has now been confirmed that chairman he's two biggest political part of parties groups rather have reached an agreement on forming a coalition government now outside of the cd you had quarters that's what michael's party here in berlin the conservatives and social democrats under martin schultz are expected to announce plans for a new grand coalition this follows days of negotiations in which the two were deadlocked over key issues like health care reform today's agreement does still face a vote by nearly half a million social democrat party members. let's bring in our political correspondent bronte is standing by outside those the studio party headquarters here in berlin hi hans what more details have you been hearing at this hour. well there's been some speculation as we know as we have been has been confirmed by several leading politicians the social democrats will get three major ministries in the new

government that is to be formed bettors the foreign ministry the finance ministry and the ministry of labor in addition to another couple of maybe less important ministries there's been much speculation about what the role of a speedy leader martin shows is going to be it has been reported for some time this morning that he is likely to be foreign minister which you would agree with the fact that he spent a lot of his political life in brussels in the european parliament in other words he is somebody who has a lot of interests and a lot of competence in foreign policy but there has been some some speculation that in order to become foreign minister he might give up eating being as the leader of the social democratic party that he might hand over party leadership to another leading politicians of the social democrats when asked about this the leading social democrats that we're entering the building behind me now in the last few minutes have refused to comment and have said that shows himself is going to be speaking in the not too distant future in the near future and will be presumably

saying something about that as well but there's a lot of speculation now about the personnel about the actual people that are going to be filling the posts that have been on sed those reports that we are hearing about how the chips are falling who is receiving which ministry what does that tell us about what kind of compromises have been made in these negotiations. well i think you have to say that the social democrats certainly drove a hard bargain here that the social democrats were able to push through quite a large number of concessions not only on content but also on this distribution of ministries in the end giving up the finance ministry which is what conservatives have been controlling have been running for the past four years i think is a major concession on. on the part of i'm going to knock off conservatives america herself yesterday already said that she was expecting that her party would have to make painful concessions i'm sure that is one of them there is another one the

interior ministry which is also being controlled recently in the past four years by going to marcos consulates was is now more lot more than likely going to the bavarian sister party of anglo-american through the varying christian social union so there too i'm going to america and her closest party colleagues have agreed to give up a major ministry all of these concessions seem to have been necessary to make this deal possible and in some sense one can say the social democrats are fairly strengthened by this and i'm going to america and her party come out week out of these negotiations and that was another long sleepless night as negotiators talked through the night into the morning and the social democrats posting a without message this morning saying quote tired but happy there's an agreement finally now the details are being worked out into tax so we can sense that feeling of relief there how significant is this breakthrough. oh absolutely there's been a feeling of relief all morning here as soon as the news came out started leaking

out in the last couple of hours that an agreement had in fact been reached and after these twenty four twenty five hours of negotiations several of the negotiators left the building in their shirt sleeves and looking a little bit worse for wear one markets and one might say they went back to their hotel rooms or to their homes to freshen up and have now returned for the final putting the final cheese crossing the final season putting the dots on the i's and so on and really getting this agreement finally tied up and. into a form in which it can be presented to the parties and to the public for both of both germany and especially for your of this will be a big relief there will finally be a new german government which can take major decisions in europe especially this is something that european leaders have been waiting on because they are important decisions that need to be taken in the european union in the next few months and in fact it has been announced today that i'm going to america is going to be meeting

four hundred sixty thousand s.p.d. members could block another grand coalition between mack of the conservatives and the social democrats but who are these people there are far fewer women than men two thirds of members a male. less than ten percent of s.p.d. members around. the strength the numbers lies with those above sixty. have a university degree even more people with higher education can be found in the pro-business f.t.p. . the green party sixty eight percent of members with degrees. when the s.p.d. members vote on the grand coalition civil servants will have the most powerful voice as they represent almost half the party membership only every six member of the historically working class party is a blue collar worker. almost half of all members

a protestant one has no religious affiliation one out of four is catholic. but they all have one thing in common they will decide whether or not could remain chancellor in a grand coalition. correspondent with us here in studio who's also been following these are coalition negotiations for us as we heard there that is another big hurdle and that's why the social democrats have been fighting so hard to come out of this coalition. asians with a good deal to take to the party members and as we've heard the s.p.d. has managed to take some good ministry post some top ministry posts tell us how significant that is it's really an excellent result for the social democrats i mean with martin shultz leading probably the foreign ministry that is a very important post which was an s.t.d. hands before we have to say he will be of course

a strong european supporter so that is a huge deal for the s.p.d. and then the other ministry that came as quite a surprise as the finance ministry which was before in christian democratic hands and has been a key post for christian democrats for a long time so it's going to be very interesting to see if it's probably going to be led by the mayor of hamburg and it's going to be very interesting to see what that means also for the european union germany has let this very strong austerity course within the european union for the past years and that could now a change under the leadership of all of shows and of the leadership of the social democrats and then they are going to get the labor ministry which is also of course a key post for the social democrats so they are really the winners of these coalition talks and who are the losers here i mean how does thompson michael come out of this well i mean she has not gotten the big ministries that's for sure

at the moment we're hearing that she will have the defense and the economic ministry. but really the key issues that she has been wanting to push through we'll have to see if those are in the coalition agreement it seems like she is down as chancellor but not quite out i mean she is going to be the chancellor leading this grand coalition for the next four years so she has she has gotten that but the vision that the c.d.u. has has wanted for this grand coalition we can't really tell if that's a. in there at the moment what about the other parties in germany's political landscape most specifically here the far right alternative for germany the f.t. that entered parliament for the first time now in september how have they been observing this process and how they've benefited from it yes they've most certainly benefited from it i mean we're talking about the two main parties going into another grand coalition for another four years and that has already in the past

