this is d.w. news live from berlin a rude awakening for italy's political establishment towards a former prime minister matteo renzi will resign after his centrist parties who are showing in sunday's national elections more than fifty percent of voters in the center and throw their support behind the far right and populist parties also coming up at long last the wait is over the backing she needs for
3:01 pm
a new government and she urges lawmakers to get to work quickly so germany can help europe confront a host of tricky issues. historic changes underfoot in china as legislators start opening the path for leader xi jinping to stay in power indefinitely. also coming up calls for an all scores that's not so white and not so male. i'm going to put in the ground ladies and gentlemen because we are best suited to your president dorman demands that hollywood give women filmmakers their due we'll talk about that show's dealing moment and all the big winners. and free scoring barry munich proved they're in a league of their own in germany as they open up a twenty point lead at the top of the bundesliga. i'm susan was gone for good to have you with us the. questions of italy's key
3:02 pm
national election are starting to unfold there are reports that former prime minister matteo renzi may be resigning from his democratic party he might announce that in a speech as set for later in the afternoon when his party won less than one thousand percent of the vote and historic low more than fifty percent of voters cast their ballots for far right or populist parties are right wing alliance comprised of the anti immigrant league party and a former prime minister silvio berlusconi's forte tallia got the largest share they are followed by the five star movement when seized center left alliance ended up in third. let's bring in matt to see standing by for us in rome hi karen good to see you what can you tell us about these reports of renzi stepping down. i'd not be surprised if you really were to step down or just talk to a political analyst who said renzi is finished and he connected his name his position as prime minister two years ago to a referendum on the constitution which was rejected he now is partly responsible at
3:03 pm
least for the use strict losses of the center left political group you're in italy so he basically has been rejected however on this stinks person disputed the media reports year that he actually stepped down he basically said i have no information that might boss resigned kerik heading into this vote there was a lot of talk about the return of another former prime minister silvio berlusconi and his party the fourth said tahlia but they were eclipsed by a coalition partners the anti immigrant league what does that tell us. a number of reasons really responsible for that i mean first of all we have to be clear this has been an anti-establishment move by the population voting for fifty percent in favor of populous and that is also true for bella school any who used to be prime minister four times it's not likely that there will be a fifth time and secondly really it shows that it it pays off to be on the can
3:04 pm
paint trail and material salvini the leader of the league or the coalition partner of dallas county has been to ring up and down the country well been a school he was only seen on t.v. and finally the issue of migration is really high check this this election and deal salvini one of the voters here yesterday put it to me as provided simple answers at a time when many talionis feel overwhelmed by refugees who they would like that europe take some of them but that is not happening so this refugee crisis he really provided simple answers basically said promising voters to send six hundred thousand migrants are back home and guard at this point what are the prospects of any of these parties coming together to form a coalition government all eyes on the big winner here the five star movement could they form a coalition with. any the head of the leak. people say it's unlikely
3:05 pm
because salvini has really gained or make massive gains why would he team up with them on the other hand the five star movement has made clear they don't want to team up with anti immigrant euro skeptic hardliners on the far right so not a likely scenario and the other scenario of course maybe the five star movement could make a correlation with the center left off for renzi that is currently the most likely scenario if there is a coalition at all. to these garrett matters reporting for us to from thank you eric. in germany the political limbo is over after months of waiting a new government is finally in place with angle about merkel embarking on a fourth term as chancellor how conservatives are teaming up with the social democrats after party members gave the green light to a new so-called grand coalition on sunday now michael's made it clear she wants to hit the ground running. the chancellor seemed relieved when she stepped up to
3:06 pm
