at the causes and presents analysis and drugs for discussion the plan to treat disputed all topics on t w news and business. plan to. play. business d w news live from earth lend angle america back from the brink the german chancellor survives a migration dispute that threatens to topple her grand coalition but a new poll suggests that her government is more unpopular than ever does this mean that the fourth term leader will soon be on our way out. also coming up the tragedy
8:01 am
in thailand a former navy seal diver has died while working to free twelve boys trapped inside a flooded cave a stark reminder of the danger involved in the rescue effort. and beijing calls it the biggest trade war in the history of this after the u.s. imposes tariffs on billions of dollars in chinese imports. plus at the world cup quarter finals kick off today we will go to moscow for a look at the match ups and euro guai where an entire country is gearing up for their match against frowns and expectations are high as it is the nation's footballing pedigree and its passion for the game at stake here. on the back. i'm sara kelly welcome to the program. the german chancellor angela merkel has
8:02 am
emerged from a week's long fight over migration with her job intact but with her political future in doubt the junior partners america's coalition government the center left social democrats have signed on to her new tougher line on migration it was a key demand of interior minister hostas a whole for who leads merkel's conservative berrien sister party the c.s.u. his party faces elections later this year in a state that is the main entry point into germany for thousands of migrants those who would be there if the malls and the deal covers measures denying entry right on the border but also a faster implementation of the dublin regulation within germany you know. it covers everything that an interior minister would want. the most if those super numinous the ridged. won this let's bring in political correspondent facts kushnick who is joining us from his parliamentary studios here in berlin so max as we just heard there we've heard from the interior minister harsh they offer saying that he got
8:03 am
everything he wanted is he really the winner here. well that depends how you look at it if you look from the perspective of him being the leader of the conservatives the sea is you who are heading to state elections in october he is in a sense because he has gotten something bad was really did to his party that was really important to his election campaign shift in migration policy they were looking forwards to bring that through in the government and that was really important that is really important to the varian voters if we've seen in recent polls coming from the very end the last week at the same time he's also reached out on the gulf on the federal level as the federal interior minister that was also a goal for him being in the government but at what cost you may ask the question is what has it cost him in political currency for once he has caused quite a ruckus within the coalition government especially with his long serving coalition
8:04 am
part of the c.d.o. conservatives and with the leader of the studio comes over this german chancellor angela merkel and it also has caused quite a rift within his own party who is again heading to a state elections and who has to show a united front in this election campaign there has been quite a rift it wasn't the public it wasn't that many critics speaking out against him in the last week when the spats between the union partners were going along but at the same time we have heard some critics and it's interesting to see how he will go on after the bavarian state elections and it's also caused a rift in the coalition we have to mention the coalition partners the social democrats they say that they are also happy with this deal let's hear what andrea knowledge of last night. as with kind of not there will be no unilateral action at a national level and no unilateral rejection of migrants at the border we will implement an expedited border procedure instead we don't need any changes to the
8:05 am
law through this it's all based on existing law so there will be absolutely no camps. but who compromise here max well when the deal was reached between the three coalition partners last night there was a lot of commentary saying that this is probably been the one of the longest shifts in migration policies in the making as a seat as the social democrats have been pushing for this quite a long time years ago when they were in effect in power and it was then opposed by the conservatives so in a sense it's a compromise by all three coalition partners from coming from one way or the other in the bigger picture probably the biggest compromise has come from german chancellor angela merkel since the beginning of the migration crisis in two thousand and fifteen she's been put a firm stance on keeping borders open on not discussing broader idea of a change in migration policy and she had to do that now being forced by our own conservative coalition partners the cities do in the last couple weeks and she is
8:06 am
certainly the one who had done the biggest compromise in her political position but you know ultimately max on this is really the big question here what do the german citizens think about all of this and i would like to just bring in a poll that we have and get you to comment on it because we've got poll results from in for tests do you map to take a look at the pollsters asking how satisfied are you with the german government's performance a vast majority more than three quarters said that they were just satisfied only twenty one percent of voters said that they were satisfied with the government's record. so i mean max that would seem pretty clear how long can the government survive in office with these terrible approval ratings. yeah well that is clearly a crucial point of the moment because the government as we have it even though elections were in september last year the government itself has only been in office for less for a little bit more apologies for
8:07 am
a little bit more than one hundred days so this is certainly a crucial point if they're already and at such a record low but at the same time the approval ratings for the german chancellor angela merkel are still quite stable she's only lost two percentage points in this latest poll and so have her closest allies they're also still at the top of the ranking merkel's currently still the most favorable petition in germany and so are some of our close allies peter. who's the coming next business minister and. the foreign minister and or. vice chancellor and. so they're all together. doing quite well and those are even though they're some of the most social democrats as high costs and all of chilled they were so close allies to her and you know one of the big questions that emerged out of this is whether or not this would damage the governing party standing and strength in the
