you know. this is deja vu news live from berlin and turkey and the united states beat over the case of a missing saudi journalist saudi arabia promises a full probe into the disappearance of jamal khashoggi a top u.s. diplomat by comp aoe carries this message to turkey today where investigators say that the writer was killed by a saudi team. also coming up the speed bump that is stalling brags that the irish border issue remains a key sticking point that is thrown to go she mentions into mere chaos will the

e.u. give theresa may more time to find a breakthrough and germany football coach joachim loew suffers another painful loss but is he set to cling to his job after an improved performance against frank. i'm sorry kelly welcome to the program we begin with mounting pressure on saudi arabia over the disappearance of dissident journalist jamal khashoggi a report in the new york times says that turkish investigators believe several suspects worked among the security detail of saudi crown prince mohammed bin some months this as american secretary of state my comp aoe has left saudi arabia and arrived in turkey where he is holding talks with president air to watch jamal khashoggi hasn't been seen since he entered the saudi consulate in is stop. two
11:02 am
weeks ago. leon is standing by for us outside of the saudi consulate there and you know we've just heard that fresh off of his visit to saudi arabia the u.s. secretary of state my pump aoe is meeting with president they seem to be on opposite sides of this issue yulia so what's expected to come out of these talks. well the fact that mike compay is meeting president out on himself indicates how seriously the talks are taking the disappearance of right. and the diplomatic implications according to our knowledge the meeting is over now it lasted forty minutes the head of to the secret service how can feed on and the foreign minister . well also present we are still waiting for anything official to emerge from that meeting of course in the best case we can expect some serious anstice some credible explanations now but i'm rather cautious because after yesterday we also know what kind of message mike pump aoe has in his pockets to deliver to the talks and this
11:03 am
message still is the saudi leadership claims to know nothing about the whereabouts of. the king says so crown prince mohammed bin money who has been accused of personally ordering the s.s. nation of the right has says so too so it remains to be seen what comes out of this meeting of course so you have to know turkey u.s. relations are also very difficult at the moment and there is speculation that they might come up with some kind of deal or a face saving initiative here the big question of course for us is what kind of implications will this have for the official investigation here absolutely especially considering you know that that line from the saudis that the u.s. appears to be believing that the turkish authorities strongly refute it although they have yet to officially release any evidence to black up those claims that she was indeed kill so what do we really know at this point yulia.
11:04 am
well as you mentioned turkish officials the authorities and police have not yet officially tabled their evidence what they're doing is leaking bits of pieces of information and evidence to the media so this is really a mystery still a puzzle and it's very difficult to determine what is fact and what is fiction what we know is that two days ago on monday a joint team of saudi and turkish investigators went into that very building behind me the saudi consulate here in istanbul they searched it for hours they took different samples and a source familiar with the investigation later confirmed to us that they indeed found in a quote concrete evidence suggesting jamal was killed investigators also seem to believe that he then was taken dead or alive from this building to another building the saudi consuls residence just two hundred meters away from here so this is the reason why turks police have been pressing to get access to the saudi consuls residence we're still waiting for that and let me at this there is also
11:05 am
a mysterious audi a recording that's at least what turkish media are reporting and this recording reportedly shows the last minutes of jamal a life it is a gruesome account showing apparently how he was a tortured how he is screaming we also reportedly hear the weiss of the saudi consul saying look guys please do this outside and quote freely you can get me into trouble but this recording we don't have this recording yet turkish media are just citing sources who apparently listen to this recording so i advise some caution here and i'm sure we'll learn more about this at the time with the very latest there from turkey yulia han our correspondent thank you so much. let's get a quick check now of some other stories making news around the world israel has conducted twenty air strikes on gaza and closed its border with the palestinian territory this comes after a rocket fired from gaza struck a house in southern israel earlier on wednesday israel blames hamas which runs gaza
11:06 am
with a rocket attack but the militant group has denied any responsibility. around three thousand migrants are still on the move north through guatemala this even after the organizer of a hundred and migrant caravan has been detained there the arrest comes after the us government threatened to withdraw aid to central american countries that didn't stop the march. diplomatic sources say that the european union has offered to extend the transition period for britain's exit from the block by a year it's a possible concession to britain's prime minister to resign may ahead of the summit of leaders in brussels later today may is under pressure to break the deadlock over the issue of the irish border northern ireland is set to become the u.k.'s only land border with the e.u. both sides want to avoid a hard border which would reinstate physical checks that could hamper trade and travel between northern ireland and the irish republic but they can't agree how
