this is news coming to you live from negotiators rush to clinch a german coalition deal after months of uncertainty. she's ready to make painful compromises but still no one else but much hyped deadline and they're still out after all night talks also coming up an earthquake in taiwan kills at least four people and more than one hundred are still missing who will get the latest on the rescue operation that's under way. pressure mounts on south africa's president to
7:01 am
resign jacob zuma has long been tainted by corruption allegations his deeply split party. here in the studio. also on the program space x. launches the world's most powerful rocket it's the latest milestone for billionaire tech wizards the lawn most another step forward setting foot on mars we'll tell you about its unusual car. and an intriguing clash in the german cup on tuesday evening as munich faced off against third division. and we look forward to this evening's top match. hello i'm terry martin good to have you with us. there's still no sign of a grand coalition for germany talks between chancellor merkel's conservatives and
7:02 am
the social democrats went all through the night at the c.d.u. party headquarters here in berlin but without a final agreement the country's two biggest political parties are still in disagreement over labor laws and health care reform it's been more than four months now since national elections if the parties can't agree germany could face fresh elections well our political correspondent hans ponte is standing by outside the c.d.u. party headquarters here in berlin where those marathon talks are continuing today hi han still no deal absolutely no deal and it's been a deadline and another deadline and another deadline initially we were meant to be finished with this whole process on sunday then it was an extra day on monday then it was an extra day yesterday which went on through the night and now well we don't know it looks as though this is going to go on all go on for some time through the
7:03 am
night there has been very little information coming out of these talks it's clear that the main sticking points are the ones that you mentioned to health care reform and the question of temporary employment of fixed term employment fixed term contracts in addition there is some dispute apparently about the amount of money that all of this is going to cost and whether it's going to be enough money to pay for it and finally they are discussing who is going to be in charge of what ministry once a government is formed and that obviously is also pretty controversial so it looks like it's still going to go on for some time this discussion. even if a deal is struck it will still be subject to approval by the entire rank and file of the social democratic party and the number of members in the social democratic party has been expanding over the past few weeks as we can see in this report. it was a few no record from the city of austin just signed up last week to become an s.p.d.
7:04 am
member she wants to see changes in policies affecting families and pensioners she's completely against continuing in a grand coalition so i put test so i can sign it's a form of protest but i want to stay in the s.p.d. for a long time so that i can be involved in policy making as a member of the opposition not within a grand coalition no more business as usual we need to make the social democrats strong again ever since the s.p.d. just barely passed a vote to enter formal coalition talks the number of new members has risen thanks to them the s.p.d. now has a total of around four hundred sixty thousand members some new members want to change the party others just want to prevent a grand coalition political experts say a new wave of members leaving is not likely this didn't happen in two thousand and thirteen the last time there was an s.p.d. member vote. the increasing number of new members is a sign the s.p.d. has become interesting for people who want to have a say in politics and to commit tools to effect change which have been available up
7:05 am
till now like voting in elections aren't enough seats in the state of lower saxony for example has registered more than a thousand new s.p.d. members and north rhine-westphalia more than four thousand since the end of january a record high. well it's not by chance that so many people have been joining the s.p.d. over the past few weeks is it. no it's not these young social democrats has been running a campaign to get people to join so that they can participate in this vote that is taking place amongst the rank and file of the social democrats whether or not this grand coalition is actually going to be accepted and the young social democrats are campaigning against that so they have been trying to get people to join in order to vote against the scrying coalition on the other hand one has to say amongst the
7:06 am
four hundred thousand four hundred sixty thousand members now if they are even twenty thousand new ones that have knowledge oint and that one to vote no in this in this vote that's still in the total it's a fairly insignificant number so it doesn't look likely that the young social democrats with their campaign would have really swung this vote again on the other hand there is a lot of gall to mock the social democrats whether a grand coalition will be good for the party there is quite a strong opinion that in fact ground coalitions are not good for the party that they emasculate the party that the party suffers as a result so the rank and file of social democratic parties will have the last word on this coalition deal that means that even if there's a coalition agreement today the uncertainty surrounding germany's government will continue. absolutely it well it will be another three weeks one thing's for this
7:07 am
votes amongst the social democratic members to be performed to take place so three weeks of uncertainty three weeks of further discussion possibly three weeks of political bickering and if the social democratic rank and file do accept this then we have another further delay because then the whole presses of constitution no steps has to take place parliament has to be called the government has to be elected so it will be macho at least probably mid march before an election before a government actually comes into comes into place because thanks for now do not be a political correspondent hans blood's. in taiwan rescue efforts are underway after a six point four magnitude earthquake killed at least four people and injured hundreds of others emergency services are trying to reach people trapped inside several collapsed buildings authorities say around one hundred fifty people are
7:08 am
still unaccounted for the quake struck just north of lane city shortly before midnight on tuesday it's one of several to have hit taiwan's eastern coast in recent days with more aftershocks fear. let's bring in safety and risk expert false finegold he joins us from taipei good morning how is rescue work proceeding there. well right now it's about two pm in the afternoon here in taiwan it's a sportin hours after your earthquake and rescue efforts are still ongoing the reports indicate that approximately one hundred fifty people are still unaccounted for now may be possible that many of these people were not in damaged buildings given that the quake occurred in the middle of the night maybe friends and
7:09 am
relatives were unaware of where certain people are so the expectation is the number of missing will come down however the number of fatalities is very likely to go up as people are rescued or discovered in the am it carious and there are a number of buildings that have either entirely or partially collapsed in the damage is quite extensive have authorities been able to get an idea of just how extensive the damage is well unfortunately because the quake occurred in the middle of the night it took a number of hours to get a better assessment so as the time went by after the quake and as we reached daylight this morning in taiwan about eight hours ago it became apparent that not only have buildings collapsed but there are rock slides that are blocking roads there are a number of bridges that are damaged and impassable over rivers in sri there's a number of water pipes that have broken causing some flooding there's also asked
7:10 am
pipes that have broken causing gas leaks so in addition to the building collapse there is a lot of infrastructure damage as well so a lot of infrastructure damage collapsed buildings everywhere how prepared are people in taiwan for an event like this. well taiwan is in the pacific earthquake zone so earthquakes are a very common occurrence here usually they are much smaller and they do not cause damage very often earthquakes are offshore are from quali and city where the earthquake occurred overnight so we're used to having earthquakes here in taiwan but not on shore and not with extensive damage however it does happen so the rescue teams throughout taiwan the fire services and the military are very experienced they have excellent training in fact taiwan's rescue teams sometimes go overseas to assist in earthquake disaster recovery efforts so very well prepared but sometimes
7:11 am
the problem is that buildings are either older or they were not built to the specifications to withstand earthquakes and that's why we get collapsed buildings when there is a six point zero earthquake as what happened overnight ross thank you so much risk and safety expert ross fine gold there talking to us from taipei. now some other stories making headlines around the world today the u.s. house of representatives has passed a bill to prevent a repeat of last month's government shutdown and extends funding for federal agencies until next month and must now be approved by the senate this after president trump said he'd love to see another shutdown if democrats didn't agree a deal on immigration. british court has rejected an attempt by wiki leaks founder julian assange to invalidate an arrest warrant against him the warrant stemmed from a sexual assault case in sweden that has since been dropped avoiding the

