possibly they'll be able to come out in front of the press in just a few minutes time as we're expecting and tell us that they've agreed to move forward with forming that common policy that both anglo-american and emanuel mccraw have said is essential about harmonizing the way that migrants in asylum seekers have dealt with as they come into europe and trying to forge a way forward how they can persuade the other european countries some of them not at all happy about migration to play ball and join in because of course angle america is looking to pronounce particularly germany's strongest friend in europe to give it a little bit support just at this time of crisis for anglo-american and sam and as you said the german or french leaders are expected to speak to the press a little while we're keeping our eye on that and will go to that live as soon as that happens with michelle and you heard there from simon as he said they're looking to forge a common policy what would that policy look like

particularly if they're muslims so this is an overarching issue here at the same time we've heard him on my call time and time again pay lip service to a pan-european solution but at the same time only taking in a fraction of the number that germany has taken in for instance so what germany has put on the table now is that it wants to create incentives rather than working with a quota system incentives for taking on migrants that could actually germany being refunded for some of the costs that it might have in the future for taking in migrants but you know we see a real change of dynamics here because just a week ago i would have said we're waiting for the german answer to my call well today we're sitting here we're also waiting for answers to what was an essential threat potentially still is one to america's leadership in germany but also in europe and that was completely changed the dynamics not just of an e.u. summit but of how policy is done and who takes the lead in europe right now simon coming to you know michelle is saying there that the chancellor needs to send

a message that this is doable is it doable you know what is going to be the toughest part of getting this common e.u. solution. was michelle mentioned there are countries that are outright against the migrant flows and i think that that is going to be the most difficult thing countries like hungary and poland and of course at the same time you've got the southern european countries greece and italy in particular which are taken in so many people feel that they've been left alone so that's the the danger for angle americal is really this decision about whether it's a good idea to go for bilateral agreements and try and make deals possibly with incentives as michelle mentioned you know to get to get that type of bilateral solution maybe that's stable but the problem is it's not a pan european solution and that means that in the in the end you won't have

a common approach and you won't have a last thing solution that european level says that's what's needed it's not absolutely clear what france thinks they have this bilateral deal for instance with italy they've returned ten thousand and more migrants to italy this year and they haven't in generally in general been particularly migrant friendly in recent years so in in detail it's not clear even if the the french approach is that close to anglo-american although as i expect there will be some supportive words because and because a manual mccraw has big plans for changing things that european level not just on the migrant issue but on many other issues and he needs angle americal in place to help him push that through he needs anglo-american in place mashallah but she's coming from this summit rather from a weakened position does that change the equation well it means that some potentially the time is even more pressing as if it could be any more pressing at

home now charlie your agency says that resolving any one of the regional conflicts that we mentioned would have a major impact in solving the crisis but the un security council itself has not been very effective in doing so how do you see a solution on that front. well what's needed is for the international community to come together. to come together in dialogue and to find these political solutions that bring an end to the bloodshed it requires those who have influence over the parties the conflicts and violence to use that influence to bring about peace right now what we're seeing is a real deficit around the world in peacemaking and peacebuilding and it's affecting record numbers of people and these are not just figures these are men women and children who through no fault of their own having to leave everything they know their lives their community behind and having to start again he said these are not

just your un high commission has also said that the number of refugees under way at the moment sixty eight point five million isn't unmanageable for rich countries yet if you look at germany's case it is something that the country is still struggling with that the question of migration is threatening even to topple the government has your agency been really looking at the issue of also not only taking in refugees but integrating them. well we have to be very clear here more than eighty five percent of the world's refugees are being hosted in developing countries so it is poor countries that have the greatest of the responsibility for hosting and receiving refugees. there is a need for richer countries around the world to come forward in solidarity and to share a great. share of. this is