11:07 am
a key part of the negotiation is a so-called backstop a fallback plan should the u.k. leave the e.u. without a deal but there's no agreement on that either. let's bring in now some analysis of is all standing by with the latest from brussels barbara i mean theresa may really under intense pressure here to solve the irish border issue what are the chances that she will deliver one today. not very good actually sara because what can she do what we hear from british source news is that she will appeal again to the other heads of state and government to her colleagues here in brussels to sort of wait on the irish issue now they can't and as we have seen and know for months and months written and or doesn't want to because theresa may still be completely boxed in from all sides between the northern irish do you prefer the party that
11:08 am
secures her majority in parliament and the heartbreak to tears and the soft brakes the tears and the remainders the people who don't want bricks at all and the opposition and the scottish parties so she really can't move and it's very difficult for her there will be no solution today and she has a really hard time so barbara then how important is this summit if the deadlock is broken the difficulty broken but the in part the summit is still important because in a way it's a milestone. the head heads of state and government will say ok we've come so far basically we could agree on something if the british side were to move and get a bit more creative and the europeans can try to get a bit more creative to there must be a middle ground on this and we give it more time we just keep on negotiating we say the next stop is like say mid november we'll call for another some of them and we
11:09 am
see how far we get actually experts say that a solution could be found until december so there is a good two months and that's all long time at the negotiating table so a few months left there but i mean ultimately there's talk of extending britain's transition period by another year kicking the can down the road right barbara i mean what would that mean. that would mean it gives britain a bit more time to secure this trade deal this future relationship economic relationship was the e.u. that one needs and to reason they always says no that will solve all the irish problems and we won't need a backstop so it's like in negotiations like this you put all chips on the table you say i have this and i can trade you that and so does the british side really want that the problem is the regs have to use already screaming treason they say it can't come fast enough and they might not like this whatever everybody really knows that a trade deal can't be found within the eighteen months of the transition period so
11:10 am
there is going there is a need for more time so the e.u. is de kneeling this in front of britain and saying come on let's be reasonable we take more time and we sort of kick the can down the road a bit more in barber of isil bringing us up to date on briggs that from brussels thank you barbara montenegro's government has proposed a fighting people if they don't stand during performances of the of the country's national anthem the government says that it wants to ensure people's respect for montenegro's identity by fining people up to two thousand euros montenegro is a small nation in the balkans it declared independence in two thousand and six splitting away from the larger serbia after a referendum but there's still a sizeable serbian minority in montenegro many of whom think that the two countries shouldn't have gone their separate ways so critics of the legislation and many serbs believe that the proposed fine could stir up ethnic tension.
11:11 am
many montenegrins feel compelled to stand when they hear the national anthem bright dawn of my but soon if the government has its way people who don't rise when it's performed in public could face a fine of up to two thousand euros. but. those who do not want to stand up during our anthem will have to pay a fine we will not force anyone to stand up but every time he or she does not stand up they will pay a penalty. the proposed changes are to an existing law on state symbols that would also require public institutions funded by the state to keep the country flag permanently displayed on their buildings or pay a fine of up to twenty thousand euros. the plans approving popular with many on the streets of the country's capital because it's so. desirable disrespecting the state and symbols is like taking care of your family. you contravene see during the
11:12 am
anthems who trust that. the country where you live should be respected the fine is too small molecules. on the other hand many say the law is a clear attempt to push majority culture on minority groups. are they trying to force their ideas on others there's no need for that h. minority in montenegro no matter how big or small it is has its own viewpoint on the and so may go to switch off the. others even doubt the legality of the change i'm what i'm used to cheat this is a violation of the constitution because it clearly prescribes what freedoms are freedom of expression freedom of speech written word pictures and more. the former yugoslav republic is in the middle of lengthy talks to join the european union but critics say these changes don't fit the block's democratic values something we. could complicate those negotiations even further. some football news now and world