speech that was set for this week south africa wants to close the chance. of a new future without mr zuma and the specter of what he's done to icon of the top party of politics and to play to his zuma as own agency party is also raising doubts about his future party members are set to discuss his fate at a meeting next weekend. is not designed although most important consideration is that we don't believe. should we. didn't of. this week protesters have already been sending messages to the a.n.c. as the party weighs its options on zuma some are convinced his time is up. others say hands off the president until his term ends next year.
7:14 am
so turn jews are running high there south africa the country's future is at stake for more i'm joined here in the studio by our very own christine good morning christine here bill there are reports that zuma has actually agreed to go but the south african president c. has not confirmed this what can you tell us it's a. decision making body was due to meet today and it was expected to take the decision to recall president jacob zuma late last night we got word that that meeting has been delayed we also learned that so are the who is the a.n.c. president took over from zuma midwood suman last night and the line from that was that the talks were constructive not and in the speculating that what that means is that they somehow reached an agreement on the terms that suma will have after he leaves the presidency so there's no clarity on that yet but the presidency has neither confirmed nor denied this report as you say now the a.n.c. party has been trying to convince zuma to step down and what options does the party
7:15 am
have if zuma insists on finishing his term and that term comes to an end next april and constitution can carry out the rest of these terms he does not have to abide by they see him to step down then the party would be forced to take it to parliament essentially the m.p.'s would be instructed to table a motion of no confidence against president jacob zuma does have the numbers in parliament and the opposition is unlikely to back such a motion. of course the has always said and he said it again two weeks ago that he does not want to come down to that he doesn't want to humiliate zuma in this way this is why we saw at the beginning of this week the top brass of the a.n.c. six people went to essentially asking him to resign they walked out of there in the reports that he had refused saying that constitutionally he could stay but some of the polls has always maintained i don't want to get to that and. to the message yesterday that they once again it it's consistent with the way he wants this to go he wants. to volunteer who are interior design so the a.n.c.
7:16 am
would like to see a smooth transition of power believes it's in his own interest but there are effectively two power centers in south africa right exactly you've got zuma in the state house as president of south africa you've. had quotas in johannesburg literally house and essentially so wants to get started i mean he's just come out of this conference likes of conference at the party had in december he wants to get going he wants to put his agenda into motion zuma is standing in his way and right now it's putting the entire country of limbo and for the first time in south africa's democracy we saw the state of the nation address being delayed this just goes to show the power struggle that exists between these two men it was going to look terrible it was going to bat for zuma to stand on that podium and give that address and soren voice and look completely weak and powerless but it also there were fears that zuma would go rogue on that podium nobody was going to know when he was going to veer off the party line so it was very important to sort and the top