the microphone this morning after almost six months of deadlock the new conservative social democrat coalition wants to get to work. its would visit is good and important for things to get started in a few days since with our coalition agreement we basically have a full book of orders and tasks to execute namely with a view to the people in germany who are rightfully waiting for a government that's able to act it's often a. model will be voted in as chancellor and her new cabinet sworn in in the book does talk next week merely formalities it's still uncertain who exactly will be part of this new government the social democrats plan to announce their ministers by the weekend the party wrestled with the idea of a new grand coalition for months its youth wing was against it they're demanding more influence in the party. we need more young people in the positions that's for
3:07 pm
sure but in there when you have a process that think it's very important that we have the critical voices in deciding deciding positions and that they're a big part of what we call the renewal process of the s.p.d. to now looking to raise its profile within the government something that could make for an uneasy partnership with merkel's conservative bloc let's bring in our political correspondent kate brady for more on this hi kate chancellor merkel said she wants things to get started within a few days what are the next steps and how quickly will they actually happened. well we're already expecting angle of merkel to be elected by the bundestag that's the german parliament as chancellor as early as next wednesday on march fourteenth and that would be for. her as german chancellor and already on the same day next wednesday we could also see merkel's ministers also sworn in so after more than five months of uncertainty that new german government could already be in place
3:08 pm
next week you mentioned her ministers who will be a part of her new cabinet are there any new faces there there are quite a few new faces for these ministerial positions one of them is olaf schultz from the social democrats he is the format of hamburg and currently the interim leader of the s.p.d. and he's expected to be appointed as finance minister and vice chancellor we also heard from the c.s.u. today that's the bavarian sister party of merkel's conservatives and they are putting hosts a whole for the former leader of the c.s.u. as interior minister and one of the big questions hanging over those ministerial posts is who is going to be foreign minister now at the moment that signal gabriele from the social democrats but despite the huge respect that he's won for his work as german foreign minister he has made quite a few enemies in his own party particularly over the last few weeks and that was
3:09 pm
largely due to this rather messy leadership over in the party so that's a position that we should still keep an eye on with those tensions kate how stable do you think this government will be special so looking at how long it took to bring it together. i think the time it took for us to reach this point and form a german government here i'm doesn't really reflect how stable it's going to be of course this entire coalition daily is based on a huge one hundred seventy seven page document outlining all of those policies in meticulous detail which of course have been agreed upon by all three of these grand coalition parties but all three of those parties involved in this coalition have also said to one extent or another that they do intend to shop and or even redefine their own party's profile while they are part of this grand coalition government so we could still see some rather interesting times ahead here in germany did abuse kate brady reporting for us thank you kate not to some other stories

making news around the world what a mall and president jimmy morales has confirmed that his country will relocate its embassy in israel to jerusalem in may just a couple of days after washington moves its mission he told a pro was really group the move underscores one of our support for israel u.s. president trump announced last year that washington would moving its embassy to jerusalem. for the first time since the vietnam war a u.s. navy aircraft carrier is paying a visit to a vietnamese port the ship has been accompanied by a destroyer and a cruiser the top u.s. brass of met was vietnamese officials as well as both countries worked to battle china's interests in the south china sea and australian cardinal george pell one of the most senior officials of the vatican has appeared before a melbourne court for the first day of hearings to depass the sexual abuse allegations judges will determine over the next several weeks if there is enough evidence to put him on trial. to syria now and a relief convoy has crossed into eastern guta outside of damascus it is the first

3:14 pm
