a neo nazi goes to jail for life in germany beyond a cheaper spawn kitty on ten counts of murder in germany almost all of the victims wore off turkish origin and their families are still angry we get reactions from berlin i'm going to take your city off based on board. and it's thrilling win for gracious in the second semifinal of the world cup strike gold madill months of kitsch scoring the winning goal against england in extra time his team's two one victory was followed by an endless night of celebration. played. under the chiba of a woman continue his u.s. president donald trump trekking to live nato if other member states and immediately boost defense spending that's the question in brussels ofter trump on the a new barrage of criticism. and u.s.
12:02 pm
allies on the last day of the nato summit yet despite the tough once again communicate was a sign that includes criticizing the russian occupation of crimea and formally inviting macedonia to join the alliance a move that is sure to anger russia as neda continues its expansion into eastern europe. the president trump struck an aggressive stance towards nature throughout the summit according to question the entire alliance and alleging that germany was too close how to close relationship with russia something german chancellor angela merkel was quick to reject have a listen to what she said. germany is a calculus for her which they should work to get rid of their call to get rid of the nuclear they're getting so much of the oil that. russia i think is something that they are still look at it is very appropriate you're right we should appropriate i don't know what you can do about it but it certainly doesn't seem to
12:03 pm
make sense that they pay billions of dollars to russia and we have to defend them against russia. now what we had not was donald trump speaking on day one of the nato summit criticizing germany's sensible close of but russia and his dependence on russian gas supplies let me let's not go live to the. brussels bureau chief and he's at the nato headquarters there max and we're hearing reports that donald trump is threatening to leave nato over the dispense spending what can you tell us about that. we can't confirm that specific threat and some sources say he did not threaten to leave nato what we do know is that today in an unrelated meeting basically he went on a rats against some of the allies notably spain belgium and germany because in his eyes they are not spending enough on defense it's unclear which consequences he threatened them with but apparently some of the allies thought this was
12:04 pm
a threat and that's why we had this breaking news and georgia and ukraine that are not part of nato but to whom this session was dedicated to were asked to leave the room and there was an urgent special session called because of what donald trump the u.s. president said also a press conference with i'm going to back home was called off or at least postponed so it seems like these the other allies took what donald trump said very seriously and the gym chung's to has pushed back against trump's criticism saying jimmy does not do its fair share to support nato let's have a listen to a comment that she made on this. on the tongue there not germany is nato a debt of gratitude that you do it takes months to nato that generally implication happens and that europe is united today abdulla germany also does a lot for nato we provide the second doctor's contingent of troops and we make most
12:05 pm
of our military capacity available to nato is still very much involved in afghanistan to this day and that's why how can defend america's interests in the mix but i didn't go into this so much that was only american talking on this issue on day one of the summit now this comes as jump again today lashed out at his nato allies on twitter saying defense spending should be increased not just by do percent but by four percent of g.d.p. what do you make of these comments. well i think we need to put the four percent aside for now because that seemed to have been well i don't know if it was on a whim during the first working session but nobody really reacted to that what trump seems to be focusing on now on day two thursday of the nato summit is that the nato partners spend the two percent so that aim that everybody agreed to in two thousand and fourteen as quickly as possible apparently he's been talking about as early as two thousand and nineteen which is in other words immediately so he's
12:06 pm
frustrated about the pace with which nato partners are ramping up the spending because there's no doubt that there are all doing that including germany but just to give you an example the germans are now planning to spend one point five percent by two thousand and twenty five which is still short of the two percent and i think that is what the u.s. president is trying to change he's ramping up the pressure there with his own methods we all know him by now so it's not about the four percent it's about spending the two percent as fast as possible so you think maxy know his methods and whatever but damaging is this kind of event today from the u.s. president to what extent does it undermine the holy spirit and mission of the nato alliance. well that there are two things i'm reading the first thing is what donald trump says that is seriously of course undermining the foundations of nato but on the other hand the question is what are the u.s. what is the u.s.
