i'm serious i was going to get to have you with us u.s. president donald trump is getting set to sit down with russia's vladimir putin for the first ever summit now let's take a look at some live images from helsinki's airport where the russian president has apparently just landed there you see the plane landing there now just about twenty minutes the lady he was supposed to be in helsinki already on the way to the presidential palace where he is set to meet the u.s. president now ahead of this meeting trump tweeted that u.s. relations with russia have never been worse several thorny issues dominating the run up to this meeting among them conflicts in ukraine and syria and charges of russian meddling in the u.s. election but as we see the president a russian president vladimir putin has just arrived and will soon be heading over to meet donald trump. and let's bring in our correspondent peter craven he's covering today's summit in helsinki for us and joins us for more now peter if we can put you up here. all right there you are peter we can see you now both leaders

as we said expected any minute now to sit together but very little information here on what's on the agenda what are we expecting to be on the table good question your guess your guess is practically as good as mine i would have to say just just to keep you up to date with what's happening we just have to finish president and his cavalcade coming down this main street on the waterfront here we're expecting donald trump to show up any time now and then obviously though he may have putin has been delayed at the airports and just across there behind me is the presidential palace that you were mentioning where they're going to be meeting and as i say not very much of a clear idea about what's on the agenda or it could be ukraine it could be crimea syria nuclear proliferation almost certainly there are kids ations that are now being leveled once again against a lot of new putin and russia that meddling in u.s. elections is specifically the two thousand and sixteen presidential election that took the trouble to the white house so those accusations are flying and that is

his motorcade is just getting set there as he gets out to go in and peter take us through the day when i wonder what's going to do we're going to. well what's in store as we wait for president number one donald trump to come up here and take his vehicle up into the the palace of the finnish president then we will wait for vladimir putin the meeting was scheduled to last ninety minutes which is one heck of a long time given the way that donald trump prepares or doesn't prepare for these things he's notorious you know some diplomats take weeks and months to prepare some heads of state take weeks or months to prepare donald trump gets handed over to a four sheets with some stats and some graphics and he's going to be going into the room into a room with just two translators with flooding near putin for an hour and a half in obviously somebody who will have a real plan for how he wants to set traps and where he wants to go in this conversation so you know we're very much looking forward to hearing what they have

a universal triumph by most sporting and political observers and now here he is in helsinki sitting at the top table on geo strategy with almost trump a lot. a lot of the headlines of being floated by putin is a winner before even him says the conference chair. peter we want to bring in another voice with us here in our studio have tyson barker who is an expert on u.s. european affairs with the at aspen institute here in berlin and he's joining us in our studio steps to tell us more give us some analysis on the summit and we heard it there from peter we have the u.s. president the leader of the western world here sitting down with the russian president with this backdrop that we're seeing against allegations of meddling in the u.s. elections how important how big is this it's quite a big deal and you know this is definitely been a good week for the lottery putin he's coming off of a well executed world cup in russia meeting with the most powerful man in the world i mean this is something that has really elevated his status it's been said since he took office in two thousand that his number one goal was to restore russia's

great power status and if this week is any indicator he's he's on his way to doing that text and as you're speaking we see here a bunch of dignitaries and there he is lottery putin exiting the plane here as he's just arrived in helsinki as we said he's about twenty minutes or so behind schedule and he will be heading over to where peter's been standing at the presidential palace in helsinki and we heard peter comment on this and i get your take what do you think is in this for donald trump well you know. to to quote from himself we'll have to wait and see i mean you know there are a lot of things on the table he's made it clear that he's willing to discuss pretty much anything from syria to ukraine to arms control to nato exercises anything to crimea to sanctions it's not necessarily clear that he's going into this with concrete asks i think that more than anything in this is clear since he's taken office he has a certain affinity to this type of leader he respects flatter me he's respected him

since far before he became politically active and he is thinking that he will have a meeting of mine. and that the two both kind of shrewd transactional realists will be able to kind of stitch up a kind of order but he's been downplaying expectations a little bit before the summit so we'll wait and see what do you think that they've been downplaying expectations especially president trump as i think that if you look at the kind of menu of actual deliverables that could benefit the united states and the europeans there aren't that many quite frankly and the truth is is that he has partially a lack of preparation partially the timing circumstances around the world they haven't really prepared a strong hand for going into this meeting to come out of this with something that can say we really got a win so too much bluster in the lead up to the some of your things that they want to downplay expectations about what's actually going to be the outcome right i

