11:02 pm
a new government takes power this month. well she remains the chancellor but no one in germany really wanted it to be exactly this way tonight as europe's economic and political powerhouse prepares for the next four years the voters remain undecided is this a triumph or tragedy i bring from berlin and this is a sunday special edition of the day. comes in many months. that germany will have a stable government that. is upsetting the cops about tie up the social democratic party struggled with this decision we were very open we were very transparent and we debated at length the results of the coalition agreement is good shit i completely understand the skepticism there are good reasons for it but it's good that the s.p.d. has shown a cambridge democracy that sets us apart from other parties. i believe something in
11:03 pm
the well. in anchorage stability for europe as well as. we begin the day with one of those rare moments when politics and hollywood merge on stage in real time at nine o'clock this morning here in berlin much of the media from germany and europe had gathered here in berlin the headquarters of the social democrats now the anticipation in the room was palpable new government the fate of the chancellor the future of the european union so much was riding on a yes or no question that had been posed to all members of the social democrats here in germany and just as it will be at the oscars tonight so it was in berlin this morning a person appeared on stage opened the envelope and said and the winner is and the winner was another grand coalition. government sixty six percent of the s.p.d. members voted for a repeat of
11:04 pm
a coalition with the conservatives of anglo-american and that is when that hollywood feeling went hollow reporters party officials everyone stood silent and looked as if they were waiting for someone else to react but no one reacted a muted moment unlike anything that we've seen in politics before here what if anything should we hear in all the quiet while our coverage begins tonight in the moments before hollywood went hush. credits of journalists and much anticipation at the social democrats headquarters after speculation about a close result all eyes were on the s.p.d. as it revealed its decision one hundred sixty days after germany's election but the mood inside restrained after the result was announced meet yana heart and thirty nine thousand six hundred four s.p.d. members voted in favor one hundred twenty three thousand three hundred twenty nine
11:05 pm
s.p.d. members voted no this corresponds to an approval of sixty six point zero two percent of the votes cast on six and sixty. cents to up you gave in and stephen no applause no cheering and a cautious party leader who fought very hard for this yes it. is a seldom a cut social democratic party did not take this decision lightly in the past few weeks they discussed the results of the coalition agreement openly and transparently these were important and exciting debates in which many members of the s.p.d. actively participated. active tiley topic the result of the members vote is not exactly cause for showing off as p.t. leaders know that many in the party have struggled with this decision fearing that the s.p.d. will be completely sidelined in another grand coalition. as p.t. youth wing boss kevin hundred back in the spotlight he became the figurehead of the resist. since against a grand coalition and despite his disappointment is reconsider your tory decided to
11:06 pm
make it is the democratic vote and of course we except this result that we are not sore losers and we will try to make the best of it who can dispense to. andrea knowledge the s.p.d. is most powerful woman at the moment is pleased with the result but doesn't want to say who will get which ministries. but if you can when will you announce the s.p.d. personnel line up on monday week from monday or maybe earlier but soon. people where's my car. how do the germans feel many are just happy to see a government take shape. well we've been going through a period of standstill in business as well i think and i believe that now there is a security incident we can begin making progress if it's good for the s.p.d. in the long run i don't know but it's a long back and forth continue it's been months if they can push through everything they're planning ladley otherwise new elections what good would that do us now and i said no they have on its past now i know america is due to be sworn in again as
11:07 pm
chancellor within the month and scrutiny returns to a new edition of the grand coalition. but joining me now here in the studio are two very esteemed journalists my far right is the veteran political journalist verizon i think has reported on all german governments going back to almost a billy brought back in the one nine hundred seventy s. and to my immediate right is my colleague political correspondent peter craven a familiar face to our viewers here peter co-hosts the political talk show quadriga every week gentlemen welcome let me ask about what we saw this morning there are start with you me have you ever experienced anything like what we saw this morning at you know shortly after nine o'clock at the s.p.d. headquarters well of course the tension was high and devise a very attractive moment for the international media and they got what they wanted a big show and a good result for the democracy in germany they didn't you didn't get the applause
11:08 pm
they once did when this remarkable result came through it didn't happen everybody expected there to be sort of a very very positive reaction from this for many of the social democrats at least of you know that it did prompt me to wonder whether that actually was an old or it being issued not to wall oh when they divorce yeah. but why not. yeah but what are they going to run from and you know not to antagonize this is i don't see that the discontent within that because it because it's seemed why. there was there was almost indifference or or no happiness with the result that me i think that was the message that that was seeping out and people were trying to read the silence it wasn't a great moment for the party it was a it was a it was a way to move forward but it was a it was a huge compromise for the party what about the numbers we had sixty six percent of
11:09 pm
