been part of the mantra of the german government this mother of all problems are africa and asia namely that we should become battling the causes that drive people to leave their homes there which is why it's so surprising that union politicians are saying that the german and german armed forces is considering an attack on syria that would mean two things we would be creating new causes that would make people flee their homes and germany could end up in an armed conflict that russia is involved in seriously i hope the chancellor merkel you're not seriously considering risking this. right however what strategy is the german government truly pursuing in afghanistan where the german armed forces are supposedly defending the security of germany the taliban has once again taken over large swathes of the country for seventeen years now german troops have been based

way in which we are holding political dialogues ourselves both in the parliament and outside of it as well and so we bear a great responsibility in recent weeks serious offenses have worried many of us in which the alleged perpetrators were asylum seekers who came to germany. criminal offenses of this kind touch me they worry me they worry everyone. grieving with those who have lost members of their family we are outraged we have to find the perpetrators of these crimes and ensure that they are punished with the full weight of the law. the law. and that's what it means if you live in a country. by the rule of law and many citizens who have shown through demonstrations just how upset they are by these things have used the

rights that the constitution gives them to demonstrate and we asked politicians have a duty to take their concerns seriously and to. ensure that four states of affairs are sorted out i can understand that if somebody dies and it turns out that the criminals. are repeat offenders or people who should have been deported from the country that means we have to do our homework we have to work hard both in the german government with the minister of the interior the federal state as well and the minister of the interior has come up with some new approaches this well so we are all very aware of our responsibility in this matter. as much as i understand the outrage and the lack of understanding. i cannot let it stand that this is an excuse

for demonstrations that show contempt to other people no. there is no excuse and no justification for incitement to hatred and in some cases violence nazi slogans attacking people who look differently who own a jewish restaurant attacking police officers and using terms and debating whether or not this consists this comprises hounding or incitement to hatred and violence this is just splitting hairs and doesn't help the matter. the one thing must be clear we are decisively against all of this. as in article one of our constitution human dignity is inviolable we must protect

it we must respect it. and there is no ifs ands or buts about this. plan article one of our constitution is true for everyone and if you infringe it you are. destroying the very roots of what makes germany what it is you are questioning our values of unity and law and. liberty which are the basis of our happiness and there is no discount for anyone in all of this and so relativization is the wrong way to go that's misleading and so the rule of law with its law enforcement systems with its independent courts is part and parcel of a lively democracy with a strong civic society and i thank everyone who works in this area all of our

security officers the police officers the public prosecutors the judges the lawyers all those who work in the courts and those who work in our penal system which is not an easy place to work. thank you good morning to you and i want to thank those who are volunteers and work full time in our democratic institutions and our association thankfully there you are many. in our country and this is why. just making judgments about entire areas like saxony or the eastern federal states are inappropriate and wrong and we can't just judge them our right. to know and assume is true for the many refugees who live here peacefully together with us and i particularly want to thank all of those who work as volunteers and full time to help us integrate refugees into our

society because that's a very hard job as well. before we need to love we will not allow. calander sign exclusion of entire groups in our society jews and muslims belong just as christians and atheists to our society they belong in our schools they belong in our political parties they belong in our society i'm grateful for everyone who works towards improving our democracy. and the question of whether or not we have a consensus here. is the one that decides on our social cohesion. and if we have a shared foundation here we can talk about all the other important questions that

concerns for the people in this country. there are. clear rules of play here and they cannot be replaced with emotion that's the whole point of a country governed by the rule of law. and because we are aware that this country governed by a rule of all law is facing challenges in our coalition agreements we entered into a pact for. a country governed by the rule of law and our federal budget reflects initial measures here three thousand new security positions fifty million more for equipping of federal police eighty five million for digitizing police work investment in cyber security these are important signals that we are standing out here and we will be talking about better equipping the courts and other organs of the g destry judiciary because our citizens have the right to

a country governed by the rule of wall of law that actually works. but today we are debating the budget for twenty nineteen. and. what we are doing goes far beyond next year some of the deliberations are the medium term financial planning to we are quite used to this but i'll say it again it's the fifth budget in a row that doesn't have more sovereign debt and this is the very good news for the younger generation. we have an increasing to g.d.p. and i've had it for over thirteen quarters. bankruptcies in the corporate world are the lowest that they've been since we began recording them and an option for this year woodley have over fifty five million people in work and we can be proud