think that this is definitely you know this this whole summit was organized in the wake of the singapore summit with kim jong un when trump came out of that singapore summit he got a lot of approbation a lot of praise from fox news in particular and that euphoria drove him to say you know we should do something very similar with with latimer putin and russia let's put something at the top level let's make a meeting of the top leaders at the outset and let's see if we can get the kind of approbation particularly from his base that he received in the wake of that meeting with the korea and we see this car there a titan under way heading towards the presidential palace and hell think he moving pretty quickly there from the plane into the car as we said he's a little bit behind schedule a very warm day in helsinki today tyson there are some fears that this could be a sort of hidden agenda something referred a lot about here in europe this question of whether these two leaders are looking

to reshuffle the global order are those fears justified well i think that this is this is kind of the. aspect playing up behind behind the. the curtain though that's kind of the backdrop of this whole event his in of to what extent is donald trump an agent of russian interests and this is clearly the topic of act in the active investigation by robert muller we have we're just four days away from the indictment of four of twelve russian g.r.u. operatives it meddling in the united states elections so this is clearly a concern of a large portion of the united states' pop population and european leaders peter i want to come back to you if you can hear us you're in front of the presidential palace we can tell you that putin is well on his way there leaving the airport heading towards you we heard tyson there just talking about those allegations that russia meddle in the u.s. elections and we saw just on friday that twelve russian intelligence operatives were indicted by the u.s.

justice department you know how much pressure is there do you think on donald trump to confront. over these accusations. huge amounts of pressure the intelligence community in the us to a man to woman lust at the end of last week at the beginning of the weekend they came out and they said this is this is such a credible indie such a credible indication that the two thousand and sixteen election campaign was tampered with was meddled in by the russians and many called then for donald trump not to come to helsinki it did look for a little while there was a window where it looked as though donald trump might call off this visit it didn't happen but now he's got to as i've said already he's got to go into that room with flood to meet putin look him in the eye and say mr putin are you guilty or you're innocent there's a lot but it appears that there's a lot in it and that's what the that's what the intelligence community is hoping that he will do the problem is that i think he's got inclinations and he has a very gut inclined politician going to be to go in and do the chummy thing with

the emir putin and say once again as he has done before did you or didn't you invite him in is going to laugh it off and donald trump is going to accept that and that's going to be the message he's going to relate to the world when he comes out of the meeting just one small point or might about what donald trump might get out of this in terms of one policy issue i think he is looking for backing from this from the russian leader or at least torrents for his push against the regime in tehran the iranians i think he's going to go on a diplomatic offensive maybe a political offensive against the iranians and he wants his back to be covered and he could get some coverage from vladimir putin that might be one thing that he's looking for you want to ask you about some of the other points on the agenda we're also expecting these two leaders to perhaps discuss nato expansion into eastern europe syria and of course ukraine any concrete points you can see coming out of

those topics i mean the interests of the two countries are just divergent on all of those three issues on nato expansion into eastern europe stay. department officials have said that ukraine and georgia is ultimately destiny destiny is in the west and basically reaffirmed their aspirations at some point to gain nato membership the united states continues to be active in the vaults and poland has upped the amount of money spent on the european defense initiative to eleven billion this past year so all indications on that front point to no on the ukraine piece you know the united states is now delivering lethal assistance to ukraine it continues not to recognize obviously the occupation of crimea and has actually added more names to the sanctions list in the past year as a result of actions russia's actions in ukraine congress has also passed legislation to codified those sanctions so that from cannot just remove them willy nilly if that if the spirit moved him so that again we don't see much ability to to

maneuver on that on syria the united states or president trump has indicated an interest to kind of. cut and run to leave syria to declare mission accomplished and that might be an area where the two can come together a little more clearly because russia clearly has a larger footprint in syria and has a broader set of equities in the in the in the country see mention that congress is kind of hemmed the president in when it comes to possible sanctions relief something we know the kremlin is hoping to seek in its talks with the president but what about the fact that we're talking about this investigation into possible russian meddling into the u.s. and into u.s. elections in two thousand and sixteen there are a lot of people in washington who want to see this summit cold off right i mean the drumbeat has been bipartisan you have john mccain over the weekend saying that this needs to be something that's that that doesn't take place i mean this is usually summits in the diplomatic world summits are a reward it's the cherry on top after

