dry conditions. the indian government strips citizens from four million people in the state of. is it trying to root out illegal migrants or is it targeting the state's muslim population. is also coming up in the next sixty minutes the cost of tourism in the arctic wilderness a polar bear shot today for mauling a cruise ship employee on an island off norway the crew member was preparing a trip for the tourists when the incident occurred. and thomas seals victory in the tour de faults told us crossed the line and on the shoulder he's a becoming the first welshman to win the one of cycling's grand tours we'll bring you the highlights of the final stick. hello. i'm terry martin thanks for joining us people in zimbabwe are boating in
4:02 pm
landmark elections there are long queues of polling places as in bobbins turn out in large numbers to vote it's the first time in nearly four decades that the name robert mugabe the authoritarian former president is absent from the ballot paper but who resigned after pressure from the military last year was among those casting his vote today it looks to be a tight race between the two presidential front runners they are mugabe's successor president emerson meaning god while from the center of the party scene voting here and opposition leader nelson a lawyer and pastor after casting their votes both candidates expressed hope for a democratic and peaceful election we have no doubt. progress one genuine and not to bust. i think one victory statement for the
4:03 pm
people that people have spoken the people are speaking and it's clear that the vote is a vote for victory for freedom if not for democracy. i mean if it. really was. to what to do it's. moved out and opposes. it it will present. well let's cross over live now to harare were krishna standing by adrian this is a historic day for zimbabweans how are things gone so far. indeed terry it's a very special day for zimbabwe right now you can see behind me it doesn't look that full anymore at the polling station where i am at the moment but the reason is not because no people came to vote and the reason is because almost everybody came out very early in the morning that with a massive turnout in the early mornings that most polling stations i visited some
4:04 pm
people told me they went out as early as three am four am to be one of the first people to really cast their vote and those ones i talked to many of them are really happy looking forward to this election because for the first time many told me it's an election where nobody really interfered in their vote they were not intimidated everybody is free to go to him ever they want to and this is indeed a new development here what about robert mugabe adrian the former leader who was just a year ago he has come out speaking in favor of the opposition in this election what's the reason behind that. because he's clearly frustrated about what happened to him remember design and p.f. the governing party is the very party who found it he used to be the head of the party and of the country for thirty seven years and then last year the military decided to force him to resign yesterday he addressed the press and voiced his frustration against that once again he claims that he would have stepped aside
4:05 pm
anyways shortly after the military intervention but this is a claim of course it's hard to prove it's something he can say right now but yes it was a surprise that he really endorsed the opposition party and today he came right to this place where i'm right now which of this polling station to vote as well came with a huge crowd of his supporters and they were not only cheering for him later on they also cheered for the opposition party and this is honestly a very bizarre situation right now remember robert mugabe is the man who used to suppress the opposition who used to be the biggest enemy of this big opposition party off the m.d.c. and suddenly he is a supporter of them i have to clarify though that mr chamisa the major opposition party said well mugabe is a free man you can vote for him every once to him but he does not want him to interfere in any way into party politics and he does not want him to be or to play any role in his party and you mention adrian earlier the voters that you spoke to are happy that they can vote in the election without fear of intimidation for the
4:06 pm
first time in decades but i understand that some opposition parties are claiming attempts were made to interfere in today's vote what more can you tell us. well these reports are just coming in they are saying that their voters were frustrated particularly in places where the opposition is in a matter of majority we're not so sure what happened they haven't clarified it yet and we still have to wait until the election day is over and more reports are coming in to see what really happens and what about the e.u. here the monitors they've been monitoring this election to what overall picture are they getting from how this is this election was held about being free and fair. was actually the first time since two thousand and two that the government in zimbabwe and why did service from the european union so this was already a positive sign we've talked to them today earlier with the head of the observation
4:07 pm
mission mr brewer who is the european union parliamentarian and he told us so far it's been quite satisfied with what he has seen but of course still it is too early to really just a situation he was commenting mainly on the things that happened before the elections and there he said it is a big improvement from what we have seen during the elections if before yes there were some minor incidences but those cases of violent intimidation of voters which used to be a standard during the last elections these things didn't happen but we have to wait once again see how the next days the next hours will go by here until we can make a final judgment thank you so much for an. increase there in the zimbabwean capital harare. emergency services in the u.s. are battling wildfires in northern california that have killed at least seven people and destroyed thousands of acres of land tinder dry conditions and very hot temperatures have caused almost twenty wildfires to ignite one of the worst affected regions is the area around reading city and shasta county police there