wouldn't mind having a tesla that could go that far as to. see the stock market as the pendulum appears to have swung back going to tell us about it that's right after the block boss of monday and tuesday international markets have recovered strongly the dow jones index closed in the green last night providing relief for asian stocks they saw a broad rebound as investors we gained confidence and went bargain hunting after tumbling as much as seven percent on tuesday japanese stocks enjoyed a robust recovery upbeat corporate earnings from the likes of toyota helped more than anything else the balance back in japan and other emerging markets came as investors took cues from a rally on wall street late in the trading day after topping session there u.s.

investors exchange panic for perspective following monday steep sell off sharp downturns can take the air out of a market that may have been doing well for too long and investors can move back in at more feasible prices but analysts warn it isn't exactly going to be back to smooth sailing going forward. from our perspective we had come far fast without. any rest along the way if you will. and this is an opportunity for for investors to reconfirm not only their their investment thesis and their investment objectives but make sure that they're in a position for a potentially more volatile environment volatility may be making a comeback but improving growth prospects all over the globe mean very few are expecting a bear market or sustained period of falling stocks but just how volatile will it be that for many investors is literally the million dollar question.

the u.s. trade deficit rose to a nine year high in december stronger domestic demand lifted imports to a record high trend likely to continue as a massive tax cut reaches american pockets use posed another challenge for. ministration that is taking credit for positive economic news and blamed negative trends on the previous president trump has repeatedly criticized trade imbalances germany for example and threatened new trade restrictions consumers will not be able to shop online throughout the e.u. without being blocked or rerouted the european parliament has voted to end the practice called geo blocking trade is now have to treat cross border shoppers in the same way as local ones and grant them access to the same prices means online bias will have wider and easier access to products but the new rules don't cover digital copyrighted content such as evokes or downloadable music.

