this is. from berlin tonight the slightly longer brags that britain wants it will get today the chief negotiators for the european union and britain and now they've agreed on a two year transition for the u.k. to complete its exit but there is still no guarantee that breaks it is a guarantee we'll get more from our correspondent in london also coming up no pull
9:01 pm
back at the border turkey promises to push on with its offensive against the kurds in syria now that the city of afferent has been seized and one hundred fifty thousand people displaced and western leaders greet vladimir putin's reelection as russian president with a ambivalence germany says it expects russia to remain a difficult partner with putin in showing. it's good to have you with us tonight we know that it will be a slightly longer divorce britain and the european union have laid out plans for a two year transition period following now the deal includes concessions from the u.k. which will allow it to stay in the siegal marketing customs union until the end of
9:02 pm
twenty twenty for business isn't ordinary citizens this is good news but for the future of brakes it itself the uncertainty remains. a rare sight the two chief negotiators were full of mutual compliments and even smiles while it might be too early to call their progress a breakthrough this deal will prevent a so-called hard bragg's it and allow for a transition period until the end of twenty twenty thanks to concessions from the british. back to you during this transition period britain will no longer participate in each decision making because it will no longer be a member of the e.u. as of march thirtieth twenty nineteen but it will continue to benefit from all of the advantages of the single market and the customs union. and it will abide by all e.u. rules. unions and industrialists throughout europe had been sounding warnings about
9:03 pm
the impact of a hard brags that monday's deal provides for a twenty one month transition period when duties and export barriers will not be applied after britain leaves the e.u. next year businesses they don't delay vestment decisions all rushed through contingency plans based on guesses about the future date. time is now less of a stress factor but important issues remain unresolved such as the border between ireland and e.u. member and northern ireland which belongs to the u.k. . are you want to go now to our correspondent barbara has followed the story for us tonight from wondered good evening to you barbara so we've got these d.m.k. getting this transition period that it wanted. is that a reason for the brits in two years to celebrate. the prince of tears don't celebrate down honestly client one and leave the brits here even so that it was nit picking to criticize now and the deal for extra time following
9:04 pm
friction was present negotiations only natural for us came out and centuries i'm a should step down over it because this was written in court and more or less treason and of course the scottish government said they felt betrayed back in london over the fishery rights so there are a lot of people who are sitting not to happy with this however of poison the joint chiefs want to kill me in business greatly relieved just because of the i'm gaining some time getting some time and a little bit of certainty but what remains uncertain is the future of the irish border the border between northern ireland and ireland it is still a thorn in the side of the u.k. and we understand there britain has agreed to what is called a backstop so lucian what is that.
9:05 pm
that's a legal fallback and mean simply is a b. and c. will not be possible then d. applies now d. is what britain absolutely doesn't want and it means that northern ireland would more or less have to stay in march parts of the customs union and the single market and then the next step is that if you look at it more closely and indeed in the border with then run between the european union and great britain are not so great britain after this is through the eye of the irish sea that is something that's reason may have had an advance that is impossible it cannot be done never ever however and the pressure on her has so great to deliver this it breaks it solution in this interim period solution that she somehow said ok let's have a big stop and we just have to come up with an idea how to solve this too often you know i mean just a few weeks ago the british prime minister said that agreeing to this backstop.