have confirmed the fires killed two young children and their great grandmother. neighborhoods reduced to ash and rubble the smell of char still hanging in the air some families in this northern california community had only fifteen minutes to flee the wind just took off and i don't remember exactly what they called it it's almost like a tornado with fire in it and it came over the hill and. it wiped out our house and wiped out our next door neighbor's home. firefighters and emergency personnel have been working around the clock to alert residents before the wildfires reach them and shostak county some thirty eight thousand people have been evacuated so far. but with firefighters struggling to contain the fast moving flames the local fire department cautions that it could be a while before people can return home we understand how how that feels

4:13 pm
she said the country would be more open than ever to foreign direct investment. let's go live to put it sound financial correspondent in frankfurt. tell me first of all about the ins reaction here i often get accused by my partner of being very defensive when i'm accused of something and that's exactly what berlin sounds like right now. oh no we're totally open to all investments it does sound defensive and so because there is a big backlash actually friday from the german industry that is worried after this move by the government that foreign investors are going to be scared off and rightly so. it is right china's government doesn't courage it's companies to take over strategically important companies abroad and that's also been
4:14 pm
the explanation for the move by the german government to this critical infrastructure and the people and the economy expect you know stable electricity supplies the people on the economy it does sound like we're after both here a little bit doesn't it but it does sound like that but tell me is germany right to worry about chinese takeovers because of the past five years china has been buying up some big companies and trying to acquire some quite strategic ones here in germany. that is right chinese investors buy into kuka and that caused a big stir you know robotic companies should we give that away also there's. significant investment in german automaker dimler all that has fears but if you look at it investment in germany from china is actually down your own year in the

polar bear has been shot dead for mauling a cruise ship employee on an arctic island in norway a second employee of the german cruise line how about lloyd shot the bear after the initial attack trying to save his colleague's life both guards were preparing a land trip for the cruise ships tourists when the incident happened the injured man was transported to a hospital on the norwegian mainland is reportedly in stable condition. over more now i'm joined by alts a research scientist from the norwegian popular polar institute thanks for talking with us now you have been observing polar bears on the same island there where the guard was attacked i understand or these encounters between humans and bears common . it's actually not that rare. a lot of cases you never
4:23 pm
hear about because most of the time people are well able to scare bears away before something wrong happens so most bears are quite shy but you always have to be aware that potentially a bear can attack. so actually if you go twenty thirty forty years back in time it was shot on average three bears every year in small darts and now it's known to a. bear every year so it's less common than it used to be more think because. routes are very strict and people are quite good at trying to avoid encounters that people love to observe the bears there are huge cruise ships going up your way just to look at them what impact does arctic tourism on the wildlife there.
4:24 pm
doesn't have a lot of impact on polar bear sinking your life i think. because the rules are as i said very strict you know. to approach bears on purpose if you're disturbed a bear. you have to have again you have to be aware. to behave to avoid encounters and. guides are educated to do that. mostly confrontations are avoided or have a more happening and but then it does happen from time to time thinks goes wrong and. then something like this might happen what about the situation for polar bears in general with the polar caps melt a lot of media attention all that polar bears are losing their natural habitat are they facing extinction in the wild. at the moment it varies
4:25 pm
a lot regarding vary you are in arctic hole habitat loss affects polar bears that is not very strange because. some places sea ice. very significant and fast other places it hasn't been that significant. also bears are in different states you know some populations are doing quite well with the current situation and then they can tolerate quite a bit of change but we do you see in so mario. have a quite significant impact on bears in small but it's mostly dog so margins where bears are not able to get their stay you don't find them there anymore and some of those aren't so important tending habitat but all together the population the barents sea population of each well what is a party is doing ok still. the norwegian polar institute thank you so much for