let's say common the rules of behavior in cyberspace to protect all governments in this world from any meddling and that's all i think you're right there were a lot of people speculating that the fact that president putin got donald trump to sit down with him at a summit was a victory in the first place do you see it that way. well it's very difficult to say whether president putin has any hope and what the u.s. president could promise him as a possible big deal so both sides underline their very law expectations but i think that is their expectations also very different in moscow and washington the summit comes as the kremlin is looking for ways out of its international isolation of the west without crossing its own red lines for any putin the sunni it's enough that it's happening at all and the symbolism of a meeting is absolutely satisfying itself well donald trump doesn't necessarily embody the entire western world and to the world all of the little dramas for many

a great power and this bilateral one on one meeting at a summit level it does just that it might be worth mentioning also why why the selection of helsinki helsinki was the site of a big conference it was the apex of deterrence the kissinger real politic strategy to relax relations between the united states and the soviet union then at the time it did two things i mean it had two routes one it dot the soviet union to recognize certain human rights including elections which still plays a role in the region through the o.s.c. eat to this day but the other thing that it did was it codified ex post facto the. stalin's annexations of new territories population transfers and the imposition of communist governments on on countries that said we will not meddle in other countries internal affairs putin has for a long time accused the united states of meddling in the affairs from kosovo serbia ukraine even russia itself and i think what he's probably trying to do. with this

a foreign minister sergey lavrov is on hand we've seen them both arrive there in the presidential palace and we have. tyson barker with us here in our studio u.s. european affairs analyst who's been looking at this with us and we've been looking at these pictures and of ludmer putin has just arrived remind us again what exactly is at stake for these two leaders as they sit down for their first ever summit today they have met of course on the sidelines of the g. twenty summit in hamburg last year but this is their first one on one meeting right this is you know we saw it during bush we saw during obama and this is really the apex of trump's attempt at a reset with russia of course the background of that potential reset is quite different than it was in two thousand and one or two thousand and nine you know with russian troops present in ukraine with russian active supporting assad in syria with russian meddling obviously confirmed by the intelligence community in the united states so for this president it's about getting this

a reset on the order with extremely strong headwinds for vladimir putin the goal is quite different and to some extent he's already won that over he's already achieved it it's the optic it's the idea of restoring russian greatness russia's status as a great power as a world power we will recall that during two thousand and fourteen during the obama administration president obama said that russia is a very consequential regional power that was quite a slight against vladimir putin and russia in that sense of itself and this restores it to that level. for you no member of the permanent security council would suspend nuclear power that's the only country that can sit down at this level with the american president isn't that optic just as important to the american president the sense of pageantry of meeting lattimer putin that we can't forget that it was just there in early june that he met with north korea's leader kim jong un well clearly he's you know bucking conventional wisdom he says you know if somebody says if the washington establishment if the you know the democrats the

like to see in the long term all right what is a better relationship with russia mean for the e.u. we have our correspondent gary for us in brussels scared all i fair of course also on what's happening in helsinki today what's what some of what you've been hearing there in brussels. exactly european politicians here nervously waiting for results to come after president trump left number of shock waves on his visits to the european union one one of the things that are of particular foreign ministers who are meeting today in brussels of course is looking at is all issues related to a russian relations to ukraine but the foreign minister also born off luxembourg here also said today on the up on a rival for the for the foreign minister meeting that not too many expectations or even hopes should be placed in this meeting by trump and putin yet the affair is that trump could reach an agreement with putin that would be against european

full and he doesn't he believes maybe european politicians shouldn't take all these tweets and all these comments all that serious and rather look at the facts what is polities he moves will be that being said carrick on all of these issues that are on the table as we mentioned syria ukraine in particular on sanctions where do european union officials fear most that donald trump could give ground. big concern is of course as i've mentioned the whole issue with crimea but as you have analyzed as well and talked about before they also know of course that the danger here is really limited donald trump himself signed a deal where congress really has to agree to any move on the sanctions so he can't just unilaterally declare for instance that the sanctions regime or reduce the sanctions but of course the concern here is and we've seen this with north korea where he wants to send

a signal and where he suspended military exercises that something similar in that direction may happen and that is a major concern particularly for european members in the east of europe but also for the rest of the club we see meanwhile that senior officials are meeting with the china's premier league in beijing amid these rising economic tensions with the u.s. what have we heard there from european council president trusts and his team and are we seeing at this realigning that we've heard some in brussels talk about. i would say that using this again as an opportunity to point to the international order that from the european union here really is at stake the the architecture of multilateral agreements such as the world trade organization when it comes to the rao over terrorists that is something where they seek in china i see that both countries are now hit with the u.s. tariffs that the global architecture of multilateral institutions is cherish and

