the blast was huge the attacker was targeting a local government building in the center of mogadishu but he also damaged and nearby mosque and school. one woman described what happened as the bomber detonated his device. bad idea we were in the middle of our usual work when the explosion happened in front of our district offices where our building was destroyed so i had myself under the table there was a lot of gunfire at our gate and someone called me to check if we were safe but when i came out i saw many people laying on the ground injured while others were dead it didn't matter that. the medic said many of those hurt including several students from the nearby islamic school were severely injured one witness said the bomber had tried to speed through a checkpoint at the building but then blew himself up when he was stopped by security forces. i saw bodies strewn on the ground before the ambulances arrived

a new social media law that critics able to finance political dissent the law gives the government new powers to moments of people with large online followings it's part of a series of bills introduced by president sisi taking aim at so-called cyber crime and the city international has criticized the president calling the recent legislation an assault on online freedoms the group says the legislation is quote vaguely defined and could allow the government to sense that any dissent on social media. we're going to get more on this now from. one of my egyptian colleagues who's been following this story for us walk us through what's happening here why is the government with the egyptian government cracking down on people with all these social media followers the government doesn't actually say that it cracks down on people with large social media accounts it says that it's introducing this law as you said is part of a larger package of laws to crackdown partially on fake news and to maintain the

security of the country now why social media as our viewers may already know during egypt's version of the arab spring social media was a huge part of of the uprising and during this time you had a large group large groups of activists who in a very short time gained a very large following and the hundred thousands and some of them even in the millions and. egypt the state's control over. traditional media outlets like newspapers and t.v. stations is pretty tight whether it's public broadcasters or private t.v. stations and social media was really the last front where you could get some dissent you could get some free expression but the state had so far not been able to regulate it in the way that it regulates traditional media and basically what they did with this law is. treat social media accounts as media media companies which if anything shows that the state's misunderstanding of what social media is and how the internet operates and in many ways it's another tool of

control essentially is what you're saying when in many ways yes and you know we heard on the international saying you know this is an assault on line freedoms what is the effect of this legislation likely to be. my estimation is that the effect on this law on the ground is not going to be huge because the egyptian state has not been waiting for this law to actually crack down on social media activists they have been doing this for a while in may a very prominent social media activist was essentially taken from his home in the middle of the night we had from him was in message. on his facebook saying i'm being arrested now but what this does is that it gives the state an official reason to make moves like this it basically puts down on paper a practice that they've been something that they've been practicing for the past three or four years three or four years with impunity and pretty systematically now when we're talking about the effect that this could have on activists of course this is going to make them express less. places like twitter and facebook and you