to india now where the government has effectively stripped citizenship from four million people excluded from a citizen's list in the rural eastern state of. official say they will be given another chance to produce documents proving their citizenship but if they cannot they could face deportation india claims it wants to root out the illegal migrants from neighboring bangladesh but critics say the list is an excuse to target muslim population. or more of this i'm joined by correspondent. in delhi she is explain to us what exactly has happened in as a result of this national register of citizens what will become of the four million people who've been excluded from the this. well terry
4:30 pm
this n.r.c. has been a very ongoing issue for many decades in the state of us and it's a list that hasn't been updated since one thousand nine hundred fifty one so what people now are having to do is to prove that they or their families have been has been in india since before the one nine hundred seventy one war which saw many people flee from across the border in bangladesh into india and to prove that they have links to india that they were in india before that now the the test of that is a bit tricky when it comes to having the correct documentation and what we've seen in the list that was published today is that around four million of the approximately thirty two million residents in the state have not have not met the government's test. critics are accusing the indian government of using this list to target assam's muslim population mourning that these people are now in danger of becoming stateless much like the. population of myanmar is this
4:31 pm
a human rights disaster in the making. well certainly the bengali muslim minority community and they they feel targeted by this . they're largely the ones who have been left off the list and of course they have time now to try and prove their their link to the country and to the state but they'll probably be doing so with the same documents that have already been rejected so so hopes are not very high for these people and when it comes to documentation that's where one of the areas where you begin to see some parallels between what's happening in assam right now and what happened with the rohingya in myanmar. documentation was a big issue there people having been systematically denied the right documentation or having spotty documentation and similarly innocent people don't necessarily have these documents to prove their situation and that's what's getting people worried
4:32 pm
about you know what's going to happen next is it going to be a similar situation to that or or frankly even similar to what we've seen on the u.s. border with mexico at the same time you know there aren't really apparatus in place that aren't really isn't really anything in place right now to start moving people across the border there's no agreement with bungle days to do so which obviously there's already dealing with so many migrants across from from myanmar so so some people are skeptical that deportations will actually take place but statelessness is certainly an issue if you've stripped people of their citizenship in india but you're not deporting them then then they're basically without rights and they have been talks of detention centers being built as well and and so certainly there is a potential human rights crisis on the horizon. ok. there in delhi for us thank you so much.

what they want from the government a billion euro sounds like a looked well we ask systems for farmers that are heavily affected who loose fifty or seventy percent of the yell who invested all of the year in their seed in their fertilizers and now get nothing back and. we talk about this farmers of course the drought that's hit germany or parts of germany is also hitting other parts of europe what other farmers and what other regions are affected well it's the whole middle europe and eastern europe scandinavia and also ukraine is forecasted for concert not to have a good harvest usually your wisdom grain exporter may be in not at that scale this year what's it mean economically for the block of europe as a whole basically we have to feed our cattle in this winter maybe it's

ever find more reconciliation than that. if. the social anthropologist francisco for around is served on a commission that explored ways for spain to confront its painful past he backs the plan to move franco's remains but i mean this is one of the most important monuments of totalitarian architecture in europe that's exactly how it should be presented it is essential for spanish society law and will strengthen our democracy in. the market it's unacceptable that a dictator is honored in a purcell ok that was financed with public money. the relatives of the victims like sylvia navarro franco's removal can't come soon enough only this can give spain a fresh start she says and she believes spain will only find peace when families can reclaim their loved ones remains.