and it was a very clear commitment to an inclusive society to a society where a as you just mentioned muslims and jews and people of color people with a migration background as one says in germany are welcome as long as they stick to the rule of law is that as long as they contribute to the society but it was also noticeable that she did make quite an effort to try and express her understanding for those people in germany that all feeling uncomfortable in the situation that in fact in some sense of feeling threatened by the situation are concerned and are using their democratic rights to demonstrates to go into the streets and to say that they are dissatisfied so she's trying to speak directly to those people who at the moment seem to be people that are mostly supporting the f.t. and are in opposition to the government that is why she's emphasizing such things as the rule of law also concerning migrants also concerning. crimes committed by migrants but in the end i think what was very clear was her statement that germany

is striving to be an inclusive society and that there are many many people in this country in fact a majority who support that the church also talks about how german the german government is responding to what is going on i thought it was very interesting what she was saying about people's concerns which she also talked about the country governed the country governed by the rule of law is being challenged right now she acknowledged that and she talked about how the country is responding to that can you tell us more about yes there's been a lot of discussion about. this of course that there is a lack of police men on the streets or policemen and women on the beat as it were and the government has been saying for months that the number of people that the police is recruiting will be increased significantly and that is in fact part of this budget debate it's a matter of money being made available in this coming budget and these police

surveillance and police. will be increased so she's trying to say that these concerns are being taken seriously and then everything will be done in fact to solve these crimes and to punish those responsible obviously this does not only cause my crimes committed by migrants as crimes committed by all sorts of other people but this is the concern that is in the front of the discussion at the moment so that's really at which what she's focusing on the moment and talking about what's being discussed right now in germany at the moment there's been a great deal of discussion the past few days here in the media in particular about whether there will whether the those scenes that we saw of demonstrations in cabinets whether we actually saw scenes of of foreigners being hunted by right wing snow has been a lot of discussion about that there's the term headstock that's being used and in germany some are claiming that is was not the case there was no hounding of these

migrants she also commented on that would chance well she was saying that all sorts of. coals for hatred calls for violence attacks on people of color on my grounds attacks on jewish establishments i was a jewish restaurant that was attacked and can that's that all of this was was to be condemned and that the government would not tolerate that either in other words that that was also contravening of the old german goes and german law is very very strict on anything referring back to nazi times in germany nazi symbols nazi. cold's sympathy for nazi. salutes are contravene german law and she's saying about two is going to be prosecuted i thought was very interesting her saying that it's splitting hairs whether we actually saw any hounding going on or not and she quickly glossed over that she also had something to say about making judgments not only about about foreigners in this country or migrants but also about eastern

germany and the state of saxony workers of course home to two candidates itself this is indeed we have to see here also that she comes from east germany herself that she is a product of east germany and there is a feeling i guess in the west that people in east germany assume still in some sense backwards and she's trying to say that one should not. generalize in this case that you should not say that everyone in east germany or everyone in saxony or everyone in came that is a right wing or is opposed to this government and in fact you know if you look at the figures that is not the case as she's trying to say we need to look at these situations with a lot more detail with a lot more sympathy with a lot more open mindedness. look at the specifics of it look at the specific people specific groups that are involved which you know if they are promoting nazi.

attitude is not to say ideologies will certainly be prosecuted but other people moment people who may be concerned about things changing in their lives one should have some understanding for them as we speak a chance remark of course is still giving her address to parliament again they're talking about the budget so there's a lot to to discuss do you think that this is now returning to business as usual for the german government and for the parliament or are we a point where the political discourse in the country is going to be dominated by this topic of migration still for the months to come well this is what america and her government. and there's the social democrats involved in this grand coalition as well they've been trying to do this to get back to business to say that we actually actually governing this country that they are doing things to improve matters in this country they've been trying very hard to get back to business and this obviously is business but one has to say even within government there is a lot of tension on this migration issue with especially with the interior minister
