secured in brussels a minor parties regional convention usually arouses little international attention but times are different since the dispute over migration policy threatened to divide the c.d.u. from the bavarian sister party the c.s.u. the bavarian state premier gave an indication of how his party might respond to the compromise reached by e.u. leaders in brussels a week to go should india have to go it's a step in the right direction some things remain very unclear and have to be expanded our european partners have explicitly agreed that they must also be supporting national measures that means it's been decided that now we in germany must also take action. but the center left social democrats insists there are some issues they would certainly not accept most of these i would like to make it clear once again that unilateral actions and the rejection of refugees at the border are off the table in

a lesser merkel informs her coalition partners about the results of the e.u. summit it said the chancellor had secured agreements with fourteen countries for the rapid return of asylum seekers already registered in those countries such a deal already exists with greece and spain but there's no deal in sight with italy one of the main transit countries and the czech republic and hungary deny any involvement in the agreement it's still unclear how quickly the situation will change for migrants seeking refuge in europe. and let's get some analysis now for that i'm joined in the studio by our chief political correspondent melinda crane melinda so from what we heard in that report some conciliatory words from one of the c.s.u. leaders that this mean the dispute between the c.s.u. and chancellor merkel is now resolved no we can't say that and we won't know for sure i think until tomorrow when the leadership of both parties will be meeting to look at what was agreed last week and decide sensually on the part of the varying

conservatives whether it is enough for them to essentially back down the main sticking point here still remains this question of unilateral action as mentioned in the report so as you remember the conflict began because the head of the very conservative party who was also germany's interior minister had essentially said that he believes germany can and must go it alone to turn back refugees who were already registered in another european union member country normally the countries on the periphery of the e.u. the southern border like greece like spain like italy and send back to those countries now despite the conciliatory tone that we heard in that report we are hearing c.s.u. leaders saying that they believe that this summit agreement allows them nonetheless to still proceed unilaterally the chancellor definitely doesn't see it that way if

i look at the agreement the wording of what was agreed on by the e.u. leaders i don't see it that way either and i don't see her backing down on that point all right so perhaps some vague language in the declarations or the agreement from the chancellor different people understanding it in different ways so is there still a risk that the government could collapse over there is there absolutely is a risk if in fact mr say hope for the interior minister were to move forward on his threat. and say well we are going to act unilaterally after all i think the chancellor really would have no choice but to fire him for insubordination that would set in motion a cascade of events that essentially could explode her coalition and lead to her term as chancellor and but my prediction and it really is mostly speculation at this point is that both sides will look for a face saving way to deescalate i think that's what this conciliatory language from the c.s.u. means we've heard them saying hey we paved the way for the movement that happened

this week at the summit and why are they now deescalating well for the same reason that they started this conflict in the first place domestic politics they are looking toward a very important but very unstable action in the fall worried about the gains by the right wing wanting to look tough on immigration but it turns out voters who were polled recently don't like the way they're going about it and actually two thirds support the chancellor's approach right so we say with a stake of domestic politics also the chancellor is a future perhaps that we mustn't forget this is about human beings these migrants are coming from places where there is war there's all kinds of violent conflicts what does do these new rules of migration actually mean for the people significantly higher obstacles for people who are trying to enter the european union there is no question this is the first step toward tightening europe's borders fortress europe is what many people are calling it that means if you even

make it to see as a migrant you well might be sent back to a so-called disembarkation camp in northern africa it is not clear whether international law will really be enforced in these centers the e.u. leaders are claiming it will but right now the centers that do exist in northern africa have been condemned as has very very difficult places for migrants if you do make it to the shores of europe you might wind up in a so-called can. center an anchor center a holding place that would be closed also a very difficult hurdle would stuff refugees from coming probably not all of them many are fleeing for their lives melinda crane our chief political correspondent many thanks indeed for all your insights well mexico is gearing up for presidential and parliamentary elections on sunday following a campaign that's been marred by violence dozens of candidates running for office have been killed by the country's powerful drug cartels most polls show

polls on sunday and it will be historic because mexicans are fed up with the corruption and violence in this country and because the traditional party that has ruled mexico so far have not been able to fight this problem and that is why we might be seeing a leftist candidate becoming mexico's next president for the first time but is also going to be historic but because it is going to be the first time mexicans vote for so many political position it's not only president but they are renewing their congress and many other local offices all right so voters not to turned by violence but what about violence against the candidates themselves apparently dozens have been killed in the run up to the poll was behind that violence well behind that violence are brutal drug cartels and other criminal organizations all over the country which i have killed one hundred thirty one politicians since the campaign started in september and this has worsened we have seen this before but it

has never been so transversal with all political parties and that is because drug cartels and organizations have taken over and want to gain more political influence in regions where they have strategic businesses and some of these candidates might not have stuck to what those organizations are interested in those specific regions where the candidate to for victory on the dish manuel lopez obrador has promised to tackle crime just how does he intend to do it briefly if you could. well just like all the other he has promised to fight corruption and and impunity will try the main reasons for this violence but he has no specific line or strategy in his program that we can see but one very controversial proposal from and doesn't look at all rather is to grant amnesty to some criminals in order to end this