9:06 pm
option was something that no british prime minister would ever agree to so we've got this dramatic turnaround it seems is does that speak to the fact that breaks itself is still not a foregone conclusion. and she just had to turn in ito words because she was the e.u. really had to resubmit over a barrel the pressure on her was enormous and of course the european union played their hand and in this game of poker made could only lose because i was like quite sure that she had to deliver this interim period its route this week otherwise the next summit would have been in june and time would go by and businesses would leave we fight about union leverage going and leaving the united kingdom and moving to the netherlands and office might follow so that was
9:07 pm
a tremendous amount of fear and kingside pressure on the british government and so they just ate their words they just sort of turn around and said ok we drew those red lines in the senate yesterday and we just walk right across them today i think because there's shifting sands and politics our correspondent barbara vigil on the story for us tonight in london barbara thank you very much. and here's some of the other stories now that are making headlines around the world german chancellor angela merkel is making an official trip to poland where she's meeting prime minister much. more of it skeet and president. merkel's trip comes with relations between germany and poland at a low point amid disagreements on migration policy and controversial polish judicial reforms the substance used to poison russian. script all and his daughter yulia in the u.k. is due for testing an international team of weapons experts has arrived to test
9:08 pm
samples of the nerve agent which was used in the attack the nerve agent is known as no vigil a the u.k. alleges that russia is most likely behind that attack. turkey is not letting up in its campaign against the kurds in northern syria turkey's president air to watch valid today to expand his military offensive in syria turkish troops have seized control of the city of afrin but it has left one hundred fifty thousand people displaced turkey views kurdish militants in the region along its border with syria as terrorists says he wants those militias entirely eliminated from the border. this is what victory looks like turkish forces and turkish backed syrian fighters are swarming into africa and they're armed to the teeth according to ankara it won't be the end of the fighting. will go on to
9:09 pm
mount beach and co bonnie we will continue until we completely clear this corridor of kurdish held areas. and if necessary we will take permanent control of the terrorist camps in northern iraq we have told the iraqi government if you're going to do it do it and if you can't take care of it one night we might suddenly enter sin jar and clean out the kurdistan workers party. or they can pick up a whole lot of the time isn't. enough for them they've already taken care of that this statue enough for it city center is a symbol of kurdish resistance now it's gone along with the people's protection unit also known as y p g that turkish backed forces drove out. turkey sees the why p.g. as a terrorist organization and a threat to its national security kurdish officials have repeatedly called on the international community for help with little success in the fight against nato
9:10 pm
second largest army the kurds remain defiant goodly among our forces will be a nightmare for the turks in every area in africa and in the resistance will continue until every millimeter of african is liberated and the residents return to their villages and homes. this child is one of about one hundred fifty thousand refugees that have fled and the surrounding districts they're bearing the brunt of the suffering and with turkish forces set to turn east it doesn't look to end anytime soon. or for more now we want to bring in our correspondent dorian jones he is monitoring the situation for us tonight it is stamboul good evening to you dorian we know that mr everyone says that turkey has no intention of invading syria so what is he doing right now and what is his endgame. well officially it is to remove what they call this terror threat from along its
9:11 pm
most of its nine hundred kilometer border now this after an opposite or operation is just the beginning emboldened by its swift and successful completion they are now looking to move eastward and they will have the president make clear they want to clear out all of this syrian kurdish militia which they link to the surgeons the insight from it all to and even beyond that even into iraq as well but beyond this i think there is also a threat there's gold involved here turkey thousand realize that the more real estate you control inside syria the greater the say it has over the future of that country when the game finally approaches and the ending of the civil war and on course policy here of combining military might with diplomacy is a little different to countries like russia iran and even israel and the united states so this is part of a very dangerous policy that is being followed by all the countries involved in the region and what about the civilians who were caught in the middle of this offering is a kurdish majority tale what's going to happen to the civilians there now that turkey
9:12 pm
has seized it do we even know what the situation is on the ground there. well the reports we're getting are quite alarming this proposal widespread looting across africa and city pictures of shops and houses being emptied of content you have also have some unconfirmed reports of those who remained in the city facing intimidation and threats but also there are some those who welcomed the arrival of these turkish forces but the vast majority of the city well over one hundred thousand possibly one hundred fifty thousand have fled the city in the last few days before turkey overrun it the situation facing them is causing growing concern it's believed many of them have sought refuge in the syrian regime controlled territory nearby but reportedly they are trying to get to of a kurdish regions further to the east and it's unclear but it does appear regime regime forces are allowing them to proceed and even if they did move east is the
9:13 pm
target of the turkey's next operation so future for these people is deeply concerning as we also hear of culture and many of them in the moment don't even have food or water to drink the kurds played a pivotal role of the american led coalition fighting islamic state has there been reaction from their allies from the united states. well there has been a very strong statement from the state department deeply concerned about the situation voicing concern about reports over the looting and also the plight of these displaced people they've also raised concerns about how this operation is called across the war against the islamic state which all its allies should be focusing on and this is underlined the deep division there is between these two nato allies because turkey has been hitting back against the united states and in fact this operating in many ways is seen as a way of aiming at pushing back u.s.
