this is deja vu news coming to live from berlin an angle america says it's finally time to get to work this sounds german party leaders officially in their coalition deal today nearly six months after the national vote says the new government must fulfill its promise of disparity for germans we'll go live to that signing ceremony . on integrable will continue i'm. with me in the studio is our political
2:01 pm
correspondent christopher springeth for live coverage of the coalition signing ceremony the leaders of germany's conservative parties and social democrats are due to place their signatures on that's coalition d. any minute now brilliant official end to delhi hoffer year of political uncertainty let's go over to central berlin where the ceremony is due to take place as you can see we're looking at live pictures with all of the politicians and parliamentary members of parliament gathered together there few initial shake hands going on let me draw in our political correspondent chief political editor michelle occurs no who is standing by michelle while we wait for the. signing inside me just jot remind us as to why this moment is so significant. because according to what the social democrats said after election night back in september almost half
2:02 pm
a year ago this was never supposed to happen again another so-called grand coalition the social democrats supporting i'm going to go into yet another term and in between we really saw some topsy turvy. attempts by german chancellor angela merkel to get a really completely different new coalition on board with the pro-business free democrats and the green party which of course blew up now we can see now that german chancellor merkel is now arriving together with host zero four as you should come interior minister and all are shots from the social democrat party he's the interim party leader and he's also expected to become finance minister once not just the signature is drawing on these documents that are on the table behind me there but also merkel has actually stood for reelection in german parliament that's how the german chancellor is really elected by german m.p.'s who gather here on wednesday morning and after that happens she can appoint the ministers and the entire government will be sworn in so as of wednesday afternoon germany will have
2:03 pm
a government again after almost six months the longest period so far since the beginning really of modern germany as you can see and then we're seeing these live pictures coming in from then the party leaders are shaking hands with other parliamentarians and some of them are incoming cabinet members the mood seems to be very cordial and earlier the three party leaders also addressed journalists and made comments ahead of the signing ceremony what do you make of what they said. i'm fortunate can't hear you anymore but if you ask me about that press conference and that just took place a few moments ago i was at that press conference as it was quite clear from the social democrat side that this is not a marriage of love it wasn't last time around i really and the social democrats really want to see a different tone going into government i asked what that meant what it would take
2:04 pm
for the social democrats to stay on board and he said really what they want to develop in this government is social market economy for the whole of europe the issue of europe is something that the social democrats see themselves as the leader on in this renewed so-called grand coalition with anger macko but we also so i'm going back and saying that she would want to see actual debate as well within this governing coalition that even within her own party. very seldom was the same response to any kind of issue that comes up so i think going into this renewal of the current so-called grand coalition we have a different figure out the top certainly from the social democrat side not from the conservative side and we will potentially see more debate in this rather lengthy agreement of one hundred seventy seven pages there are quite a lot of details in there so it will be interesting to see what details these
2:05 pm
parties fight over and let me down drawing up political correspondent in the studio with me christopher springeth christopher we're looking at those live pictures coming out from the center but in the heart of berlin you've been following this kind of developments closely over the last five months since germany voted it almost seems to be a sense of relief on the faces of all the politicians we are seeing absolutely being such a long wait i mean obviously this is you know public. want to hear a chance that is about to start speaking let's take a listen to what she's going to say this is the start of the official signing in so many which is going to start shortly but before that the german chancellor angela merkel is going to make opening remarks let's listen to her. hello ladies and gentlemen who have guests of the come here today as i guest adenauer said once that success is the result of very hard work.