one of the key issues blocking progress in immobility is the lack of fast charging stations even though comic as governments and energy companies keep announcing the next big push many people are losing patience so some bribe business people are taking matters into their own hands like bank of wall i'm sure hill in western germany just install twenty one charging point in front of his shop for his delivery of ons and for the use of his paying customers. i'm sure one likes his breakfast rolls to be nice and crusty some of the energy for that comes from his bakeries photovoltaic panels but they produce most electricity during the day once the rolls are long out of the oven up for me. in the summer it's after eight thirty am that's when our solar power system produces more current than we need. so sure the news is the surplus in his electric filling station with charging plugs for twenty one vehicles some of his customers are regulars like organic box
7:24 am
supplier martin puts marker he appreciates the charging speed here gets. some charging stations only have twenty kilowatt so after twenty minutes and only have half the charge i need. it's pretty busy in the bakery behind the charging station . the customers pay for their bread and their cake but they charge their electric vehicles for free. to use as mass marketing get by detroit will you come here to charge their cars have to wait until they're full the during that time they go to our cafe buy something or eat a piece of cake or something more and that boosts our sales hopes a lot of people don't out so it. might include smucker also stops at other charging points when he makes his deliveries he has to keep an eye on his battery level otherwise he might grind to a halt. charging infrastructure in germany is too
7:25 am
small. no way do we have a dense network of charging points and it's not so inefficient it's growing very slowly but for example in distilled or if there are only two fast charging stations in the entire city so on and on so start. another problem is the electric vehicle itself the transporters that cuts my hair uses for deliveries are actually too small for the bulky boxes he'd rather use three and a half ton vents like the bakery has but they're not available yet in standard electric models baker hall unsure of and got special subsidies to convert his to electric and expensive procedure. if you can do that so we have a three and a half ton electric van but the conversion costs three or four times as much as one hundred twenty thousand euro's compared to buying a diesel model for thirty thousand euros these are after his charging park children is now working on his next project a limited series of electric delivery vehicles for local medium size businesses.

a cold day in washington d.c. activists gathered in front of the truck will tell to protest against the president's new proposal for an immigration law and border security that his proposal targets not only illegal but also illegal migration. and it's very important that we continue in the fight. but as i am because we know the terms words are conquering a lot of people in this country. first that completes them one of the main proposals of trump's plan is to limit family reunification immigration matthew o'brien works for fair an organization that supports this fair seeks to reduce immigration in the united states family reunification if you stop and think about it it's kind of a silly policy for immigration because families can stay unified if they stay home together so the average immigrant to united states based on research conducted by princeton university brings approximately three point four five people with him or

her so that means that every time that the u.s. allows someone to come in here that is an initiating immigrant who then causes a chain reaction where other immigrants are able to come here but the question is why some immigrants leave their homes and come to the u.s. at zero zero zero zero. zero in this i came because the gangs in el salvador killed my brother in law with twelve shots in make it so should i wait until my husband is next or my children says this is why i'm here not because i have nothing to eat or a place to live i'm here to save my life here supports most off the points in trying to make ration agenda as well as his general view on immigrants asked about the correlation between immigration and crime mr o'brien has a clear opinion based on his former wark deporting immigrants from new york state prisons and my personal experience was that there were a very very disturbing the large number of people who were both illegal aliens but
7:34 am
also lawful migrants who had committed crimes and wound up in prison. because that's one of the main reasons they're protesting there we take this portrayal of themselves. or presentation of us which is not true and that everyone is a criminal we are or we are workers we are you know a sudanese where here you know making their country better players in the popularity held believe that immigrants are criminals. it's not backed up by statistics as the president of the migration policy center in washington tells us there are number of studies that tell us you know quite conclusively that immigrants are much less likely to commit crimes the native born americans and authorized immigrants those that are here without legal papers are also particularly less likely to commit crime. which is interesting i mean but but it also makes sense right people who are who come to this country come to work if they don't have papers they're worried about getting in tangled with the authorities and
7:35 am
even if they do have papers even if they're here as as legal residence the reality is most immigrants are really here to work and they don't want to get caught up in a legal system. when it comes to me gratian policy in the united states seems more polarized than ever. you know and india now where hindu nationalists are promising perfect children if parents stick to traditional indian customs they're running a project that's already guided the upbringing of more than four hundred babies and plans to have thousands under their wing by two thousand and twenty babies like the one featured in this report. being seven year old he is proud of her trophy collection she's won awards in sports and in school. i love going to this is my favorite trophy i got it for so thing one hundred mass problems and six minutes ok so that was when i was in first grade. life plan

