i think you may need the word that she has to do so. she's. good. this is d. w. news coming to you live from berlin painful compromise leads to a coalition breakthrough germany's new government in the making has taken its first shaky steps deals sealed yet still subject to a membership but on the social democrats if they don't give the green light what's the alternative also coming up. north korea analysis that kim jong il and sister

will attend the winter olympics but u.s. vice president says the following relations between seoul and pyongyang are a distraction and promises tougher sanctions from. washington prevent another government shutdown that could come down to immigration policy and speak to a congressman who himself was once an undocumented migrant. well i'm terry martin and welcome to the show germany's two biggest political parties have finally agreed on a deal to form a coalition government they made the announcement in berlin after another grueling game of give and take more than four months after the country's elections but both chancellor going to buckle and her social democratic counterpart month in child say the agreement is the only way to guarantee german stability. after
8:02 am
a marathon thirty four hours of negotiations it was old strained smiles for the would be coalition partners with the working compromise achieved relief from the chancellor. it's been about so i am convinced that the coalition agreement we have worked on together can be just that the basis for a solid and stable government that's what our country needs and it's what the world is expecting from us off of our expectations were high especially among martin childes his social democrats the s.p.d. party base will have the last word over the next few weeks the party's four hundred fifty thousand members will decide whether the agreement will stand as the foundation for a new grand coalition schultz's message success. argus talks we had a big influence on this agreement and we're grateful to the conservatives for making compromises that would difficult for them bad achievable in the end. one
8:03 am
example in the kurdish an agreement fixed term employment will likely be the exception to the rule in the future repeated contract extensions a thing of the past another key demand from the s.p.d. made less headway little progress on a major overhaul of the german health care system. the conservatives knew they needed to compromise in order to secure a coalition deal even the leader of the cd years but very insistent party the c.s.u. had nothing but praise for the s.p.d. and the agreement. beast anyone who reads these one hundred seventy seven pages and i hope they will be widely read will see what we are proposing is good for our country for all. and that's also what the s.p.d.
8:04 am
is proclaiming the social democrats are getting two of the most important ministries finance and foreign affairs martin schulze wants to become foreign minister he's handing over the leadership of the s.p.d. to andrea analysis after another tense day in berlin the next decisive phase is now beginning the s.p.d. membership will begin voting in a few days the results should be known on march the fourth only then will it be clear whether there really will be a new grand coalition. then well let's get some reaction now to this coalition agreement on top political correspondents with us here in the studio so after four months four months after that last election for to have lots of must be said germany finally has a blueprint for a new government if the s.p.d. rank and file approve it are we hearing a collective sigh of relief once there is a sense of relief obviously that this period of uncertainty this period of setbacks
8:05 am
in the last full months is that there is a prospect of actually a stable government taking a in germany within the next few weeks in the foreseeable future but frankly if you look at the newspapers today i wrote a few here obviously all germans have as a photo of us today if you look at the paper skepticism is really the mood that is most car characteristic here this is a bit sidetone this is the largest populist popular daily in germany its headline ses amount hands the government to its social democrats on updates in other words as implicit a strong criticism of macro having made too many concessions on the other hand even into the international press is making headlines because the financial times headline is very neutral macko finally of a comes the stalemate of the last four months that is seen as a positive sign so yes in germany there is relief and certainly in europe as well now one would expect people there to be mixed reactions about this i mean many
8:06 am
people tend to see politics as a zero sum game of winners and losers but in general germany will be getting a stable government absolutely that will be stability and has been chance for for more than ten years is going to have another full term in office so there is a sense of continuity they also in the sense that this is the same grand coalition that has been rooting germany for the last four years but obviously it's not in fact exactly the same situation there is a change in generations. in politicians that's going to happen. will have her last term of office i think that certain she's even indicated that she'll probably bow out before the end of the term it's very possible yes and there have been indications that she's looking for a successor so there will be a change in that sense the social democrats especially also talking about renewal of the party and their party leader and show its will get the foreign ministry as a kind of. farewell gift he's also going to step down pretty soon as the review say
8:07 am
that he will so there will be changes major changes in the next few years in germany ok some changes some stability but mixed feelings in general about the coalition deal we asked people on the streets of ball on the western german city bomb what they thought about it. and i knew after only reaching this agreement by the skin of their teeth i don't it's a really good thing for the whole country is that this is a lot and most politicians were probably just thinking of themselves and not the citizens and he. thought of the new elections because of the f.d.a. maybe they would get more seats and that wouldn't be good. i think it's a good idea coalition is a really good idea because we all want peace and there's so much confusion in the world already so if they can work together for the better to better germany that's good. i think it's a good thing that they've agreed because in the meantime it's become so bad that no politician or person has the in durance to keep going now and they all worked hard
