political correspondent simon young is just outside of berlin and our meeting today hi simon good to see you what kind of support is merkel looking to get from. signals from the french president that there can be movement forward on this of course the franco german relationship is the key one the one of the key ones at the very heart of the european union if these two countries can agree then that's a first positive sign that there could be some new agreement on the whole migration and the silent issue at european level and of course chancellor merkel is hugely under pressure she's got this crisis in your own party with people at the particularly the bavarian party calling for tough measures and tough signals so something needs to change and emmanuel mccrum can help bangle americal to change it

how can he help simon what could a possible german franco position on migration for the e.u. look like. well in terms of the principle i think they're not too far apart both leaders agree that a european solution is the best one and that means strengthening europe's external border beefing up the external border agency frontex but also having a better system for distributing migrants who do come to europe around the various e.u. countries but there are going to be tough talks here i think today because of course the french are also. clyde to take a tough line they've got a bilateral agreement for instance with italy anglo-american now talking about getting bilateral agreements with specific countries to take back migrants that can't come to germany france is already doing that sending back thousands of migrants to italy this year they haven't been all that welcoming in general to

migrants and have given those that have come to france a pretty tough time so that's much more a sort of zero for bavarian style approach than what merkel is looking for and she of course talks about solidarity and harmonizing asylum rules across the union so there's a lot of talking to do a lot of talking to do so i mean just briefly if you can what about what the rest of the e.u. what's going to be the most difficult part of getting an e.u. solution. well i think is as i say it's about getting those harmonized rules and indeed in some cases the countries like poland and hungary who have said things in a sense they don't really want to take any migrants at all so as far as we're talking about a solution at the european level head of that summit in brussels next week i think it's unlikely to come anytime soon. i mean young covering the meeting between the german and french leaders for us today thank you simon. it's not

just in europe but in many places around the world a record number of people are on the move a new report by the un refugee agency says war and conflict has led to the largest increase in refugees and displaced people since it started monitoring the situation in one nine hundred fifty one now that report says that since two thousand and sixteen the number of refugees has increased by three million to a total of sixty eight point five million people roughly two thirds of them are from five countries syria afghanistan south sudan mian maher and somalia now the agency says that resulting in any one of those regional conflicts would have a major impact on the global refugee crisis let's talk more about this with charlie yaxley a u.n. h.c.r. spokesperson joining us from geneva in switzerland charlie if you can hear us so we can see you yet but there you are the number of refugees as we said charley has jumped to a record a new level what is your organization doing how is it working to decrease the

number of people fleeing war persecution poverty. well for the fifth year in a row we've reached another diam ol stone this is a new record that's what we're seeing is the wall more more situations of violence warm persecution is forcing people from their homes at the same time solutions for people who are that the resettlement all the chance to return home is increasingly reducing what needs to happen now is a global response seeks to address the situation and something like this is in the pipeline last year at the un general assembly states agreed to develop the global compact on refugees which seeks to support not only refugees but host communities as well but at the same time we need to tackle the root causes of displacement we

need to be able to prevent this violence from happening in the first place in the future that will prevent new people being forced to flee and also hopefully create the conditions that will start allowing people to return home now charlie your agency says that resolving any one of the regional conflicts that we mentioned would have a major impact in solving the global refugee crisis but the un security council itself has not been very effective in doing so how do you see a solution on that front. well what's needed is for the international community to come together. to come together in dialogue and to find these political solutions that bring an end to the bloodshed it requires those who have influence over the parties to conflicts and violence to use that influence to bring about peace right now what we're seeing is a real deficit around the world in peacemaking and peacebuilding and it's affecting

record numbers of people and these are not just figures these are men women and children who through no fault of their own having to leave everything they know their lives their community behind and having to start again you said these are not just figure is that your u.n. high commissioner has also said that the number of refugees under way at the moment sixty eight point five million isn't unmanageable for rich countries yet if you look at germany's case it is something that the country is still struggling with of the question of migration is threatening even to topple the government has your agency been really looking at the issue of also not only taking in refugees but integrating them. well we have to be very clear here more than eighty five percent of the world's refugees are being hosted in developing countries so it is poor countries that have the greatest of the responsibility for hosting and receiving refugees. there is