12:07 pm
really doing militarily and there has been no change if you talk to diplomats here they say the u.s. is behaving as they were under obama there haven't been real directives you know anything in writing the things you need to change procedures that has not arrived but of course if you have a u.s. president questioning the foundations of nato threatening which needs to be confirmed to pull out of nato but he's come close to doing that in the past we know that then of course the other allies ask themselves what will this man do if he if the united states really are needed if we have article five situation meaning comma defense meaning accepting that one partner has been attacked aggressed whatever invaded and you say this is also my territory as president of the united states of america and of course there is serious doubt here at nato headquarters about how he will really react because he is so unpredictable and just like in business unpredictability in the military world is something you do not want but
12:08 pm
mexican from without some in the communique which has been signed on to can find has been also supported by the u.s. administration hasn't been which is an extent does what ought to be five billion means. the communique was prepared by all diplomatic corps for a long time for weeks months and the us president could have said we need to change this he could have reopened the go she gets to go she eighty percent on that specific parts or on the whole communique he did not do that we are talking about reaffirming article five we are talking about reaffirming the two percent goal without having it in a binding way he had the chance to do all that he did not do that and that's what i'm talking about earlier there's such a huge gap between what donald trump says and what he does you know with the relevant factors or what used to be relevant the things that are in writing the
12:09 pm
procedures the documents that it is really hard to predict which of those parallel universes you should trust. and some should amass from what donald trump rhetoric has been at this today nato summit is the need to do is only about european security but the military alliance the seventy s has what's it been protecting u.s. interests has it mean any other reaction in brussels to his gun atmospherics and his comments and his constant attack on his and nato allies. the. secretary general of nato yes back has repeatedly said over the last days that nato is not only good for europe but it's also good for the united states of america it appears that he's failed so far to convince the u.s. president about it but yes of course and this is a very long statement standing alliance and every other u.s. president before dollar trump would have reaffirmed this is in the security interests of everybody but on the other hand you have to give it to donald trump
12:10 pm
that of course without the united states nato isn't worth much and they have been doing the heavy lifting for decades now so he does have a point it's. in substance pretty clear but what is really completely irritating for the partners is the way he's trying to to to threaten to push some things down the throats of others so his style in fact i mean some say he's behaving more like a business leader than a politician here trying to nudge his e.u. nato allies to spend more money on defense than we are now waiting for donald trump to come before the press and say a few words but meanwhile let me put this question to you i mean as you said he does have a point and the head of nato secretary general of nato against staunton also supports a trump school that this should be an increase in defense spending by european nato
12:11 pm
allies how likely is that how united a european as a big will and should increase defense spending to shore up this military alliance . they have all decided to do just that in two thousand and four fourteen again they reaffirmed that and they have started on doing that back likes to quote numbers from nato as where two hundred sixty six billion dollars not yours dollars will be spent more so increased by that amount until two thousand and twenty four it's the biggest increase and they go spending in a generation that's what it says so all this is true the european allies also germany have acknowledged they need to do more they need to spend more and they're doing it it's just not as fast as donald trump wants it to happen. and we know that there was some sort of reports of a closed door meeting between donald trump and his nato european need to allies do you have any idea where with any deadlines are being said to increase this defense
12:12 pm
spending as you said most of the countries have agreed to increase defense spending but most of them have in fact not reached the two percent threshold which is what is expected of them in the need to alliance. yeah we're probably going to have eight nato allies meet that target this year but four years ago you only had i believe three allies who met the target so you can see there's an increase but you can still see that there's a big gap there what we're hearing from sources again this is unconfirmed but it's it seems likely is that the u.s. president once them to meet the target by two thousand and nineteen which would be very fast if you know the makings of you know budgetary negotiations in different countries and all that it doesn't seem very realistic either but maybe maybe what they're doing at the moment is trying to first of all find out what he really meant by saying that second of all what is consequences would be and third of all maybe trying to find some kind of compromise some kind of wording some kind of amendment