8:08 am
and i think it's a solution for everyone when he. says and it got us ninety one i'm against a grand coalition so i don't care what they have agreed on i will definitely vote against it i am a member of the s.p.d. . you know i would have been in favor of a new elections but only at the beginning not now. that's why i'm glad that an agreement has been reached but in my opinion it has always headed towards a no win situation probably any solution would have been considered a sellout. a no win situation well there is an agreement at least and there's a lot of people are talking about who won who lost who got the better deal in this what's your impression did the social democrats end up coming out of this doing better than many expected yes i think you have to say that the pressure from the session across was massive obviously also because there is still this vote coming
8:09 am
up of the rank and file of especially democrats who have to approve this deal that gave them real bargaining power gave them a lot of bargaining power and they really did use that bargaining is a feeling that the on soto's that i'm going to machall made huge concessions including for instance the finance ministry which is going to the social democrats so there's a feeling not marco did a lot gave a lot in order to ensure her last term as part of chancellor was she was in a really tough position having tried to form a coalition with a couple of other parties and that fell apart so she didn't really have too many too many options left now the social democrats still have to vote on this deal that we're talking about giving them bargaining power going into these negotiations is it a foregone conclusion that the social democrat rank and file will approve this agreement it's not a foregone conclusion the social democrats have been very very reticent about entering this coalition there's a strong feeling within the party that grand coalitions have weakened the party
8:10 am
that the party has lost its profile has lost its way in fact by cooperating full so many years with i'm going to knock on the conservatives so especially the youth wing on the months of social democrats is campaigning all in this votes that the rank and file is going to be participating in for a rejection of this coalition but i think my feeling is in the end everyone will feel new elections fresh elections are even the worst option for the social democrats and stability in germany is a value that is to be supported so my feeling is in the end the rank and file in the social democrats would approve of this deal quick question when will germany have a functioning government government again quick onset sometime in mid march from our political desk thank you so much. so you look now at some of the other stories making headlines around the world today aftershocks rattling taiwan as emergency workers search for survivors tuesday's strong earthquake nine people are now confirmed dead from the quake while dozens are still missing

policy on wednesday house minority leader nancy pelosi delivered a record breaking eight hour speech the democratic lawmaker was opposing an agreement that does not protect the so-called dreamers young immigrants brought to the united states illegally as children some democrats insist their party must reject any spending plan that doesn't address immigration our washington correspondent carolina chinmoy went to capitol hill to find out if a shutdown is likely she asked the man who in two thousand and sixteen became the first formally undocumented immigrant to be elected to the u.s. congress. we are in the house of representatives with congressman ariana's thank you so much for this interview so much well said it seems to be pretty close with the about avoiding the issue of immigration what do you think of that well i think is a missed opportunity i think that definitely as we proceed to perhaps addressed military defense spending and even domestic spending and other relevant issues like
8:14 am
community based health centers how cooling dreamers when eighty percent of the nation feels that they should stay in our nation that they should continue continue to contribute so i think it's really a missed opportunity that main up will present itself in the near future why is immigration linked to the whole debate about about the government shutdown about the budget in this country the white house has in some way shape or form connected the dreamer's to the budget shutdown which was unfair because they were now really part or no where they responsible for the budget shutdown and now they continue to maybe score cheap political points by connecting them to these continuing resolutions and saying that they will not agree to a continuing resolution if the dreamers are resolutions above and it is there a part of compromise well you know i think the dream act should be taken up
8:15 am
separately i big i agree with vice president biden who said yesterday that the dream act is such an important issue that it should not be remiss you not be held hostage at the expense or the exchange of another issue that we should resolve the matter independently and it's all merit do you think we're going to see a shutdown this week no i don't think there's going to be a government shutdown i think there's going to be some level of agreement in the next couple of days i will keep the government running i would hope to see the dream act address in this political season and mr speaker i thank you so much for this interview with the towers thank you for this opportunity. now as it always carolina chin lawyer there in washington you're watching news still to come we check out wednesday's german cup action last year's finalists frankfurt's took on mines and the home side were handed some gift wrapped scoring chances.