be finished with us on sunday and now it's tuesday. morning so it's been dragging on for a long time and it seems that the crucial points on which they still disagree on which they still can't find agreement are health care reform and the push by the social democrats that temporary employment in germany or fixed term contracts are to be forbidden or at least ought to be controlled a lot more carefully these are both issues on which the christian democrats the conservatives are very very reluctant to buy ads is especially on the economic side the temporary employment the fixed term contracts that's something that's very important german industry says to german industry to the german economy and obviously the concert has a party that are close to the industry to business and as a result they are very reluctant to budge on that there are two other issues one

has to say one is simply the money a whole lot of things have been promised in these coalition agreements in these coalition talks which will all cost money and somebody has to do the sums and see whether or not there's enough money to pay for all of those promises and the other thing is that there is some dispute about the distribution of ministries and other which which party is going to control which ministry and which person from which party is going to be the minister so difficult times difficult negotiations and it doesn't look at the moment as an agreement is in the offing. well huntsville we've been watching these negotiations go on now for four weeks and if you factor in also the preliminary negotiations exploratory talks is it clear that negotiators will strike a deal today. well we said yesterday that it was would be an agreement would be reached yesterday so i'm reluctant to predict that

photo day but one has to say that all the people that have gone in and out of these negotiations throughout the night have in fact been basically upbeat have been fairly positive that progress is being made even if it's very slow progress someone was saying that progress is a snail in other words a snail's pace but it's going forward at the moment the mood still remains basically positive so it's very possible that today finally a deal will be reached but it's very difficult to predict at the moment t w political correspondent hans pont there outside the c.d.u. party headquarters in berlin we hope to hear more from you later thank you. thank you. sports now and the german cup return last night there was a chance for a fairy tale david versus goliath ending as by munich visited third division pot

just what kim ish with an ice cold finish their game already decided at the hot time whistle after the break an unmarked constanta least not enough for a simple training drill for the guests. in the dying minutes there was still time for you and robin to score bryce six nil the final score. client progressing to the semifinals with things. a training drill for and more or less next that was quite a thrashing there from buying it must be said is the cup is a cup win evitable for the better yes i mean there's certainly the favorites but you've got to say part of born a second class or perhaps even third class opposition in this case last year they got knocked out in the semifinals against the eventual winners dortmund so that proves anything is possible in a cup competition they are of course like i say favorites but they also have to see what kind of draw they get there are still some really formidable teams in the

competition i'm thinking specifically of shall and of course leave it who's now in tuesday night's all action labor couzin posted braman how about that game pad oh yeah well it was a cup competition that you would cup game that you dream of really everything you want in a cup tie both teams going for it from minute one especially braman who surprised the hosts with two quick five goals in the space. just seven minutes so is two nil to braman within seven minutes they started with a really attacking formation full fold to pressure lots of confidence similar how their coach cole feld set them up against by and where it was just a case of win or bust and it ended up being bust here because usually on big on from live it isn't provided some magic with two goals here we see him he had a fantastic game and then hike a hellish late into extra time brought on. a player with lots of pace to burn everyone around them and the braman shot was pretty tired at this point but robbie