to a rounding error. let's bring in michael hewson chief market analyst from c.m.c. markets in london and our financial correspondent ali bartz who's joining us from frankfurt michael is a real trade war now inevitable and what consequences could it have. can often get loud no i don't think it's inevitable i think one of the things about mr trump is the markets are of the moment taking the view that his bulk is probably worse than his bison he's using talk of a trade war to try and extract extra content concessions i think with respect to nafta and the tri talks with canada and mexico but i think the concern here is the miscalculation on either the us is paul or the european union's paul could actually see this far out of control now european markets a slightly higher to die albeit the german call mike has taken
3:15 pm
a hit because of the escalation i was awakened in response to president because response to potentially raise tariffs on. levi's and other us so it's an impulse but ultimately i think i don't think it's inevitable i think what it really is is a precursor to significant discussion of what i think is widely perceived as a little bit of unfair treatment on the part of the u.s. with respect to say for example a you tariffs on us cause which are around ten percent whereas the u.s. only charges two and a half percent on us cause and twenty five percent on events mike let me interrupt you there let's quickly go to the bottom very quickly michael just mentioned german carmakers how vulnerable is the german qantas three in a possible trade the home port is the u.s. market for v.w. in my state is that city. the market is important but it's not the most important market that's china and europe if you will only about five hundred thousand cars
3:16 pm
are being imported directly from german factories that are made in germany right here in various factories throughout the country to the united states and the germans are selling in total about one point three million cars in the united states eight hundred thousand being produced in factories in south carolina or in other other states and v.w. has a factory die miller and b.m.w. have a factory but of course marks like audi and porsche do not and that would affect those but an analyst i heard today said that. you know the kind of people who are in the market for a b.m.w. or a porsche or an audi are not all that price sensitive if the price increase because of tariffs and probably buy it anyways that's speculation but that's. some of the comment i'm hearing here at the market. michael coming back to you all that any been in fisheries in a trade war and who will end up paying the bill. well i
3:17 pm
think so i don't think there are any beneficiaries in a trial it will because ultimately i think it was proven to be inflationary essentially they drive prices up and the end result is the consumer will end up paying the bill either that particularly if consumers a particularly price sensitive it will be the company that ends up absorbing on costs either why i think you're going to have a fresh look at company valuations profit margins and higher inflation and i think that's the big concern so ultimately when the global economy is starting to show signs of what i would call a little bit of a plateau we have seen some slightly weaker than expected pay and my numbers out of europe this morning that a strike wall could actually pacific cite a significant slowdown in the global economy. michael hughes there from seems the markets in london very only our financial correspondent in frankfurt thank you very much. it

was the nineteenth annual academy awards and last night in the night's big winner was filmmaker guillermo del toro's the shape of water scoring for oscars with its fantastical cold war love story and six months after the launch of the me two movement women looked to seize the spotlight and more opportunity. i the highlight of the oscars fade away and warren beatty handed out the coveted best picture award . the shape of i it was guillermo del toro second trip to the stage having earlier picked up the oscar for best director. del toro's fantasy romance a porky love story between a mystery merman like creature and a cleaning lady was a favorite throughout the awards season it took home a golden globe and a director's guild award before grabbing for oscars.
3:19 pm
best actor accolades went to gary oldman for his portrayal of winston churchill in the gritty world war two drama the darkest hour. old man had to endure up to five hours and make up every day during filming to complete his transformation to britain's storied wartime leader. the best actress oscar went to frances mcdormand for her role as a grieving mother in the comedic drama three billboards outside of being missouri mcdormand use the podium to make a stand for more diversity. if i may be so honored to have all the female nominees in every category stand with me in this room tonight the actors marrow if you do it everybody else will come on the filmmaker the producer the right to the right to the city because of. the thunder you.
