this is the w.'s line from berlin a breakthrough in the german capital that's as the country's would be new government takes its first shaky steps together on going merkel's conservatives put on a united front with the social democrats but are they really ready to work together our correspondents have the answer also coming up more misery in taiwan
7:01 pm
a powerful aftershock disrupts rescue efforts after the earthquake that struck the country on tuesday that killed at least seven people many more are missing plus the power struggle in the mall deaves the worst ones that says authorities charged top judges with attempting to overthrow the government. and elsewhere space x. launches the world's most powerful rocket it's the latest milestone for billionaire tech wizard ilan musk and another step toward setting foot on mars we'll tell you about its unusual cargo pants and then shrieking clash in the german cup on tuesday evening as buying music faced off against third division part of war and we look forward to this evening's tough match. thanks very much for your company everyone. after marathon talks germany's biggest
7:02 pm
political parties have announced an agreement to form a coalition government just anglo-american hailed the deal her conservative struck with the social democrats as the basis for good government while a social democrat leader martin schultz said the pact would bring fundamental change for both germany and europe. all right well let's hear what chancellor merkel said the breakthrough means for germany. from google on this i know millions of citizens have been scrutinizing the negotiations yet and they have to justifiable requirements of us. just david government and second to remember the needs and the desires of the people. and even inclusion of nyssa this dimension i am convinced. parties reached can do just
7:03 pm
be the foundation of the good and stable governments that our country needs and the world expects of us all these of our destruction we had a strong influence on the agreement that we're thankful that some compromises that were hard to get by the union parties could eventually find agreement we're doing politics for the workers of this country we want permanent employment contracts to be the norm again the practice of giving out temporary contracts for no good reason will be strictly limited as these are we've made sure there will be more equality in the health care system of people that the solidarity tax will be abolished for employees with low and medium incomes. these things will make life easier for many people right away. our. chief political correspondent linda crane is standing by inside the bonus stock she has been following these talks over the past week so well in that after those statements both leaders that make their way to where you are in the bundestag where they have
7:04 pm
to present their deal will be a tough sell. indeed they are currently presenting the results of the negotiations to their parliamentary groups and i think definitely there will have been a bit of wrangling over in the s.p. days parliamentary group because not all of the minister posts had been allocated and apparently there is a bit of competition for a couple of them but beyond that i think that martine schultz actually can be very satisfied with what he's presenting because the fact is the s.p.d. went into these negotiations with the we can't you'll remember that they saw a significant drop in support in september's election they then declare they didn't want to be part of a grand coalition at all and perhaps that wasn't simply a bargaining tactic playing hard to get but in fact it seems to have paid off in terms of results because this coalition agreement definitely bears the s.p.d. stamp as martin szell said when he presented it whether it's education whether it's
7:05 pm
pensions whether it's health care labor markets or edu policy the espy's handwriting is on this so that's the s.p.d. side in terms of the christian democrats definitely the chancellor finds it difficult to give up the finance ministry and she showed that when she was presenting the results but as far as the fact that the agreement does have a social democratic cast to it well you know what she has often been criticised over the past twelve years for taking her own conservative party in a social democratic direction in a progressive direction so i think that we can assume that as she looks ahead to her final term in office she is perhaps not discontent dissatisfied to have a direction that represents a direction that does take people's security and and fairness into account or what she said in the statement you just have in the report the needs of everyday people
7:06 pm
all right well do members of her party share that level of satisfaction. we've heard a couple of members of the c.d.u. coming out from the meeting to talk to some of us out here and they have especially emphasized the area of digitalisation they have basically said they think that this coalition agreement delivers what will be needed to get a really up to date digital infrastructure in germany to ensure digital education in the schools and in that way to make germany more competitive particularly these of the asian competitors one politician the head of the parliamentary group said in fact they are miles ahead of us and we have to catch up all right i've just got twenty seconds left melinda will they be able to sell this deal to the german public. well the fact is if anybody else were presenting this deal i think that we could say they could legitimately claim it is a very significant step forward but the fact is those are who are presenting it
7:07 pm
will be seen by many many germans as the usual suspects people who have governed for eight of the past twelve years can they really deliver a new start. chief political correspondent melinda crane thank you so much for your continued coverage. you news took to the streets of bond to ask ordinary germans what they made of today's deal. i mean after only reaching this agreement by the skin of their teeth i don't it's a really good thing for the whole country. and most politicians were probably just thinking of themselves and not the citizens. of the new elections because of the f.d.a. maybe they would get more seats and that wouldn't be good. i think it's a good idea coalition is a really good idea because we all want peace and there's so much confusion in the world already so if they can work together for the better to better jerram a need that's good. i think it's
7:08 pm
a good thing that they've agreed because in the meantime it's become so bad that no politician or person has the in durance to keep going now and they all worked hard and i think it's a solution for everyone what he thought of. this and got us is not any good i'm against a grand coalition so i don't care what they've agreed on i will definitely vote against it i am a member of the s.p.d. . you know i would have been in favor of a new elections but only at the beginning not now. that's why i'm glad that an agreement has been reached but in my opinion it has always headed towards a no win situation probably any solution would have been considered a sellout it was a photo. i wonder whether mr shultz will get a ministry or not he said he didn't want one but now they say he will become foreign minister so that something exciting at the end of the day. right of all on