the social democrat members saying yes to another grand coalition yes i mean let's face it sixty six percent two thirds that's a big number much much bigger than expected and what we see tonight is the three players in the grand coalition have managed to bring their voters their members behind the new project. as he did in the sea as it will is so i do in the city or and know that the s. video it's clear all three parties do support the grand coalition it's amazing i mean you get whiplash if you try to follow politics here because during the campaign there was no repeat of the grand coalition and here we are doing exactly that strange isn't it and also i mean what venice piece of matter you've got the two the c.s.u. in the c.d.u. i'm going to medicals conservatives in the branch of conservatives on the one hand and on the other hand you've got the social democrats both parties loses in the recent elections and we've got
11:10 pm
a coalition now that is going to it's supposed to take us into the future that is made up of two parties who are both losers who are both reeling from defeats were reeling from historic defeats i mean there's a wounded or they're walking wounded parties aren't they. this specially the social democrats they are but still i mean two thirds of the membership they do support this new grand quote that was surprisingly conclusive because we did we just saw kevin kuhn it's the head of the young socialists who said all the focus in the last week or two has been on him and the campaign he's been leading very dynamic young twenty eight years old huge rhetorical skills and one won't have been led to believe that he was going to be very very persuasive and he didn't prove his persuasive his seat and he sounded today he was he was ready to work within the parameters now that are given well yes he has a lot to offer the party because he you know he's not just his motivational skills
11:11 pm
but also he knows how to tap into grass roots motivations grassroots strategies and they're going to be so important to the social democrats if they're going to if they're going to move forward positive we're going to talk a little bit later on in the about the party politics in the country but i want to broaden this out for our audience and i want to ask both of you what do you think is the main takeaway for the world from the announcement that came today. the german is going back to normal in a week from now i think that's the most important message you will see that very soon. and go americal has managed to bring her party behind her and the rest of the grand coalition also and very soon you will see ship of god to summit she will go to china she will go to wherever and you will see she will regain her leadership in europe and in many other countries and you could the first reaction was very clear came from paris and president mccall immediately said this is good news for europe
11:12 pm
and also you had other wars is from belgium and other countries and there's a big relieve throughout building tonight and throughout europe about this movement and that that's the men. and look at the teflon peter that we always a miracle has on her i mean it seemed like she'd lost that in the last six months two weeks ago anybody who looked very thirty wounded indeed she'd suffered a historic election defeats and after that election defeat she looked as though she looked clueless as she looked as though she did not know how to have some progress from that point on that was the first round of coalition to go she failed in november there was a second round of coalition to go she actions that were also complicated now we've reached a resolution it would seem but i'm going to medical looked troubled she looked to have capacities to mediate politics looked as though there was that was a problem that but that changed overnight changed overnight yeah and jim and you
11:13 pm
managed to pull this off almost overnight yeah that was the there were two moves that she made she brought in undergrad. and i. make a hit with the difficult lane usa we call or a k. she brought her into the house of bill in politics and that was viewed as a. incredibly canny move what a lot of people over thirty quickly and she also drew one of her major critics into the cabinet in the cabinet in the making and spawn a very fierce critic of angle ameritrade he's she's neutralized him effectively will potentially neutralize the by actually putting him within the cabinet rather than having him outside the cab you keep your friends close and your enemies closer if you will what is i'm going to hold what is she and this new government what do they have to do immediately in terms of relations with the rest of the world and obviously i'm thinking about donald trump and these tariffs and they talk of a trade war with the e.u. yeah well that is the most immediate challenge and she has to tackle that within
11:14 pm
the european union and the second big challenge is europe is the european project and then we have turkey and we have russia and then we have the friction within the european union. and we have brecht's that all these all these other elements that she has to take a ride away and she will know when then it's also about the european project we are talking about in essence not only but in essence is in manila microphones or say some revamps really to reinvigorate the european project will germany come on board with him and how far will they go in terms of political support but also to political support and financial support for that crusade which everybody views this as being almost a last gasp attempts to not save your butt to put your a back on track i mean we're going to pick up omicron two gentlemen stand by the losers as been welcome by germany's main european partner which is france french president michel mccraw and said it was good news for european was elected last year on and unapologetically
11:15 pm
