa is said to be surrounded but the kurds say they repelled turkish troops into villages seized on sunday. for international football
6:07 pm
star george we're has been sworn in as the president of liberia tens of thousands of people attended the ceremony at a football stadium in the capital monrovia but there were takes over from ellen johnson sirleaf the country's first democratic transition of power more than seventeen years. in the united states the sadducees jute to vote about now on a deal that could and the government shutdown which is seen hundreds of thousands of government employees locked out of their jobs under the deal democrats would agree to fund the government in return for a commitment from senate republicans on by great immigration reform and other pressing issues the democrats especially wanted to protect the so-called dreamers the seven hundred thousand immigrants who entered the u.s. illegally as children and now face deportation. jointly w. correspondent michael caniggia who joins us from washington no welcome michael so the votes that we we saw live pictures of people just milling around the vote looks
6:08 pm
like it's still going to happen and what's the outcome likely to be. well that is hard to tell right now i mean a key point for the democrats was that this bill has to address the fate of the so-called dreamers those young immigrants who were brought here illegally by their parents whose whose fate is now basically undecided and democrats have said that they will only vote for a bill if if this bill includes protection for the dreamers this bill does not do is do that so it's it's it could be likely that many democrats will vote against this bill and therefore it could fail and then we would have basically have another failed vote in the in the senate whichever way this vote goes it doesn't look good for anyone particularly because even if the vote passes i get the impression of the issue would not would not be off the table. that's right
6:09 pm
even if this bill passes it would basically only kick the can down the road because this this bill but only extends government funding till early february which means that the senate and the congress would basically have to have to come together again and try to resolve this issue for the long term so the government to shut down today is the first day of that shutdown to explain to us what exactly that means for instance of the cia and f.b.i. shut down and gone home. no no they haven't and the f.b.i. and cia are still working on their ongoing operations because this is only a partial government shutdown that's important to remember this is not a not a full full fledged shutdown and all critical workers critical assets are still operating that's why the f.b.i. the cia and others are still continuing to work what isn't perhaps more important is that the centers for disease control which monitors the current flu epidemic which has killed some thirty children so far in the u.s.
6:10 pm
it's a really bad outbreak has stopped monitoring the those flu cases in the u.s. and that could have an impact if this goes on for a longer time michael connect in the washington thank you. america's vice president meanwhile mike pence has been telling israel's parliament that the u.s. will move its embassy from tel aviv to jerusalem by twenty nineteenth you know what was met with applause but ira betrayed no makers in the knesset or ejected place at the start mr penton speech the main arab party had warned ahead of time that it would boycott visit expenses the first top u.s. official to visit jerusalem since the trumpet ministrations decision to recognize the contested city as israel's capital. t w jerusalem correspondent tanya chrono is near the knesset welcome a time tell us more about mike pence his message today well i mean it was a speech marked with
6:11 pm
a lot of biblical references and he also praised american israeli relations but he also reiterated again the decision by u.s. president charm to recognize jerusalem as the caption of israel because a lot of praise for that in the knesset he said seventy years it has been wrong and has invited by mr trump to take that decision and also as you have said he announced that actually the u.s. embassy this very controversial issue of moving the u.s. embassy from tel aviv to jerusalem would be much sooner than it was expected it would be done by the end of two thousand and nineteen but he also had something to say to the palestinians let's listen what he had to say to the united states appreciate your government's declared willingness to resume direct peace negotiations with the palestinian authority and today we strongly urge the palestinian leadership to return to the table peace can only come
6:12 pm
through dialogue telecom and mike pence also said this was the dawn of a new era of peace negotiations but not everyone in the knesset welcomed this new era. well it's a bit difficult to call this a new era for the one hand we had of course the lawmakers of the arab coalition parties joined our list that made it clear before the speech that they would boycott mr penn speech they said this is a nail in the coffin of the of any peace with the palestinians and also the palestinian leadership had made it clear already in december after the decision on to slim that mr pence would not be welcome and there's no meeting basically for the other side of the official schedule there's no meeting with the palestinian leadership because the palestinians are saying as as much as also the most of the international community that's
6:13 pm
a status of to be part of final status negotiations and the palestinians want to see east jerusalem according to international law they want to see this as the capital of their future states well as well as refusing to meet that mr. arafat the palestinian leader mahmoud abbas is in brussels today meeting a new foreign ministers let's hear from the e.u. foreign policy chief frederica margarita. clearly that is a problem with that is and i. say this is a very diplomatic euphemism and we europeans as well as all of the out of words and the united nations system as such. still continue to believe that the only problem i think realistic solution for general selamat has to come from direct negotiations and has to be the capital of two states. tony come out what does my mood about so want from the e.u. . well he wants to keep this momentum that most of the international countries
6:14 pm
also came out against this u.s. decision and what he wants from the e.u. is basically what he said today you would like them to recognize palestine as a state and he would like them to play a much bigger role here politically the e.u. is one of the main donors in the occupied palestinian territories but at the same time the palestinians think they could play a much bigger role because what they have been saying over the past couple of weeks since this u.s. decision is that they concious the united states as an honest broker any more in any kind of peace initiative so they're looking for new parties to step in and also for possibly a new mechanisms if there will be a new peace initiative at this and they would like to see the e.u. to play a much bigger role in that kind of crime or in jerusalem thank you this is day dubliners live from berlin still to come back clearing the snow at top speed in the
