because it's never happened before now as to actual effects we will have to wait because this is just the first stage of a rather lengthy process where at some point actually the next step the member states are involved and they have to decide with a fourth or fifth majority that yes they see the risk of a breach of the fundamentals of the european union and after that there is more involved just to give you the summary of it at the end in order to really have you know the stripping of the e.u. voting rights so this nuclear option that you talked about you need unanimity among the member states at this point this doesn't seem likely but a lot of things can change during a process like that all right so a long road still ahead max but what does this all mean a from the e.u. perspective. we really really see this rift now very clearly between especially some eastern european states like hungary and poland that are both caught up now in an article seven procedure and basically the other countries