pro platform but without a government in berlin he has been able to push through key reform at the e.u. level he released a short statement earlier today and said france and germany will work together in the coming weeks to develop new initiatives and to advance the european. jack all right let's take this story now to brussels and speak to our brussels bureau chief max often he's been on the story for us all day good evening to you max let's start with mr mccraw and what does this new government mean for the macro on merrick role next is the do well in terms of setting the course for the future of the e.u. . then and peter just mentioned that michael has big plans for the european union especially for the euro zone he wants to reform the euro zone he has talked about a budget a known budget for the eurozone he's talked about a european finance minister but he can talk all he wants as long as he doesn't have
11:16 pm
a partner in germany nothing of this will come into reality the german french engine is still the most powerful political engine in the european union so he was basically waiting to see if his old partner machall would could come back with this grand coalition this is the case and mecca is not necessarily in agreement with michael on all these things i just mentioned that as long as you have a functioning government they can at least try to forge a compromise and the good news for michael here is of course that's the s.p.c. the part. in this grand coalition is even more durable friendly than the cd you just have to remember who was part of the negotiations for this coalition that was martin short it's no longer there with the s.p.d. but he was there to ford's it's coalition treaty disagreement and of course prior to that he was the president of the european parliament so very much in favor of the european union so all of this is good news for michael no doubt about it you know once he was asked
11:17 pm
a couple of weeks ago is macro on the new america for the e.u. i mean what's the answer to that question tonight is what you know we've been talking here about whether or not she as a leader is weaker today than she was six months ago. i wouldn't write medical off although she's been hit and she lost some of the steam maybe she had in the past in europe because of you know just the time it took her to forge a new government and you could see that there was much resistance but like venice said earlier she's back and this might be forgotten very quickly because she is by far the most experienced leader in the european union she knows all the tricks the only other person within the institutions might be include younger who has that experience and can really you know deal with her if she really pulls all out all the stops but of course she used to be the queen of europe but this gap this time has has been has been a kingmaker for mike hall so it gave him the chance to rise up at her side and be
11:18 pm
the the new king of europe alongside the queen of europe yeah because we had almost six months with a government and debt that has diminished miracles somewhat in brussels hasn't it. a little bit but you know this could be forgotten very quickly because germany after all is still the most powerful economy in the european union without the germans you really can't get anything done and she is the chancellor of germany and that's the perception here also from abroad you know if you look at this especially for people who don't follow politics as closely as we do maybe look at this it's ok this is more of the same same same all right it took a little longer but the result is the same still is the chancellor of germany still very powerful nation so all of this squabbling that we've been following day by day hasn't been remarked that in a way that it is within germany and it will be soon forgotten i'm pretty sure about that and would you say max that the because of what we've seen in the last six
11:19 pm
months the the future of the e.u. is it going to be a more of a french european union then it would have been had there been no political limbo here i mean everyone has been saying for a very long time that that the e.u. has the german signature all over it but can we still say that. so you could tell during this period of the negotiations not so much that the french have become more powerful although they have with my call because he has very clear goals and he's very determined to find solutions to get to those goals but that was also already the case before we had the elections in germany what you could tell though is that without the germans being in place not call can't get anything done so it is more a testimonial of the power of this german french engine and that you need functioning governments in the big countries and i would say the biggest worry at the moment right as we speak after having resolve this well not even crisis but
11:20 pm
this situation in germany is the situation in italy where you had elections also on sunday and you might come from one if you call it a crisis you do the next crisis so one big country not having a government is the next the country in the european union not having a government at this very true brussels bureau chief makes off and on the story for us tonight in brussels max as always thank you very much. for your germany's new grand coalition will govern in a very different political environment to the last one september's election so a fracturing of germany's political landscape but the s.p.d. and the conservatives losing votes in smaller parties are gaining ground for the first time in over half a century six parties represented in the parliament the bundestag and they all have very different views on what the grand coalition means for germany. this is. the result is a good basis in addition ninety seven percent support from the c.d.u. similar support from the c.s.u. a good coalition agreement and
11:21 pm
a good team and that's good governance let's more not to harm the last few months have shown that this is more of a bump between the c.d.u. c.s.u. in the s.p.d. than a harmonious coexistence the most important thing for us the green party is that we demand answers from the government to the major questions of our country's future and we as an opposition party will ensure that the right questions are raised with regard to social inequality and ecological challenges we hadn't talked used the fact is that now the losers find themselves together the statement is clearly carry on as usual. i find it a great mystery how the social democrats want to succeed in standing up for this coalition agreement on the one hand and achieving renewal on the other i neuer two of i can fund these we cannot expect anything new from this grand coalition.
