this is d.w. news coming to you live from berlin painful compromise leads to a coalition breakthrough germany's new government in the making has taken its first shaky steps but the deals not sealed yet but still subject to a membership of the social democrats they don't give the green light what's the alternative. also coming up can washington from bench another government shutdown that could come down to the immigration policy we speak to a congressman who himself was once an undocumented might. call shing the head of

carnival as rio de janeiro gears up for the festivities these women are dancing for change they want to party in peace for good in the end was sexual harassment. also on the program v.w. travels to norway as part of our road to break that series breaking up is hard to do but could the norway model for britain no regrets in its post breaks a future. so i'm terry barton good to have you with us. germany's two biggest political parties have finally agreed on a deal to form a coalition government they made the announcement in berlin after another grueling game of give and take more than four months after the country's elections but both chancellor of the medical and her social democrat counterpart martin shultz say the
7:02 am
agreement is the only way to guarantee german stability after a marathon thirty four hours of negotiations it was old strained smiles for the would be coalition partners with the working compromise achieved relief from the chancellor. it's been about sort i am convinced that the coalition agreement we have worked on together can be just that the basis for a solid and stable government that's what our country needs and it's what the world is expecting from us off about expectations were high especially among martin childes his social democrats the s.p.d. party base will have the last word over the next few weeks the party's four hundred fifty thousand members will decide whether the agreement will stand is the foundation for a new grand coalition schultz's message success. is a ballpark
7:03 am
a start we had a big influence on this agreement and we're grateful to the conservatives for making compromises that would difficult for them bought a chief a bull in the end one example in the kurdish an agreement fixed term employment will likely be the exception to the rule in the future repeated contract extensions a thing of the past another key demand from the s.p.d. made less headway little progress on a major overhaul of the german health care system. the conservatives knew they needed to compromise in order to secure a coalition deal even the leader of the cd use bavarian sister party the c.s.u. had nothing but praise for the s.p.d. and the agreement. anyone who reads these one hundred seventy seven pages and i hope they will be widely read it will see what we are proposing is good for our country for all.
7:04 am
and that's also what the s.p.d. is proclaiming the social democrats are getting two of the most important ministries finance and foreign affairs martin schultz wants to become foreign minister he's handing over the leadership of the s.p.d. to andrea not less after another tense day in berlin the next decisive phase is now beginning of the s.p.d. membership will begin voting in a few days the results should be no non march the fourth only then will it be clear whether there really will be a new grand coalition. jim let's talk about all this joining me in the studio is our political correspondent hans sponsor hans you've been out in the cold there following those negotiations i bet you're glad to finally be in the studio now germany finally has a blueprint for a new government if the s.p.d. rank and file signed off on it of course there is that cap. there must be
7:05 am
a collective sigh of relief certainly there's a sigh of relief that this period of high it as well you could this period of uncertainty of the last four months since the election and at the end of september is finally ended finally there is some and some realistic prospect that there will be a new german government within a matter of weeks rather than this open ended uncertainty so there's relief on that but on the other hand there is no joy there is a kind of sense of realism that this was that a compromise that was possible that this was the best of very many bad options and so people are really full of skepticism and not exactly well coming this with open arms so the best battle turned it. well as one would expect to the german electorate do have mixed feelings about the coalition deal we asked people in the western city of ball and what they thought of it and i need after only reaching
7:06 am
this agreement by the skin of their teeth i don't it's a really good thing for the whole country is that it isn't that long and most politicians were probably just thinking of themselves and not the citizens and the bill go ahead in the new elections because of the f.t.c. maybe they would get more seats and that wouldn't be good. i think it's a good idea correlation is a really good idea because we all want peace and there's so much confusion in the world already so if they can work together it's for the better to have better jeremy need that's good. i think it's a good thing that they've agreed because in the meantime it's become so bad that no politician or person has the in durance to keep going now and they all work hard and i think it's a solution for everyone when you've. got us mining i'm against a grand coalition so i don't care what they've agreed on i will definitely vote against it i am a member of the s.p.d.
7:07 am
. you know if i would have been in favor of new elections but only at the beginning not now well that's why i'm glad that an agreement has been reached but in my opinion it has always headed towards a no win situation probably any solution would have been considered a sellout it was a photo. obviously not everyone is happy about this deal but is it generally perceived as being fair is there a general impression that the parties involved in this agreement pretty much got what they deserve. fair is a big wood i think it's the best compromise that they could reach i think the general perception is that the center democrats drove a hard bargain and got a lot of those that are going to michael had to make make huge concessions to make this possible to in a sense make full as chancellor possible so there's a sense especially among supporters of the christian democrats of the conservatives
7:08 am
that's too much has been given to the social democrats also in business i think there's a lot of skepticism about all the kinds of promises and their costs that are involved in this deal on the side of the social democrats to one has to say there's not total euphoria at all as we have heard the social democratic rank and fossil has to vote on this deal and then not quite sure where the party should be in this grand coalition atoll now the new government if it gets the seal of approval from the as the rank and file it would have for opposition parties to deal with in parliament they of course are already getting down to work slamming the agreement take a listen. higher pensions better day care more nurses and more policeman something for everyone and the new coalition agreement and that costs money the conservatives and social democrats have planned at least forty six billion euros in addition to the current german budget the left party says the costs can't be adequately

