then hackers infiltrate some of germany's most sensitive computer networks the government could firms reports of a cyber attack on computers in the defense and foreign ministers that it's unclear what data has been stolen and german media say a russian backed group a p t twenty eight is to blame meanwhile in russia. president putin lays out his vision for the country promising to hard to keep elements that play with an impressive array of invincible nuclear weapons. and the beast from the east savages europe a siberian cold slums or plunges the continent into a deep freeze bringing snow transport chaos and some of the lowest temperatures for years.
5:01 pm
i'm frugal welcome to the program both origins in germany because of infiltrated sensitive government networks believed to be in the defense and foreign ministries we had reports say the attack has been going on for more than a year and today a parliamentary committee said it might still be going on security agencies are said to have detected the breach in december and allowed it to continue in a controlled manner while they monitor this group with links to the russian government is thought to be responsible the interior ministry has given very few details so far just a brief statement sources say russian hackers have been trying to attack the government they planted spying software that could have tapped sensitive data the hackers apparent targets where the foreign and defense ministry as they searched for information about russia and ukraine. lawmakers are now asking why they heard nothing in their intelligence briefings even though the agencies apparently knew
5:02 pm
about the breach about government to have said nothing possibly for months which is what we have to clarify it's completely unacceptable we're waiting intelligence on the reason something i cannot make sense of this is a clear violation of the law that says or gets to her first night we see germany is clearly not well prepared for cyber attacks it can't be interpreted in any other way as russian hackers appear to be going and i have the foreign and defense ministries for tardiness ministerial i don't always get. cyber attacks against german authorities are nothing new insiders say the government server is attacked more than a thousand times a day the government already sounded warnings about russian hacking last year. we have noticed that time and again german parties german politicians and individuals have been subject to cyber attacks by the hacking group a p t twenty
5:03 pm
eight or other collectives that we would associate with russian service providers. i would like to take the opportunity to again make unmistakably clear that germany does not tolerate spying activities or intelligence operations of any kind by any country. that came after a twenty fifteen cyber attack against the german parliament a hack allegedly controlled from moscow it said this new breach could have been even more sophisticated and dangerous as workers but this is a real threat a virtual war is taking place against germany possibly with the help of russian intelligence services we now need clarity. but for now you the government is remaining tight lipped about this latest attack even as parliamentarians demand answers. a secret get some answers from isabel skinner she's a researcher with the digital society institute bourbons that european school of management and technology a focus of industrial cyber security welcome to d w how worried should we
5:04 pm
be about an attack like this how worried should germany be so what we know right now is that the security government that what was hacked. will be and we know that the information that could be accessed via this network is not that critical so it's not highly classified information said this stage. it might not be a very serious attack but we don't have enough information to know more about this and we also don't know how much information with xcel trade it so how would you describe the german government states of cyber security readiness. so i think that a lot more it is to be done here i mean we've seen for example that this attack was discovered only from what we know in the media ten to twelve months into the attack so the attackers had a lot of time to be in the network and this is also why it's unprecedented and in
5:05 pm
that sense it's a very serious attack right because it seems that the detection wasn't fast enough and that then when they actually just covered the attack they could isolate the attackers and observe them but only after a year or so hackers can do a lot of stuff in this time those the job would go would have the skills and the stuff to keep up with to cope with this sort of attack i think the german government has a lot of. good skills but not enough you know so in terms of they have a few very good specialists but certainly not enough and we see that more than fifty thousand jobs that we need in the administration for i.t. security do you know remain. yeah like that i mean no more or less that's. the amount of people we would need probably. oh i see
5:06 pm
a shortfall the shortfall there of the tall good. i can say that for sure right now i don't i don't know the exact numbers but for sure for example we have a hacking agency to this center agency that is supposed to collect hacking tools they need around four hundred employees until two thousand and twenty two. they only have i don't know of maybe twenty or something like that according to media reports then the b.s.i. the federal office for information security has already apply and employed a couple of hundred specialists but they need many more you know to to really prop up their defense and then we have the military which will in the future really need hundreds of people so this is a we really have a gap here. china well yes i've got i see i'm a lot more scared now the when we started this interview china russia often blamed
5:07 pm
