a new nuclear arms race as we just heard in this report the u.s. and nato believe russia at this time has already deployed a missile that is in violation of the i.n.f. treaty the intermediate range nuclear forces treaty and they say that russia must come back into compliance if not there's a real risk that the u.s. will try to develop a system that matches those capabilities as you heard president trump has already given authority to start drafting plans for those for those missiles which is not in violation of the treaty but the next few months will tell us a lot about that as the u.s. and nato try to bring russia back into compliance with the i n f at the same time and this was key for deputy secretary general go to miller the new start treaty is another arms control treaty with russia and that would be implemented by next month and that reduces the strategic nuclear warheads that each country can maintain and other items and this is being complied with and before she came to nato deputy secretary general got to miller was the chief u.s.

negotiator on this treaty so let's hear what she says about that i do think it's important that new start is of course means that implementation phase is completed the russian federation and the united states will both be under the sun to limits of the treaty so that means one thousand five hundred fifty warheads deployed and seven hundred delivery vehicles that means missiles or submarines bombers deployed and there can be no build up above those numbers there can be no arms race as long as the treaty remains in force. ok well terry so she's obviously still an optimist but of course it remains to be seen if there's any trust between the two countries if the u.s. doesn't believe russia is going to comply with any treaty it remains to be seen whether arms control has a future event i want to ask you about terry president from saying that modernizing the u.s. nuclear arsenal will make it the best in the world but can we also expect it to to

increase in size. well everything depends on what comes out in this nuclear posture review the n.p.r. and we're expecting to be seeing that next month and a leaked draft does say that he wants to expand the nuclear arsenal. besides modernizing he wants to also add new capabilities that were left by the wayside before so again this fuels the people saying that that there will be a new arms race again got similar says that modernizing is ok and even necessary for nuclear safety but she means teams that there isn't going to be a buildup it's it's fine if we modernize the arsenal but it doesn't mean that there's going to be a big buildup in fact the numbers are coming down and they need to continue to come down so you can modernize but you modernized in a judicious and measured way and i think that's a very important point to people lose they say modernization it means
