don't mind. me. this is newsnight from berlin and donald trump alles the outcome of the summit meeting with kim jong il. does not have to define the future yesterday's conflict is not out to be tomorrow's war. and as history has proven over and over again adversaries can indeed become friends with the trumpet speaking after signing a joint declaration with the north korean leader to denuclearize the korean peninsula.
2:01 pm
i'm still get a welcome to the program. a first bold step to a bright new future u.s. president donald trump has praised north korea's leader kim jong un after he reaffirmed a commitment to denuclearizing the korean peninsula the joint declaration also committed the two countries to continuing efforts to bring a lasting and stable peace to the koreans this is the first time a north korean leader at met for talks with a sitting u.s. president usa concept resisted such a meeting for decades describing north korea as a rogue state that should unilaterally abandon nuclear weapons. after the meeting the president expressed his gratitude towards the north korean leader for his engagement at that meeting. ortley i want to thank chairman kim for taking the first step toward
2:02 pm
a bright new future for his people are unprecedented meeting the first between an american president and a leader of north korea proves that real change is indeed possible my meeting with chairman kim was honest direct and productive for get to know each other well in a very confined period of time so what has been agreed well here are some of the main points the united states on the democratic people's republic of korea the d.p. r. k. commit to establish new u.s. d.p. r. k. relations in accordance with the desire of the peoples of the two countries for peace prosperity and small the united states in the d.p. r. k. world that joined their efforts to build a lasting and stable peace regime of the korean peninsula and it continues we are firming the april twenty seventh twenty eight team panmunjom declaration the d.p.
2:03 pm
r. k. commits to work towards complete denuclearization of the korean peninsula well our xandra nabhan has been the following of those talks from singapore welcome alexandra you were able to put more flesh on the fake bones of what appears to have been a growing. well that the commenced that was signed today from was a bold change but had legs detail that's something we have to stress here. and each of the four of main points you talked about can be found in if we in previous agreements with north korea some of them even in a stronger way let's take the most important the key issue here the new clear ization and the paper one commits to work towards a complete stand you close asian of north korea however we don't know what specific
2:04 pm
steps the north korean regime is going to take and what is the timetable there we don't know how the u.s. is going to verify that that is indeed happened the president just said during the press conference that it's going to happen very soon and that he believes that kim jong il is really willing to give up his nuclear weapons stressed and that's what he's feeling his instinct is telling him he has so. taking all of that into account the have to say that this document is very vague that it seems to be old talking about snow action. in amongst all the woods of president trump did announce at least one apparently concrete concession will be stopping the war games which will save us a tremendous amount of money on lassen until we see the the future negotiation is
2:05 pm
not going along like it should. i was on for a moment those military maneuvers i've always bought of the north what did the usa get in return. well it's doesn't seem getting anything in return and president talked about this points during the press conference and he said that at that this military drills were very expensive anyway and provocative so that so ok to give them up and he also said that after signing this agreement on a promise to destroy. this test sites in north korea but we don't know. there will be any independent experts on the grounds to collect evidence that this missile test site is really being destroyed and we have to keep
2:06 pm
in mind that shortly before this summit in singapore the north korean plants to destroy a nuclear test site in the country and they even invited to join the lists to witness these events but later u.s. secretary of state home kayo criticize they were no independent experts no inspectors to confirm that this site was really destroyed it. was wonderful norman in singapore thank you. are in south korea president moon j. and his promise to write a new history with his country's northern neighbor it was full of praise for kim jong un's decision to go ahead with the summit and a statement released by his office president said leaving dog days of war and conflicts behind we will write a new chapter of peace and cooperation we will be there to go with north korea
2:07 pm
along the way let's get more reaction then from a south korea correspondent and jason strother is in the soul welcome jason drove the south koreans also think they are leaving the dark days behind. people i spoke to today following the signing of the declaration at the end of the summit say they do feel that this is perhaps the start of better times some people i spoke with who were watching the summit unfold at a television on on a television inside of souls main train station said that they feel that this could lead to a sustainable peace on the peninsula maybe even denuclearization no one was expecting a breakthrough but this is a starting point then as for the military maneuvers on the potential would say yes that was a big one how is that being received. one person i spoke to who. has
2:08 pm
a lot of followers for his news commentary on twitter says that this was a completely unilateral decision and really caught him off guard and feels that south korea's conservatives who many of whom are former veterans of the korean military and have been fall against north korea during the korean war will be very unhappy with this decision and wants of the north china one a very likely how of a hifi to react in today's fake agreement. right i think china has to be somewhat concerned that it might lose some of its influence in the region if the u.s. and north korea move too closely together china has always had the most dominance in the northern half of the korean peninsula economically politically security wise you name it but now if north korea is going to play the u.s.