provided a goal and an assist for to the final score and leave occurs in the air in the semifinal and they could go into the final if they get the right draw and in tonight's action we've got shaka playing both sports both teams are coming off the back of disappointing results on the weekend which team could bounce back. by the royal blues hope saturday was a one off riding high at one nil up with twelve minutes to play a red card into late goals so what seemed a certain win turned into a stinging loss against braman their coach says the squad is keeping cool though. you know when you lose a game a bit unlucky late and suddenly everything's that is that's a bit much in my book because we know how to assess this loss and we put more pressure on ourselves than anyone i'm here for the good times and for the tough losses. it's not a. group you can log. their opponents both swore to let

a lead slip away this past weekend but they held on for a draw the bulls have become draw specialists this season they've taken a single point from twelve of their twenty one games. but on wednesday they know that's not going to be enough you don't know what this is a book called to prevent but this is a cup competition and a knockout games you don't play quite the same way as you do in the bundesliga the way you play away to byron or dortmund or shocker or leverkusen isn't how you'd play against them in the cup. the silva talked with them once on a bill cosby gave. of all sports side playing to win and the shelter team eager to shake off a frustrating defeat a recipe for a great game in the german cup. attent allies saying cup clash there between the two bundesliga teams tonight which team has the edge going into it would you say

for me it's they've had a really really strong season under the moniker to desk which we suffer remembers first ever season as a bonus league or coach and yes the result in the weekend wasn't ideal but they have the stronger team for me they have a better winning mentality voce book as we heard in the report not so much win is as lovers of the draw. over half of the league games the season of ended with them sharing the points so maybe shall have to get ready for a long shift not just ninety minutes but during its exit time hundred twenty minutes maybe even penalties but i still see shall go having the edge and in the other game today the lights a game frankfurt are going to be facing mines out front but when the final last year somewhat surprising finalists and minds on the strongest opposition but as we heard the coaches from involves books say this is a cup competition both teams really wanting to win and anything can happen in those ninety or one hundred twenty minutes so i backed frank foot in that one game to

watch the tonight max merrill from v.w. sports thank you so much cosmetic surgery is on the rise in china making it the third biggest market worldwide after the u.s. and brazil fueled by rising incomes and the imperative of looking good on social media more than fourteen million chinese asked last year for facelifts nose jobs or hair transplants here's a look at who's doing it and why. it was just a slight incision a tiny tiny but this young woman says it changed her life. the surgery added a fold to her upper eyelid it's one of the most popular operations in china where she was a boy i liked was suddenly interested in me after i had the article about it unlike trend where it's mostly younger people who are having cosmetic surgery in china where finding work can be highly competitive so every. doesn't want her real name

used she didn't think of herself as ugly just not pretty enough her parents were ambivalent about paying for the operation. i told them that i would never develop enough self-confidence if i didn't get this done i'm a bit introverted and feel insecure at job interviews that convince them. plastic surgery is booming here some fourteen million chinese went under the knife last year most had work done on their noses and eyes how do the chinese women find the guys with folds in their eyelids attractive like women from the west they want their faces to be more three dimensional they want to stand out from others in photos or at parties. ninety percent of the patients are women but men are starting to take an interest to. male hair transplants have become increasingly popular. to get their hair has grown in a well here you won't have hair loss anymore. not even if you're. like women
7:53 am
men often decide to have plastic surgery for job related reasons you know what you're all right on the road a lot dealing directly with clients when i introduced myself in the past people were always surprised to hear that i'm only twenty eight. that was not a good thing. so i think. selfie culture has exacerbated the preoccupation with appearance and the wish for perfection female students are courted by the beauty industry with credit offers so not many in the younger generation see anything wrong with cosmetic surgery. her that i didn't get any weird looks i got lots of compliments my girlfriends want to get the operation to. tao's he still comes regularly to the beauty clinic mostly for facials that helps her new eyelids stand out even more. and just for we go here on