12:13 pm
to the communique where they say that they're all on board to try to increase defense spending as fast as possible and that's been looking at live pictures coming out from the building behind you in the nato headquarters and we see a lot of journalists have gathered there be a rating for donald trump to come out and speak to what we believe was an on shaded kills still meeting with his european and nato allies and of course everyone is waiting to find out what exactly the substance was off that meeting and what kind of message he wants to bring out to the public after what was a pretty a combative first day of the nato summit and obviously tensions still very high within the nato alliance on the second and final day of the nato summit that's the question i want to put to you no no i don't want the reports that the bulgarian president was quite annoyed by the tone of donald trump's comments about the
12:14 pm
european nato allies and he said i mean need it was not a security exchange where you can buy security so off the record comments coming out from their body european allies disgruntled by the way the u.s. president is treating not his enemies but his nato allies. well that's quite obvious i mean even the german chancellor and arriving in i think we saw part of that soundbite earlier yesterday although she doesn't really show or wear her emotions on her sleeves was not amused by her standards so of course especially those european allies that are not meeting the two percent goal yet aren't happy the way they've been treated by the u.s. president and but what you said earlier and read as very true and you also mention it in the question you just just asked he has a very businesslike approach to it and i think probably the best book to read if you want to understand what he's doing here is the art of the deal that's a book by trump i'm not trying to say you should read it but you know he lays out
12:15 pm
some things in there if you want a specific goal then you need to ask for more and that's what he's doing with the four percent the two percent also you can tell he knows he's not an expert on the military matters of nato because never talks about the actual military goals or rarely does he and if he does it's in vague terms for example fortifying the eastern flank in countries like you like poland or also deterrence strengthening defense training missions in iraq and all that he doesn't go into specifics when he talks about nato it's about burden sharing so the business part of nato that's something where he feels more comfortable with that's something he's very frustrated about and that's something where his european allies to come back to your question think that he's now going beyond what he should because they feel they're doing everything in their power to ramp up the spending on defense and that is interesting that he should be talking with the details of a military strategy because they need to offer what is a military alliance in the first and foremost i want to get back to i'm going to
12:16 pm
america i mean you talked about her comments she's always her response to his attack was measured why is he singling out germany in particular in this. at this summit he made these comments yesterday when he was talking to staunton bag which you reported on on. at the summit but again this morning there was this angry series of tweets which came out from donna talking about this two percent four percent of g.d.p. which you said is part of his rhetoric but he again singled out germany as a country which needs to do more. yeah and it must be a wild roller coaster ride for i get a makeover because in the morning now we're talking about wednesdays of the first day the nato summit she gets attacked by donald trump then she meets him bilaterally and everything seems just fine and the u.s. president says they have a very very good relationship used very very in this context and then after you
12:17 pm
know they they shake hands and seemingly have a pretty productive and good meeting there are more attacks via twitter so it's up and down up and down and one of the reasons is i put that question forward to the u.s. ambassador to nato kay bailey hutchison and she said he's frustrated because germany could do so much more because of course they're the economic heavyweight in the european union and they're one of the nations that's farthest away of meeting that two percent goal the americans want them to do more that's out of the question that's not new administration's before the trump administration saw it just the same way but you're right there seems to be a little something more we talk to diplomats behind closed doors you know is there any animosity does he not like i'm going to that is there what's wrong and nobody wanted to confirm that but what we can say for sure is that they have a very different approach to things going to back to this very procedural. trump is more emotional he's not a fan of multilateral institutions to say the least she is she is
12:18 pm
a symbol now for you know the multilateral framework of many institutions starting at the world trade organization and all the way up to nato so i think we have a difference of procedures we have a difference of character of personality. maybe also a difference of democratic understanding and we have a difference of spending in defense matters so just a waiting for donald trump to come in and this is the pact news film then we can see the american flags flying but there's no sign of donald trump as of yet this was a two day summit and usually i may just. to this kind is a routine affair when they need to advise get together they exchange thoughts and views and they focus on strategy apart from this one difference spending right now what have the nato allies agreed on in this one the hot days of toll. well actually quite a bit i mean they're still on the road that started at the nato summit in wales
