a lot of parts is with us here in studio watching this press conference with us what did you make of first of all what chancellor merkel had to say well she's right i mean it is a stable government could be about to be formed if the s.p.d. members indeed voting that this is a good deal we could see a government by i think what is striking is this is one hundred seventy seven page document i would laying the legislative agenda for the next four years and it is pretty interesting to read through it i have may make it made it through all the way but how many promises they are making in terms of investment they've mentioned several times they are going to spend the big bucks and they are going to make many groups of photos very happy in terms of pens pension years for example or families with children there's going to be a lot of investment small fixes so to say making voter groups happy with

a social democrat leader martin schultz sounded happy he said there's a real stamp of his party on the say greenman do you agree yes i do anglo american had to make a lot of concessions the conservatives had to make a lot of concessions hope poteet lost the interior ministry to the varying conservatives and she lost the finance ministry to the social democrats and she herself admitted that that is a pretty big deal because it has been in the hands of the conservatives for quite a while austerity policies have been extremely important. conservatives especially in terms of the european union. keeping keeping the balance in check there and now with the social democrats we're looking probably at a lot more spending in terms of the european union as well so she had to make a lot of painful concessions and. and his social democrats clearly coming out as the winner out of these coalition talks with three men to taking three

ministries that extremely important to the potty when talking about finances himself probably heading the foreign ministry where he can shape the global policy international policy and also the labor ministry which is extremely important for the traditionally labor union have the social democrats you know we heard chancellor merkel say it wasn't an easy deal but a good one and it was particularly hard for her party to give up the finance ministry in particular how relieved they seem a lot of weary faces today especially after all night talks once again yet they are very relieved i've been covering the talks for about four months now or the struggles surrounding a new german government and it's been we have to remind all of us the longest time ever in post-war german history that germany didn't have a government a stable government in place so really they've been struggling to find a solution and compromises and you could see the relief on all politicians' faces

that these long nights of talks finally over oh well let's get more from our political correspondent melinda crane she was us in that press conference just now listening in a melinda what did you make of what was said. i think. charlotte summed it up quite well i think certainly watching schultz who definitely looked weary but also satisfied i think that he is correct in saying that this contract very much does bear. the imprint of the social democratic party that was something that the social membership social democratic membership had absolutely demanded they were very reluctant to enter these negotiations at all they held a special party conference in order to decide whether to go ahead after the initial exploratory talks at that conference they raised the ante on two very important points for them on health care policy and on labor market policy and we see in the

draft agreement real concessions on both of those points so i think that there negotiators i think the over time was absolutely about these two issues they did more than two days of over time and in the end i think they got some really significant movement from the conservatives and then the other point of course the distribution of the ministries this leaves the social democrats holding some of the most powerful ministries in the german government and for one very core area that is going to be significant namely european policy european union the coalition agreement contains some very significant changes in the german approach to the european union higher investment for for example fighting youth unemployment in europe that's something that the old german finance ministry would have put the

brake on. was always very reluctant to see german taxpayer money flow toward the european union but that will change now the s.p.d. will have the powerful finance ministry as well as the the foreign ministry and i think that will enable acim real steering on the point of the social democrats when it comes to e.u. policy and of course we mustn't forget that martin schultz who is thought to be the next foreign minister the. martin shultz has many many years of experience in brussels so theoretically if he does in fact take that post he will be bringing that to bear so a lot of when they are saying for the social democrats will that be enough to overcome the final hurdle we cannot forget that the s.p.d. party members will have to vote on this agreement about three weeks time. that is the big question martin short's just said in that statement that he hopes the

members will read the contract that they will look at what has actually been decided rather than simply voting on a gut feeling of rejecting a grand coalition but as we know twenty four thousand new members have joined the party in recent weeks a number of them in response to a drive by the party's youth wing to get new members precisely in order to vote no on the ground coalition the new membership represents almost five percent of the party so that is not obviously enough to win on its own but it's it will remain very suspenseful for several weeks until we have the outcome of that vote which is probably not going to be before the end of february early march the chief political correspondent linda crane at that press conference that just took place melinda thanks very much for that we'll be talking about later. and lot are

coming back to you now hearing about all of these concessions and of these the step forward for the social democrats where does this leave chance well i'm going to america well she really had an awful four months we have to say she already failed to reach one coalition agreement with the greens and the liberals late autumn winter but now finally a deal is on the table but it was a hot deal to reach and as you said she had to make several concessions she lost the finance ministry she lost on key issues and that is pretty disastrous for her we have to say though she is staying chancellor so she is down but she's not out and she is going to be the chancellor for the next four years i think on a global level she will remain one of the leading she will remain in her leading role and. world leaders will find this very reassuring that germany