7:09 pm
the subject of who gets what job let's look at how the parties are planning to divvy up top ministers it's a start which has on the americas she will stay at the helm as chancellor and martin schultz resigns as that has resigned i should say as a leader of the social democrats and will indeed become germany's foreign minister and his party colleague all of olaf schultz is slated to become the finance minister well that's just a tentative look at some of the potential candidates for minister a post a find out more about what the lineup means for germany and europe as well with a political correspondent simon young good to see you simon. american no surprise there it will stay at the helm of the government she had to give up some prime real estate to secure this deal and her position is she out of the woods has it paid off well it looks like there's going to be a government you still go to get it past some members of the conservative ranks and of course pas the s.p.d.
7:10 pm
membership but if all goes to plan then in that sense the government is there that's the most important things you would say to have a stable government in in germany in terms of her personal position you could say at the helm of a grand coalition is where angle a miracle feels most comfortable you know it's a moderating role you don't have the problems in poland that you do with other kinds of coalition because you know these are the two largest poets is they can more or less call the shots and face to face real opposition in parliament but of course she'll be sitting there at the cabinet table surrounded by social democrat ministers and important ones finance foreign ministry the labor ministry you know and three others as well so you you know she's she's in a position where she'll have to you know position and watch out on policy she had to concede those ministries she's conceded money funding for things like education . for the digital agenda and for europe but that was easier for her to do because
7:11 pm
she was she was ready to do that those are areas where she wants to move and some are saying this this experience that he's in now probably her last term as chancellor could be liberating for her we may see her do more on policy as she looks to her legacy because of course many people have said you know this is the chancellor who waits to see what happens and then you know makes a move in a very last moment some are saying now that she may not even run the full four year term and the season definitely seems to be open anyway for others younger members of the conservative side who want to come forward as potentially the people to replace her when the time for that comes our let's talk about the man of the hour he drove a hard bargain martin short we've just had confirmation a little early on he will become germany's foreign minister good choice well i mean he would be the natural choice in in some ways because of course he had a formal life as the president of the european parliament he knows all the international figures he'll be a welcome german foreign minister as he comes with
7:12 pm
a full a full wallet because this government has said it's ready to inject cash and support the european process it particularly means the struggling nations of the e.u. so you know be a good role for him what it really does it takes him out of national politics it means that he no longer carries this burden of trying to renew his policy making votes a bill again in future people didn't believe that he could do that don't forget martin shields was only eleven months ago that he actually became the party leader ironically enough of course his predecessor became foreign minister well now he's getting that job so it's a real revolving door at the s.p.d. he's very weakened but you probably be relieved to have got that foreign ministry job our let's talk about all of schultz also from the social democrats he's for international viewers he's a bit of a dark or so we don't really know him that. well you do evidently tell us
7:13 pm
a little bit about him what we should say we did get to know him of course german finance minister plays an important role in international european politics he's been the mayor of hamburg for seven years an important position he was criticized a lot there of course for his handling of the policing of the g. twenty summit last year you'll remember he's somebody he's been up and coming for quite a long time indeed he has been a member of a previous angle a medical cabinet a few years ago when he served as labor minister and some people are saying that you know as the year is poss he could be a future contend for a social democrat chancellor he's a kind of rather muted sort of figure a little bit like angle a magical self so in that sense i see a lot of compatibility between the two of them at the cabinet table all right here's a bright future. thank you so much and businesses are already weighing in on the chair he had at home he loved to preach austerity to the southern europeans now
7:14 pm
they have him but the bitter medicine is taking effect greece is back on international markets spain has recovered and the next german finance minister as we've heard could well be this man the pro-business centrist all of shows from the social democrat coalition partners and could soften the harsh face of austerity and the change though would be mild business executives will struggle to convince schultz to adopt a new corporate tax cuts modeled on those passed in the united states which have triggered a flood of investment last corporate tax overhaul here was a decade ago. of german chambers of commerce and industry praises the coalition pact for investing a digital education and broadband but there's criticism from other groups that nothing much is going to change under yet another good grand coalition. we spoke to tito courtman of germany's engineering association the vidia may he was certainly
7:15 pm
rather lukewarm about the coalition's tax plans. there is no increase of income tax only very very little to reduce taxes in germany or for the time being small things like what we call in germany. are going down but not for everybody only for people with a lower income than others so there's not much development in here we are really lacking a reform that goes into the structure and helps companies one thing that is of course a real pity the competition is rising and what we can do to be the number one position in exports for the time being would be of course more innovation and more innovation assets for. tax credits for research. might come but only to a very small extent not helping for the whole problem. and let's look outside