for the sorts of attacks is germany likely to be doing the same thing out there. that well we don't know about this because we haven't heard in the media about any german a.p.t group yet but we know that the german government is definitely propping up its offensive capabilities and for example the coalition treaty or the draft coalition treaty between the next government probably. is putting a lot of emphasis on the well right that we need better offends the military the bundestag has just adopted a major reform to prop up with offensive criticisms or even if it's not doing it now it will be in the future it will skew thank you so thank you for your well thought of me opposing has used this i mean will state of the nation address to warn global powers that they must now reckon with russia's military might as well as boasting of its country's new generation invincible nuclear weapons mr putin
5:08 pm
pledge to halt poverty in six years and improve the environment he's seeking an unprecedented fourth presidential term elections due in seventeen days. the russian politics look to change in twenty eighteen for years president vladimir putin has relied on an aggressive foreign policy to stoke his popularity but his speech presented a new emphasis on domestic issues opinion polls say russians biggest concern is the spiking poverty rate workers earnings are falling in the economy is growing too slowly. moves make a move because it was. we need our economy to grow faster than the world economy. i know it's not an easy task but we need that to happen in order to solve our social military and infrastructure challenges. the speech also dealt with russia's new nuclear arsenal specifically
5:09 pm
a new missile that putin claims can penetrate u.s. defenses. that russia was and continues to be the greatest nuclear power. but nobody wanted to talk with us nobody wanted to listen well listen now. the demonstration of strength and power that clearly went over well with the audience aimed at mobilizing his supporters for the election just over two weeks away. let's get more from d.w. correspondent who joins us from moscow welcome to tell us more about these supposedly invincible nuclear weapons. well as we heard there russian president vladimir putin today announced a bevy of new missile systems and weapons systems to kind of revamp his military
5:10 pm
and i've brought in some notes here because it was actually a whole series of them he announced a new intercontinental ballistic missile system which he claimed could strike any target on the planet he also announce the development of a hypersonic cruise missile system which could supposedly penetrate any missile defense system in the world and hit targets at a speed of almost up to mach twenty he also announced that the russian military had developed high speed underwater drones and nuclear powered cruise missiles all of these systems can supposedly be fitted with nuclear weaponry and he also said that all of these systems are capable of avoiding western counter michel's measures and specifically the american anti-missile anti-missile shield now one thing that i would like to stress however is that these systems aren't necessarily new these are things that have been known about in military circles for years now but it was unusual that lattimer putin actually took to a stage and announced all of them at one time so as well as the nuclear stuff there was
5:11 pm
a lot of domestic issues in that as well this whole speech on the look of an election campaign speech but they seem to be targeting an international audience as well as looking domestically. well actually i would disagree through slightly there this was very much flooding reputing playing to his hometown crowd you have to realize this took place at his annual state of the union address and typically that address takes place in december of the year of the close of the closing year and actually kind of looks forward to what people can expect of him in the future however he took an unusual step he moved it from december of last year to just two weeks in front of the or before the election and it seems very much as if he is attempting to use his state of the union address to draw up support for his campaign right before the elections so is that speech that likely to prompt a new nuclear arms race. well i wouldn't say the speech is the thing that's going to do it but it does seem like we are in the early days of new
5:12 pm
tensions military tensions between the u.s. and russia i'm not sure if we want to call it an arms race but we certainly are seeing some reciprocal actions on both sides that indicate that both militaries want to ramp up i mean for years the we've known that russia is developing these type of weapon systems and that's caused the u.s. to readdress its nuclear proposals basically we saw a white paper a couple months ago come out of the the pentagon saying that the u.s. should lower the threshold it has for using nuclear weapons in a potential war with major superpowers we also saw the american government saying that it wants introduce new tactical nuclear warheads which are much smaller which some experts say would not necessarily provoke a massive retaliation from another nuclear power now that in turn has caused the russia to double down on developing its new nuclear capable weapons systems so while it does have the feeling of a new arms race it really does remain to be seen which country will take the next

attack in germany but could it have been prevented a committee of inquiry is set to investigate this question in retrospect it is clear that security author already knew a great deal about an ace amery they had already identified him as a threat one year before the attack they were aware of his drug trafficking his phones were intercepted and his internet connections were being monitored. in the state of north rhine-westphalia several officers were on his case am race asylum application was rejected although he should have left germany he remained when he was once briefly detained he could have been deported instead he was released and he changed his identity multiple times at the start of twenty sixteen the state criminal police office in berlin was informed that emery was on his way to the capital security officials knew that he was in contact with a terrorist cell of

