cinematic history from the german empire to the present one so. starting february eighteenth. this is the w. news live from berlin a breakthrough month in the making germany's that two top political parties agree on terms for a new government on the americans conservatives on the social democrats are sad to announce that they have struck a deal but how much enthusiasm is there for another so-called grand coalition to join us for comprehensive live coverage.
2:01 pm
i'm sorry so much got to thank for joining us germany's two biggest political groups have reached an agreement on forming a coalition government conservatives and the social democrats under martin schultz are expected to announce their plans shortly now the agreement follows days of negotiations and protracted attempts to form a new government after elections in september so let's bring in our political correspondent hans bronte is standing by for us outside the c.d.u. party headquarters that is anglo-american a party if you can hear me we can't see you yet but this is a long awaited break through what we're details can you tell us about this agreement. well the most the most controversial points in the end at the end of the negotiations over the last roughly twenty four hour. where the ones concerning labor law reform and. medical aid to
2:02 pm
reform as well as discussions about all the various ministries would be distributed between the two party blocks and these controversial points were cleared up during the night and the final agreement was reached sometime this morning i think what one can say is that the social democrats especially seem to have gotten quite a lot of mileage out of this agreement they drove a hard bargain and one can see it in the fact that they have been given two of the major ministries or maybe three of the major ministries namely the foreign ministry the finance ministry and the ministry of labor especially interesting here is that the social democrats are taking over the finance ministry which for the last forward four years was run by the christian democrats by the conservatives so it seems that the conservatives have made quite major concessions to the social democrats in order to make this agreement possible hence just
2:03 pm
a note to our viewers that there's a little box in the lower right hand side of the screen while we are monitoring that crowd right behind you we're waiting for the party leaders to come out and give a statement about this final agreement we'll be listening life to that as soon as they arrive there hans but as you said there were some major concessions made by americans conservatives what does that tell us about the position that they are in . well knuckle herself when she went into the negotiations yesterday morning more than twenty four hours again ago was already speaking about the need to make what she called painful concessions and it seems very clear that that is exactly what has happened obviously both marco and her conservatives as well as the social democrats were in a sense. say they had no other choice than to enter into this grand coalition if they wanted to avoid fresh elections so they were both in the sense forced to do this the social democrats on the other hand are very reticent about entering another new government another grand coalition in the same manner as has been
2:04 pm
ruling germany in the past four years so need they needed they demanded major concessions from angular narcos conservatives and they pushed through those demands they were successful in that i'm going to machall herself and her party clearly weakened in this situation are no longer as much in charge as they were the last four years and there is some speculation about i'm going to michael herself she will continue to be chancellor for the time being but it is clear that this will be her last term as chancellor and it's quite possible that during these coming four years she will hand over power to some successor hands for people here in germany and also a broad who have been following this protracted process of trying to create a new government here in germany how significant is this break. well dissatisfaction and grumbling has been building both in germany amongst voters and amongst society at large of banks business for instance but also in europe in
2:05 pm
general and possibly also in large parts of the world one has waited for one of the most important countries in the world one has the most developed and strongest economies in the world finally again to have a government that can take major decisions especially in europe this is important in the european context major reforms are in the offing in the next few years maybe in the next few months maybe in the next year or so and with all germany being able to take firm positions in these reforms they are not really possible so in brussels one has been waiting really with bated breath for this to happen and in fact anglo american will be meeting major european union politicians tomorrow in other words it seems that this european angle is already picking up speed immediately to give these political correspondent hans there in front of the c.d.u. party headquarters where we are awaiting for party leaders to come out and make a statement about this a breakthrough in reaching an agreement on
2:06 pm
a coalition government on thank you will be talking till about later. well despite this very important breakthrough of the two sides have another hurdle before this deal is actually sealed any agreement for another grand coalition must receive the blessing of the rank and file members of the social democrats so germany must wait until that party vote expected to take three weeks for an end to months of political uncertainty. angela merkel's fate is in their hands the four hundred sixty thousand members could block another grand coalition between maque of conservatives and the social democrats but who are these people there are far fewer women than men two thirds of the members a male. less than ten percent of s.p.d. members around. the strength the numbers lies with those above sixty.
2:07 pm
have a university degree even more people with higher education can be found in the pro-business f.t.p. . the green party boasts sixty eight percent of members with degrees. when the s.p.d. members vote on the grand coalition civil servants will have the most powerful voice as they represent almost half the party membership only every six member of the historically working class party is a blue color. almost half of all members a protestant one has no religious affiliation one is catholic. but they all have one thing in common they will decide whether or not could remain chancellor in a grand coalition. well let's talk a little bit more about these international reactions to this breakthrough here berlin we have now is standing by for us an e.u.
2:08 pm
member of parliament vapor who is a member of chancellor merkel's conservative i'm a survivor thank you for joining us what is your reaction and how are the reactions coming in there in brussels. well europe is happy because we have now a good signal from. everybody was waiting for the outcome of the bill and. now we can go for water. and having in mind what is written on the coalition agreement. the end of a pro european government in building though the open hand approach the commitment from our crawl towards germany to start to build up a new and a strong and a new wave of europe that is has now a partner in building so i think europe is happy until now your conservatives have held the finance ministry which is obviously a very important post and if reports are correct then the social democrats would take that post are we going to see a shift in germany's euro zone policy. no we will not see a shift because when you read the outcome of the coalition talks the coalition agreement
2:09 pm
that it's clearly mentioned that sustainability criteria is for the euro will be not touched and the whole approach of rescuing the euro off of the big prize in two thousand and eight and nine is confirmed again by this coalition text so there will be no fundamental change on the on the approach but times changed so the times changed and and having in mind that we have today the growth rate of two point five percent we should not talk about anymore about programs about rescue programs about stabilizing the eurozone now today it's about investment it's about creating a future for this continent that's the moment which we're in and that is also inside of the coalition agreement so i think it is a good texter and we can go on what about french president manuel mccall who laid out his vision for essentially reforming the european union what is today's news mean for that vision. first of all it means to germany's now
2:10 pm
ready to sit on the table and to negotiate but it means not the germany simply doing copy and paste about this upon speech of. so there's a french perspective of reform in europe and there will be a german perspective of free form in europe and that is now to negotiate they have to sit together and have to find a common understanding that are a few areas i would see first of all the question of the euro to make the euro really into the long run sustainable and we have the migration challenge so europe has to give an answer in the next month towards the migration challenge you have to give a lecture that evolves around this and finally there are all the external problems with putin is the uncertainty towards the americans we see. in turkey so we have a lot of instability in our neighborhood and that means to strengthen our common for ring and defense activities your opinion that of the fields where we have to work now and the big signal is the world and is now ready to negotiate and europe as happy as you said mr faber well thank you very much for joining us on our
2:11 pm
program and said they were a member of parliament in europe and also chancellor merkel's conservatives thank you very much. and with us here in studio is our political correspondent charlotta potts has also been following these negotiations for us. we heard from munford baber there saying well what the reactions are in europe and of course a lot of people have really been looking closely to see what this agreement says and what it means for how the next german government will move forward and it's precisely those ministry posts that are very important in indicating a what we can expect what do you make of how these ministries have been divvied up yeah exactly in the social democrats they came out as a clear winner of the and the talks they've scored three ministries that are extremely important not only nationally but also globally and that is for one the foreign ministry which the former president of the european parliament monton scholz is maybe taking over as we are hearing but also the finance ministry which will be taking over the mayor of hamburg that is extremely important because
2:12 pm
germany has led a strong austerity course for southern europe for the recovery and europeans have been looking very closely to what's who will take over the finance ministry and if there might be a change of course and so the investment and further integration for europe and it looks like the chances now with the social democrats leaving that finance ministry and the very important post of course for the social democrats who are traditionally a party for the unions of the unions is the labor ministry and they will be leading that as well so three very very important ministry post for the social democrats and with martin shoals taking over possibly as reports say the foreign ministry post as you said there is strong speculation that he would give up his post as the head of the party and that that would be moved then to under nala says she until now has been the head of the social democrats in parliament she would take over the

