this is deja vu news live from berlin chaos from the u.s. stock exchange the dow jones industrial average takes its biggest nosedive since two thousand and eleven rattling investors across the globe as markets in asia also tumbled and european indices began the day lower. also coming up in fighting the balkans into the e.u. fold after years of neglect europe looks at counter a growing brushing and chinese influence in the region. and are we bury at germany's two biggest parties an inch towards a deal for a new government but the talks drag and other day as negotiators clash over the

issues. i'm sumi so misconduct good to have you with us global markets are tumbling after the u.s. stock market takes a record nosedive the dow jones industrial average has seen its biggest loss in a single day since two thousand and eleven asian markets followed suit to taking a plunge and european indices are also down in the wake of what's being called the flash crash. now we'll have a full analysis of the dow in business news that's coming up with the hotel for us a little bit later in the program but first the european union is looking to get bigger threats of negotiations and disputes over migration have put a strain on the block lately but the e.u. still has its attractions for nonmembers today the european commission is set to discuss bringing in the western balkans now the european union currently has twenty
12:02 pm
eight member states seven countries are waiting in the wings to join the bloc five of them are so-called candidate countries that means they have already applied to become members and started negotiations with the e.u. and four of them are in the balkans montenegro albania serbia and macedonia and then there is turkey where negotiations have stalled two more balkan states bosnia and herzegovina and kosovo haven't formally applied but they are still potential members even as those nations hope to join the bloc they're also looking to avoid mistakes of their balkan neighbors already in the e.u. still at odds over border disputes. fishing in troubled waters every time a zero jump ship heads out to sea the gratian fisherman is met by police forces from neighboring slovenia. in brazil but what about because we're always accompanied by the croatian police so that the slovenian police can't do anything
12:03 pm
can't arrest us. when we cross over this border. were threatened with fines of up to forty thousand euros. slovenia and gracious have been at odds over the maritime and land border in the peer run bay area ever since the dissolution of the former yugoslavia in the one nine hundred ninety s. after they joined the e.u. an international court of arbitration was supposed to settle the route but its decision that the bulk of the baby longs to slovenia is unacceptable for creation arbitration should be based on on trust fullness and this was completely ruined in that process and creation parliament decided that. unilateral that creation. works out of the separate ration agreements the slovenes on the other hand feel that this violates european rights and insists
12:04 pm
the ruling be enforced because both sides had agreed to tricks up the result of the arbitration. may i. will go to the border in the see is clearly drawn with. the arbitration court defined it precisely. is living living at all because of the special circumstances in the last six months. he has already warned that the waters are slovenian territory. what they do when the police since the end of the last year is you could jump ship which has lost access to a large part of the fishing area where he used to cost his net. my grandfather fished here and my father now i fish here as does my daughter and her husband and will keep fishing here. you can just see from one day you know next to the sea belongs to them. both sides needs to swallow
12:05 pm
a lot of national pride the lesson for europe is new member states need to throw their territorial disputes over board before they arrive in the e.u. sabah. did abuse max hoffman is in strasburg where the commission is talking about enlargement today how max good to see you the countries that up for discussion are in the balkans region and also turkey one of the top candidates . well turkey really has been frozen that process but the balkan states are much closer specially serbia and montenegro because they have already initiated accession talks and those accession talks are ongoing and for the first time the commission has mentioned a possible accession date for those countries which is twenty twenty five although you have to be very careful with that and even the commission representative acknowledged as much because there are still huge problems in those countries corruption for example as we just saw in that report those kind of border disputes
12:06 pm
exist of course all over the balkan and of course you also have problems with the economies that are slacking there despite huge investments by the european union and some of the parliamentarians that we've talked to here also said they're very concerned for example about media freedom in serbia so even if we have a possible date now which is not at all an automatic day but a possible day there are still huge obstacles to those countries actually being part of the european union and these obstacles max at a time when that u. is already facing so many challenges to its unity why should it be looking at a large mint right now. quite simply because the europeans want to make sure that this region remains under the influence of the european union and there are a couple of competitors for example china that is trying to invest in those countries also in countries within the european union to get concessions from them
12:07 pm
to have more influence there russia would be another influencer in that region but i asked that question to the head of the foreign affairs committee here at the parliament david mcallister who's a conservative and this is what he had to say about that. well if you look at the map of europe you can see that the six possible countries are surrounded by e.u. member states but no region in europe is so closely interlinked of unified union like these six states of the western balkans and we have a huge interest and bringing stability to vist region we need political economic stability in this region because if the balkans grow in stable this instability will come to the rest of the european union. so maxie saying it's a question of stability just briefly what would it mean in terms of finances to enlarge the e.u. brags that would leave a gap in the budget. of course those countries would be receiving money stability funds for example or funds to restart their economies hard to put
12:08 pm
a number tag on that that we know that there are also economic interest from the european union so the e.u. has according to the commission invested ten billion euros in the last five years so there's not only money to be lost there but also money to be made. man in strasbourg thank you max now to some other stories making news around the world poland's president says he will sign a controversial halakhah bill into law that unjaded us says he'll let the country's constitutional court decide on its legality it makes it illegal to suggest poland was involved in nazi germany as crimes and bans the term polish death camps israel and the us have criticized the dark of lawmakers in the maldives say soldiers have forced their way into the country supreme court building it comes just after the government declared a state of emergency were in response to a spiraling political crisis the country's president is defying a supreme court order to release a group of jailed opposition leaders. southeast asia's foreign ministers are

meeting in singapore taking center stage at the discussions will be the creation of a smart city system in order to build regional cooperation and help fight terrorism and transnational crime malaysia and singapore said they would link their stock markets here in germany conservatives and the center left social democrats are still working on forming a government and they're still far apart on several key issues leaders on both sides are pushing hard for an agreement as that deadline after deadline passes. it's the same procedure as every day in berlin conservatives and social democrats arriving for day eleven of coalition talks and today is not going to be easy health employment and foreign policy a still three major hurdles to overcome nonetheless today they're hoping to finally seal the deal if the truth is that after all this is about the quality of life for the people and about being a successful business location every single one of us will have to make painful
12:10 pm
compromises so i am willing to do that if we can assure that in the end the advantages will outweigh the disadvantages for those it's influence the enough though lou by being its manacles last push to clinch an agreement on a new grand coalition the deal is supposed to end months of political limbo and europe's top economy. it's leaving gods is about is nothing less than the forming a stable lasting government in one of the largest industrialized countries in the world that meets the challenge us both internationally and nationally. and not only the world is waiting for germany to get its act together closer to home in germany spawned a stack the parliament is also eager to discuss the upcoming legislative agenda. at the winter olympics begin in south korea on friday and preparations are well underway in pyung chang the athletes' village is finished and competitors are

arriving with a joint korean women's hockey team and the russian contingent hitting the headlines but there is one problem with the winter games by definition it's extremely cold. yung chang is just around the corner. flame currently on the final stretch of the tour of the country is only an hour's drive away and despite a limp excitement heating up it's really cold in south korea everyone including the i.o.c. big weeks on the inspection of the olympic village is wrapping up warm. china is in the gun province one of the coldest places in the country and it's particularly cold at the moment with temperatures dropping as low as minus twenty degrees celsius not a problem for the athletes who are used to cold weather but it could prove troublesome for the spectators during the opening ceremony thank you. for your hands and your feet in case they get full. well besides but he shoots you can say