a radical islamist. they also knew that he sympathized with the islamic state and wanted to get a kalashnikov am i often visited the foo select mosque a meeting place for violence oriented salafist it was being observed but only from monday to friday despite the fact that amery counted as a leading potential threat he was only placed under surveillance by the state police in the summer with bloody consequences how did security officials lose sight of a terrorist an answer to this question is not only important for germany but especially for the victims' loved ones. you're watching the d.w. news live from berlin still to come they're calling it the beast from the east bay siberian cold front that is more to cold weather chaos to europe will bring you the thrills and the spills from a day in the deep freeze. first monica is here with some surprise the mood in the car industry and a roller nick because it's so cold and the surprise move i'm telling you now feel
5:19 pm
the world's biggest component supplier for the car industry namely bosch is stopping plans to produce its own battery sales it's dismissed the idea as expensive and risky bush said it is not a viable investment for them and hansing battery efficiency and thereby extending the range of electric cars has been a key challenge to the automotive sector by twenty twenty five the battery market should be worth two hundred fifty billion euros. that's quite a substantial amount of money let's talk with our money man daniel cool at the from food stock exchange daniel why would poor should drop its research given especially this week's cool drooling on a possible diesel ban so the future clearly lies with electric ability yet seems that financial speak in the production research in the battery market for them that's what they're saying is too risky their c.e.o.
5:20 pm
all say they are there for them it's important to understand how the batteries work but that there is no need actually to produce them the industry has tried for many years already to produce batteries that would allow the cars to drive similar distances like a diesel or petrol car but still very success were a little success this has been really criticized today also german economy mr burkett of super said that this is really a throwback for the german industry talking of throwback this wasn't a particularly good day for the trading floor was it the dax is down some two percent what's what's going on. yeah not a really successful trading day here at all there are a couple of factors that have been making shares dropping the fear of higher interest rate is still there but also some uncertainty about the election and it will lead to anti european parties are leading in the polls and it seems that forming a new government in italy might be taking very long maybe even longer than here in germany and that's the other reason investors are really waiting for the results of

empty the whole time. passengers in the back seats can use a display to do things like sound the horn or even stop the car off diesel like the german alternate who wants his first driverless model on the road by twenty twenty one. but almost entirely autonomous vehicle. and is an emotional kinda demo showcase which we've put on at the mobile world congress to see also navigate using a digital map we've made of the exhibition ground. in practice it takes the latest five g. mobile technology to enable autonomous driving at the recent south korea winter olympics korea telecom set up the world's first public five g. network in barcelona it's launched a five g. virtual reality game. the technology transfers gigantic data volumes from the players vests with the response time of only ten milliseconds. the five g.
5:23 pm
is more much faster than four g. twenty times twenty times and more we can reduce that lets you see on a result case you said ok to step on that as you called the vietnam war you don't have to way or go heavy equipment and i say it's a totally why less mobile data networks are the hot topic in barcelona this year the number of networked gadgets is expected to grow rapidly from twenty twenty on along with the attendant risks i think five k. represents an opportunity it's going to signal the entrance of multiple devices that are literally going to revolutionize the way that we leave the. that we have every component of our lives is going to be impacted but i think what that also represents is potential risk as well because you know things like driverless cars i mean everybody's health care and so forth security and privacy is going to be literally being number one question that we'll be it's more than just a game it's

a serious matter of evaluating and minimizing the potentially disastrous risks of a new technology that would be rolled out within the next two years. i wonder if they can also revolutionize the weather i mean it's really cold outside sales really cold so you mind you go right now they're calling it the base from the east it's a siberian weather system that's brought snow strong winds down the coldest temperatures for years across europe it's expected to continue. the wintery weather system has caused widespread disruption to public services and major travel delays like here at geneva airport the busy hub was forced to suspend all flights for several hours after snowfall blanketed the swiss city overnight. heavy blizzards and biting temperatures are continuing to last year up from the far north to the mediterranean south a red alert has been extended as parts of britain face severe weather conditions.