one is my older brother. and the other is his colleague he says all use of and they've used equipment and detected signs of life now the rescuers are trying to dig further down to look for them though that's the situation for now. his brother was tragically one of the fatalities. engineers and firefighters have propped up toppled buildings so rescuers are not themselves trapped in another collapse there have been several earthquakes in taiwan since sunday as well as aftershocks the island sits directly on the pacific ring of fire the u.n. warned recently that the ring is active right now. and that another deadly quake could come soon. now the united nations has called the political crisis in the maldives an all out assault on democracy and that's after authorities arrested two of the country's top judges on charges of attempting to overthrow the government

president of joy i mean up dog has defied a court ruling ordering the release of jailed opposition leaders and imposed a state of emergency and the island nation. this is what a state of emergency looks like police blocking the opposition party headquarters no one goes in or out without their say. the president of the yemeni abdul guy yong blames the opposition for forcing his hand. this is not any of a state of war and epidemic or a natural disaster this is something more dangerous in this is an obstruction of the variability of this state to function with the people that get. the i mean has faced international criticism for rolling back democratic reforms he's used the state to crackdown on opponents most recently ordering police to storm the supreme court and arrest two justices the opposition is defiant as the former defense

great number of countries including the united kingdom the united states china australia new zealand have issued travel advisories to the maldives and to all of great as a result owners so much because their country have reported a huge number in huge drop in the number of tourists visiting we can't afford this kind of instability of the country kind of for this kind of instability to go on much longer and the instability has been brought on by actions and through use of very caring is involved the last four years now right now most of the of the exiled and first democratically elected president mohamed nasheed to has called for india to intervene for what you want delhi to do. we think it's time to start for india to start its weight in watch policy. since president young men came to power he has moved more dues foreign policy very much wants china and it's very much been at the expense of india india had always

been our traditional and closer to climatic and create partner but since president into power it has shifted very much towards china. you might have seen that china's rather harsh warnings to india today in one of their china's state is. basically saying that india should back off from the maldives that this is a domestic problem and that india should back up now that in itself is a nominee that china should be speaking on behalf of the maldives to india about a problem in the maldives is that is very alarming. india has always been our first partner that we turn to in moments of political crisis or diplomatic or national crisis it's very alarming that china should feel that irish can speak on behalf of them all it is and this is why more divisions appealing to inure for of a more robust engagement in the political crisis in the lord it's asking in the