3:20 pm
decide to. take a look around everybody look around ladies and gentlemen because we are stories to tell and projects we need finance but judging by the overwhelming support in the room many here hope the call is too loud for the hollywood studios to ignore. while the oscars now with. our film critic scott roxboro hi scott the ninetieth academy award so what will this be remembered by i think this might be the oscars it's remembered as being the most socially aware oscars i mean the maybe i'll become known as the woak oscars member of used to be any political discussion of the oscars was frowned upon i mean they used to play people off the stage if they would imagine it really blew them if they started talking politics on stage this was utterly different politics was center stage it was mentioned on stage by everybody pretty much by the host by most of the people commented they had social movement social activists on stage commenting people from me to people from time's
3:21 pm
up so i think it's really really has changed the sort of perspective and i think it has a lot to do with holywood trying to get in front of this and say we are the center of sort of political progressivism in the united states and we should own up to that be proud of it as opposed to trying to hide from it what about the need to movement in particular because this was also coming after this massive sexual assault scandal that rocked hollywood sexual harassment as well what was the mood here at the oscars yeah i think it's interesting i mean obviously this sort of transformation at the oscars wouldn't happen without me too i mean need to is completely shaken hollywood to its core and if you remember the golden globes that happened even quite shortly after the me too movement started and there was a much more somber approach everyone was told to wear black in solidarity with the women who. said they've been sexually abused there was a lot more sense of of shame almost that hollywood allowed this to happen here
3:22 pm
thought this bit different it was more of a sense of ok we've got the message now let's move on let's progress let's make real changes and you saw that in sort of the attitude i mean jimmy kimmel who is the host this year at the oscars he started right off with a joke about b. to keep the mood light but also say ok we understand maybe we're making progress he addressed specifically the bad men of hollywood and said ok all these horrible men who accused me too they should take oscar the statue of oscar as their role model for what a man should be in hollywood what we take a listen to what he had to say. oscar is the most beloved and respected man in hollywood and there's a very good reason why there's a look at. keep his hands where you can see them. never says a rude word and most importantly no penis at all. here's how clueless hollywood is about women we made a movie called what women want and it started mel gibson. yeah so i mean it's
3:23 pm
a bit lighter it's an even even france mcdormand speech which i think was the highlight of the of the oscars this year even that was celebrate tory and and it was more about saying ok let's make real change now not just play lip service maybe not just wear black as a symbol let's make real changes to how how business is done in hollywood to ensure diversity and sure real inclusion you know a lot of people talking about forensic frances mcdormand suspension and that as a highlight of the evening and she talked about something called an inclusion rider what is that yeah it's a legal term it's a new term it was sort of brought in in the sort of wave of political activism the idea being a rider is something you attach to a contract as a condition and the idea is an inclusion rider will be attached to contracts for actors performing in movies that say i will be in this movie if it has a diversity and inclusion built in so that there are
3:24 pm
a diverse people working on it in front and behind the camera so basically what france and germany is saying is they are stopping just lip service put it in writing make this the law that diversity should be the law of hollywood and the business of hollywood so to say. we've got the point we understand that something has to be changed let's make real progress so you call this the woke oscars you know what's been the reaction to them on social media today yeah obviously oscar's a huge social media event lights up twitter and facebook and so forth. when it comes to this political activism it's been sort of mixed obviously academy itself is. praising itself i mean they invited a lot of the oscars of the lot of political activists to the ceremony and they tweeted a list of some of their names with the with the tweet we thank those who stand up for something sort of praising themselves for being so woke but a lot of people watching weren't so convinced and they thought the oscars were being a bit hypocritical because all the talk about me too and diversity some of the people
3:25 pm
that they honored maybe don't represent that one viewer for example tweeted. it's the year of me too and gary oldman it's the year of me too and gary oldman and kobe bryant still win at the oscars now that's reference to the best actor oscar which went to gary oldman now oldman has been accused of domestic abuse by his ex-wife he's denied this never been charged but he maybe isn't the best spokesman for for me to movement and the same issues with kobe bryant kobe bryant basketball star became the first former n.b.a. champ to win an oscar he had won for best short animated oscar for a short film called the basketball which is based on a poem that he wrote when he retired but bryant as well was accused of rape in two thousand and three was never taken to court and settled out of court but that issue is people comment that on twitter he is one brian jones joins a long line of men who both won an oscar and been accused of rape. so that's some