2:06 pm
it requires pulling all the stops out hard work putting all the stops out i really think there was a lot of that in the last few weeks and months. not just in terms of the negotiations between the c.s.u. the c.d.u. and eight s.p.d. but in the run up to these negotiations but if this hard work leads to success and success here would be measured in terms of what it does for our country and the people who live in it then it was worth it and it is the success shared by all of the parties to the agreement and it shows that it is worth struggling for at least an agreement we negotiated hard but always in a spirit of mutual respect and i would like to say thank you to the c.g. you i'd also like to thank you. and olaf scholtz and the
2:07 pm
parties behind then thank for six more not only one of the german national elections took place nearly six months ago and at that time the voters cast their votes. in a manner that showed us that we must find a stable majority and take responsibility for the running of this country and it has been a very stony path. but now we can take on this mandate. and i want to say on the basis of this coalition agreement that we have here that it is an agreement that does justice to the attempt to create a german government that is stable that is capable of action it does justice to the mandate that the voters have given us because it tackles the challenges of our age
2:08 pm
it looks for solutions. to the most challenges and it does so in two ways this coalition agreement envisaged just clear improvements for people's lives in this country and it's my firm conviction that the last coalition was also successful coalition that it achieved many successes and that it contribution to ensuring that in many ways our country is doing very well but we know very well that despite that there are many people in this country who struggle in their everyday lives who are confronted with problems in their lives and this is why we want to do more for families we want to invest in more safety and security we want to do more for nursing care for education for housing as well both in rural areas and in urban areas but we will only be successful. if this
2:09 pm
coalition agreement also focuses on major issues in the future i believe this is an agreement that sets the course for the future and will ensure that we will continue to preserve the prosperity that we have now because we all know that success today doesn't mean success tomorrow which is why we want to catch up and digitization we want to focus more on new technologies put more into research and development focused on the infrastructure ensure a sound budget without entering into further suffer in debt because we don't want to leave that as a legacy for our children and grandchildren and we want to work as well towards a dynamic europe because we have seen again and again that europe is the guarantee . that we have a voice in an increasingly turbulent and difficult world so it's about improving people's everyday lives in this country but at the same time shaping the future in a courageous way that is what we aspire to do and it is our joint goal to ensure
2:10 pm
that in five and in ten years we continue to have. long and prosperous country in which people can live very good lives there's a great deal of work ahead of us it's going to be hard work it's going to require insurance but it is the prerequisite for achieving continuing success in our country and this is an aspiration that drives us so i look forward to the hard work and i have to say there is also a portion of joy in shaping the future and i think we will create a very good german government i will do all i can to make this the case and i am still very glad that we will be signing the agreement now. we've just heard him in just anglo-american his opening remarks and now begin to listen to the leader of the social democrats aca. ladies and gentleman yes concepts like. governing is not
2:11 pm
a means to an end for those social democratic party it is always important there's a good reason to get involved in the government and the good reason here is to improve people's lives in this country and contribution to helping them solve problems that crop up in their everyday lives the negotiations were tough we even had to look long and hard at whether or not we wanted to enter into this government but i think now we can say that this government can contribute to helping us make progress in this country and improving people's lives in this country and this is why we were able to get a majority in our party members in favor of entering into this coalition agreement the problems that we will have to tackle have been set out by. the issues in the coalition agreement europe is an issue we need to ensure that we can
2:12 pm
preserve democracy and social welfare in this country we have. a planet that would have ten billion people living on it very soon and that is why it is so important to preserve the form of democracy we have in europe but this one hundred succeed if we as germany a big country at the heart of europe see this project of europe as a key project for germany as well which is why your play such a big role in our coalition agreement i think this is a very good sign thank. you. we need to ensure that in the future there is growth and that there are jobs we need dynamism and this is why the whole question of technological change and digitization will play such an important role in our work however and this is important for a number of reasons we need on the one hand to structure progress such that germany
2:13 pm
