its jacob zuma in that way he would prefer it if zuma would resign. of course prison jacob zuma has been resisting that. and really the question is. you know is he going to be pushed. that is an absolute last resort option that does not one have to do it that way he keeps repeating that he keeps going back to zuma trying to have further discussions to see if they reach some ground and it seems that bet has. happened a big issue on the table obviously immunity. potentially facing off to the presidency. has also been reluctant to give him that one can understand why this is a very complex political situation christine explain to us the different centers of power here. right now has two centers of power you've got jacob zuma in the president's house of buildings and. at the headquarters in the house and what's

happening now is sort of really wants to get to the presidency he wants to start implementing his agenda and getting that jacob zuma is in his way and just to give you a sense of how bad this policy struggle has has gotten south africa for the first time is to mock receive spode to the state of the nation address that was a speech that the president gives the country signal that direction the country's taken of course people did not want to miss that. if that address opposition parties and made that very clear loss of their freedoms also voicing their opposition to that it's also crucial for several that zuma did not give that address it would signal that so is too weak there doesn't fact still hold the power but they also worried that this man would get on to the podium and go rogue and announce things that were not in line with what the party has now decided to do and the believe to ship off so when we saw an announcement just today coming of a better speech have been postponed we can already tell you there has significantly

seoul on sunday the two koreas will march under a unified flag at the opening of the games and also feel the combined women's ice hockey team. all right returning now to our top story and the two biggest political groups here in germany have reached an agreement on forming a coalition government we have our political correspondent hans brand to standing by for us. and it looks like we don't have homes with us right at the moment we're going to try to get him back in just a little bit of time but we've been talking about the social democrats at the moment and of the two sides they do have another hurdle before this coalition government a sealed any agreement must reach the blessing of a social democrat members so germany does have to wait a little bit longer before the months of political limbo are over and that could take another three weeks. until americans fate is in their hands