financed. will continue to retain the tax system of the past century and redistribution will not be tackled at all on google the f.d.p. says not enough attention is being paid to digitalisation in the kind of i don't see a guiding principle a great idea that a lead us into the future and step mrs merkel has only one goal to stay in office any way she can. the right wing a.f.d. expects to grow in popularity especially since the c.d.u. has moved away from its previous stance on migration and european politics. you could say all that remains of the cd use an empty shell this was the only way america could remain at the top together with the social democrats the c.d.u. as a party has basically been abandoned by. the greens present themselves as a clear alternative their floor leader cuts mean getting eckard says this coalition agreement is at best a patchwork quilt had the agreement has gaps when it comes to fairness for children
7:10 am
or nursing care and it lacks greatly on climate protections we're preparing to take a powerful opposition stance on these issues in the next few years after the matter a coalition agreement offering something for everyone to criticize. around the opposition views there some of the strongest criticism coming from the far right alternative for germany party the a.f.d. saying that merkel see the us now just an empty shell with a new grand coalition han's the f.t. will be the strongest party in parliament does the cold. deal provide faulter for the far right for the f.t. oh absolutely obviously we've just heard that they already started criticizing the con so to us and this government this potential government was still have to say obviously specially on the issues migration internal security. issues
7:11 am
a good to do with police policing and so on and they will be very critical of this deal especially on the migration issue which is their core issue there is an agreement that migration is to be limited in some sense but there's no hard limit anymore in this agreement which they already criticizing. the agreement contains. upon the possibility for family members of people that have come to germany as refugees to follow through into germany as well and they feel right obviously would like to prevent that completely we've already seen in recent months since the election that the discussions and parliament have become very hodd very vociferous and very bitter in some cases especially from the side of the f.t. and this is very likely to continue now this coalition agreement has one big caveat there is still once huge hurdle that is getting approval from the s.p.d.
7:12 am
rank and file is that approval a foregone conclusion or could we end up three weeks from now facing fresh elections it's not a full on through to conclusion that old best indication we have is that there was a special party congress just before these coalition talks started in order to approve the start of these coalition talks and the vote was taken there by delegates and that vote went pretty close it was in favor but not with a huge majority amongst the rank and file the mood is one of skepticism as i've said but in the end i think one can one can reckon that the vote will go and save a they will swallow this but to pull in order to. and show sympathy in germany and thank you so much from now we'll be coming back to you later in this hour for round up of the newspapers are commenting this coalition deal both in germany and outside of germany hunt spots from our political desk thanks so much for that let's take a look at some of the other stories making headlines around the world today in

cheddar man they believe his ancestors migrated to europe at the end of the last ice age. the u.s. government could shut all non-essential operations at midnight on thursday if congress fails to pass its latest budget deal and it could all hinge on immigration policy on wednesday house minority leader nancy pelosi delivered a record breaking eight hours each democratic lawmaker was opposing an agreement that does not protect the so-called dreamers young immigrants brought to the united states illegally as children some democrats insist their party must reject any spending plan that doesn't address immigration. we are in the house of representatives with congressman and reanalyzed thank you so much for this interview so much well said it seems to be pretty close to the if i divide in the issue of immigration what do you think of that well i think is a missed opportunity i think that definitely as we proceed to perhaps address
7:15 am
military defense spending and even domestic spending and other relevant issues like community based health centers how coolly dreamers when eighty percent of the nation feels that they should stay in our nation that this you can to continue to contribute so i think is really a missed opportunity that main up will present to soften in the future why is immigration linked to the whole day about the government shutdown about the budget in this country the white house has in some way shape or form connected the dreamer's to the budget shutdown which was unfair because they were not really part or nor were they responsible for the budget shutdown and now. they continue to maybe score cheap political points by connecting them to these continuing resolutions and saying that they will not agree to a continuing resolution if the dreamers are resolutions involved in it is there
7:16 am
a part of compromise well good i think the dream act should be taken up separately i big i we would rise by surprise and biden who said yesterday that the dream act is such an important issue that he should not be remission not be held hostage at the expense or the exchange of another issue that we should resolve that matter independently on his own merits do you think we're going to see a shutdown this week no i don't think there's going to be a government shutdown i think there's going to be some level of agreement in the next couple of days i will keep the government running i would hope to see the dream act address in this political season and just say i thank you so much for this interview with the time we thank you for this opportunity and that was the obvious carolina chinmoy there in washington well returning to our top story germany's new coalition has reactions from the german business community and so i tell you that you grand coalition could only be a few short weeks away and it's me that means it's out with the old finance