i'm. going to. a natural history of laughter. the song. w. . how to cover more than just one reality. where i come from we have a transatlantic way of looking at things that's because my father is from germany my mother is from the united states of america and so i realized failure earlier that it makes sense to explain different realities. and now here at the heart of
7:29 pm
the european union in brussels we have twenty eight different realities and so i think people are really looking for a new journalist they can trust for them to make sense of. why this is not often i work a double. learn german with w. . anytime anyplace. with or with jo jo and her friends. exactly didn't do much to the museum which precedes her she just goes on boards with all over the world. online and interactive. german to go.
7:30 pm
learn german for free with g.w. . good to see you again your washing didn't use only the hierarchical and this is our main headline right now germany's biggest political parties have announced an agreement to form a coalition government johnson the americans call the deal are conservative struck with the social democrats a foundation for good government while social democrat leader martin schultz said the pact would bring a fundamental change for both germany and europe as parties rank and file still have to ratify the agreement extending the country's wait for a new government you know other few weeks. on germany plays a very significant role in europe let's find out how this agreement is going down with the e.u. w.'s barbara basal is at the european parliament is taz work where the plenary session is taking place this week barbara what are they making of germany's coalition deal. in the first instance of course everybody is relieved because
7:31 pm
germany for months on end wobbling all over the place that was unusual and unnerving for many european partners and so everybody is sort of quite relieved that they are now getting something together that they managed to cobble together a government and then in the second instance of course it depends on where you stand the southern european countries now hope for radical change in fiscal policy that means germany is going to spend money it's going to loosen the purse strings in europe that's the hope we talked to a series of greek parliamentarian here from the government in essence today and he was delirious any any finance minister has no not called. is very very welcome he said so that's the one aspect on the other hand if you look at some of the northern countries for instance like our neighbors in the netherlands they are a bit suspicious because they as germany has been in the process tend to sort of
7:32 pm
keep money together so they are waiting what will happen in berlin and they are not quite so happy all right barbara mr expressed the ambition to usher in a new awakening for europe let's roll the tape listen to what he said after that deal was reached. with this coalition agreement the federal republic of germany will return to an active in leading role in the european union and it will i hope along with close cooperation with the french government make the european union strong enough to meet the major international challenges. in security policy climate policy and the fight against tax avoidance as well as the fair trade and international competition in which the german economy participates and can add value to and which germany needs europe. people to sort of be thought of. oh all right barbara is this mr szell's hitting the reset button and what kind of
7:33 pm
reception well his ideas get in europe now people who have really looked into the coalition agreement of actually read it are quite disappointed with how they get is then on the other hand we're hearing big words from marching schultz but everybody has known him as president of the european parliament knows that he is a friend of sort of the grand gesture so he really will have to deliver he really will have to come up with something because many who watched his election campaign in germany were disappointed that he didn't really campaign on a strong european platform as for instance in london the crown didn't france so much influence really has to sort of pull himself up by his bootstraps and organize his party to really go forward in europe all right barbara starr reporting from stroudsburg thank you all right i'm going to hand it over back to danielle now and a make over for one of germany's most iconic brands that's right brand new livery

7:37 pm
a beach with the quote from the dalai lama look at the situations from all angles and you will become more open many in china view the dalai lama as a dangerous voice for separatism in tibet a region they consider an entire group part of their country it's just the latest foreign firm that has felt compelled to apologize to a critical and increasingly nationalistic chinese consumer market. that had not been approached by chinese authorities and staying in china to a video that's shocked the country that's right danielle a video showing a mother selling her own breast milk on a chinese street has gone viral and i'm now joined by for that about her from our social media desk crews have been following that story for us tell us more i think . this is about a young a couple inches in which is a major city in the south east of china they just had a tween daughters but one of them was born with a serious condition and is currently in hospital in intensive care and they need to
7:38 pm
find a way to raise money quickly to pay for the bills so let's bring in that video and you can see the couple there there next to a sign that reads i'm twenty four years old i'm healthy i sell breast milk. ten you one for one minute breast feeding and there's a picture of their daughter at the bottom of the poster and they also show a medical records and they have an official paper and an official certificated that states their poverty assistance need they are migrant workers meaning they moved to from rural china and they say the by now they owe the hospital over one hundred thousand yuan which is the equivalent of about thirteen thousand euros and they just can't afford it i mean my heart breaks for a couple but is this usual for china to go through these extreme lengths well it's
7:39 pm
unusual i mean this case is an isolated case perhaps but we have seen similar stories in the past we've seen a man offering strangers in the streets of beijing to beat him with a stick for money to help his sick son also a girl was selling her virginity to raise money for her brother's disease to help her brother what disease so and also we've seen we're seeing people often going to crowd funding platforms to raise money we actually earlier spoke to our correspondent in beijing and i asked him what pushes people to such extremes and this is what he had to say. most of these people are migrants from rural area the problem is that migrants do not enjoy this social security as urban residents. there is a scheme for migrants for for group people. insurance scheme
7:40 pm
but it does not cover it covers almost nothing and it has a cover so these costs will never be taken care of. so there are cracks in the system and migrant workers are the first victims originally what have some reactions been to this video has come well although the problems are well known and not everybody seems to be sympathetic and we've seen some users saying this is selling breast milk is a vulgar way of asking for help i would like to show you this is a comment for example a user saying they should not get married if they are poor not to mention having children they are just creating trouble for themselves and other people saying that this woman has lost her dignity by doing that but of course there's also been an outpour of support and with people praising this couple for what they're doing for their child and this is we have a user here who says for people who criticize this couple you maybe grew up in
7:41 pm
a privileged environment they have to sell breast milk because they are in need they could have also been their child but they didn't they are the best parents and the chinese government has been expanding basic coverage of health care expenses but it's nowhere close to to eliminating the problems in the system and also there's this big gap and double standards between rural and urban and that's still there and it's been a problem for for decades if they come out sure thank you. the german cup returned last night with a chance for a fairy tale david versus goliath ending as virenque going to visit a third division potter born but it wasn't to be buying a rampant against there are a list decorated opponents showing why they're the favorites to win the trophy this