2:09 pm
against china as it did let's say with the soviet union in china during the cold war and this would be very upsetting to beijing for right certainly. you mentioned a little bit of this power and move towards peace has not been a complete welcome because there is still a basic trust gap between north and south south koreans have been down this road many times before agreements very much like this have been made in the past only to fall apart but i do feel this the feeling here is more of a cautious optimism south koreans have a very good feeling right now about kim jong un after he sent north korean athletes to participate in the winter olympics earlier this year after two very successful summits with president moon jan many people here feel that kim unlike his father and his grandfather. is a man is as
2:10 pm
a leader that his country can put more trust into jason strother and so found here . despite president chum's praise for that i summit is a turning point in relations with the north and critics they accuse the u.s. president of conceding too much sweden's former prime minister carl bildt currently serves on the european council on foreign relations treated as fit to trump evidently agreed to a limited u.s. defense efforts in south korea in return for so far nothing more than words we have seen before business feeney who had seen nobel prize winning nuclear disarmament group i can also condemned aspects of the summit outcome tweeting there is no agreement on nuclear disarmament and this all a looked more like a big welcome party to the nuclear armed club.
2:11 pm
schmidt is an expert on international security of the peace research institute in frankfurt here in germany welcome to day doubly what do you make of the criticisms we just had well. my personal view is also that it is a good starting point and it could be also change meaning a change between the united states and north korea talks more peace. less hostile behavior and my personal view is that the stop of. by the to go on my two little maneuvers in south korea is also a confidence building measure talks for north koreans and i would not say that the north koreans have done nothing wrong that my impression is they stopped nuclear testing stop testing of major range or long range missile systems though they did
2:12 pm
also something in the past. so what would you like to happen so you happened next. well i think so far both sides have not overcome their old prosecutions they have shown there might be a new parts parts better relations. but the coming negotiations future oh how far this will be come true and my present fuel is then this very show how far is really rilling to denuclearize and how far is really willing to give north korea peace and security i'm just doesn't know the process of trying to what i want to say oh excuse me but i also want to say it's a power that process you know clear is asian on the one side for the americans and
2:13 pm
more security and peace for north korea on the other side and i say that trust of course is a big issue both leaders seem to have had problems in keeping the two previous commitments how do does each go about building that trust. well so far they started with just building things. there are many small steps the public has not seen for example trump started soon after he come into office who many carry on how for the north koreans this was not recruited night by the public in the western countries but it was three quick nods but an austrian still best depths of trust building and now with a stockpile of missile. tests and other the nuclear test. and on the other side with the stop of big by letter a multilateral maneuvers in south korea b c
2:14 pm
a trust building process and in the document there is also a part of the trust building process that the exchange on the prisoners of war and also all of the people are all dying and doing the. korean war that they will be. given back to the americans and so on this is a trust building process but this happened also in the past when the relations between north korea and america over gort good talking to you thank you for joining us on so you can schmitz from the peace research institute in front of us yeah thank you very much. well as you can imagine the world of business under finance has of course been following proceedings in singapore occasionally. as well that's right the us dollars hovering near three week highs and asian shares have been gaining as investors show relief over the summit results north korea hopes for a big economic boost but it is far to go to catch up with its cover and cousin to
2:15 pm
the south let's see just how five us to go to split into north and south of the korean war was meant as a temporary solution but became a permanent division at the time it was actually the north that had the economic advantage the lion's share of korean industry located in the two states similar in size there i've least twice as many people living in the south korea than in the north at least i think so because exact numbers are hard to come by and the two nations economies are vastly different too in twenty sixteen south korea's g.d.p. was just under one hundred one point five trillion u.s. dollars while north korea has looks like a rounding error just twenty seven billion it's a similar situation it comes to trade south korea is one of the world's biggest exporters with huge straits floss at the imports that it does
