example what exactly does the chancellor need from the summit and what are the main hurdle she's going to face max well in an ideal world her first option would be to finally be able to convince the other countries or at least you know the eastern european countries to take in refugees so to have a system that redistributes migrants fairly across the european union that we've had her fighting for that ever since the heights of the migration crisis at the end of two thousand and fifteen so we know this is not going to happen anytime soon so that means we're stuck with the so-called dublin system that's been in force for many years now and many agree it doesn't work and we have a little explainer to show you what the dublin system exactly stands for under the so-called dublin rules asylum seekers must be processed in the country whether first arrived assuming the migrants are crossing the mediterranean sea greece and italy has seen the biggest influx of people even if the migrant wants to
