a promise to u.s. steel workers by announcing punitive tariffs on foreign imports of protectionist measures have sent the stock market plummeting. also coming up the beast from the east savages europe a siberian cold front plunges the continent into a deep freeze bringing snow transport chaos and some of the lowest it's temperatures in your. time brink off it's good to have you with us we are learning more tonight about a cyber attack on german government computers law makers confirming that the attack is not over ongoing and believed to be in the defense and foreign ministries security agencies reportedly detected the breach last december and allowed it to

continue in a controlled manner while they monitored it spent lawmakers were not informed until this week about that fact a group with links to the russian government is suspected of carrying out the cyber attack. the german government's communication network has been breached by hackers the parliament secret supervisory body has been informed by the chancellor and security services and they say it's not over this is this is there was actual cyber attack on the government's information network and it's ongoing the government has known about this since december it spent weeks observing the cyber attack to learn more about the hackers activities not even the agency responsible for intelligence services was informed delegates are angry about being left out of the loop. but we would all understand if the chancellor's office said it needs to observe a critical issue a little longer. but the fact that no one said anything at all on the contrary

means we are once again in a position to learn about such incidents from the media which i think is absurd. parliamentarians agree the situation is dire. that is not true. this is a large of course although cyber attacks have been around for a long time the government and i t. security in this country aren't geared up toward them off the federal government must act on this now because it's a serious threat. the extent of the hackers infiltration of the german data network is still under investigation classified information does not appear to have been stolen. it's clear what we need to clarify now is whether documents were stolen i did not assume that sensitive documents have really been leaked because it concerns the federal information network it's all about communication there's no sensitive data on any server it's not that simple. there's still speculation about the origin

of the attack and how it was carried out some analysts point to indications of russian activity while others warn against premature accusations. of just one attack on germany's integrity is one too many and i don't care where it comes from if it's from russia there's as much to criticize as if it had originated from the national security agency lawmakers now want to discuss the details in a meeting of the parliament supervisory body on intelligence and joining me here at the big table now is zimmerman he's a member of the s.p.d. the social democrats and he's also spokesman for the committee on the digital agenda of the german parliament the bundestag mr zimmerman it's good to have you on this show we understand this cyber attack is still ongoing it's happening right now should people be worried. i don't think so after what i've heard today the government has less everything on the control and it

seems that the scale of the attack is not it's not on the broad broad scale but we i mean you know sometimes it's not the quantity of information that's stolen sometimes it's only the quality you know i mean you say you know today as of today you know this and this and this about it a lot of members of the committee the oversight committee they were outraged that they have been left out of the loop when it comes to this attack. are you angry i'm angry and i'm worried because i mean we have that special oversight committee which has its meetings in the bunker in the stock and has meetings in secrecy and if they are not informed that's really a problem between the palm and and the government and over the last three years i was in the n.s.a. inquiry committee and we learned a lot about the problems of the german security services and the intelligence

community and what the government is telling the polman and we've seen that there might be another country behind that attack and this is definitely something we need to know as members of our you convince that it is russia that is behind this cyber attack no i'm not convinced because i don't i want to see facts and i've talked to to many security experts and we know it's quiet delegates to to locate the origin of an attack and to really understand who is behind it because we know that intelligence services are very good in faking some of the. tracks yeah. that's the case and that means you have to be just as good if not better when it comes to finding out who launched it and how to defend your. so there's been a lot of criticism that german the german government is not up to snuff when it

comes to defending itself against cyber attackers is that the case had been sleeping at the wheel no i don't think so i mean we learned over the last years the areas where we need to improve and if we have a new government over the weekend i know that we have. many areas where we want to invest in the future to improve the security but at the end of the day it's very difficult in germany our federal structure we have many services who have cyber security on their agenda but it's really one of the top priorities for the for the upcoming governments to focus all that efforts there is a new government right now and it's been that way for about five months there's that mean germany is vulnerable to cyber attacks no i mean it's not the government who is sitting at the computers and defending our net so that that is

completely functional but i mean we're talking about trust between the government and the palm and then and this is a very in important aspect is that trust tonight it's damaged and i'm looking for votes to a new minister for the in team you know and we will have also a reshuffle in the chancellor because what we know obviously this one is about mr zimmerman i mean do you think it's just party politics here i mean do you think if you had a social democrat interior minister you know the information would have been shared that's speculation i know what the last minister of the interior and his key key stuff members think it over the last four years and that was not i was not convinced about. what he did specially during the snowden revelations stuff like that so i think it's good that we will see new. faces in