invest in commercial research and development and while the parties have agreed to guarantee fast broadband network throughout the country but twenty twenty five businesses are saying that's not soon enough unions meanwhile have a more positive take on the agreement. then a skilling. if the coalition agreement succeeds in improving the millions of people's lives. whether it's a nursing education or pensions it's a very positive signal of change in our society from a positive. it will be some time before it's clear whether the coalition agreement can keep the german economy on track. so what will germany's new government bring for the german economy economy the studio by the president of the european school of management technology here in berlin welcome thank you for joining. us this. why
7:19 am
have business leaders as we've heard so close about the new german government. in fact the new agreement is a little bit more of the same so there's nothing really new in it and it takes for granted that the gross the unprecedented growth we've seen all the recent years just with continual such as it is this very little concerned about making sure that this goes will be sustainable that new initiatives will be invested into it's rather about consumption then about investments but you know the german economy is doing very well we keep hearing figures that are just splendid why change anything . the. reasons behind this girls and also all the requirements that were taken really last ten years so the real reforms that we're taking now when we look at the new requirements for example digitalisation artificial intelligence and all these things related to this they are not just new initiatives necessary new investments necessary and this coalition agreement as it stands rather looks back and not
7:20 am
really takes a forward looking perspective. you mentioned. feels like artificial intelligence destroys ation of what else needs to be addressed urgently by the new slash old government certainly there's a need to think more about the area of education you could also say education for those who are already working that's education's in the hands of the states and germany not the federal government that's true at the same time when we look at the overall level of education expenses they are still below the o.e.c.d. average so this is for an economy that feeding highly relies on education this is not a good signal and at the same time we need to think about really digitalisation artificial intelligence whatever the state can do to provide the requirements you could say the context in which this can develop. tax is also a big thing do we do we really need tax cuts i mean business always is when jing about too high to taxes are too high we need lower taxes and all that do we really need lower taxes i'm actually convinced that we need tax cuts and there's one thing
7:21 am
. the reason which is what we currently see is that so much money is spent for dubious reasons so therefore just giving back the money to the people actually restrains politicians from just doing unwise spending at the same time it is also clear that this text aside the text requirements for most people have risen substantially over recent years so therefore it's a good signal it would be a good signal to give it back to the people that's income taxes this in context. the new finance minister all of shows what can we expect as you can be assured a litle will that we really make his own impact that. in particular when we look at the agenda twenty ten so the major economic reforms of the last decade has played a very prominent role and he has also been a defender of these reforms despite many claims in the social democratic party to actually bring them back so therefore i would be optimistic that he would take again a very disciplined approach on household financing and also to keep the black zero

things go. to brazil now where the country is gearing up for a carnival of pov day festival of decadence dancing and dressing up in rio de janeiro home of the world's biggest celebrations one group of women is using the occasion to draw attention to sexual harassment. it started as a joke an organizer announced a block party protest but when she got more than a thousand responses in twenty four hours she realized she had struck a nerve. with the message the free for all atmosphere of carnival doesn't mean that harassing women or worse is ok. but not if i think the campaign is necessary because i have suffered harassment join convo some years ago men took my arm tried to force me to kiss them and sometimes they're stronger than you and approach you in a way that's not good to get a cow. to spend their reads banner of respect carnival without violence against

you. welcome back to news i'm terry martin our top story germany's biggest political parties have reached an agreement on the government coalition to go back as conservatives social democrats mark felt's said the deal is the only way to ensure german stability but both leaders have been heavily criticized for concessions made to finalize negotiations. well here to talk about the agreement and how it's being received as our political correspondent hans but not so good every back must feel better to be here in nice warm studio than standing out in front of the c.d.u. party headquarters waiting for some agreement in the subzero temperatures good to have you here. let's take a look at just tell reaction is going down until america has healed this deal hands as the best basis for good government opposition parties and business groups too