8:08 am
fortune fortunes of the opposition i'd like to bring in some more numbers in fact now and then get your take on it afterwards because the short answer basically is no not at all all the parties are about where they were last month check this out and americans conservatives have about thirty percent support for coalition partners the social democrats are at about eighteen percent as you can see there a nationalist alternative for germany where the a.f.d. they're the biggest opposition party with sixteen percent the environmental environmentalist greens excuse me they are on fourteen percent and the post communist left party have around nine percent pro-business f.t.p. are on at eight percent. so just looking at those numbers there max i mean this doesn't seem to add up because voters seem very dissatisfied with the government on the one hand but if there were another election now they would pretty much vote as they did ten months ago why is that all that has that has to do with two things in
8:09 am
particular the one thing is that this new government of the new old government coalition partners haven't brought any new sort of perspective forward in a lot of topics so people still have the same issues people still have the same problems that got in housing regarding. education so they're still looking for the same answers with the same parties but the same time we have seen one distinctive change and that is that the right wing ice-t. has actually gained some percentage points and now at a record high of sixteen percent and that is partly because the biggest debate has been as put forward by the very conservatives discussion about immigration debate and that has been something that has been pushed severely by the rightwing. but the very latest from berlin thank you. analogy get a quick check of some other stories making news around the world japan's justice minister says that the former leader of a doomsday cult responsible for the one thousand nine hundred five sarin gas attack
8:10 am
on the tokyo subway has been executed along with six fall the worse thirteen people died and thousands were injured he had been on death row for more than a decade. and the united states got through it the embattled chief of the environmental protection agency has resigned the e.p.a. administer have come under fire for alleged ethics violations and for his spending habits it is reportedly under investigation in a dozen separate federal probes. and at least twenty four people have been killed in a series of explosions at fireworks warehouses in central mexico the casualties including rescuers who arrived in the. bank to help victims of the first blast the town is known for its long tradition of making fireworks but also its history of deadly accidents. and a diver working to free the twelve boys and their soccer coach trapped in a flooded cave in thailand has died from lack of oxygen and officials say the
8:11 am
former navy seal was helping the rescue efforts as a volunteer he lost consciousness during an overnight mission delivering air tanks another diver brought him out but he couldn't be revived they experienced divers death highlights the dangers of getting the trapped boys out concerns are also mounting about falling oxygen levels in the cave itself. i'm joined now by journalist tim newton he's joining us from thailand with the very latest i mean how likely is this incident to impact more raul joining the ongoing rescue operation. hi sarah well obviously after the jubilation on monday night following the discovery of the thirteen football is this death has put a real stall on what was going to be a rescue over the next couple of days or that was what was foreshadowed but now it's clear that getting the team out is much more dangerous than they are imagining
8:12 am
when you have the death of a highly qualified thirty eight year old former time navy seal in the long caves up in chiang rai so i would say that rescue was announced scrambling to try and find alternatives or at least a cipher way of getting the boy's death because it seems getting them out through where the way they came in is going to involve a very risky situation and sara such a tragedy hair what do we know i mean we're looking at images now of the boys themselves they appear in these images to be getting medical attention what do we know about their condition. because they've been underground for nearly two weeks at this point. yes. i think people were a little bit surprised that their spirits were quite good and the health was a bit better than people were considering when they were found on monday not tight time but as the days go by they're not getting any sunlight they're now getting nutrition but the stress and the ongoing white is always slee whining on them
8:13 am
they've also got this lingering situation which is just emerged in the last couple of days where it suggests that the oxygen levels inside the cave with their currently located and trapped is starting to drop and this must be descending additional concern and urgency to the situation but the medical condition of the boys is considered to be fairly good a few of them apparently are quite weak but a lot better than people would have thought but probably not up to a daunting scuba diving outfit and making their way back through the cave considering that none of them can swim and they've certainly not had any scuba diving trying. and to add to that pressure to add to the urgency we understand that more rain is in the forecast and i mean that must most certainly be adding to the pressure as well. will the weather conditions are also
8:14 am
wiring on the the group. more monsoonal rains on the way they've had three or four days where that hasn't been any rind they madly trying to remove all the water from the cave but the looming weather the monsoon added to the problem with this gentleman's death this morning is certainly making the the whole skype of these thirteen footballs much more complicated. tim that in with the very latest now from thailand thank you so much for telling us a little bit more about what has happened there in the past twenty four hours are they shot at. it's august and thailand now where nine bodies have been recovered after a tourist boat capsized off of the resort island of that authorities say that high winds caused the vessel to overturn pitching mainly chinese tourists into the sea rescue workers pulled around fifty people to safety but dozens more are still unaccounted for and are believed to be trapped inside the sunken boat.