four years certainly supported the fringes or made the fringes grow the right wing populist they entered the parliament in september for the first time and they've been really soaring the debate towards the right here and you can see that in this coalition agreement does well in terms of refugees the compromises they've been they've been agreeing upon more to the right than what we would have seen maybe a year ago when the f.t. . excuse me was not in parliament so it really reflects upon the political situation here and the deal will come out as another winner in in this because in the long term a grand coalition could really. strengthen the fringes even more how important is this coalition breakthrough in terms of sending a signal of stability to europe as you mentioned also the rest of the world i think it's things extremely important i mean it's been four months since over four months

since the election and here in germany the voters were quite patient actually in terms of with with the acting government and in terms of holding off and waiting through a couple of coalition and exploratory talks also with other parties but on a global scale i think the world has been waiting for germany to get its act together and to have a stable government to see chancellor merkel one small leading leading a stable government and in terms of europe as we mentioned in monterrey mccloy has been pushing for reforms in the european union for. further integration and he's been eagerly waiting for germany to be by his side to be a strong partner in those reforms again and what about german voters a lot to how have they been observing this entire process it's interesting i've been talking to quite a few voters over the past months and they could have been more impatient i was surprised how patient they were they found saying look we have an acting government

in place and he is doing well as a country as a whole at the moment the economy is doing well so we're not quite feeling the consequences of not having a stable government in place at the moment so all in all overall they've been they've been quite patient with the politicians they've been seeing that the politicians have been working throughout the nights and have been really trying to find a responsible way trying to build a government but i felt like now in the beginning of the new year off to having waited already so many months now jim zwerg very eager to see a deal comes through if you look at the latest opinion polls though the two largest political groups in germany according to these opinion polls no longer have a majority for the first time in post-war history does that mean that they really have in some ways lost the confidence in a germany's biggest parties yeah i think it's a trend that we're seeing all over europe the middle the political middle so to say it's losing support more and more and that the fringes are growing that's been

happening in germany so we're seeing more parties than ever in parliament that will have to lead the legislative agenda now and debate that and i think it's a it's a trend that's been growing in germany of course with having a grand coalition in place for the past four years with a grand coalition that might have could have had a vision you know they had the devil lies in the details also in these coalition talks they've been discussing issues like family reunifications for refugees but in a. very detailed way and the bigger issue of how do we integrate those people that came in two thousand and fifteen during the refugee crisis the almost a million people into german society those issues were not thoroughly discussed and i think that's the feeling that german voters also have that this grand coalition is liking a new embrace vision for germany and and that showed in the votes and we'll see how

held the finance ministry which is obviously a very important post and if reports are correct then the social democrats would take that post are we going to see a shift in germany's euro zone policy. no we will not see a shift because when you read the outcome of the coalition talks the coalition agreement that it's clearly mentioned that sustainability criteria for the euro will be not touched and the whole approach of rescuing the euro off of the big prize in two thousand and nine is confirmed again by this coalition text so there will be no fundamental change on the on the approach but times changed so the times changed and and having in mind that we have today a growth rate of two point five percent we should not talk about anymore about programs about rescue programs about stabilizing the eurozone now today it's about investment it's about creating a future for this continent that's the moment which we're in and that is also inside of the coalition agreement so i think it is

a good texter and we can go on what about french president manuel mccall who laid out his vision for essentially reforming the european union what is today's news mean for that vision. first of all it means to germany's now ready to sit on the table and to negotiate but it means not to germany's simply doing copy and paste about this upon speech of. so there's a french perspective of reform in europe and there will be a challenge perspective for freeform europe and that is now to negotiate they have to sit together and have to find a common understanding that are a few areas i would see first of all the question of say your room to make the euro really into the long run sustainable instate we have the migration challenge so europe has to give an answer in the next month towards the migration challenge you have to give alleges that the phones run this and finally there are all the external problems this is the uncertainty towards the americans reese.

way in so they can find survivors and get them out to safety the quake hit. east coast shortly before midnight tuesday it left several buildings listing dangerously near collapse including a military hospital and this hotel where an overnight worker was rescued from inside. there was only me working the night shift i don't know what happened to the people upstairs. his son and grandson soon arrive. they are overjoyed to find him alive. but dozens of others are still missing rescue workers have reason to believe there are people alive and waiting to be freed from within the devastated hotel. that's giving hope to family and friends waiting anxiously outside. i have a younger brother in our family and we believe we know two people inside one is my older brother and the other his colleague one of them says they've used equipment

the tax system is certainly a very big topic here they're actually really calling a donald trump an example who was a lowering of the corporate tax down to a level of only twenty five percent and many analysts here are saying that germany in order to be competitive in the market should have a similar tax system as well. don't have the finance ministry it looks like it's going to the social democrats to order shows who is currently the mayor of hamburg what do people think will that be good for business. yeah they don't really know what to make out of this new so so far they're a little bit worried that ministry left by the s.p.d. a fine as minister of the left by the s.p.d. could be rather strict when it comes to a true true do a business as the last finance minister from the s.p.d. was actually hands during his term until two thousand and five he was doing
