outside of the c.d.u. party headquarters that's a conservative party for us a melinda what has been going on well at the moment we're seeing a number of party leaders and ministers leaving the premises so clearly their negotiating work is now finally completely done that means they have probably been discussing who gets what minister positions that was the last open question and that presumably is what kept them there so long because the actual agreement on the coalition on the policies of the coalition was reached earlier this morning so they are leaving and we're now awaiting a statement by the party leaders who will i think take us through the main principles of the coalition agreement and also the way that the spoils have been divided up namely the ministries because that is where real changes have been made

tell us more about those changes melinda and how significant they are. well very significant for the social democrats the social democrats had made it clear from the outset that they would drive a hard bargain that they had to drive a hard bargain that's because their base the broad membership of the party has been very very skeptical about entering into another grand coalition at all there's a feeling among many social democrats that the past grand coalition together with angela merkel's conservatives led to a significant drop in support which of course we saw in september selection and that it is essentially impossible for the junior partner in a grand coalition to really make an impact so for that reason they did drive a hard bargain they have not only retained the main ministries they already held namely the foreign ministry the labor ministry and the family ministry as well as environment they have one a very very powerful ministry in addition and that is finance with wolfgang schauble of the long running conservative fund eleanor we are you i guess i'm sorry

the change we need to get more dynamism in many areas as well which is why we have a whole chapter called new dynamism for germany that sets out some of these key demands and things we're working towards in our coalition agreement a social market economy with its mixture of contributing and you know give and take we're going to have to adjust it we're going to have to tweak it but it will be the compass showing us the way forward. and i haven't got time to go through all of it into much detail here of course but we've really put together a big packages of national education research digitization one is a case in point that shows exactly what the prerequisites are for us to be able to learn and study and work in the years to come. we want to ensure decent work but we also want to ensure that our businesses thrive

and in the days. to come even today we've been already criticised about what we could have done more. but we've always tried to find a balance here on the one hand it is being aware of the fact that we need to distribute wealth in this country justly but on the other hand that we need to create a conducive environment for business because the sound financial state is our trademark we want to invest in traffic infrastructure and. this social sphere we want to give people more security we want to be more with domestic security in germany as well we did bated at how to manage migratory flows and integration on the one hand humanitarian issues but on the other hand managing such flows properly but i believe we found

negotiating partners it wasn't an easy business. but it was a good one we've done well if you like done the damage but thank you very much ladies and gentlemen first of all i want to express my gratitude since everyone who has ensured that the coalition agreements that we have brought on to a close today were in many ways the fastest coalition negotiations of this kind that we've ever had in just over a week we have put this coalition agreement together it took an awful lot out of everyone involved and i want to thank everyone who was involved in this everyone behind the scenes as well without whom it wouldn't have been possible. we've been able to start writing down a coalition agreement here that aims at improving people's lives. you know pensioners retraining students people who don't have any perspective on the labor market as well as you know families get up like parents stuck in traffic or parents

who need childcare places full time school or to school care. who are facing major challenges and we want to be there for them a social democrats we feel responsible for them they voted for. the song and their concerns go close to our hearts and we have focused on easy to the burden on them for better and now we're expecting with an improving their lives this must be the focus of what we do a little from and all of our considerations focused on this we want social conventions which is and i believe that what we've managed to achieve here in my career move in a spirit so i hope my colleagues will forgive me here but i believe that this will has a real bears a real mark of the s p d there's

serves children and families eleven billion more will be spent on better education fighting in these we're going to be supporting with this educational project our children will be supporting our schools the teachers got more social workers we're going to be spending big bucks here to improve. this will be portrayed reviews of education to close some of the gaps in education that we've had but we're also going to be strengthening families three hundred euros a year mark child's allowance here and there's also going to be a home owner's children allowance as well to help young families build their homes we're going to be working here to achieve these things we won't get it all going in one year but we're going to have eight thousand new jobs that we're going to be creating. to achieve these ends we're going to be.

increasing student loans at school and many more people will be entitled to them but we want to have a payment for trainees that's a minimum that they can't earn and i think i can safely state at this point that these were indeed to the key demands that our young social democrats have been calling for and we have set these out in our coalition agreement and the pensioners will be able to use rely on having a stable pensions in this country we've introduced a basic pension if you've paid into a pension plan your whole life long you shouldn't have to this goes to the authorities beg for money for that which was a chant we are also going to improve your patients a statutory health insurance there's we're going to have the whole health care system changed a bit and musicians who are working in virtual areas will be getting regional. support for that special