is able to play a leading role. in terms of technology and also we need to ensure that no one no man or woman in this country has to worry about their future about the future of their children in this country because that's something that we're confronted with today in a time of economic boom it is nonetheless the case that there are so many people this country worrying about whether the future will be better than the past and our job is to ensure that they look to the future with hope. i hope that the future will be better than the past. and we also need to ensure that we do more to foster cohesion in our country which is why it is hardly surprising that there are so many issues that address this trying to make our country a more just one whether it's social housing housing as
2:14 pm
a as a whole family and what we can do for that expanding. preschool childcare ensuring full time care at schools whether we're talking nursing care or pensions all of these are aspects that will contribute to keeping our country a socially minded one because only if we achieve all of these things tackle the challenges facing us the european project and the question of demagogue technological change. and the question of social cohesion will we get the support of our citizens and we will work every day to try to achieve this and by signing the coalition agreement we'll start our work thank you thank once or not show us from the social democrats we're not going to hear the third party leader their hosts
2:15 pm
a whole far from the c.s.u. party from the conservative bloc that's called madam chancellor or left shorts ladies and gentlemen. you know it's not hard court it's all we have a coalition agreement that is really hitting that is a strongly worded and if i look at the responses i've had in the last few days and weeks i've only had positive responses to this coalition agreement so this is a good agreement. which balances the interests of three major parties. i believe it is a coalition agreement for the simple people in our country and for me the right to be that means the ordinary people that make up most of our society. has already listed all of the aspects covered by the agreement he's forgotten is that we also want to ensure that child care rearing what syrians are. mentionable
2:16 pm
counted towards pensions from others. but this coalition covers a huge range of issues affordable housing is just one that's worth mentioning certainly this is a coalition for ordinary people and they make up the heart of our society and this is why we have done something good for ordinary people in this coalition agreement on the storm. and now it only remains to implement this agreement in the right spirit and portion of joy is what madam chancellor quite rightly said if you want to succeed in. policymaking you have to have some joy as well but not just joy we have a mandate to be quick and we have to catch up with them for all of the months in which we were forced to wait and put together a government this must be possible within a democracy but we've done it now. and we have the obligation
2:17 pm
then to work with major dynamism to work quickly to implement all of the things we've agreed on and i'm pretty sure that if we implement what we intend to do quickly that. people in germany will trust policymakers more. we will gain their trust through our achievements i'm extremely satisfied with the coalition agreement i'm a little bit sad about the fact that once we summon the coalition agreement today the whole thing becomes irreversible but i'm happy enough to come to berlin when it comes down to it. you're watching the w.'s coming to you live from berlin we're looking at pictures coming in from the signing ceremony of the coalition agreement signed by the three
2:18 pm
parties b. and now looking at pictures where people are signing a document let's take a look and absorb the momentousness of the occasion five months after jim eventual actions a coalition agreement is being signed. chrysippus fingered with me from the political desk christopher yes perhaps i can just fill in with some to charles what's happening right now so we have the general shape secretaries of the three parties in this coalition and now signing the coalition agreement so the man closest to us that last cling by all the new social democrat secretary next to him and a great cramp current power a k.k. or she is known in german politics. johnson merkel brought in as the new general secretary of the christian democrats a woman who is touted to be a possible successor a centrist just like. chancellor merkel herself and now the man. at
2:19 pm
the forefront of all picture that undress scheuer the general secretary of the christian social union to the the varian conservative allies of chancellor merkel next up all of the. parliamentary party leaders of all three parties so in the middle we have andreea knowledge of the new parliamentary party leader of the social democrats and very much the center of power now in the social democratic party. to her. let me see right is for a counter he remains the parliamentary party leader of. chancellor merkel's christian democrats a man of huge experience and a lot of influence those two hundred dollars and folk account of will need to strike up a very close partnership one of the key relationships in the next government because they will be securing parliamentary majority as for all the legislation
2:20 pm
that goes through and to the left of andrea now this. alexander door brint he is the new sector general of the c.s.u. the christian social union in bavaria so then now signing the coalition agreements once they are done we'll have the party leaders stepping up to the podium that will of course be ungrammatical. in the interim. social democrat leader all of schultz and. hosts the hoof of the c.s.u. with varian conservatives they will be stepping up to the podium in just a second. so you have the three legs of the party executive signing this coalition government agreement. and as we saw. we had the parliamentary party which is now signing that document and before them the secretary general's of the party and now as christopher our political correspondent with me in the studio mentioned the
2:21 pm