a. new all right matt hermann from date of use for stories we now hear on the side get to see him what a thrashing so they're the inevitable let trophy winners there i mean is it just hold up press the first second here this is knockout football there are no inevitability he's and this but it seems like i have a really good chance they are leading the way eighteen points they have a history in the cup they have been to the final six and last ten years there's one it five times in that span and the best is for byron is the team that not them out of the competition the last two times they didn't win brasil dortmund they want to take care of them they don't doubt december they knocked. out back in october but there's still a couple of strong teams left in this tournament and might think that they could give it to byron on a one off basis minutes later kusa nor perhaps shocker if they get it done tonight why you mentioned mentioned leverkusen let's talk about shoes day's action they were covered quite nicely for two and yet here and this was an hour. absolutely
7:44 pm
wild game i mean after ten minutes it looked like you know leverkusen were over and done with i mean braman came on very very strong at the beginning and leverkusen the defense looked overwhelmed at times they committed a very very foolish foul to give a penalty in the early going aaron johansson then chip the keeper to make it two no after eight minutes but leverkusen kept their cool and that's mostly because they just have so much often so firepower that a to no deficits not that big of a deal for them we are barely has been getting it done in the league it was you who got it done in the cup last night he scored two goals and then actually it was the coach heiko hamlisch who kind of had the master stroke of the night bringing in carmelo robbie in extra time after they had held on and with his first touch of the ball he scored the winning goal so you can't do any better than that for this gerry oppressor and they're not well let's look ahead to tonight's action shaka play your walls work both teams are coming off the back of disappointing results on the

weekend let's take a look at who might bounce back. the royal blues hope saturday was a one off riding high at one nil up with twelve minutes to play a red card into late goals so what seemed a certain win turn into a stinging loss against braman their coach says the squad is keeping cool though. you know when you lose a game a bit unlucky late and suddenly everything's that that's a bit much in my book we know how to assess this loss and we put more pressure on ourselves than anyone i'm here for the good times and for the tough losses if. it's not you know. their opponents both swore to let a lead slip away this past weekend but they held on for a draw the bulls have become draw specialists this season they've taken a single point from twelve of their twenty one games. but on wednesday they know

that's not going to be enough you don't know what this is a book called to prevent but this is a cup competition and a knockout games you don't play quite the same way as you do in the bundesliga the way you play away to byron or dortmund or shall go or leverkusen isn't how you'd play against them in the cup. talk to them once on a book be good. at playing to win and the shelter team eager to shake off a frustrating defeat a recipe for a great game in the german cup. hour of tantalizing a cup clash there who has the edge you know as we just on that piece they didn't really you know prepare for this match very well both of them are blowing leads but if you press me i have to say shock and mostly just because i don't score enough goals if she can get on the border early i think that just won't be able to get back into this game all right thanks so much i greatly appreciate it. and next up

or inspiring as it once was here some fifty years ago and it provided the backdrop to missions to the moon now it could be about getting to models. be the focal heaviest special not just because of its power but also because of its price you can carry twice the weight of its closest rival about five double decker buses for a third of the cost so can have the will be the biggest rocket since the saturn five moon booster it's not quite that big but it's on the path to enabling that kind of exploration whether it's the moon or mars basically beyond low earth orbit so much of the cost saving comes from being able to reuse the rocket boosters so this was a critical point in the launch when they successfully separated from the main rockets cheers erupted in mission control in california the by the cheers side boost. just touching down