are slamming it what's the verdict in the papers well i brought along some of the german papers from the smalling and if we look at the headlines this is bitesize and that is the largest newspaper in germany. malco hands the hands the s.p.d. the social democrats the government as a gift gifts the government to these social democrats they feel in other words that criticizing them on the number of can say is that our new american made this is the five but i got mine aside and so largest conservative newspaper in germany business friendly it's very neutral the conservatives and the social democrats have agreed on a coalition this is more conservative newspaper i deviate from berlin him berlin macko this last stand and it's gives an overview of the number of cabin opposed that have been given to the social democrats more cabinet plus the size of democrats than to
7:32 am
merkel's own party the christian democrats this is the left of center. it's headline says two winners and mako ultimate flying tomato has given up too much or given up a lot and this is the. weekly newspaper which in fact was not able to. report on the agreement focalin but its headline says the republic germany is on the edge of a nervous breakdown this is a reference to the fact that the political landscape in germany is changing drastically at the moment and that one doesn't really quite know where it's going to go you know the national symbol the eagle turned up on its head a sense that machall has lost it the other is one in this agreement that this was hand merkel handed the government to the other parties on a platter this sounds pretty dire actually is there no kind of positive spin on this agreement well positive in the sense i think that there is
7:33 am
a sense of relief that this this interim period of confusion at times between the end of the elections at the end of september and snarl is not finally over that a stable government is in the offing that it was likely to take just a. you weeks and we will have a new government in germany that will you know take the wheel into its hands again and in fact push things forward again rather than this wait and see period that we've had at the moment so that's a positive spin ok there is a tendency to look at politics as in terms of a zero sum game of winners and losers but ultimately it's about governing the country what kind of government can can we expect tons with this new rollout of the grand coalition the parties are still the same well the parties are the same so you could say it's all the same in fact it's not. i think what you have to say is that what germany is facing at the moment is a change is that the end of an era all three major politicians in this government
7:34 am
i'm going to the chancellor the leader of the social democrats mot insurance and also the hopeful from the varian conservatives all three of them are on their way out basically and at the same time the political landscape is changing drastically there's a lot more parties in parliament now opposition in parliament especially from the far right alternative for germany is was so for us all of this is a change in the political climate and the political setup in germany something in fact has happened in other countries in europe before this time already. germany is facing this at the moment seven next four years again to be very eventful in germany nothing stability in the sense of having a stable government but they are likely to be for the changes in the way germany is governed in the next four years in terms of policy looking at this agreement i know it's kind of a big agreement but in looking at headlines big policy thrusts is there anything
7:35 am
that jumps out at you in terms of things to watch out for this i think what the coalition partners up trying to tell us is them major first chapter in this coalition agreement is europe they have tried they're going to try very hard in these. next four years to push for european integration at least with those countries that are prepared for that integration obviously within europe there are many critics of those kind of calls but i think germany is now committed to european integration as far as that is possible with a number of countries that are prepared to do that the measure of a major amongst those is obviously france with among them are calling the new president they are pushing for that and germany is saying on that issue these two parties that are on volved in this coalition government ah going in one direction are agreed and then things will move forward on hopes and steak is so much from now but from our political desk now moving on to been

nina in west africa there are efforts underway there to change a tradition old voodoo custom in many villages children who are sick or said to be possessed by spirits are sent to live away with healers cut off from their family for years at a time. but the thunder called the thirteen year old who is among the few villages to monster the dunce she learned it while she was locked up in a cloister for three years for whom it was a horrible time. she had no contact with the outside world. wanting to move them around. no the worst thing was not seeing my family we didn't have any real place to go to the toilet or to wash up. there was often not enough to eat and we were constantly hungry. who lives in

a small village people here believe in voodoo and the children should be locked up for years in the cloister so their illnesses can be healed and the evil spirits can be driven out of their bodies when one day she was eighty years old she frequently suffered from stomach pains and a high fever her mother brought her to the hospital but the doctors there were unable to help so the village priest had by sending him daja to the cloister which meant years of complete isolation and. that i knew that my daughter would suffer a lot under the conditions of the cloister there's not enough to eat here on the outside i have enough food but i wasn't allowed to bring her anything. couldn't date she goes with us from her house back to the cloister this place of painful memories lies in the center of the village just metres away from her house but for three years she lived behind this fence in another world inaccessible to her family

slowly aid organizations were able to convince central bayne ians high priest to sign an agreement limiting the time that children would have to stay in the cloister to a maximum of three months. with the new program the children can go to school by myself cannot read and write it's very unpleasant when i have an official meeting. that's why i think it's important that children go to school. with. several hundred priests and local government representatives have signed the agreement it has enabled the release of more than one thousand children over the past year who have returned to their families and to school but the time spent in the cloister has merely been shortened the practice has not been abolished while filming we witnessed how a seven year old girl with severe stomach pains visited the fortune teller and the voodoo high priest. she anxiously awaited their decision.