12:19 pm
four years ago where they want to increase readiness where they want to make sure that if they need to deploy troops they can do that faster so they have a new thirty thirty thirty thirty program where and i hope i'm going to get this right here where they want to have thirty ships thirty aircraft and thirty. battalions ready to be deployed across wherever they need it within thirty days so they're trying to increase it to do that within europe for example you need a lot of different permissions you need to cross a lot of different borders there's a bra crecy involved permissions involved and that's tough to say the least we can take a long time that's why they're establishing a new headquarters in germany actually to deal with those things they'll be new headquarters in north fork virginia they're going to have training missions in iraq they have talked to what is now the former yugoslavia republic of macedonia possibly being in a to remember if they change their name to north macedonia so you can see
12:20 pm
a lot of things are happening. and they've also agreed still am i'll be think donald trump is just arriving under take a listen to what he has a very amazing two day period in brussels and we really accomplished a lot with respect to nato for years presidents have been coming to these meetings and talked about the expense the tremendous expense for the united states and tremendous progress has been made everyone's agreed to substantially up their commitment they're going to up it at levels that they've never thought of before prior to last year where i attended my first meeting it was going down the amount of money being spent by countries was going down and down very substantially and now it's going up very substantially and commitments were made only five of twenty nine countries were making their commitment and that's now changed the commitment was a two percent ultimately that will be going up quite
12:21 pm
a bit higher than that so we are we made a tremendous amount of progress today it's been about at a minimum they estimate and they're going to be giving exact numbers but since last year they've raised an additional thirty three billion dollars. that's been put up by the various countries not including the united states and the united states'. commitment to nato is very strong remains very strong but primarily because everyone the spirit they have the amount of money they're willing to spend and the additional money that they will be putting up has been really really amazing to see it to see the level of spirit in that room is incredible and i hope that we're going to be able to get along with russia i think that we probably will be able to the people in the room think so but they nevertheless they really
12:22 pm
stepped up their commitment and stepped it up like. they never have before so we pick at it dition all thirty three that the number could actually be higher than forty when they give you the final number the secretary general solberg will be giving those numbers sometime today probably had his concluding press that but we are we are doing dumbass like they've never done before or ever seen before and you'll be seeing that and i guess you'll be hearing that a little bit later ok we have our secretary of state as you know and we have john is here so if you have any questions for the three of us. mike pompei oh i just got back from my third trip as you know to north korea has become a true expert on the trips to north korea the best way to get there the best way to get out and he gets along very well he's doing a great job over there yes ma'am. yes.
12:23 pm
i told people that are be very unhappy if they didn't up their commitments very substantially because the united states has been paying a tremendous amount probably ninety percent of the cost of nato and now people are going to start and countries are going to start up being there could happen so i let them know yesterday actually i was surprised they didn't pick it up it took till today but yesterday i let them know that i was extremely unhappy with what was happening and they have substantially up their commitment and now we're very happy and have a very very powerful very very strong nato much stronger than it was two days ago yes ma'am. yes hi how are you i know you are very famous on television.
12:24 pm
very very. well. you know there was a. well they were probably worried because the united states was not being treated fairly but now we are because the commitment has been up so much so now they are and i was very firm yesterday you have to understand i know a lot of the people in the room i was here last year i let them know last year in a less for a manner but pretty firm and there is an additional thirty three billion dollars i think going to forty billion but it's thirty three billion dollars as of today. and then today and yesterday i was probably a little bit more firm but i believe in nato i think that is a very important probably the greatest ever done but the united states was paying for anywhere from seventy to ninety percent of it depending on the way you calculate that's not fair to the united states in addition to that as you know we're in negotiations with the e.u.