party church a ship let's take a look at more about under an hour of now in this report. it was during the preliminary talks for. last of course the next one's i guess managed to miss it was that it didn't stop her from giving the book because partners from the conservative party is a good telling off often formation about the negotiations had been leaked. but it's i guess sense that i did it was very annoying that some results have been made public by someone. fun to your knowledge as the leader of the s.p.d.m. piece in the blender stock and she has a reputation for being outspoken some say it was her speech at the social democrats party conference that secured the votes needed for starting coalition talks with the cons of a to look how to get design we're going to negotiate and get some more of the good results that's why voting yes today is worth it. then recent weeks two of the s.p.d. women also came into the focus off the german public first model device although

handicapped by multiple sclerosis she's deputy party leader in state premier of ryan and political act and. also deputy leader and state premier from mecklenburg west in pomerania all three women have had very different careers within the s.p.d. and they are now and it started off more than twenty years ago within the s.p.d. himself and his asian young socialists she became their leader in one thousand nine hundred ninety five back then she was a student of political science and told dutch of it in one of her first interviews that she didn't plan a political career. sharpened it for you but i don't want to stay in politics for the rest of my life so after being chair i want to look for a real job and for that i need a good degree. was. finished his studies four years later and has stayed within the ranks of the s.p.d. ever since is a party official and later as labor minister one of her achievements is germany's

new minimum wage she's very popular among the party membership but not with the german public quite the opposite is true of money. party career started considerably later trains revenue commissioner joined the party in two thousand and three and has risen through the ranks very quickly in two thousand and thirteen she became federal minister for family affairs and pushed through several gender equality roles. model tyo is the last s.p.d. politician who managed to win an important election that was in two thousand and sixteen many see as having high potential within the s.p.d. she first opposed the grand coalition but at the party conference she called for renewable of the party with the new government. yeah this is really you know it's up to was it can only come from within. martin showed still is the leader of the social democrats but without.
