this is d. w. news coming to you live from berlin italy escalates a dispute with this e.u. neighbors over migrants the populace government in rome says the e.u. must change the rules on rescues at sea or it will close its ports to all vessels carrying refugees. also coming up the eastern german city of cabinets braces for more demonstrations as far right nationalists gear up for another protest.
3:01 pm
i'm terry martin welcome to the program italy's new populist government is stepping up its hardline stance on migration and its calling on the e.u. to change the rules governing the rescue of refugees at sea in two thousand and fifteen the e.u. agreed that all migrants picked up by its naval mission in the mediterranean would be disembarked in italy but rome is now refusing to honor that agreement and says other even nations must also open their ports the issue is being discussed at an informal meeting of defense ministers in vienna. italy says it won't accept migrants like these any more if other you member states don't share the burden currently as part of the u.s joint naval mission in the mediterranean no less operations severe rescued migrants are brought to italian harbors despite rims objections it's only ones of the e.u. countries to take on their share of migrants if not they could close their waters to operations sophia's ships. the e.u.
3:02 pm
is feeling the pressure the issue of how to share the management of migration flows that is not an issue for one single country is a common european issue this is why we have a european union operation at sea and this is why i believe that even if it's a very difficult discussion. it would be good if member states considered taking more responsibility the three year old mission is supposed to clamp down on people smuggling and illegal migration across the mediterranean but it has also rescued people off to live in coast and to live it them to italy around fifty thousand so far that's too much for rooms hard right government some e.u. member states say the problem is not with operations of fear the misuse of the operation severe doesn't have a problem it works well and has the important task of combating people smuggling and training libyan coast guards the problem is the dublin regulation it needs to
3:03 pm
be solved irrespective of whether we have the operations of fear which should continue to run. under the double regulation asylum seekers' of the responsibility of the countries where they first and to the new around seventy thousand people made it to the e.u. by the mediterranean route this year that's a relatively small number for an issue the challenge is to blocs unity. did obvious barbie's always covering the e.u. defense ministers meeting in vienna joins us now from there barbara the meeting has just wrapped up i understand where the minister. able to find any common ground. absolutely none terry other than they say that the missions of fear is important for the security and the securing off the external borders of the european union which may be true however. it's in the position of italy actually puts this mission in doubt it runs till the end of the year but as things stand now the naval vessels
3:04 pm
of the other european countries participating in sofia could not at this embark any more in italian ports from next week on if something if an interim solution is not found or if they don't sort of circumvent the problem that means they can't really pick up any more migrants in the mediterranean sea in the mediterranean for the next weeks and months so the situation is really it's runs in circles the states of head and heads of state and government will have to deal with the dublin . regulation any more again they will have to sort of figure out an interim solution we've been there before terry numerous times and things simply aren't moving forwards so what does this mean barbara for the future of the ears migration policy. it means in fact that the external borders of the e.u. become more and more important. they can't be bridged any more people can't get
3:05 pm
into the e.u. anymore and that is something that is really in the in the sense of that is really something that the hardliners the right wing extremists and populists all these parties in europe that we see now in different governments really want i mean that's in their sense that's what they really want to achieve and it means that spain for instance now will have to deal with migrants coming from morocco for morocco more and more and that the route to cross from libya will be more or less be finished it's of the course says that's a good result for the european union it means that is really just failing in the face of this migrant crisis that has diminished but of course there are still a lot of people trying to reach european shores and they will not be able to do so anymore and the deep divisions in the e.u. are getting every deep divisions between more liberal countries and more right wing
3:06 pm
populous countries that is something that is quite clear here barbara thank you barbara basell there in vienna. right wing groups here in germany her again expected to take to the streets of the eastern city of camden today some twenty people were injured earlier in the week when around seven thousand protesters many of them for right now finalists clashed with left wing demonstrators after a man was stabbed to death here's a look at what life is like for residents of chemist's where violence and hatred of foreigners has dominated the headlines for days a snapshot of daily life in chemists to look cool runs a cafe in an art center it's a bit of an ivory tower he says here things are fine. but he also knows the city has a problem with right wing radicals. we don't see marauding bands of murderous

nazis in the streets every day but things happen and the instrumental lies it and use it as a pretext to whip up a crowd. last sunday eight hundred took to the streets in response to the killing of a man the night before on monday the far right scene mobilized about five thousand demonstrators and they were not just locals the rally wasn't about mourning the dead man it was a protest. the state premier of saxony is coming to camp its later today to hold a town hall meeting. and then going to what would you like to tell him about what's been going on here. before that he's totally misunderstood the situation and that he's out of his depth this is given the right wing radicals of platforms and they're rallying their forces it wasn't just people from committee on monday but from all over germany i find out painful the student will be is there a general sense of frustration among local people are there problems with refugees
3:08 pm
here this man's answer shows how rejection of neo nazis and concern about the presence of foreigners in cannes it's not always so far apart but what's it like living here. this is not what i expected i like to sit in the park when the weather's good but i see more and more foreigners there and they behave as if the time belongs to them. they don't sit on the benches but on the backs of the benches with their feet on the seats drinking beer. that's not acceptable so i'm not a right winger but it bothers me it's just not right the specific issue which just gets me in a city theatre companies rehearsing for a video with dunces from twenty four countries we ask if they feel they're under threat they say no. but in fact. it's not that simple but. we tend to presume probably if we tell them they should try to avoid any possible problems if they go home late they should go home together or not alone of course
3:09 pm
they're all trying to cope with the situation. it's not easy in kenya it's living together takes practice we have some catching up to do. most people we talked to here say they want to have nothing to do with the far right demonstrators but there is something that bothers them they feel marginalized the mail office and analysis. not just the city has changed it will take a while for some particularly the elderly i would say to get used to the way things are now days it's different now and in the meantime nobody seems to have an answer to that question what with all the heated debate the thirty five year old killed on saturday night is no longer the focus of attention flowers and candles but no crowd of mourners as. well as some other stories making news around the world today iran's syria and voice stuff on de mistura has offered to travel to live province
