remaining tight lipped about this latest attack even as parliamentarians demand answers. and joining me to discuss this issue is dog vexes a member of parliament for germany's opposition left body and with me in the studio is a modern shows of the expert for cyber security at the german think tank s w t o l welcome to both of you let me start with you muchas the how do you explain the fact that one of germany's best protected networks has been hacked while protecting government network is really hard to do especially if you're. operating against a really skillful and resourceful actor that has time as a very patient looking for weaknesses and you have to consider that these government networks are used by thousands of people on a daily basis opening e-mail attachments and doing their business and therefore it's really easy to penetrate an e-mail and get into the system ok let me turn to you know it's believed that the russian hacking group a p t twenty eight wasn't always known as fancy becky i doubt this attack is any confirmation as yet of this

. no we do not have a confirmation for that we don't know exactly what that actually was this group it's very likely but we also do not know whether it really is a russian group it's very very difficult to prove where hacker attacks come from and it's actually very easy to hide the origins now. the authorities knew that some kind of cyber. safety had been breached back in december it says but the government did not make it public earlier why well that's a very interesting questions and we as members of parliaments are more than disappointed because. we do know know that since december the attack has been known within the authorities and no member of parliament has been informed and this is clearly a scandal we have to have you know formed immediately about such an attack and i'm

also very shocked but for over a year as the suspect now this attack has been going on without anybody in the authorities noticing it. much is telling to you because that is a difficult to find a read this attack is come from who was responsible the speculation is it is the twenty eight group do you share her assessment yeah i would be really careful with pointing fingers right now because we haven't seen any concrete evidence that it is indeed the same active group it is possible that these are the same actors but we don't know for sure whether they will blame for actually the early attack which took place of the german bundestag bottom and back in two thousand and fifteen but it's right a base doesn't necessarily imply any connection of course it's likely but we don't know yet and i would be really careful pointing fingers right now so why is it so difficult to establish where this attack has come from because it's easy to miss manipulate digital traces of the malware that is used contains language samples

from different countries that could be forged you could forge timestamps in the malware so it's rather easy for a skilled actor at least to forge the traces and we've seen this all over the place false flag operations you know an actor operating under the guise of someone else so it's identity it's very likely it happens all the time and briefly how was this attack different from the one in two thousand and fifteen in technical terms we don't know yet we have to see it's probably is similar in the entry and intrusion of actor that the spear phishing e-mail was used but we don't yet know how do you i mean what do you say is it's very difficult to protect any kind of network from these kind of attacks what do you think the government should be doing to protect its internet security. one start would be to actually concentrate all these being scarse resources on actual defense right now we invest a lot of money and also personal resources into developing an attack capacity the

intelligence services actually a buy and seek security loopholes and software to use them not to close them and keeping those security holes open makes our entire infrastructure actually rolled why it makes it attackable for third parties so it will be the first step to do that but we also need more buy chips for defense we need more buy chips for a reason software for updated software we very often find public services and public authorities outdated software packages these very often contain a lot of security back doors and this is the danger we also have not enough competence amongst. civil agents who work on those authorities basics like how safe are your passwords and how do you behave and you'll find u.s.b.
