this is d. w. news coming to you live from berlin italy escalates a dispute with its neighbors over migrants the populace government in rome says the e.u. must change the rules on rescues in c. or it will close its corkscrew all of us was carrying refugees also coming up the eastern german city of chemist braces for more demonstrations as far right nationals gear up for another part of. the caste system in nepal has long been a source of social inequality we the women working for change.
2:01 pm
hello i'm terry barton thanks for joining us italy's new populist government is stepping up its hardline stance on migration it's calling on the e.u. to change the rules governing the rescue of refugees at sea in twenty fifteen the e.u. agreed that all migrants picked up by its naval mission in the mediterranean would be disembarked in italy or rome is now refusing to honor that agreement and says other e.u. nations must also opened their ports issues being discussed at an informal meeting of defense ministers in vienna. italy says it won't accept migrants like these any more if other you member states don't share the burden currently as part of the u.s joint naval mission in the mediterranean known as operation severe rescued migrants
2:02 pm
are brought italian harbors despite rim's objections italy wants other e.u. countries to take on their share of migrants if not they could close their waters to operation sophia's ships. the e.u. is feeling the pressure the issue of how to share the management of migration flows that is not an issue for one single country but is a common european issue this is why we have a european union operation at sea and this is why i believe that even if it's a very difficult discussion. it would be good if member states considered taking more responsibility the three year old mission is supposed to clamp down on people smuggling and illegal migration across the mediterranean but it has also rescued people off the living coast and to live it them to italy around fifty thousand so far that's too much for rooms hard right government some e.u. member states say the problem is not with operations of fear the misuse of the
2:03 pm
operation severe doesn't have a problem it works well and has the important task of combating people smuggling and training libyan coast guards the problem is the dublin regulation it needs to be solved irrespective of whether we have the operations of fear which should continue to run. the vital. under the double regulation asylum seekers of the responsibility of the countries where they first enter the new around seventy thousand people made it to the e.u. by the mediterranean route this year that's a relatively small number for an issue that challenges the bloc's unity. barbara basler is covering the e.u. defense ministers meeting in vienna and joins us now from there barbara the meeting has just wrapped up i understand were the ministers able to find any common ground . absolutely none terry other than they say that the mission's afia is important for the security and the securing off the external borders of the
2:04 pm
european union which may be true however. it's in the position of italy actually puts this mission in doubt it runs till the end of the year but as things stand now the naval vessels of the other european countries participating in sofia could not disembark in you more in italian ports from next week on if something if an interim solution is not found or if they don't sort of circumvent the problem that means they can't really pick up any more migrants in the mediterranean in the mediterranean for the next weeks and months so the situation is really it's runs in circles the states of head and heads of state and government will have to deal with the dublin. regulation any more again they will have to sort of figure out an interim solution we've been there before terry numerous times and things simply aren't moving forwards so what does this mean barbara for the future of the e.u. use migration policy. it means in fact that the external borders of
2:05 pm
the e.u. become more and more important principle it's they can't be bridged anymore people can't get into the e.u. anymore and that is something that is really in the in the sense of that is really something that the hardliners the right wing extremists and populists all these parties in europe that we see now in different governments really want i mean that's in their sense that's what they really want to achieve and it means that spain for instance now will have to deal with migrants coming from iraq for america more and more and that the route across from libya will be more or less the finished it's of the of course says that's a good result but for the european union it means that is really just failing in the face of this migrant crisis that has diminished but of course there are still
2:06 pm
a lot of people trying to reach european shores and they will not be able to do so anymore and the deep divisions in the e.u. are getting ever deeper the divisions between more liberal countries and more right wing populous countries that is something that is quite clear here barbara thank you w's barbara basal there in vienna. well here in germany right wing groups are again expected to take to the streets of the eastern german city of camden's some twenty people were injured earlier in the week when around seven thousand protesters many of them porat nationalists clashed with left wing demonstrators after a man was stabbed to death here's a look at what life is like caressed events of kemet or violence and hatred of foreigners has dominated headlines for days. snapshots of daily life in chemists to look cool runs a cafe in a not center it's

a bit of an ivory tower he says here things are fine. but he also knows the city has a problem with right wing radicals. we don't see marauding bands of murderous nazis in the streets every day but things happen and the instrumental lies it and use it as a pretext to whip up a crowd. last sunday eight hundred took to the streets in response to the killing of a man the night before on monday the far right scene mobilized about five thousand demonstrators and they were not just locals the rally wasn't about mourning the dead man it was a protest the state premier of saxony is coming to candidates later today to hold a town hall meeting. in ghana what would you like to tell him about what's been going on here. before that he's totally misunderstood the situation and that he's out of his depth this is given the right wing radicals of platforms and they're rallying their forces it wasn't just people from committee on monday but from all

over germany i find out painful the student will be is there a general sense of frustration among local people are there problems with refugees here this man's answer shows how rejection of neo nazis and concern about the presence of foreigners in kenya it's not always so far apart but what's it like living here. this is not what i expected i like to sit in the park when the weather's good but i see more and more foreigners there and they behave as if the time belongs to them. they don't sit on the benches but on the backs of the benches with their feet on the seats drinking beer. that's not acceptable so i'm not a right winger but it bothers me it's just not right the simply shift to solution to some kids in. a city theater company is rehearsing for a video with dunn says from twenty four countries we ask if they feel they're under

threat they say no. but in fact. it's not that simple. to tense up or to completely tell them they should try to avoid any possible problems if they go home late they should go home together or not alone of course they're all trying to cope with the situation. it's not easy in kenya it's living together takes practice we have some catching up to do. most people we talked to here say they want to have nothing to do with the far right demonstrators but there is something that bothers them they feel marginalized the mail office and analysis. just the city has changed it will take a while for some particularly the elderly i would say to get used to the way things are now days it's different now. and in the meantime nobody seems to have an answer to that question what with all the heated debate the thirty five year old killed on saturday night is no longer the focus of attention flowers and candles but no crowd

of mourners. or from our latest developments let's cross over to our political correspondent nina joins us from our parliamentary studios nina or the empty foreigner incidents that we're seeing kennison elsewhere in the country also happening elsewhere in saxony also helping elsewhere in the country. well sadly we have heard of at least one incident where a syrian man was beaten up after he was insulted with racist comments by three german nationals and he ended up in hospital this happened in a different state so it's not just confined to saxony but of course what many critics are saying is that parties like the far right say of. helping to change the mood and helping change the public debate changing the language and then those critics are saying that what is then happening is that right wing extremist groups take that as a sign and acceptance of extremist acts so even if the a.f.d.