2:16 pm
a trillion dollar worth of total trade with other countries around the world every year in contrast north korea's external trade is miniscule just this little red dot that almost all of it with china which has been keeping a close eye on the summit this is the view into north korea from the chinese border city of dandong here interest in the events that led to the extraordinary meeting of the north korean leader and the u.s. president has been huge for many locals it was a by business as much as politics. where. if the missing between trump and kim is successful it will be great for us people in dandong because we do a lot of cross border trade. is mainly by cross border trade that's what my husband does he had investments in north korea so we really hope that the country opens up soon. for a country as isolated as north korea maintaining ties with china has proven to be
2:17 pm
an economic lifeline look at the numbers and you'll see why in twenty fifteen north korea imported goods worth almost three and a half billion dollars eighty five percent of them came from china indian and russian imports together accounted for a further five and a half percent with countries including mexico and the philippines making up the rest. turning to north korean exports now they were worth two point eight billion dollars eighty three percent of them went to you guessed it china after their three and a half percent went to india north korea's top exports include minerals textiles and fish. but amid the flurry of excitement about bridging differences it's easy to overlook the source of north korea's decades of political and economic isolation reports of human rights abuses including slave labor prison camps and torture are among the reasons the country's been shocked of international diplomacy.
2:18 pm
holds could be a first step. to . start it. this factory outside south korea's capital seoul shouldn't even exist. up to two years ago the spacing rings for shock absorbers that the workers produce here were made in north korea in a special collaborative economic zone of k. song just behind the border as che tech was the first company to set up shop there back in two thousand and four industrial park is unusual as tech c o u chunk tells me it's run jointly by the two koreas the biggest advantage of the collaboration has been having access to north korean workers.
2:19 pm
they were passionate. and talented. those qualities made them stand out above other labels other regions those were the reasons why companies in case was so happy to work with them. and they were cheap north koreans only earned one tenth of what their counterparts in south korea made on par with other cheap labor countries in the region but case song is only sixty kilometers from seoul and everyone there speaks korean for local businesses a major plus but then in two thousand and sixteen it was all over the border was closed after north korea conducted nuclear and ballistic missile tests since then the only way of accessing the country from the south has been through binoculars. that bridge back there is part of the railway line that leads to the k. song industrial complex at the moment of course back election is closed but that
2:20 pm
could easily change and it could in fact become part of a much wider plan of economic cooperation between north and south korea that the government in seoul has put on the table. that plan and business is three major economic orders and industrial logistics and transport belt along the west coast connecting the korean peninsula with the north east of china and energy and natural resources belt into russia's far east and an eco and tourism area in the demilitarized zone along the border between the two koreas. toit in k. expert on the economies of north and south korea thinks economic integration on the korean peninsula is a win win. south korea today is like an island but if we work together with north korea we can connect directly to the trans-siberian railway and to the chinese built and road and that will allow us to reach the netherlands and amsterdam as well as germany and frankfurt. for instate take to the
2:21 pm
foreign relations with the north would be good news if the k. song industrial zone were to reopen they could easily double their production they say and that would help boost north korea's economy too. so the agreement could be the big boost to trade if it holds again which is all but certain if you just consider what happened to the g. seven summit for example let's bring in general de milan of the frankfurt stock exchange so now what are we looking at here long term are investors already betting on closer economic relations between north and south korea and then potentially the well well trying to point out somewhat comically about the north korean coast would be good for us state investment like condos but surely that's a long way off what we're already seeing is a surge in property demand in the chinese city of don dong got forgers north korea so clearly there is at least the sec spectate and that north korea will open up