a protestant one has no religious affiliation one out of four is catholic. but they all have one thing in common. they will decide whether or not could remain chancellor in a grand coalition. let's bring in our political correspondent now front standing by for us outside the city you party headquarters where the negotiators have been working through the night and up until now this breakthrough has been long awaited and you know we've heard here that the social democrats their leader martin chill's is set to become the foreign minister and vice chancellor and this is an important move for him and for his party and tell us more about this. well yes all of these are still on the level of rumors these are information this is information that's coming out of the notes negotiating circles without actually having being confirmed
11:45 am
in detail by anybody on the official level but i think we can assume that these in these details are correct the social democrats seem to have driven a very hard bargain in these negotiations they have gotten three of the major ministries in this new government that is likely to be formed now the foreign ministry with possibly martin shows as foreign minister the s.p.d. leader the finance ministry which is a big fish obviously and the minister of ministry of labor which is especially important for the social democrats and their voters their. their membership so they have been major concessions on the part of the christian democrats are for i'm going to malcolm's party but at the same time i want to say obviously i'm going to marco is going to stay chancellor for another couple of years or so at least so in that sense all parties seem to be satisfied with the outcome of these elections they have all i know officially confirmed that an agreement has been reached but i
11:46 am
have to add there has not been an official announcement that's right time so we see all the cameras behind you and we're all waiting for that announcement for someone to come outside and i tell them more about this agreement but what exactly has been holding up this agreement has so long what are what is the point that they have been wrangling about for weeks now. well one has to say that they did negotiate pretty quickly if you consider that this has been going on for just over a week and they leaked last night and agreement one hundred sixty pages or so of the agreement of points that they had agreed on already so what was left over were in fact two very controversial issues the one was the issue of health care reform which is something that the social democrats had pushed on very hard the second issue was the question of to what extent temporary contracts or a. fixed term contracts in germany worth of you allowed in future were to be controlled more carefully in future this is something that the business friendly
11:47 am
conservatives were very concerned about feeling that it would be anti-business damaging to business as a result they seem to have agreed on all those differences but we don't yet know exactly what the agreement consists of especially in these two controversial points and the question now is what happens next and how long will it take. well today i think in the course of the day at the latest we will get to the official announcement that this agreement has been reached we will probably also get the agreement in written form we will know exactly what has been agreed upon but the really major hurdle that's coming up now is that the social democrats have promised through their rank and file that they converge on a waiver on the author except this agreement in other words four hundred sixty thousand members of the social democratic party will in probably the next three weeks the vote by letter by mail on whether or not they accept this agreement that
11:48 am
is a major hurdle because it's not entirely certain that the membership will agree to this and in fact only in about three weeks time when that vote has been taken where we know for sure that the government will come into existence in the form that has been agreed to. and i did have these political correspondent hans brant waiting like we all are for a final confirmation from the negotiating parties that they're in front of the c.d.u. party headquarters i'm thanking will be coming back in just a little bit. and our political editor nina is back with us here in studio and you know we heard hundreds there just talking about the social democrats and of course what a difficult process this has been for them what is going to take now to convince their party members that they need to accept this agreement so that germany can form a new government you know sumi i think what we have to do is take a step back and remind everybody why they are so reluctant to enter a new government again with conservative because i can imagine that people in the
11:49 am
world are asking themselves the question what's the problem with and for a government you are in power you have you have a few ministries even you have as we've seen in this deal even if it's not been confirmed yet but looks like this baby's going to get major ministries at the same time the s.p.d. feels like it has lost a bit of its identity in the past grand coalitions with uncle americas conservatives they feel also this is being confirmed by the polls that we can see that they're losing in support and many people in germany are asking themselves what does the s.p.d. actually stand for so the s.p.d. party has called for renewal they said after the elections they didn't want to enter a government with again and the head of the s.p.d. was applauded for they spoke going into the opposition and now will he is having to convince his party base that this is a good deal and that yes we are going to enter again is that
11:50 am
a good deal but we don't have the agreement in front of us obviously but looking at the ministry post that we are reported to have received that the s.p.d. would get three top ministries is that the deal that he can take to his members i think what we can see already if they say is true then america has made major concessions like she said yesterday she said that it is going to be painful for you specially for the c.d.u. for her party and if this is true then the s.p.d. will get made ministries where you have the influence of a. role in the world with a foreign ministry you also have the finance ministry where you get to talk to everybody in brussels all the time remember the eurozone crisis where the finance minister talk to greece and the labor and social affairs ministry but of course s.p.d. members are saying we need a proper renewal and we also need to get policy package is more concrete policies and they have failed to deliver those for example in the issue of immigration they
11:51 am
have been pushed to the side by the more conservative conservative party in the varia let's take a step back and look at the them from the european perspective a lot of people waiting for germany to form a government how do you think they will see the development that we've seen today. in brussels you know the french president has been waiting for example and putting pressure also we've seen representatives in brussels putting pressure on the german government to come to an agreement so that they can move forward with their plans to reform for example of the european union the european union is in a state of tall crisis some might say and lots of people will look at the situation in germany now and say at last we've got the stable german government again and this is what could happen and this is what definitely people like the french president have been waiting for that he can actually renew the e.u. together with the grand coalition at the same time everybody is feeling that there are strong forces that are shaking up the political landscape in many european
11:52 am
countries and so this is all the more important for the traditional parties to say all right we may not want this deal but to get those things moving forward to for example reform the e.u. in a way that it can continue existing we have to enter into this government and a lot of people asking as we talked about earlier i mean a chance america herself how she comes out of this process now so many years in office does she have the same power that she did let's say four years ago i think anglo-american situation is severely weakened i am convinced that there are talks going on behind the scenes about who can succeed her of course on the international stage she is still seen as somebody who can convene powers from all sides and she still is a major and influential person as well but time is drawing to an end and everybody can sense that and so this is why there is this sense of almost uncertainty in germany all though we have to say we do have an acting government is not in
11:53 am
a state of crisis so she's lost a little bit of her political capital you're saying you know we can't forget that as all of this and these negotiations have been happening we have in now in parliament for the first time a far right political party the alternative for germany the a.f.d. how have. they come out of these negotiations stronger. well the f.d.a. didn't take pot shots of course the conservative group and the various uncle americal sister party the c.s.u. . apparently as we can see from media reports has managed to expand the interior ministry to include what they call. ministry homeland ministry and this is a term which is of course very emotional and which is being used by the if he is well here playing sort of the nationalist card and i believe that the interior ministry will try all the interior minister minister from the c.s.u. will try and win back a few voters who may have been lost to the f.t.c.
11:54 am
so you're saying they're already affecting political debate they are affecting political debate we are seeing that in the in the german parliament on a day to day basis whether it comes to bills being passed on the number of people who can come to germany every year this is something where germany is being influenced and all the political parties are making concessions to not lose too many people to the f.t. and if this coalition government is indeed confirmed which again we're still waiting for confirmation this far right populist party would be the biggest opposition party in german parliament i mean how significant is that it gives them some powers in the buddhist part of this type process they have the right to certain committees for example where they can be where they can. be the representative of the committee for the entire parliament so this is significant symbolically but also in terms of getting more speech time etc so
11:55 am
yes this is as significant as all of this has been going on and no we've been following it so closely how do you think german viewers have been seeing all this more than four months after they went to the polls one thing i think that everybody certain remind themselves off. is that it didn't take sponge commented on it it didn't take the s.p.d. long to come to an agreement it was until americans conservative she was the the head of the biggest posse after september's elections but she had lost significantly as well and so since september she's been struggling to get a partner who will want to enter a coalition government with that again is i think quite significant for role and we can position in germany certainly today a breakthrough for her and for the social democrats reaching coalition agreement our political editor with us in studio nina will be coming back to you of course during the course of the day thank you for your analysis. you're watching a day w.