12:25 pm
and we're going to be meeting with them next week we've been treated very unfairly on trade our farmers have been shut out of the european union now you could say they're different but basically to a large extent they're the same countries so i think we're going to be ultimately treated fairly on trade we'll see what happens but i can tell you that nato now is really a fine tuned machine people are paying money that they never paid before they're happy to do it and the united states is being treated much more fairly yes or. yes use our did you win any concessions in your meeting and discussions with the german chancellor when it comes to german defense spending and also this issue of purchasing energy from russia and secondly what would you say to your critics that say by creating the scene here at nato you're only enabling president. putin in russia to further disturb things in ukraine and georgia well if you consider putting up tremendously you know the additional funds at a level that nobody's ever seen before i don't think that's helping russia i think
12:26 pm
that nato is much stronger now than it was two days ago i think that nato was not doing what they were supposed to be doing a lot of the countries and we were doing much more than we should have been doing frankly we were carrying too much of a burden that's what we call it burden sharing i was using that term a lot today burden sharing we had a fantastic meeting at the end twenty nine countries and they are putting up a lot germany is increased very substantially their time period and germany is coming along and we still have to figure out what's going on with the pipeline because the pipeline is coming in from russia so we're going to have to figure that out i brought it up nobody brought it up but me and we all are talking about it now and actually i think the world is talking about it now maybe more than anything else but we're going to figure that out but and frankly maybe everybody's going to have a good relationship with russia so they'll be
12:27 pm
a lot less problem with the pipeline but to me that was a very major point of contention we just gusted at length today germany has agreed to do a lot better than they were doing and why very happy with that we had a very good relationship with merkel yes the president had high thank you margaret . after all these years i know my uncle thank you. maybe i'm being dense here but could you just clarify are are you still threatening to potentially pull the united states out of nato for any reason and do you believe you can do that without congress' explicit support an approval i think it probably can but that's unnecessary and the people have stepped up today like they've never stepped up before and remember there were thirty three billion dollars more they're paying . and you'll hear that from the secretary general in a little while he thanked me actually he said he actually thanked me and everybody
12:28 pm
in the room thanked me there's a great collegial spirit in that room that i don't think they've had in many years they're very strong so very very unified very strong no problem right no no no problem mr president it's our shot of press you have said previously one of the countries the stepmother citing a two percent yesterday the suggestion might be four percent or perhaps two percent in a much quicker timetable can you clarify what did they commit to doing is that satisfactory to you know what they're doing is spending at a much faster clip they're going up to the two percent level now you have to understand some of the parliaments they have their own congresses they have a lot of things have to go through so you know they're here as a prime minister as a president and they can't necessarily go in and say this is what we're going to do but they're going back for approvals some are at two percent others have agreed definitely to go to two percent and some are going back to get the approval and
12:29 pm
which they will get to go to two percent afterward two percent will start talking about going higher but i said ultimately we should be in years in advance we should be at four percent i think four percent it's the right number and now the united states depending on the way you calculate it was a four point two percent and i said that's unfair and we have the largest g.d.p. by far especially since we've increased it by so much since the thing called the election our g.d.p. has gone way up and so the fact that our g.d.p. one way up that means we're paying for even more which is very unfair so i explain that. we we will go to much higher than two percent into the future but right now we're getting people up to two percent and that will take place over a fairly short period of time a short number of years ok yeah go ahead. going to their newspaper we understand your message graduations thank you thank you we
12:30 pm
understand your message but some people ask themselves where you'll be tweeting differently once you aboard air force one think no that's other people that do that i don't i'm very consistent i'm a very stable genius. go ahead. thank you sir jeremy dining with c.n.n. how are you. a quick question with regards to germany and the comments that you made yesterday do you feel like given the threats that you made about potentially leaving nato about insulting germany's sovereignty it appears by suggesting they are totally controlled by russia do you feel like that's an effective way to conduct diplomacy and secondly would you be able to be a little bit more specific about the commitments that you secured today with regards to increasing financial commitment is there an updated timeline are there specific countries you could cite because a majority of them already planning to meet that two percent threshold by twenty twenty four no many of them fact germany was going to be in the year two thousand
12:31 pm
and twenty eight or thirty yeah i think it's a very effective way to deal but i didn't deal exactly the way you said.