9:14 pm
influence in the region and the rhetoric coming from the presidential advisory members in the government if they do this is aimed at ending what they see is the western meddling in its in its backyard so that the moment this situation is false deepening a crisis between the two nato allies and it could come to a head to a u.s. forces all at that point with the steering coalition militia in the war against the islamic state that is the next target for turkish forces in the coming weeks our correspondent on the story for us tonight is temple dorian thank you very much. what was your profile harvested what has facebook been doing with our personal data hub here a huge scandal definitely you better had that angry emoji button brand because we know that facebook is all about sharing but now we're finding out the company has once again shared all your personal information for political purposes but it was not intended apparently according to a former staff member of a british company called cambridge analytic the personal data of about fifty
9:15 pm
million facebook accounts was misused by the firm during the twenty sixteen u.s. presidential election well facebook has announced a thorough investigation on what went wrong c.e.o. mark zuckerberg is facing some serious question. facebook's mark zuckerberg enjoys the limelight at least when the news is good but as far as the latest data scandal is concerned he's keeping a low profile. more than two years ago his company discovered that cambridge analytic was using data taken from fifty million facebook users yet the company failed to inform those affected cambridge analytical it was simply told to delete the data which according to media reports never happened instead facebook has opted to delete the accounts of those who brought the scandal to light. people like chris wiley former research director at cambridge analytics he described the investigative team at u.k.'s channel four how the company worked

a magic in i go and ask you i say hey if i give you a dollar two dollars could you fill out the survey for me just do it on this app and you say fine right i don't just capture what your responses are i capture all the information about you from facebook but also this app then crawls through your social network and captures all of that data also so by you filling out my survey i capture three hundred records the user's facebook friends were spied on without their consent their likes their gender their sexual orientation and political leanings everything was gathered on twitter facebook executive andrew buzz worth denied initial claims of a data leak saying no passwords or information were stolen or hacked. on friday facebook announced that it had suspended cambridge analytical but that's not enough for politicians in britain and the u.s. they now want to tackle the issue and confront those responsible from facebook.
9:17 pm
facebook of course as a big company will see some reactions at their stock price let's now bring in our financial correspondent at the new york stock exchange and scott say yes needless to say this is bad news for facebook. yeah and there could be some legal challenges those are actually quite likely what i'm hearing over here is that actually the european union could be a bit tougher on facebook then u.s. regulators and then overall if you look what happened in the past not just with pasteboard by the also other tech companies usually those fees of fines that we eventually saw were not really threatening to the business model and then companies paid and then pretty much still played along as they did before so from the legal side we really have to wait and see if this really is going to have huge implications on facebook now how has the stock of the company behaved during the
9:18 pm
trading session today because we're seeing some effects on other tech companies as well. we've seen implications on other tech companies and if you look at the business side of facebook well it pretty much relies on rust and if trust is going to be damaged by this affair that could have implications also facebook and some other social media companies might have to invest more to protect the feeds and the information of their customers and the reaction on wall street was pretty intense the stock lost almost seventy percent seventy percent in value a good thirty five billion dollars in market value got lost that was the first day for the the worse they were the facebook stock in about four years thank you very much and carter in new york until the other topic that is keeping investors busy the new tariffs on steel and aluminum announced by the u.s. are just around the corner and u.s.
9:19 pm
allies are trying to seek exemptions germany's economy minister is currently in washington for talks the e.u. trade commissioner will join tomorrow it's a race against time as tariffs on both sides of the atlantic are piling up. the new tariffs come into force on friday and in some ways the german and european steel industries could simply sit back and relax after all steel and aluminum make up only a very small proportion of european exports to the us and yet the e.u. will be the trading partner to be hit hardest by the new taxes. the e.u. as a whole all twenty eight countries would have six point five billion dollars worth of steel and aluminum exports affected by the new tariffs it's followed by china with an export volume of around three billion dollars germany would pay taxes on a total of one point seven billion dollars worth of such exports each year that makes it the country most affected from within the e.u. . some experts warn that the new tariffs might herald the beginning of
9:20 pm
a cascade of others which will spread across further sectors and countries and the european still industry fears that europe may soon be flooded with cheap steel imports it being an alternative cheaper dumping ground. now arguably correspondent alexandre phenomenon is in washington following the statements by the german economy minister hi it's good to see you alexandra now as you saw the minister how optimistic was he is there a real possibility to avoid these tariffs. well i ask peter all over here is confidence that a solution can be found before the charter of our going to be imposed on friday and he really does it's just saying that he cannot speculate on that because it is such an important matter but then he added that he is a little bit more optimistic that he was before after meeting his counterpart here
9:21 pm
you as secretary of commerce ross and other members of the trump administration he didn't however tell us how a want a possible solution could look like and watch the european union would be willing to offer there are rumors saying that you the as may exempt the european union from the terrorists but said that there could be tough conditions attached to that conditions such as caps on imported steel exports and an increase in defense spending but we have to say that we have to wait because there is a lot of diplomatic activity here so let's take a look at the bigger picture here because we know one thing for sure and it is that donald trump wants tariffs in general now what does the e.u. in this case want specifically is this about just avoiding these specific tariffs on steel and aluminum or talking the us out of tears altogether.