be or where should the you know this this or this base be but rather be much more operationally minded what are the threats that europe faces and how is it supposed to deal with these threats if it pursues that you know there will be a time after donald trump if if that's the pursuit that europe has and it's able to plug and play with the united states and other partners and allies then that would be a net win both for the united states and globally of a threat is russia to the e.u. because we've seen these escalating tensions at the same time we see the u.s. president now sitting down first first summit with to meet putin could that be a good thing for europe to bring tensions back to my way just to just to talk about russia as a threat for the e.u. i think it's an immense right for the e.u. it's clear that the that the russians were funding. campaign operations in the braggs it campaign it's clear that they tried to play a role in the referendum in the netherlands to try to reject ukraine's association agreement this is a strategic and then there's the territorial threat to the balkans or to the baltics excuse me so this is an existential threat to stay three at least three

a lot from this summit perhaps much more than trump who has has to be a lot more careful with what he says but basically even the fact that they're meeting at all regardless of the outcome of this summit is positive for the russians regardless of when we talk about the outcome what do you think would be the greatest victory here for vladimir putin. what would be the greatest victory well it's hard to know what can actually come out of this summit when we're talking about concrete results and both sides of kind of been playing down expectations ahead of the summit and we saw a presidential aide even saying you know were we've reached a dead end in relations perhaps we can propose something economically when it comes to syria we've seen in the past few days and weeks putin kind of meeting with israel with netanyahu last week and also with talk to rein in advisors he seems to

be trying to wrangle some sort of deal. that could perhaps satisfy the u.s. and israel as well about a pullback of iranian troops from the border to israel that's something that israel is very much pushing for and of course the u.s. is a is a close ally of israel as well so that could be one thing that we see coming out of this meeting though it's unclear whether whether it's the two leaders will kind of keep that agreement tacit and when it comes to ukraine the two sides are likely to talk about a potential u.n. peacekeeping mission but i think there may not be kind of concrete results on ukraine coming out of this and we mentioned that these two leaders have met in person before on the sidelines of the g. twenty summit last year in hamburg and also you know trump here said that he's looking to forge this personal bond with putin what do you think you can we can expect there in terms of how these two leaders work together.

well i think that's kind of. the main thing that could come out of this the fact that they're meeting at all and perhaps the russian side is hoping that there will be further meetings down the line as well. russians when trump came into power or came became president were very hopeful about him as a present president as a u.s. president that this could mean kind of a reset of relations but things have gotten kind of progressively worse between the u.s. and russia and there was this national security strategy that was published at the end of last year the u.s. national security strategy which kind of very much posited russia as you know an adversary of the u.s. and i think after that russian hopes were a bit dashed i would say but this is of course now

a hopeful moment for the russian side who very much are positioning themselves with with this meeting you know as one of the main players on the world stage that's one of the most important thing things for russia to position itself as a main player on the international stage to me and i want to ask you about that because as we heard emily say there has been plenty of common ground but of course a lot of points of contention between the u.s. and russia where do things actually stand between these two administrations well if you're there it's funny because there's a big disconnect especially in the united states between trump and his administration and the administration is kind of taken what we could call a liberal internationalists line it's a continuation of a policy that is extended through the late bush administration through obama and kind of continues to see strengthening the eastern flank of nato reconfirming the commitment to article five a nato supporting ukraine in hansing that support for ukraine deploying more forces to the international coalition continuing to say that assad must go all of those

points all those beat by beats are the same. as the previous administration or white russo skeptic to resort antagonistic the president himself is not toeing that line necessarily on the russia side of the picture of course in the administration is a little more uniform putin and his administration ministration is a reflection of his views and those views are pretty clear as you can speak in tongues and we're looking here at pictures of a trans motorcade arriving here at the helsinki palace to the summit is set to get underway such a significant summit tyson and you know as we're talking about some of these issues on the table like syria like ukraine with such large security issues facing the world right now is another good thing that these two leaders sitting down to talk about some of them it could be a good thing you know if theoretically if the prep and gone into it if the clear deliverables were were were put on the table if the interests were starting to

it's it's definitely a bit of a mix of things but i think that the russians russians here on the streets as it were would certainly be happy to see you know an improvement in relations between russia and the u.s. people here you know have have been recent months and you know even last year as well continuously kind of concerned about the fact that russia is always as they see it blamed for everything on the international stage and i think that people would be happy to see kind of russia's role changing there and i think both in the media as well as on the streets people will be hopeful that perhaps that kind of change could take place as a result of this meeting or or at least that it could set off.