3:26 pm
of the negative aspects but a lot people were praising some of the more diverse winners at this year's oscars particularly jordan peele who became the first african-american to win for best original screenplay for get out lot of people really enjoyed that and praise that one l.a. based writer and journalist but this in context by saying jordan peele is the first black writer to win for original screenplay he's just one of four black writers to be nominated in ninety years so both praising the academy for taking this step but also saying maybe there's still some way to go is the industry getting the message are things changing i think so yeah i mean i was quite skeptical of the two movement started because i thought it would be maybe a flash in the pan of the newseum quick reversion to type but that's not happening i think you've seen real change now and i think this could really be a watershed moment in the oscars and maybe in a few years from now we'll look back at this time and say how everything has changed i hope and it was no longer just
3:27 pm

3:31 pm
gained approval for a new government over the weekend after more than five months of struggle. now delegates from south korea have met with north korean. specials on the country's leader kim jong un in pyongyang it is the first time high ranking officials from the south have met with the north korean leader since he took power in late two thousand and eleven and the two day visit is expected to focus on how to ease the standoff over north korea's nuclear ambitions with the aim of encouraging talks between north korea and the united states both countries have expressed a willingness to talk but the u.s. maintains that the north must first give up its nuclear weapons program. let's go to journalist jason strother was standing by for us in seoul hi jason what do we know about what was said in these talks today oh i would have loved to have been a fly on that wall however i think all we can put together is what south korea's envoy which includes the nation's top spy chief as well as moon j.
3:32 pm
ns national security adviser said before they departed seoul earlier today as you indicated denuclearization is a top priority is special to get washington in pyongyang to sit down at the table together but also creating a better more peaceful atmosphere here here on the korean peninsula another high agenda item of course we remember that just a few weeks ago kim jong un's younger sister kim jung il junk extended an invitation on behalf of her big brother to south korean president moon j.n. to come up to pee on young moon hasn't said yes or no but as said that some conditions would have to be made first and i think we can expect that these envoys this week are discussing those potential conditions jason as all this diplomatic activity a result of the olympics where we started to see a thaw between the two sides. you know ever since the beginning of this year when kim jong un said that he was looking to participate in the if young chong olympics
3:33 pm
there has been a flurry of diplomatic activity and you know it was just last year several months ago that many people thought of world war three was going to erupt at any given moment on the korean peninsula we had washington in pyongyang trading threats back and forth who good pudge the more gruesome form of annihilation however that has all changed now since the beginning of the year the olympics certainly have brought a reprieve to the tensions and later this week the paralympics will begin and plan jiang in north korea again is sending athletes and will march under a unified flag with south korean athletes during the opening ceremony jason i said that the goal here is to encourage dialogue between the u.s. and north korea and in fact a south korean delegates are headed to the u.s. after these talks but what would it take to get in washington together at the table
3:34 pm
. how well. president moon here has already said that washington needs to lower its expectations and for that matter so does north korea both sides are at loggerheads they are at the exact opposite end of the table north korea has said that it will never give up its nuclear weapons program a young sees it as self-defense believes that the u.s. imperialists are ready to attack at any time and that these nuclear weapons will keep them at bay meanwhile the trumpet ministration says that it won't engage in any sort of negotiations unless pyongyang is serious about getting rid of its nukes so unless both sides agree to talk for the sake of talks i think it's going to be hard to get them to sit down across from one another correspondent jason strother reporting from seoul for us thank you very much jason. thank you now china's
3:35 pm
parliament the national people's congress kicked off its annual meeting over the weekend in beijing it's expected to approve changes to the constitution that would allow president xi jinping to stay in power for an unlimited number of terms that would reverse the system and act in one thousand nine hundred two meant to prevent a lifelong dictatorship in china. the look of a man who has every reason to feel satisfied after five years as the head of state and party he jinping is at the peak of his powers for me are you we will always maintain our strength and usefulness we will always be at the service of the people be the vanguard of our times and the backbone of the people. and that always is taking on a new meaning she wants to remove the two term limits on the presidency from the constitution last fall he even managed to have his name written in the party