8:16 am
they were turning to our top story the coalition agreement for hopefully a new government here in germany it has big implications of course for the business world as well has more. grand coalition meant to be a few short weeks away it's out with a very familiar face the old finance minister both got shot here right behind me he is revered at home and he loves to preach all stereotypes to the south and this and they didn't like really like that one bit but the bitter medicine is now taking effect greece is back on international markets these days shortly has already moved on to his new job as president of the stock and the next german finest it could well be this man shots he's a social democrat centrist views and a pro business approach of business leaders will struggle to convince souls to adopt new call for tax cuts modeled on those passed in the u.s. which have triggered the flood of investment that the last corporate tax overall in germany was a decade ago business lobbying groups have set that nothing much is going to change
8:17 am
under another grand coalition unions though up to mystic. jim an industry had pinned high hopes on the coalition pact and they've been largely disappointed. from the standpoint of german industry we can't be happy with this it's much more about redistribution than about creating the conditions for more prosperity. the industry representatives complain that there's no clear commitment in the coalition deal to invest in commercial research and development and well the parties have agreed to guarantee fast broadband network throughout the country but twenty twenty five businesses are saying that's not soon enough unions meanwhile have a more positive take on the agreement. then. if the coalition agreement succeeds in improving millions of people's lives. whether
8:18 am
it's a nursing education or pensions it's a very positive signal of change in our society from a positive. it will be some time before it's clear whether the coalition agreement can keep the german economy on track. so what can the business community here in germany expect from the new government which is effectively effectively the old government that. he's with the german industry and commerce thank you very much for joining us this morning if i look at your organization's statement from last night right here it's only very mild criticism criticism overall you seem to be very happy with the coalition agreement are you. well let's say the coalition contract is a little bit contradicting in itself we have a good economic situation we have all chances to start from a very very good point in the future which will be shaped but on the other hand
8:19 am
well we don't see so much clear interest of the government to shape and therefore the economy takes cards. is ation is a main topic of the contract but stays awake so it's a question what do you make out of it. you mentioned tax cuts companies always think they're paying too much taxes they always ask for lower taxes the german economy is doing quite well right now do we really need tax cuts for companies. well the german budget is also doing very well and they are so close us on every level of the government and of course it's a question who invests in the future of the country who has the guts to take chances opportunities and risk and of course it's important that the government invest but ninety percent of all investments are done by the private sector and if you don't give any incentives while competitors like the united states france or even china are reducing taxes then the question is how much are you really willing
8:20 am
to invest in the future and target is the starting point next year or the year after for the german economy on the worldwide market so of course taxes are important for the competition and companies want to invest want to create jobs in germany we're in a very good situation but this is completely lacking in the in the new deal that let's get let's get down to the point what kind of tax cuts would you like to see in that business taxes that's also income tax do you have concrete figures that you would suggest. first of all let's say depreciation for example for new products that's something which the u.s. government implemented quite drastically we live in an age of digital ization products losing their value over the really quickly if you invest then it would be great to have a. scheme which reflects on the market development in germany income tax is
8:21 am
also very important for the companies two thirds of the companies are based on this on this tax so of course they're also in reduction would be suitable and corporate taxes are very complicated rates are high but it's more about the question how can we stimulate investment than just reducing the rates. from the german industry and commerce thank you very much for joining us this morning. now off the successful launch of space x.'s falcon heavy rocket into space on tuesday the image of a red tesla roadster floating in orbit said to become an unforgettable part of iran must suture legacy but down here on earth revenues anything boss taking off it posted its worst ever quarterly loss of six hundred fifty seven million dollars amid warnings of increased spending in nishikant company is yet to see real revenue from its mass market model three after production delays have hampered delivery