8:15 am
so exhausted but say. dozens of the boats passengers and now back on dry land others are still missing. everyone on board had been wearing a life jacket of thirty set but tights tourist boats have a poor safety record when harsh weather hits the captain lost control. of it off the first wave hit the boat rubbish goes into the drainage engine so the draining system was not working fast enough to keep the boat steady then more waves hit as the boat was tipping from side to side and then it capsized. and it wasn't the only one a second boat also overturned as another location of two cuts on thursday afternoon officials said its passengers had all been rescued. with the severe weather set to continue authorities are considering banning boats from going to see during strong
8:16 am
winds. well now to some other news helen humphrey is standing by and we have a significant escalation in the trade dispute between the united states and china they're calling it a trade war it's a huge escalation the u.s. going ahead and doing what it said it would introducing those threatened levies on chinese imports china saying it could herald the worst trade war in history no less eight hundred goods from china are affected we're talking calls planes and hard drives to the tune of some thirty four billion dollars china's ministry of commerce reacted angrily saying it would be forced to make a necessary counter-attack which could mean retaliate tariffs on u.s. goods like soybeans and pork meanwhile u.s. president donald trump says the u.s. won't stop the u.s. tariffs could run to some five hundred billion dollars worth of chinese imports meanwhile moccasin reacted with trepidation with chinese stocks collapsing
8:17 am
let's put this into perspective now with catherine young investment director from fidelity international in hong kong great to have you with us catherine the united states is now follow through on its threat how will this affect the chinese economy . or in terms of just looking at the markets to begin with this uncertainty continues to be an overhang so investors very concerned in particular about what the chinese are going to do from retaliation perspective from an economic perspective again it's too early to tell in terms of the impact any impact at this point in time is quite minimal but we do have to be mindful whilst we have these external headwinds we also have the internal issues in terms of the deal leveraging process and whether and fact the cost of funding remains too high for a number of chinese corporates let's talk about that tit for tat perspective that you raise then catherine because on the other hand of course we've got china being
8:18 am
a big lender for the united states and its government so where does this now leave the u.s. . well from a broader perspective because the chinese are still one of the biggest holders of u.s. phones or u.s. treasuries and let's say the chinese do start getting more and more irritated with the unknowing that constant so you know the threat of tariff increases by the u.s. it wouldn't be too much of a surprise for that capital out of china to be diverted elsewhere so areas such as e. and even europe could benefit and that wouldn't be good for the u.s. government and i do wonder at this stage how these moves from the u.s. actually affect other asian economies because it won't just be china are affected well in terms of supply chains well exactly because when you purchase an apple phone in the united states the supply chain isn't just china there are a number of countries that are involved in this but you know when we look at the
8:19 am
actual flow in terms of discussion and conversation it is still very much a us china centric situation when we look at the generally speaking the domestic demand story and when we look at our portfolios in particular eighty five to ninety percent of them really sort of factoring in the domestic demand story here so the export side isn't too prevalent across our portfolio so this domestic demand story still very much remains intact catherine you know these quotes that you and i have both heard over the course of these saying in the past trade was a good they're easy to win the i.m.s. issuing its warning saying nobody wins in a trade war can you see one side managing to come out victorious in this dispute. you know unfortunate if we say this for the escalation you know you have once an hour where the chinese just start making bilateral agreements with europe with
8:20 am
japan the rest of asia so very much x. the u.s. when you start saying high tariffs companies and pasta khosla to consumers so you could see higher inflation across the board so all of us on because of high at a million prices a coke becomes more expensive because the can is made of aluminum so it's not good for the synchronised global growth story that we have seen over the past couple of years and so that's really what unfortunately has lost catherine young the investment director from fidelity international just at the end thanks to her she's in hong kong let's move on now because the boss of german steel joint to some clip is stepping down german media is reporting that hina he singer is leaving before he gets it american activists invest powerless pull singer recently bought a say in the company with the aim of forcing he sing it out that's according to the news magazine. now the move comes shortly after to send announced a deal to merge its european steel business with indian rival tata steel.