that area and that's a fresh start and it's not about party politics ok ok we'll take you at your word on that let's talk a bit what german intelligence is doing it can do particularly with the with the we know that there is a lot of working together are you more confident today than say two years ago that this working together with the americans makes dermody safer in cyberspace yes it makes germany safer because besides what we've learned after snowden what the n.s.a. is doing it is the most capable intelligence service in the world and i'm completely confident that we were able to defend our country better with the help of a lot of money but we also know is there needs to be

a three hundred sixty degree view so they are in the intelligence community and no friends and if you've discovered if it's confirmed that russia is behind this attack what will the german government's response be that's a good question i mean we need to understand the scale of the attack but. we think that we need to come to. a new normal with russia but attacks like that makes it will make it very difficult to come back to to a normal with russia is indeed the case with the german parliament going to start this image thank you very much we appreciate your insights thank you. russian president vladimir putin has used his annual state of the nation address to warn global powers that they must now reckon with russia's military might as well as boasting of his country's new generation of invincible nuclear weapons mr putin has

that's good but there is some cold at least cold feelings in the united states right now because donald trump has announced new tariffs against steel and aluminum imports which he says will be made official next week or a controversial once the plan is to levy a twenty five percent charge in steel and ten percent on aluminum for weeks internal wrangling within the white house delay this decision. steel made in china. a thorn in donald trump's side for months he's threatened to increase tariffs against chinese imports against european ones too but now the time for talk is over at the end of a meeting with steel and aluminum producers he announced the planned levies. we have with us the biggest steel companies in the united states they used to go out bigger. but they got to be a lot bigger again. we have the big companies in the united states and they've been

very unfairly treated by bad policy by bad trade deals by other countries they've been horribly treated by other countries trumps primary target is china due to its massive overproduction of steel and aluminum which drives down global prices flooding markets with cheap products this would affect german metals exporters their industry association calling for the e.u. to strike back with counter measures. all right it's a controversial topic that will of course have lots of implications to help us analyze them i'm joined here in the studio by daniel winter editor from the digital business department and in washington i'm now joined by correspondent alexander phenomena it's good to have you with us to help us analyze these very controversial tariffs that have just been imposed that will be imposed next week now xander would like to start with you we saw some sharp losses on wall street after this decision

was made public so clearly the markets are not taking it very well what we actually are you seeing where you are. well when we talk about the representatives of the steel and aluminum industries that were invited today to the white house so of course we have to say that they seem to be very happy and hoping that this decision is going to be to an increase in domestic production and to more jobs but the president is also facing a lot of criticism here in the united states from lawmakers even in his own party from experts and also from businesses who are using steel intensively from car makers to beverage for they fear that the measures can raise prices in their industries and cost jobs now alexander that's one of the fears the other fear is that this could lead to

a trade war it's one of the most common fears on the terrace what reactions are you hearing to that is there fear that this could lead to a new trade war. yes of course and president trump is clearly showing that he is determined to follow through with his campaign promises even if these measures can be to a trade war and we know from the past that countries affected by the tariffs fight back as china for example has threatened to retaliate and but the question is and we don't know yet whether there are going to be exemptions from these terrorists for canada for example we don't know what's going to be in the case of the european union and we are hearing that brazil and mexico are actively trying right now to be granted these exceptions it's definitely an early stage and therefore difficult to know how it's going to play out now daniel turning to europe now we know that steel is a key industry here as well what reactions have we seen here the old continent while

john paul juncker who is the president of the european commission he says that it's a blatant intervention to protect us domestic industry with no national security justification now as for companies inside of europe it really depends on their exposure to the u.s. market and what kind of industry there are and so we take folks logging for example which of course uses a lot of steel to produce its cars in its european production we're going to see more of that cheap steel from abroad entering europe because it can go into the u.s. and so their costs will come down their profit will go up but for folks logons operations in the u.s. it's going to become more expensive so it depends on their level of exposure but of course like i said with the steel companies which are based in europe which sell most of their products to europe and abroad they're going to see a big hit to their income and so they can be bracing themselves for that impact