then came the result three months isolation in the cloister would heal her without even saying goodbye to her parents she was brought into the cloister directly to the sacrificial altar of the earth god. the girl only slowly managed to calm down while the priests aid prayed and brought initial offerings for the earth god. from there she was brought to the small mud hut where she would spend the next three months. meanwhile is once again an ordinary school child but back then her reentry into normal life was not easy. at first i didn't recognise my friends it was so embarrassing. after three

a semi final offer is the final last year and actually going to see is there for a couple seconds time about fifteen to ten fifteen seconds and there's a funny part about konovalov because as you know terry germany is very much a conical country especially the west the country and mind is one of the capitals the kind of alyse say about that coming up all right let's take a look at some of those highlights from the game which saw some poor defending for months. off to defeat in the league frankfurt working to put things right on to a red beach had their first chance the resulting corner was delayed though as mine strands through carnival suites on to the page gratefully by the referee and the mind's defense was handing out gifts to keeper ready abba's catastrophic era allowed the side read page to make it one nail. off the half time it got even worse for minds alexander heights missed control dribble beyond out of his reach and into the net to bail. and tack was at fault. again soon after he slacks top

shell out all scum ask around to chip and pin from frankfurt to place in the same age their opponent's misery and over the journey that so received a straight credit card for this trial i have reached mine trapped the carnival to cheer them up but frankfort scott brown continues. no real good defending there in fact maybe one of the worst offensive performances of the season what was going on there in my experience it's match the lack of match fitness you can see it was his first game since october and that first goal was their smiles conceded he didn't control the ball very well with his feet as he was knocked off the ball as well but there's another reason for that is that the foot was moving in a direction the goalkeeper has post become sort of some sort of a sweeper as an extra defender essentially and some goalkeepers just cannot play football with their feet very well the best with the hands of the city and you saw that with any of it especially yesterday and to be honest it was the months it was also like watching

a team of ahmed says it was quite comical at times as i said mysie match fitness you saw that with alexander haig who is responsible for the two nil and of course responsible for the three nil score line he's a place it's games a season and so you can see this continually happening without coming back since october hec as well just missed lacking that match fitness justifiably enough complaints of captain stephan bell off the match which is justified absolutely but just was so comical was about kind of a beforehand because they were dressed in clowns costumes you got these fans tie me over the net yelling at this poor captain who i think he could understand what i was saying but keeping a straight face in that situation is particularly difficult so entertaining but not necessarily good sport exactly ok let's move on to last night's game there between shock and old sport tell us what happened it was more of a tale of one half nothing happened in the second half well it worth mentioning so happened the first ten minutes in quito bookseller scoring the first goal for shock and the only goal of the game because both sides would lacking any sense of creativity any sort of power and. any idea is there is nothing really happening the

only two attempts was we did have one goal came at the very end of the second half one but one shot coming off the bar and the other one of the feet off the line by a gretzky somewhat into tiny but they weren't really that dangerous tempus did however towards the end of the game those three yellow cars not to be honest with for the most entertaining pos like a must like as it was not easy to watch definitely very very harmless display for both of us now we know who the semifinalists are you have any favorites for the cup or of course not by munich who went through on tuesday along with by they have a couzin find there was a household in there was in that's when the cup was a surprise they did make it's the final last year of course stumbling block that was bruce it opened it depends if they get in the semifinal that i was going to pull the draw on sunday so of course by and they're one of the best but frank said they made us the final last year of that game where they played against a woman having the fans in berlin that day was absent mr is incredible so i

personally would like to see frank that make another of the trip to berlin this year but it's going to be i think it's bines game and binds cup to lose what would frankfurt have to do to pull that out well they'd have to hopefully get the easier draw in the semifinal which is definitely having to play a game against by munich hope the other guessing they have who is an oil shock that's a game which they could definitely win after all as i said shock and awe have particularly good game last night leverkusen however on two they did have very good game plays and on bad day they're tough teams to beat but try to be biased it's a different kettle of fish. we hope to gets leverkusen oil shock and that will hand the team to beat nick mckenzie kline from d.w. sports thanks so much. now researchers in london that shed light on who exactly the first people to inhabit modern britain where d.n.a. results have revealed they likely had dark skin and blue laws and may have looked a little something like this guy meat cheddar man