back over to sara now in plenty of world cup excitement absolutely we are heading straight to a moscow because we have our correspondent standing by it is the day that the fans of the eight remaining world cup teams have been waiting for sports correspondent all over moody is in the middle of it all in moscow good morning to you ali let's kick off with city's upcoming quarter final games what are we expecting here because we have your guys' match up with france. yeah france certainly one of the most talented sides in the world they showed in the last game against argentina. when they let loose in attack it can get really quite unpleasant for the opposition the main man for them again will be the likes of greaseman. and of course. in the last game was just too much for the opposition he was too quick and too clever for argentina and he and
8:22 am
france will be hoping they can repeat that performance but france do have to be a little bit careful at the back they conceded three goals against argentina and i think a year ago i will not be as forgiving as their neighbors argentina were in the last game so for us to just have to play with a little bit of caution there as well so let's talk strategy and playing style for just a second i mean how similar or different are these two countries and their approach to the game or france or a much more kind of fluent side in attack and they base a lot on creative players and and scoring goals you're going perhaps a bit more pragmatic you're going to really interesting case as well in footballing terms it's like france is going to great footballing heritage it's one to one or two of the four first four world cups which is kind of incredible because it's relatively such a small population compared to the other footballing giants and it really has all
8:23 am
the success in the way that the country punches above its white so regularly it really has elevated football from just the sports a big way of life in europe why so we can take a look now at how people back home are enjoying the tournament. the whole country is gearing up for the quarterfinal match against france here in europe why we're football is more than just a game it's a raise on death row. winning the round of sixteen match against portugal sparked an explosion of joy throughout the country. a party that lasted well into the night. on par with the team celebration in the dressing room after the match. yet but at the end it was from now on if we win or lose it doesn't matter we went this far i have no words. my
8:24 am
pregnant and if i give best to i go out who has said i stay. i have less and less to the sky blues as the national team is called have impressed so far in russia. and the whole of or of why is dreaming of big things to come. eagerly she was there was that your reply in folk song that has never favorites we always come from behind that's all reality but in a sudden sense i think we take some pride from it all of our of why hopes they can party again on friday. but regardless of the result a hero's welcome for a lot celeste day whether after this round the next or even the final. is a certain sheesh. and what we do know ali is that france were strong against argentina so to euro guy have a chance of winning this match up. i think they certainly do you know your
8:25 am
go are different type of side as i said to france they focus a lot more on defense but that makes them dangerous as well the likes of go dean in the minutes at the back the hard as nails and they won't allow the french players to play the game that they want to also in attack so they do combine that defense with good attacking play luis suarez was excellent at the start of the tournament and edinson cavani his fellow forward in the year ago i see him has really come into his own in the last couple of games two brilliant goals in the last match against portugal so france really have to be very wary here because you're a guy i think are a little bit under rated still i think this could be a much closer much of that a lot of people are expecting let's talk a little bit more about close match ups because i mean this is one which could certainly be very close many people saying that this is the more challenging match of the tournament that is brazil versus bell john star player of brazil neymar i mean he is really the standout for the five time champions so before i ask about the game i'd just like to play now what the brazilian coach has been saying about
8:26 am
him. with it's not just with the ball not just dribbling you know there are moves and defensive transitions if you look you will see how much he's been participating in the group. and neymar has really been the deciding factor in most games will it be any different this time round. well neymar is certainly the star of the show for brazil but i don't think it's quite like it was four years ago when really the whole team relied very heavily on him he's got a good supporting cast this time i think in this game against belgium a team that probably will come out and attack against brazil. the midfielder could be a very important player his light runs from midfield could be very dangerous if belgium don't get back and defend from their attacks quickly enough brazil though also a bit like you're going to have a very very strong defense that sometimes gets forgotten with all of their great attacking players silva i mean around sense of back there have only given up one
8:27 am
goal of the tournament so far so it's going to be a tough nut to crack for a talented belgian team but if any team can stop brazil belgium must be bad ali yeah that's right i mean remember lukaku the striker has been or the most dangerous forwards at the tournament so far they've got some great midfielders as well it and in his arm kevin de bruyne or so this is going to be a great quarterfinal match up one of the real world cup classics i think and make sure you get yourself in front of the t.v. for this one oliver meeting in moscow hopefully you'll be in the stadium in fact thank you so much for your reporting. you're watching news from berlin and i'm sorry kelly thank you so much for joining us this half half hour and don't forget we have more coming up at the top of the hour and you can get the very latest on our web site in the meantime that is not. dot com thanks for watching have a great day.