finally sees her as chancellor again on a national level i think she is severely weakened and we'll have to see how that plays out in her role here as chancellor and c.v.s. weakened i'm saying in a way that slowly successes will be probably rising in her potty to replace the potentially we have to remind the viewers she's been in power for twelve years already but for sure this time as chancellor how important do you think this breakthrough is also internationally as you said looking at the stability of germany as the anchor of europe as well well i think a lot of countries and leaders have been waiting for germany to get its act together over the past month and especially if we're looking at french president wanted to push european reforms through so heavily when he came into office and then he was lacking a strong german patna also in terms of the bracks of negotiations so there are

a lot of european issues to discuss and germany has always played a very leading role in the european union as melendez milena mentioned before if indeed becomes foreign minister and the social democrats are taking over the finance ministry that is good news and terms to the european integration it will mean the end of the a stereo to policy for for southern europe and most certainly more investment in european projects we can read that in the coalition agreement so a lot of european leaders certainly will be very happy about the european leaders maybe but what about german voters is this the government they wanted the renewal of this alliance these two political groups coming together again it's definitely not what voters wished for in the beginning i think with the problem with this grand coalition in the long term is that. it is lacking a grand vision for germany of what they want for the next four years and i'm

talking a vision in terms of not just using the easy fixes so we we are seeing in this coalition agreement a lot of presents for certain voter groups for families with children for pension years but what is lacking is that they are looking at the long term fixes germany has apart from doing very very well at the moment economically some major problems ahead in terms of the care of the elderly demographic problems of pens of pension systems and those reforms could easily be done under renewed coalition and we are not seeing any of that in the agreement yet so a lot of big challenges for the next government to face and we're not there just yet because as we said there's another big hurdle for a lot let's take a look at that because despite this breakthrough as we said the two sides have another hurdle before the deal can actually be sealed the coalition deal has to get the blessing of the rank and file members of the s.p.d.

so germany has to wait until that party vote is expected to take about three weeks for an end to months of political uncertainty. angela merkel's fate is in their hands the four hundred sixty thousand s.p.d. members could block another grand coalition between maque of conservatives and the social democrats but who are these people there are far fewer women than men two thirds of all s.p.d. members a male. less than ten percent of s.p.d. members around. the strength the numbers lies with those above sixty. have a university degree even more people with higher education can be found in the pro-business f.t.p. . the green party boasts sixty eight percent of members with degrees. when the s.p.d.

members vote on the grand coalition civil servants will have the most powerful voice as they represent almost half the party membership only every six member of the historically working class party is a blue color. almost half of all members a protestant one has no religious affiliation one is catholic. but they all have one thing in common they will decide whether or not could remain chancellor and that grand coalition. can see some fertile still to overcome the social democratic members of base nearly half a million voting on the deal also the conservative delegates have to vote at a party conference on this agreement so couple of hurdles to overcome here but i think after reading through this coalition agreement there is hope that the

democrats will say yes to that deal all right we'll have to wait and see what happens there in about three weeks times as we said our political correspondent thank you. and for all of your analysis thanks for having me. ok well what does the a business world think about all of these political developments here in germany event this one is there with that the business world doesn't have much positive to say today i don't think through me stinging criticism from various groups the media my engineering association calls the deal lackluster avoid a vision its biggest gripe is that this next government could just be a continuation of what germany already had and we'll the grand coalition the federation of german industries says the treaty doesn't even address the most pressing issues it doesn't provide corporate tax relief over taxes in germany are among the highest in the world plus the lobby group says the digitise ation policies a not comprehensive enough and will not prepare this country for the future. let's go live to daniel corp our financial correspondent who's been tracking this

here. the overall title of this coalition is essentially turnaround for europe and turnaround for germany and the way that it was presented today by the party leaders is that it seeks to strike a balance between. giving people a secure basis in their lives whether it's in the area of health care whether it's in the area of work whether it's in the area of pensions so essentially giving them security but at the same time making the country fit for the future in the sense of fit for demographic challenges fit for new forms of business competition due to do juleps digitalisation due to automation so essentially a coalition agreement that seeks to strike the balance between competitiveness and

security and the areas that are absolutely key for that and they were they were listed by the chancellor in her remarks in the in the city you have corridors just now are education first of all an effort to invest in schools there have been a number of criticisms in recent years about neglect of education schools that are physically defective that don't have what they need in order to provide real skills in digital with digitalisation for pupils so all of that one very important chapter of this agreement with a great deal more involvement at the federal level and that was one of the big wishes of the social democrats so when for them there then the area of health again a very key issue for the social democrats they want to see greater equalisation of public and private insurance they are definitely we see clear steps toward that and