9:22 pm
i think that the europeans are more concerned about the measures that could come next and the more important question for them is whether a president will follow up on his repeated threats to slap tariffs on imported cars and that could really harm the economy in the european union and particularly of course in germany it's one of the top car exporting nations worldwide it's you were talking about what comes next alexandra and now let's take a look at the scenario if donald trump doesn't give in could we see more tariffs also imposed by the e.u. well the european union was quite quick to say that it is going to fight back there was even a list published a list of you as products products that could be potentially targeted by the
9:23 pm
european union but we have to say that the european union is not interested in asking a lady in this dispute and germany wants the european commission commission to tread cautiously i was on a phenomena following the story for us in washington thank you very much. that's all for business it's back to brant now and a familiar winner in russia's election. well the day after all russian president vladimir putin's landslide reelection protests against him have erupted on the streets of moscow several hundred opposition members protested the outcome saying that they do not accept putin's win because polls were not fair and the organization for security and cooperation in europe says that voters had no real choice meanwhile putin struck a softer tone then he has recently towards the west on monday saying he. would

put diplomacy first. when you seem to need it we have no intention of engaging in some kind of arms race it was just the opposite we will seek to develop constructive relations with other countries. we call on our partners to have a constructive dialogue but. all right i'm joined here at the big table now by gustaf from the think tank the european council of foreign relations which is based here in berlin good stuff it's good to have you on the show and we just see we just saw mr putin they are saying he doesn't want to do arms race but a couple of weeks ago he presented to the country an invincible new nuclear weapon so which putin is telling the truth while put he hardly ever tells the truth so let's stick to facts. on arms race yes russia is sitting freezing his military
9:25 pm
budget russia is arming up russia is preparing in maneuvers full france or for against the west. hears that if the russian behavior doesn't match the proteins for story on the other hand this is kind of an informational pray she. reaches out without making any tangible concessions to whomever wants to pick up that. in europe you have the freedom party. governing in austria or no new italian government will think and they will want to have excuses to say why sanctions are norms wins and why we should sort of not reach out to these hand. sort of ignoring the fact that actually the hand is pretty well armed what do you think about what we're hearing now coming out of the united states with cambridge analytical and the facebook you know there's a controversy over facebook but there's also of course the controversy versity over
9:26 pm
russia being behind everything is there any way to hold putin in the grumbling to account for this. well that is stiff and cold first of all because it's not so clear cut on what the kremlin or does and does russia here is it's not such as putin is sort of the evil says lord who was sitting on the lava and conceivable plots there's more sort of people who have this. moscow consensus and that we are at war with the west or you know they try to sort of sell products uprooting to raise their importance in russia's domestically and they engage be tissue services who compete with each other and with no though that something is as ominous as influencing an american election he would know that's going on yes of course and he likes it. but you have several actors in russia who sort of. try to show off to
9:27 pm
putin how much they have influenced the american election and with his favor and weenies favor so you have a sort of a competitive competition between different arms all the gar services and so on who try to use their special angle and sell it to putin and putin then city if it chooses in terms of favor and money who is the best use of unfortunately we're out of time but i have a feeling we're going to be talking about this for many times in the future at least for the next six years to stop growth or from the european council on foreign relations thank you but so. and after a short break i'll be back to take you through the day we're going to take a deep in-depth look at those claims of things book cambridge. russia and donald trump.