2:22 pm
more economically there's also enough reporting to suggest that foreign companies have started setting up internal committees that vacated the possibility of exploring doing business in north korea only they're having to be very careful because they run the risk of violating u.s. sanctions and also there's a problem that north korea itself has a history of seizing the assets of foreign companies that have tried to do business within its borders companies from japan south korea so while the prospect is intriguing for investors that they're still going to have to be pretty brave. to decrease geopolitical risk of course is good for investors bizarre they really science it can you see that. market reaction has been kind of anti-climactic in fact equity markets performed much better in the run up to the summit than after the fact. so now that they've had time to review of the agreement and nothing stands out particularly that impresses that impress of them or
2:23 pm
surprises them that's made for quite muted trading as you can see behind me a so this could be a case of them preferring the journey to the destination but it's also worth noting that there are these shifting their attention away from the summit as they look to a recall of market moving news there is a major decision to expected from the fed and the e.c.b. today and on on wednesday and thursday and on friday the u.s. is expected to publish its final list of chinese products to be targeted by terrorists that have a lot on their mind. at the front and still strains thank you. but of course the agreement with north korea has also implication that there are going to be more important than business opportunities film. had be hopes that the issue of human rights would be raised to north korea has a poor rights record with kim jong un himself accused of ordering the killing of members of his own family but the subject was overshadowed by the summit's central issue you president from expect him to do about the
2:24 pm
human rights record regarding the north korean people right it was discussed it was discussed relatively briefly compared to the nuclearization well obviously that's where we started and where we ended but they will be doing things and i think he wants to do things. as the north korea specialist with human rights group amnesty international and so he was disappointed with today's outcome. well if any human rights have been covered in the conversation it has not been reflected in any of the documents and definitely not in the declaration which was rather sparse in terms of substance well president trump mentioned in his press conference after the . release in the declaration that he did discuss human rights with kim jong il and unfortunately he failed to mention what exactly he has covered so we wish
2:25 pm
that he had covered the main issues that we have raised with him a namely the detention facilities prison camps and also the fact that north koreans have been like cut off from the outside world in terms of the freedom of movement and freedom of information so i hope that he would elaborate more on what he has talked to john about in some documents of possible. is it your thought that these have just this is just not a high enough priority for either or both of these governments. well that was disappointing but in some sense it was predictable and understandable i think like from the very start the main objective of. summit was at the nuclear isolation so like something like human rights watch if
2:26 pm
you like some like humans rights could have the potential to make an act antagonized if not handled the right way but that said i think certain issues could be dealt with more easily and some harder issues can be left later so i hope at least he could deal with for example the right to health and food off the citizens because even though the fruits the crisis years have passed it's still very difficult for humanitarian organizations to operate in north korea they're not given access to freely distribute their materials and also are not allowed to have free and monitoring action so i think that would be something to start with early and also some other issues such as freedom of communications i think north korea is developing very quickly in terms of telecommunications but most of its people are not able to access the internet or to make phone calls to the outside world and
2:27 pm
that shouldn't be the case so i think those are things that at that time could have raised. on a. simple thank you. just time to remind you that the top story at this u.s. president donald trump has praised the outcome office on president something with south korea's leader kim jong un the joint declaration in singapore thomason number of measures including the cessation of u.s. south korean military maneuvers. after the two leaders committed to the full denuclearization off the korean peninsula chaffin can also president trump making the summit happen he clarified that the two sides had not put the past behind. and sets you up to date on the top of the hour i'm going to. take.