11:22 pm
nothing will change in europe policy refugee policy energy policy or tax policy i. will close meeting and as far as the social democrats are concerned it's quite clear that the s.p.d. has become the new chancellor's association fine. for its again there has been no reduction in iraq receiving tax relief for citizens and businesses and we are on the verge of digitalisation and the lines manifested in the education system and immigration policy are being managed instead of taken care of you've provided all of. our back here at the big table now with winners on it and peter craven ok moving forward in parliament now the main opposition group is going to be the a if to me which is a far right party response populist party how does that affect politics and getting things done. very important question i mean what we've seen right across europe because that if we've got these far right populist parties in several countries in
11:23 pm
numerous countries now across europe and the most important single thing there is that they are now setting the tone of the debate and it's a pretty ugly you know the old that in the german context i think what our viewers need to know is that the alternative for germany. is the leading opposition policy which gives the special privileges which gives it the privileges of when the government to spoken in a debate it is the party that gets up and represents the opposition first so i can again set the tone of the debates and also the alternative to germany has free has the chairmanship chairperson ship of free. committee. he's including the budgetary committee right and that's very important because he can scrutinize the budgets of other ministries so highly influential post so this is not just all about rhetoric and about this is about substance to influence and it leads us to the next question then could they have the if they have an effect on the survival of this grand coalition in four years i mean you know what do you think what will we be talking
11:24 pm
about this coalition in twenty twenty one we have not addressed in a very important element tonight and that is the off the muzzle of the refugee crisis. this is the challenge for the new grand coalition and for europe to find a solution for this and this will define the future of the fifty in germany of course and therefore this new grand coalition has to tackle this problem has to spend billions of euros for the integration of about a million new people to sit it's not not citizens but people inside what is america going to do that because she you know she is blamed from all sides for what people see as the debacle of the refugee crisis so is she going to step up to the plate and offer the solutions yes of course i mean we have already seen a big change over the past year and a half or so and it's in the coalition treaty we will not accept more than two
11:25 pm
hundred immigrants two hundred thousand immigrants per year and also these immigrants will not be allowed to bring in the families only one thousand per month starting in august so that is a big change there but still there still and it's also a move towards the right of course which medical it did not want to do immediate medical you know is a genius at reinventing herself as well the sense that she's turned away from the refugee crisis for a long time it's was her priority to teach right to make its be seen. not a burden for germany that's a benefit for germany and around the end in the election campaign basically she's going mum she says and it's a topic that has not been addressed apart from establishing this corridor of maximum number of refugees it's all about control now it's all about control and about borders and also about benefits that the refugees could be bringing to look is she going to survive this everyone says it's her last term is she going to
11:26 pm
survive four years. i'm going to medical is there is a dutiful soldier she has she she says she has signed up for four years that will be her intention to carry it through for four years maybe she'll begin to establish success in about two years time i did that already as she did already k.k. yeah they could already. be a race between she's going to let them fight it because that's a job i mean this is where government would make us survive very personal crisis she established two credible characters or night over night that means away the pressure and therefore she can sit back and see how things evolve in this in this coalition agreement there is a two year mark where the everything can be assessed is that kind of been in an emergency exit for america that she must leave i mean is it no no no no it's not that i wouldn't say exit it will be a mark but nobody knows tonight what will happen in two years well we should be
11:27 pm
very cautious within two years time i mean look what we did a little it all the last government trump came along breaks it came along the refugee that's right along all efforts of the blue a week is a long time in politics is exactly what the british leader used to say we've got we've got about we've got about forty seconds what is the first thing that needs to be done and i guess you're just very you going to say it's the trade war with the united states that is the biggest challenge for the next future for the immediate future and domestically germany has to prove under on the medical that it can share its prosperity better there are a lot of people being shut out from germany's prosperity domestically gentlemen thank you. very much vendors and peter craven pleasure to have you here at the big table thank you chris well the day is really done but as always the conversation continues online you'll find us on twitter either at u.w. news or you can write to me a t.v. don't forget to use the hash tag the day and remember no matter what happens between now and then tomorrow is another day it will be monday and it will be the day right here we're seeing it that.
