premier of bavaria marcus it or appraise the e.u. agreement saying that it was more than his conservative party expected but he cautioned that some of the measures were vague and more would have to be done. but really he's this what was agreed in brussels was a lot more than expected and it's definitely a step in the right direction a lot of the measures that have been agreed are things that alba varian c.s.u. policy was demanding i think the summit it wouldn't have achieved as much as it did very had not pushed so hard so bavaria achieved a lot since elements since. well for some analysis on all this i'm joined in the studio now by our chief political correspondent melinda crane similar in that we just heard of the various state premier and he did sound rather satisfy it is this an indication that the dispute between chancellor merkel and the c.s.u. is now resolved we just don't know yet and we probably won't know until tomorrow

afternoon or evening the leadership of both parties is meeting separately and they will be talking about whether these deals that were agreed on both by e.u. leaders at their summit at the end of last week but at this week but also but with the chancellor between in bilateral agreements with e.u. member countries fourteen we're told whether that's enough to placate the c.s.u. if you remember the conflict was precipitated by the varying conservatives the christian social union they are the sister party of the chancellor they haven't been behaving very sisterly basically giving the chancellor ultimatum saying that if she didn't come up with a satisfactory deal they would move on monday this coming monday to essentially turn back refugees at the german border who had been registered in another e.u. country namely the countries on europe's southern periphery so the head of the c.s.u.

has by no means disavowed that ultimatum despite the conciliatory statements that we just heard there and it will only be clear tomorrow possibly the sea evening because we're told that the head of the c.s.u. is meeting the seething with the chancellor but i think we won't get an announcement yet until tomorrow whether in fact the c.s.u. is satisfied or not all right so perhaps chancellor merkel i'm not out of the woods yet but this of course has been a very tense time for the chancellor but melinda of course this is more than just about german politics all of these discussions about migrants coming into the e.u. we're talking about people who are fleeing war or. horrible conditions what does this mean for them well this the agreement that the e.u. leaders came up with at their summit is essentially an agreement about the external border of the european union to tighten that to create new centers both

within e.u. countries of first arrival but also offshore in northern africa so somebody's trying to leave africa either for political reasons or for economic reasons let's say that person tries to get onto a boat they might be intercepted at sea turned back and brought to these disembarkation centers in northern africa we are told that those centers will be run in accordance with international human rights law unclear whether in fact that will be the case otherwise if they make it to europe they might wind up in a closed center in a country like italy or greece again those closed centers that have been exit the existence until now have not always gotten very positive assessments from human rights observers so both of those in some to some degree are meant to deter people from trying to flee to europe but as you point out many of them are fleeing in fear of their lives whether in fact this will serve as

a deterrent is very unclear all right chief political correspondent belinda crane many thanks indeed for all your insights. now part of the e.u. migration overhaul calls for asylum processing centers eventually to be established in north africa but many of the countries seen as potential host so far want nothing to do with the proposed centers which are aimed at preventing migrants from making the perilous journey across the mediterranean. they have been saved. people often land after their boat thank you for this is a daily occurrence off the coast of libya the e.u. wants to place people who have been rescued from the waters of the mediterranean in regional centers in north africa but critics say that is just outsourcing the problem and more importantly those countries where the center should be situated have yet to consent morocco has already said no we do not want to act as e.u. police. position regarding such processing centers is clear we

have never supported this method of stopping refugees and we never will. tunisia is not yet a transit country perhaps due to its smaller size but it fears it will become one if the e.u. plans are realized algeria and egypt also dismissed that you plan to date egypt has remained on the sidelines of the refugee crisis. there is no isolation nor any centers for refugees these kinds of centers in certain regions just don't exist in egypt. libya is the nexus of refugee traffic to the e.u. human smugglers take advantage of the catholic situation due to the civil war observers say it's hard to imagine libya as a reliable partner we think that's what's actually going to happen in reality is if these centers will be in europe. if there are centers in north africa they need to

have the agreement of the country they need to have the support of the country they need to have the highest international standards they currently don't so anything that's happening in libya is excluded for countries to participate the e.u. may need to sweeten its offer egypt for example would welcome money for its flagging economy but numerous rounds of negotiations are likely ahead before anything is decided. a weeks of infighting over migration have a. rift. in merkel's government and germany's far right opposition now want to count that all eyes on that division the party currently has around fifteen percent backing in public opinion polls which is a slight improvement on last year's election result but still far behind the conservatives once he opened his party's conference this weekend alexander gollum's the leader of the alternative for germany party said chancellor merkel has left the country isolated on the international stage. right
