a terrible place right now where people are not thinking of other people as human beings. turning now to germany where chancellor angela merkel appears to have avoided a breakup of her coalition by security agreements with her european neighbors during a summit in brussels while letter to her whole. partners reveals that more than a dozen countries have agreed to take back asylum seekers from germany the various state premiers has welcomed the deals as c.s.u. party is meeting on sunday to decide whether to accept the concessions that merkel secured in brussels a minor parties regional convention usually arouses little international attention but times are different since the dispute over migration policy threatened to divide the c.d.u. from the bavarian sister party the c.s.u. the bavarian state premier gave an indication of how his party might respond to the compromise reached by e.u. leaders in brussels at least the go should indeed have to get it's

that i'm joined in the studio by our chief political correspondent melinda crane melinda so from what we heard in that report some conciliatory words from one of the c.s.u. leaders that this mean the dispute between the c.s.u. and chancellor merkel is now resolved no we can't say that and we won't know for sure i think until tomorrow when the leadership of both parties will be meeting to look at what was agreed last week and decide on the part of the varying conservatives whether it is enough for them to essentially back down the main sticking point here still remains this question of unilateral action as mentioned in the report so as you remember the conflict began because the head of the very conservative party who was also germany's interior minister had essentially said that he believes germany can and must go it alone to turn back refugees who were

already registered in another european union member country normally the countries on the periphery of the e.u. the southern border like greece like spain like italy and send back to those countries now despite the conciliatory tone that we heard in that report we are hearing c.s.u. leaders saying that they believe that this summit agreement allows them nonetheless to still proceed unilaterally the chancellor definitely doesn't see it that way if i look at the agreement the wording of what was agreed on by the e.u. leaders i don't see it that way either and i don't see her backing down on that point all right so perhaps some vague language in the declarations or the agreement from the chancellor different people understanding it in different ways so is there still a risk that the government could collapse over there and there absolutely is a risk if in fact mr say hope for the interior minister were to move forward on his threat and say well we are. going to act unilaterally after all i think the

chancellor really would have no choice but to fire him for insubordination that would set in motion a cascade of events that essentially could explode her coalition and lead to her term as chancellor and but my prediction and it really is mostly speculation at this point is that both sides will look for a face saving way to deescalate i think that's what this conciliatory language from the c.s.u. means we've heard them saying hey we paved the way for the movement that happened this week at the summit and why are they now deescalating well for the same reason that they started this conflict in the first place domestic politics they are looking toward a very important but very unstable action in the fall worried about the gains by the right wing wanting to look tough on immigration but it turns out voters who were polled recently don't like the way they're going about it and actually two thirds support the chancellor's approach right so we say what's at stake of

domestic politics also the chancellor is a future perhaps that we mustn't forget this is about human beings these migrants are coming from places where there's war there's all kinds of violent conflicts what does do these new rules and migration actually mean for the people significantly higher obstacles for people who are trying to enter the european union there is no question this is the first step toward tightening europe's borders fortress europe is what many people are calling it that means if you even make it to see as a migrant you well might be sent back to a so-called disembarkation camp in northern africa it is not clear whether international law will really be enforced in these centers the e.u. leaders are claiming it will but right now the centers that do exist in northern africa have been condemned as has very very difficult places for migrants if you do make it to the shores of europe you might wind up in a so-called control center an anchor center
