thirds majority they need to win. i am the state is what this poster says many hungry and see their right british prime minister as the tyrian many people are worried about core democratic values such as free speech or an independent judiciary many members of the e.u. parliament say the rule of law in hungary is being threatened as are those who want to defend human rights so they say the e.u. must take a tougher line for example criminalizing migration related activity or dismantling the rule of law is no longer tolerated the situation hungary has got to the point where the e.p.a. has to stand up for its for our values actually as europeans and trigger article. article seven allows the european union to initiate a procedure against a member state it can even lose its voting rights for the first time in the e.u.'s history the european commission triggered article seven in july against poland despite a similar case against it hungary has so far

a marriage to unscathed the reasons for this are mainly political according to green m.e.p. . she examined the legal situation in hungary on behalf of the european parliament and she also sees clear breaches of the e.u.'s fundamental values. the political party is member of the european people's party and they have friends in commission and in parliament and hungary viktor orban still has a majority behind him in the european parliament though it could look very different. well for more let's cross over now to the e.u. parliament in strasbourg where our correspondent max off one is standing by hello to you max so how likely is it that enough lawmakers will in fact vote in support of those political sanctions against hungary. we know that the parties more of the left are going to vote in favor of starting the procedure we just heard about in

this report by catherine martin's so the greens of the social democrats the left parties in general so the question is what is the. own faction going to do with the european people's party conservative party but of course with very different influences depending which country is represented we know for example that the austrian part of that party already said they will vote to trigger the article seven procedure that might tip the scales but if the two orbán can convince a majority of those politicians not to vote in favor of it then they might fall short but we do know and we're hearing that from the that a lot of those members are really fed up with what the torben is doing back home in hungary and don't think at all that it that it's part that it should be the norm and that it really corresponds to the values of the. by the way of the european union. all right so one if there will be enough votes to support triggering article
3:12 pm
seven what are the consequences for hungry what do these political sanctions really mean. but we've we've we've talked about that already many times in the respective poland where they face the same article seven procedure and we do know that at the end possibly that country that faces this procedure might be stripped of its voting rights but it's a long process to get there so on isn't necessarily afraid that this will actually happen but he wants to avoid this because of what it means what it implies for his country for the reputation and also the trouble he would have to go through so we've been hearing from reliable sources that he will try to offer something behind the scenes to his own party in order to make them not to vote in favor of this article seven procedure all right so some talking behind the scenes but he was also due to actually address the parliament today what could we expect from prime minister orbán speech. yes we are minutes away we just saw him passing by here so
3:13 pm
he made his way to the plenary here in strasburg yes to cater to two crowds basically the first crowd is the home crowd where you have to play the tough guy who won't bow to brussels who won't bow to the demands of the european institutions that's one part but that won't help him because if that's his only stance then he's probably probably going to face a majority that wants to trigger the article seven procedure so behind closed doors this evening when he meets his fellow members of the european people's party that's probably where he will make some concessions maybe promising not to crack down on the n.g.o.s as planned and maybe sway some of those who want to vote for the article seven procedure all right next hofmann reporting from the e.u. parliament in strasbourg many thanks indeed. all right formula one racing news now and former world champion kimmie rikon and will leave his team ferrari at the end of the. season no replacement has been announced but ferrari look set to hire