3:36 pm
statutes only one other chinese statesman has achieved this during his lifetime chairman mao tse tung. ji has used his power to crackdown on dissent he denied fatally ill nobel peace prize laureate lucia bo release on bail until his death president she was the son of a high ranking party official but his father fell out of favor during mouse cultural revolution g.m. self was banished to the countryside where he lived in a cave and worked in the fields the cave is now a shrine to the cult of personality around she one of the few people who still dare to criticize him publicly is political scientist would chan sooner or later he thinks she will get into trouble. so far dissatisfied chinese have blamed local authorities in particular for their problems
3:37 pm
. but the more power she gathers around himself the more people will blame him for their dissatisfaction. itself. but for the time being no one appears ready to challenge his authority yet and no one doubts that he will succeed with his plans to abolish term limits and extend his rule over china possibly for life. we have helena gardner with us a researcher at them or cutter institute for china studies here in berlin helena thank you for joining us in our studio thank you for having me how are party leaders in china justifying this abolishing the term limits for the presidency most of the justification actually revolves around stability so the idea is to maintain a balance of power and to allow china to continue with the necessary reforms and needs to become a socialist modern country. official me if that's to use a phrase the trinity of power so being is the president of china and the general
3:38 pm
secretary of the communist party and he's also the chairman of the central military commission which is the body for the chinese military for the general secretary of the party and the chairman of the central military commission there are no term limits so the only term limits of blight to the presidency so this is going to how they are justifying it we're just eliminating the old one out well sahlins them up so the presidency itself does have its limits in the in terms of the extent of its power will china also look to expand that power that is the focal to say. think probably not i think the presidency is likely to remain the presidency was basically created as a counterpart to foreign presidents who came over and didn't have someone to meet but it's most likely going to continue to be a position with the general secretary of the party being the most prominent role now one of the big messages we saw coming out today was that china is again
3:39 pm
expanding its defense spending what is the message that you took away from that well i mean as you said they finance an increase in defense spending of eight point one percent which is a substantial increase from last year seven percent in general what that means is that the military superiority for being in this current administration they want to build a powerful military and i'm quoting sitting here can fight and win wars so clearly major priority which is where they are they getting more money to it i think what is important to note however is that the official budget it's. it's difficult to say what it is and the numbers must be taken with a pinch of salt so all we can say is that it is increasing we don't know exactly how much it is because china doesn't provide the breakdown of the budget will have to wait and see what those figures actually will end up being the parliaments also going to sign off on a new ideology that's called she thought what does that mean you know what kind of changes are we going to see here well what this means basically is more powerful
3:40 pm
being with his means is that being able to introduce his own ideology or at least an ideology with his name in it into both the party constitution and now the keirsey constitution most likely this is quite unusual it was only it was the will to do this before. we mentioned earlier that this was this move to have things power extended to a limited number of terms would essentially reverse a system that was an act in one thousand nine hundred two to prevent a life dictatorship in china are you worried that this is now being a road. short i mean it's problematic he now can stay on for as long as he wants it will be difficult will he simply our thing what's interesting however is what happens when he decides to leave power how is the transition going to take place when he's concentrating so much are in his own hands i have to ask that the people's congress is meeting as us president donald trump was talking about a fears of a global trade war how's beijing reacting to that in
3:41 pm
a sort of new cautious fashion surprisingly i guess china has said they don't accept these they starts they have criticized them they've said they may retaliate. but that's basically it and i think part of the issues that the stars will not affect china directly too much i mean the terms with effect steel and aluminum chinese steel only represents about two percent of all steel imports into the u.s. for comparison last year during the export of steel to the u.s. we're about three percent so higher so. just taking a step back and watching things happen for now so not a global trade we're just yet ok helena legard a researcher at the mccotter institute for china studies here in berlin thank you very much for sharing your analysis with us today thank you very much. well the people's congress also sending some us strong signals on economic expectations care has here with more on that now that's right so we china's leaders have
3:42 pm