three leaders of the bodies and here they are led by chance the anglo-american of the c.d.u. . so i'm the medical now putting pen to paper signing the coalition agreement that turks actually didn't take that long to to agree bearing in mind that transfer medical first hosted talks with the liberal free democrats and the environmentalist greens those talks failing in late november. it actually took just a number of weeks with the social democrats to seal this agreement. and it that signature. means that she is on the cusp of her first
2:22 pm
fourth rather fourth term in office. and she will need to strike up. a strong relationship with a man to her right or left schultze who is going to be the new finance minister and her deputy in this job. so the coalition agreement has been signed and you can feel the applause coming from what quantum intelligence watching this moment. perhaps i can just mention also the you can see the writing just above them so europe germany and the. cohesion the german words that's a key. priority for this government as a feeling that there are centrifugal forces in german society at the moment. due to
2:23 pm
. some people in germany suffering from poverty many people deciding to vote for the far right this coalition this grand coalition is going to be attempting to strengthen cohesion in germany by working. as much as they can for . people not something to stress. in particular the want to show it's from the social democrats. so you've been watching live coverage coming to you. live from berlin where the coalition government agreement has just been signed by chance to. show itself the social democrats and cool for from the c.s.u. which is a part of the conservative bloc watching those proceedings was. political editor at me kind of proof now let me now draw her in she is at the paul little house which is one of the buildings linked to the german parliament there was
2:24 pm
a great sense of location as we were watching that agreement being signed remind us as to why this is such a significant moment here in germany. but a huge sigh of relief if you can hear people mumbling behind me there were actual several rounds of applause after we saw the leaders of the executives is this those three parties signing off on this document which looks like a book because it is it has one hundred seventy seven pages well this it took six months to get to the point that many probably felt would have been the natural outcome looking at the results of those past elections in september where quite clearly the only two parties or the two blocs that could have formed a coalition from the word go was the c.d.u. c.s.u. union of german chancellor angela merkel and the social democrats and they of course historically now ruled this out already on election night said they would choose to go into opposition and then it became very complicated there were ups and
2:25 pm
downs more downs and ups frankly and then once the social democrats had come around to the fact that as they put it it's now their responsibility towards the nation after the president to hold them in talk to each and every party leader and basically did a bit of value the heads together that's when the social democrat party leadership came around to trying it once more despite the fact that many in the party grassroots feel that they came out of this pos gone cold as a battered and bruised. house which is linked to the german parliament of one of the buildings that thank you very much for bringing us up to date with the latest developments there let me return now to christopher springing up political correspondent chris i mean i heard it would be you haven't heard from a german politicians oblige joyeux you had a chance to make the talk about the joy of shaping a future that was echoed by her conservative hopeful from the c.s.u. is i think they're trying to counterbalance the fact that this is very much a marriage of convenience. one of the other things that. said is you know we
2:26 pm
negotiated very hard but in the spirit of mutual respect so that was a normal day i think to the fact that they were the. tense negotiations they went on as they have into the early hours of the morning and both these parties are not terribly keen about getting into bed with each other but there's a feel that of a national sense of duty in both parties that they need to step up and form a government and give germany a stable government that's something that anglo american the chance he said still if they keep the bill and this coalition agreement justifies the mandate is that how you see it well i mean i think the opposition would see it differently they would say the both the conservatives and the social democrats lost a great deal of support and they were in the previous government so isn't that a message from the voters saying well we actually don't want you in government bopped they did win a majority if you put their votes together and if you also look at the opinion
2:27 pm
polls it is still the most popular political constellation in terms of how a governing coalition should look in the country now you know we saw a great sense of relief in the people as you know once a schoolish an agreement was officially signed and we still don't have a government what happens next now now that the. government agreement has been signed on wednesday morning polman convenes there is a vote. needs to secure what's called the chancellor's majority there is something like seven hundred nine members of parliament so she needs i think three hundred fifty five yes votes the conservatives and the social democrats got to have three hundred ninety nine so it should be a formality then she goes to the president gets nominated comes back and is sworn in so still a couple of steps to fulfill before dealing has a new government because if it's bringing it up political correspondent thank you very much you've been watching do you do you news coming to you live from berlin
